(L2000 -008, sheet A2). The drawings accompanying this application (sheets A3 and A4) show the antennae tops for the three penthouse mounted sectors to be approximately one foot above the penthouse roof /parapet line. The drawings with the originally approved proposal show a 92' parapet with the antennae centerline at 90'. Using the 36' Hirschman antennae called out on sheet A7 with the above mentioned specification gives an antennae elevation of 91.5', one -half foot below the parapet line. U (,)' Existing Development o The site is currently occupied by the Embassy Suites Hotel, a multi -story building. Existing Telecommunications Facilities Sprint PCS has a 3 sector 6 panel antennae installation approved in January 27, 2000 (File Number L99- 0084). This facility is located in the same rooftop area as the current proposal. Two sectors are flush mounted on the northwest and southeast sides of the mechanical shed and one sector is mounted on sleds on the main roof and facing northeast from the penthouse. Surrounding Land Uses The subject and surrounding properties are zoned Tukwila Urban Center and are generally developed for commercial and retail uses. CONDITIONAL USE CRITERIA The proposed project must conform with criteria detailed in TMC 18.64.050, (1 -5), 2 Staff Report to the L2000 -008 Planning Commission Metricom Inc, 15802 West Valley Highway concerning Conditional Use Permits: (1) The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use or in the district in which the subject property is located The applicant has included site plans, elevations of the building showing the proposed antennae and computer generated photographs showing the proposal. The proposed facility telecommunications equipment falls within the safety parameters set by the American National Standards Institute (ANSI). (2) The proposed use shall meet or exceed the performance standards that are required in the district it will occupy. The Development Standards for uses in the Tukwila Urban Center (TUC) zone include a maximum height of 115 feet. Three antennae sectors will be mounted on the north, west and east walls of the existing penthouse. The remaining sector will be in two parts and attached to the mechanical /elevator penthouse and oriented to the southeast and southwest. As indicated in the attached drawings, the antennae will be flush mounted on both the penthouse and the elevator equipment room. They will be painted to match the color of the existing background to which they are attached. The equipment cabinets will be installed inside the elevator mechanical penthouse. The penthouse parapet elevation is 92' and the elevator equipment room elevation is 100'. None of the antennae will be above the elevations of either parapet. (3) The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. As with similar uses, the base station will generate trips during the construction period and, following the completion of construction, up to 1 trip per month for maintenance. No other impacts to pedestrian or transportation movements are anticipated. The operating equipment will be located on the roof adjacent to other equipment for the building. (4) The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan This project must comply with the following Comprehensive Plan policies and meet necessary Zoning Code regulations. 12.1.36. Encourage utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. 3 Staff Report to the L2000 -008 Planning Commission Metricom Inc, 15802 West Valley Highway Implementation strategies for this policy include the use of shared infrastructure and use of existing structures. The applicant is proposing antennae that will be located on an existing building. To minimize visual impacts associated with this project, the applicant has indicated that the antennae will be painted to match the building. 5) All measures have been taken to minimize the possible adverse impacts that the proposed use may have on the area in which it is located The applicant has applied for co- location on an existing building in lieu of proposing a separate support structure for their antennae. The antennae will be located adjacent and attached to the existing penthouse and equipment room structures and painted to match. All operating equipment will be located behind an existing rooftop parapet. CONCLUSIONS Staff makes the following findings and conclusions under the city's Conditional Use Permit criteria (TMC 18.64.050): (1) The proposed use will not be materially detrimental to the public welfare... Potentially hazardous equipment is inaccessible to the public. The proposed antennae will be located on an existing structure. The associated technology is within federal safety guidelines. (2) The proposed criteria shall meet or exceed the performance standards... The applicant is within the allowed height. No other development standards apply. (3) The proposed development shall be compatible generally with the surrounding... No impacts to the transportation system are likely. All operating equipment is located away from on -site circulation. None of the antennae will protrude above the rooflines and most will not be visible from the ground. The antennae will be painted to match the building greatly reducing their minimal visual impact. (4) The proposed use shall be in keeping with the goals and policies... The applicant is locating on an existing structure, in keeping with Comprehensive Plan policies. (5) All measures have been taken to minimize the possible adverse impacts... The antennae are being mounted on an existing structure.
