Dear Mr.and Mrs Haggard: Thank you for the revised site plan for your short plat proposal. While it addresses most of the substantive comments you received in the Notice of Incompleteness of 2/19/00 there are further items that need to be addressed in order to receive approval for this plat. t c 1 1) Access Road: - 011 ( ) a) The access road must be constructed according to City Of Tukwila Public Works standards with gravel for a 20' width. It must also have a minimum of 12' of pavement for its entire length. b) The Plat Site Plan must show: i) "No Parking" shall be posted along the access road and at the fire turnaround. ii) A cross - section of the access road showing conformance with Public Works standards. 2) Water lines and the proposed drain field: According to Peppi Christianson of King County, all water lines must be 10' away from the septic drain field. Preliminary approval for the drain field for Lot 2 was given but without showing the proposed water line location. Following the short plat final approval and before any drain field can be constructed on Lot 2, King County will want to see the location of the installed water lines. Therefore, the water line for Lot 2 should be placed in the utility easement (for this tentatively approved drain field to be acceptable). Also, the water line to Lot 3 exists and is in a location that conflicts with the proposed drain field for Lot 2. This line must be moved into the utility easement. If they are not placed in the currently shown easement and they can be placed the required distance for the drain field a new easement must be created and shown on the map. 3) The "proposed hydrant location" on the map must be accompanied by a note stating that: a) The installation of this hydrant is required before the construction of a new structure, and b) With this hydrant, if an 8" main is not in place to provide 1000 gallon per minute water flow the house must be sprinkled according to Fire Department regulations. Finally, in the Notice of Incomplete Application of 2/10/00 it was stated that a Flood Control Zone Permit must be obtained as a condition of approval for this plat. It has since come to my attention that this can be delayed until the time of obtaining building permits. Once these requirements are complied with your plat should be ready for approval. After approval by the Short Plat Committee you will need to take the recording packet we will prepare for you to King County for recording. Once that is done and you give us the recorded copy this plat will be finaled. The following information must be submitted to make your application complete and to begin substantive review. Information needed and requirements by the Public Works Department 1 1. King County gave preliminary approval for the drain field for Lot 2, but the Applicant did not show the water Tine locations. Therefore, the water line for Lot 2 must be placed in the utility easement. The water line to Lot 3 exists and is in a location that conflicts with the proposed drain field for Lot 2. This line must be moved into the utility easement. 4. If the fire hydrant location does not meet the Fire Department standards and the Fire Department requires sprinklers for new construction on Lot 2, then the plat must show a 1" water line to Lot 2. 5. An 8 -inch is the designated minimum pipe size under fire regulations for low density residential zoning to meet the required 1000 gpm at 20 psi residual. This fact becomes part of every availability letter if a deficiency exists that was defined in the City's approved comprehensive plan. There are other options that fall within acceptable guidelines of the City's standards. The Duwamish Quarry area water system is fed by a 4 -inch pipe that crosses the S 119th Pedestrian Bridge. The existing hydrants can deliver more than 500 gpm at 20 psi residual. In this instance, the Fire Department will allow new single - family construction if an approved fire sprinkler system is installed. Since the nearest hydrant is about 300+ feet to the south, an additional hydrant would need to be installed 300 feet north of the existing hydrant for new construction to occur.
