This letter is to inform you of the decision regarding planning comment #2 from that letter; the issue of providing for the driveway and utility improvements before this short-plat application can be given final approval. When we last spoke you brought up the option of including what would have been the access driveway easement area on Lot 1 as part of Lot 2. In other words, forgoing the easement across Lot 1 and creating a unified lot, #2, with direct access to the public street.. If this is done and because the proposal involves the creation of a single lot only, it will be possible to gain final approval of this short-plat without first installing the utility and paved driveway improvements. If you choose this course of action, please make sure the drawing is changed to reflect the new property boundaries and the removal of the easement. To complete the short plat process the final plat drawing must note that all utilities and access road improvements must be installed by the future owner and/or builder of the dwelling of Lot 2 before final occupancy of the dwelling. A11''comments from the previous 3 revision letters must also be addressed. Specifically from letter 3, correct or include the comments under "storm drainage" and "access road" pertaining to the final drawing. Also, since you are deferring the installation of the access road, you must include a note requiring that "the curb cut shall be separated by 15' from the curb cut to the south" (see page 2, bullet #5 revision letter #3). Below are Public Works and Planning comments to your resubmitted site plan. Public Works Storm Drainage: The site percolates, so the new house will have infiltration for its roof drains. The short plat can include a note saying that the house, when it is built,,.,w.i1L MM.ejpfiltration per King"GQJ Surfayce 'Water DeAigrn Mani. is a lows the builder to place the infiltration trench in the best location for the house. The estimated total impervious surface, including the access road, driveway and house footprint, equals 4745 SF. At 5000 SF, Mr. Minker would have to provide a drainage review prepared by a licensed civil engineer. Access Road: On the plan, the drawing for the access road is not correct. The dotted lines are 18' apart. The arrow saying 20' goes outside the roadway footprint. The access is supposed to be 20' wide, so this needs correction. Additional Planning Comment: The most recently submitted site plan shows the access road paved surface as 10'. This dimension must be corrected to show the minimum 12' of pavement on an overall roadbed of 20'. A profile for the road that meets the maximum 15% grade was provided. The road shall be installed with no grades greater than 15 %. A cross section for the access road was not provided. When coming in for permits to do the work for the short plat, Public Works will provide the cross - section requirements. This includes topography, cut and fill volumes, water and sewer line locations, water meter location etc. The access road must be built per the City- provided cross - section. In addition: • The road shall be installed with no grades greater than 15 %. • The infiltration can be installed when the house is built. • The City will provide a cross - section for the road. 0 ,4.) • The curb cut shall be separated by 15' from the other curb cut. Please check with Mike Cusick, Senior Utilities Engineer, if there are questions regarding capacity and location for water and sewer. Finally, the following items were supplied to you when you personally picked -up Jill's comments at the front counter in September: • City details for Curb Cut options, three of them. (RS -8A, RS -8, RS -8C) • Infiltration details and design information from the King County Surface Water Design Manual. (pages 5 -5 through 5 -8, and pages C -10 through C -13) • Infrastructure maps for sewer, water, storm drainage and streets. Remaining Planning Comments 1. The drawing shows a fire hydrant riveway entrance but it does not state that as a condition to build a hydrant must be 'nstatld prior to occupancy, per TMC 14.24.040 B. To reiterate our phone conversation of October 18, 2010, all site improvements must be installed or a bond posted for their deferral in order to receive final approval. You inquired about the deferral of the road and utility installation to the future owner /developer of the lot. Because this is a single lot subdivision only (not multiple lots) the installation of the access road or its deferral would effect only the future occupant of the new lot. Further since the final approval of any building activity depends on the completion of all site improvements and fulfillment of all city development regulations, I thought that the requirement for prior installation of the road and utilities or the posting of a bond by yourself (the seller) may not need to be done. This, however, must be approved by the Planning Manager; Jack Pace, with whom you agreed to address this matter and who has the final say in this matter. In addition, on July 31, 2000 a letter pertaining to City Of Tukwila Fire Hydrant requirements was sent. On August 9, 2000 I received a revised site plan that responded to some of these issues. However, there are some that have not been addressed. Below are the original comments and the requirements needed for approval of this file. Those that have been addressed have been crossed -out while those outstanding are not. Public Works minimum of 15'. The site plan shows a 10' separation. This is to assure that there is a contour lines of 106' and 108' is 12' which gives a slope of @ 16.7'. 3. Provide section views (cross section and profile along centerline) of the access road construction. On the site plan show: 4. The location and size of existing and proposed utilities and storm drainage system (TMC 17.12.020). 17.12.020). 6. The location of soil percolation tests. She mentioned that she spoke with you on 6/12 and left you voice mail messages on 6/20 and 7/6. The 7/6 message suggested you call her to set up a time to meet with her any discuss these issues. As these items are still outstanding this may be an efficient way to gather information and discuss options for their resolution. Her number is 433- 0179. Please submit these additional items as soon as possible. Substantive review for consistency with City development standards will continue upon their receipt. Mullet, Mayor Department of Community Development Steve Lancaster, Director Steve Minker 14208 55th Ave S Tukwila, WA 98168 Re: Minker Short Plat, File L2000 -013 Dear Steve: In our July 18, 2000 phone conversation we discussed the need for a fire hydrant to be installed closer to the proposed new lot as part of the conditions for short plat approval. This letter is to reaffirm this requirement as part of the short plat final approval. TMC 14.24.040 B, "Fire Hydrant Coverage ", states: "For short plat development and individual single - family homes...hydrants shall be placed so that a hydrant is no more than 250 feet by line of vehicular travel to the nearest point of the building..." Following our conversation on this matter, and your conversation with Assistant Fire Chief Mike Alderson regarding considering a hydrant on 56'x' Ave S as fulfilling this requirement, the applicability of TMC 14.24.040 is clear in this case. The site plan submitted with your application states that there is a hydrant "336' north of the north property line ". As discussed, this is outside of the limits allowed by the City Of Tukwila code. Unfortunately this requirement was not stated along with the "Letter of Revision" sent to you through Jon Otterson on April 18, 2000. However this does not preclude the city from enforcing the established provisions of the TMC. This requirement pertains only to the construction of a building on the site, not the site itself. In other words, not until a building is going to be constructed will the hydrant need to be installed. It is your choice to either install the hydrant before the final approval of the short plat or wait until such time as a development permit is sought. If the intention is to defer the hydrant installation it is necessary to have the hydrant requirement noted on the final site plan that will be approved and recorded. This assures that any future buyer of the property is aware this is a requirement. If you have any further questions, please feel free to call me at 431 -3684. Below are outlined their comments and the requirements needed for approval of this file. Public Works 4. The proposed access road must be separated from the access road/driveway to the south by a minimum of 15'. The site plan shows a 10' separation. Whether this is a part of the building shown or a walk, it may be advisable to resolve any claims of adverse possession to Lot "B" before recording. / 2. There are six substantial sized trees in the proposed 20' easement. While there are no regulations requiring their retention, the city likes to encourage preservation of trees of this • • g type. Additionally, the presence of mature native trees such Fir and Cedar add monetary value to a lot because of their aesthetic and natural values as well as their importance as wildlife habitat (bird habitat specifically). For the access road to be allowed along the properties south side it must be moved at least 5' to the north in order to comply with Public Works comment number 1 above. This distance, or one slightly larger, may be all that is necessary to preserve these trees. Please submit these additional items as soon as possible. Substantive review for consistency with City development standards will begin upon their receipt. For the purposes of the legally required timelines, they must be submitted within 90 days or the application could be cancelled (TMC 18.104.070 (E). WA "SECTION 1.1.2.1 - SMALL SITE DRAINAGE REVIEW" April 2000 PROJECT OVERVIEW The proposed action that prompted the requirement for a "SMALL SITE DRAINAGE REVIEW" is the development of a proposed short plat subdivision. The proposed short plat is located in King County within the City of Tukwila and contains 0.41 acres. Presently one existing residence fronts on 14208 55th Avenue South. Existing ingress - egress is from 55th Avenue South. The proposal on the subject site is for the division of the property into 2 (two) separate building lots. A new ingress- egress easement road is proposed along and contiguous with the south property line to accommodate the newly formed lot and future structure, while satisfying the requirements for design standards with fire and public works construction standards. The existing zoning designation of the property is LDR (Low Density Residential) with the following building setback lines (scanned and inserted from TMC 18.10.060): 18.10.060 Basic development standards. Runoff from the new residential lot will be directed to the west along the new ingress - egress road easement, which drains west to the street gutter. Downstream follows follow topographic features, flowing north in the street gutter, catch basins and collection system. No appreciable increase in runoff is anticipated for the improvements. No significant increases in erosion and /or adverse drainage associated problems are anticipated as a result of this proposal. Best management practices will be employed for controlling both site drainage and erosion control for the requirements of a small drainage site in accordance with the City of Tukwila's Ordinance #1755, which incorporates King County's Surface Water Design Manual's "SECTION 1.1.2.1 - SMALL SITE DRAINAGE REVIEW ". (See Appendix B - Drainage Review Flowchart, Project Classification & Requirements) The short legal description is portions of S.W.1 /4 S.W. 1/4 SEC. 16, TWP. 23N, RGE. 4E. KING COUNTY, WA., W.M. The short plat area totals approximately 0.41 acres. (See Appendix C - Site Map & Drainage Plan) The future proposed construction plan may result in the following actions: 1. Site grading for less than 50 cubic yards of excavation. 2. An increase in impervious surfaces of less than 5,000 square feet (4,926 SF) due to new easement road construction and surfacing. 3. No other sensitive features exist in, on or around the site vicinity; nor will any existing drainage features be modified or collected from pipes equal to or greater than 12- inches. Nothing significant exists regarding this proposal to trigger the requirement for a "TARGETED DRAINAGE REVIEW' (Section 1.1.2.2). (Appendix B - Drainage Review Flowchart, Project Classification & Requirements) UPSTREAM DRAINAGE AREA The upstream drainage area of the subject site is exclusively restricted to the subject short plat property. Historically, runoff drained into the roadside ditch along 55`x' Avenue South. When the roadway was improved with new paving services and additional utility upgrades, extruded concrete curb and gutter were constructed. Hydrophilic plants and /or hydric soils were not observed during site inspections of the property. Therefore, the upstream drainage area appears to be mutually inclusive of the subject site and totals approximately 0.41 acres. (Appendix D - Site Photos) Robert G. OFF -SITE ANALYSIS Site Map /Topographic Map The preliminary short plat map serves as a site plan for the subject project. The short plat map also display topographic features for the subject property. The engineer has super- imposed a drainage concept on the digital mapping provided by the surveyor. (Appendix C - Site Map & Drainage Plan) Vicinity Map A vicinity map is included in the appendix. (See Appendix A - Vicinity Map) ADOPTED BASIN PLANS AND FINALIZED DRAINAGE STUDIES No adopted basin plan are known to exist in the immediate vicinity for this proposal, nor are any deemed applicable due to the elevations being substantially above the 100 Year Flood Plain. The URL address at hitp: / /www.metrokc.gov /ddes /gis /parcel /gives the user the option to review a selection of various user defined options. The particular map generated is included in the appendices. (See Appendix A - Maps) DRAINAGE INVESTIGATION SECTION PROBLEM MAPS Drainage Investigation Section Problem Maps are not applicable for this site due to the elevations being substantially above the 100 -Year Flood Plain. "SOIL SURVEY/KING COUNTY AREA- WASHINGTON', USDA -SCS, NOV. 1973 The General Soil Map for this area appears to delineate Alderwood- Everett Association soils in the vicinity of the site. The survey did not cover this exact region; however, the Map Index identifies the soils as ;1C; Alderwood gravelly sandy loam. These soils do not appear to be compatible with the drainage concept of infiltration, as the underling soil strata may contain compacted and cemented clays above the glacial till and glacial outwash layers. INVESTIGATION OF REPORTED /OBSERVED PROBLEMS Site observations were made on April 8, 2000 for the subject property and off -site drainage investigations. Several site photos were taken for recordation of drainage and property characteristics. No evidence of flooding and /or significant erosion problems were observed. Robert G. Downstream catch basins were observed in which photos were documented. No debris was observed in the catch basins. COLLECTION OF QUALITATIVE DATA (LAND USE, IMPERVIOUSNESS, TOPOGRAPHY, AND SOIL) The Appendices serve as the required collection of qualitative data for the site (land use, imperviousness, topography, and soil). COLLECTION OF QUANTITATIVE DATA (PIPE SIZES, CHANNEL CHARACTER- ISTICS, DRAINAGE STRUCTURES, WETLAND /STREAM /STEEP SLOPE AREAS) The on -site inspection conducted was used to collect quantitative data regarding the drainage system for the subject property. Both side yards contiguous with the property line contain vegetation. No erosion or conveyance from adjacent properties was observed. Storm water conveyance from the site is sheet flow from grass and vegetation. All runoff which leave the property appears to enter the street storm drainage gutter. The drainage area of the site is sloped principally toward the West. The average slope of the on- site drainage area is approximately 3.5 %. Additionally, the site map and drainage plan verifies the immediate basin characteristics. (See Appendix C - Site Map & Drainage Plan) LOCAL AREAS CONTACTS REGARDING PAST AND /OR EXISTING DRAINAGE PROBLEMS No reported drainage problems were reported by neighboring property owners. John Howatt (City of Tukwila, Maintenance Department) was consulted regarding past performance of the storm drainage system. Prior to the construction of the system and road improvements, some erosion and drainage problems existed; however none have been recorded or reported around 1986. Based upon site inspections of this report, it is of the engineer's opinion and judgment that storm water runoff will not have an adverse affect upon pre- existing downstream conditions. INSPECTION PARAMETERS (TIME, DATE, WEATHER CONDITIONS) The site and contiguous properties were initially inspected April 8, 2000. Photos were taken of site characteristics. The weather conditions were clear skies with temperature near 60° F. No appreciable erosion, sedimentation and /or associated storm drainage problems have been observed to date. (See Appendix D, Photo) LOCATION The drainage basin is mutually inclusive of the subject site, as site topography does not receive runoff from adjacent properties. The existing drainage process for the subject property is sheet flow without controlled release. Robert G. The existing condition of the site is described as an urbanized area, which at one time contained hillside, mixed forest with moderate under brush. Today the area surrounding the site is zoned (low density residential). No appreciable runoff enters onto the subject property from any of the other contiguous property boundaries. PROBLEMS No substantial drainage problems or erosion problems appear to exist with the subject property, nor are any future problems anticipated to occur. FIELD OBSERVATIONS No appreciable erosion, sedimentation and /or associated storm drainage problems have been 1 observed to date. No off -site mitigation measures appear to be necessary for the proposed action in regards to drainage. ..1 1 EROSION AND SEDIMENTATION CONTROL Best management practices should be employed for erosion and sedimentation control. The construction provisions shown on both the site plan and construction details described below should be used for the development of the entire site. (Appendix E - Construction Details) 1. A stabilized construction access should be in place at the southwest driveway prior to entry of any additional heavy earth moving equipment. 2. Silt fence should be placed around the South property perimeter contiguous with the proposed driveway easement. Either an adverse slope or speed hump should be constructed at the beginning of the entry, which is contiguous with the 55"' Avenue South road right -of -way. A subsurface dispersion trench may be constructed along the south edge of the new ingress- egress easement to eliminate sheet flow to the west. 3. All new roof structures should be tight -lined into subsurface rock sump areas, as delineated on the construction details. (See Appendix E - Construction Details, Sheet C -2) Robert G. The proposed improvements of the subject short plat will not create more impervious surfaces than permitted for the LDR zone. DRAINAGE BASIN AREA MITIGATION MEASURES No further mitigation measures appear to be required for the subject project. Area calculations were tabulated in a Microsoft Excel worksheet. However, for some types of projects the scope of requirements applied is narrowed to allow more efficient, customized review. The following four drainage review types each tailor the review process and application of drainage requirements to a project's size, location, type of development, and anticipated impacts to the local and regional surface water system: 1. Small Site Drainage Review, Section 1.1.2.1 2. Targeted Drainage Review, Section 1.1.2.2 3. Full Drainage Review, Section 1.1.2.3 • 4. Large Site Drainage Review, Section 1.1.2.4 Only one of the above drainage review types will apply to a project with the single exception that a project which qualifies for Small Site Drainage Review may also require Targeted Drainage Review as indicated in Figure 1.1.2.A below. This figure and the following subsections describe when each of the four drainage review processes applies. WASHINGTON, SURFACE WATER DESIGN MANUAL site. In order to avoid saturating soils near the foundation of the house, roof runoff will be routed to vegetated flow paths via downspout extensions. The upper portion of the driveway is relatively flat. Therefore, runoff from this area can simply be allowed to sheet flow to one side. The lower portion of the driveway is fairly steep. Flows from this area will concentrate at the bottom of the hill-To-prevent this water from running out of the driveway and into the street, a berm will be placed near the bottom of the driveway. Water concentrated at this berm will be routed to a dispersion trench with a 25 -foot vegetated flow path. 4.3.2 Short Plat Small Site Drainage Plan The drainage review process for a small short plat is more abbreviated than for a single family residential site. The basic steps are 1) determine whether the short plat is eligible for small sites drainage review 2) determine type of flow control that will be required and complete a soils report if required, and 3) site flow controls on the lot based on an estimate of the size and location of future houses. Prior to short plat approval, a note must be placed on the face of the plat stating the assumed amount of impervious surface and conditioning future single family residential building permits on compliance with small site drainage requirements. Figure 12 is a small site drainage plan for a short plat. Each lot is 7500 square feet. It is estimated that each lot will contain a 2500 square foot house /garage with a driveway. The total amount of impervious area created will be about 6,000 square feet. This puts the proposal in the 5,000 to 10,000 square foot range of impervious surface and qualifies the site for small site drainage review. There are no sensitive areas or existing drainage systems on the site, so the proposal will not require additional targeted drainage review. A public sewer is available so no on -site sewage system is proposed. If such a system were proposed, review by ODES permit review staff and a licensed septic system designer would be required. The Tots are under 22,000 square feet and infiltration will be required if feasible. A soils report is required to assess feasibility. The soils report reveals that soils on both lots are coarse sands and cobbles, and are suitable for use of downspout infiltration facilities. The approximate footprint of the houses and driveways are then sketched on the drainage plan, and downspout infiltration trenches sited.
