The short plat was granted preliminary approval on May 15, 2001 and was due to expire one year from that date unless you had complied with the conditions of approval and recorded the mylars with King County. No further extensions are possible. It appears that you have recently extended your miscellaneous infrastructure permit, MI02 -050. However this extension does not change the expiration date for the short plat. Will you be able to complete all of the improvements listed in the Preliminary Approval Conditions, final your MI permit and submit your signed recording documents to the City for approval by the week of May 5th? If not you will need to apply for a new short plat and start over. The short plat was granted preliminary approval on May 15, 2001 and was due to expire one year from that date unless you had complied with the conditions of approval and recorded the documents. In your request for an extension you state that the applicant has not been able to complete the necessary work due to a variety of personal and business issues, though things are now moving forward. Therefore a one year extension has been approved by the Short Subdivision Committee. As a reminder, the road and utility construction discussed in the preliminary approval letter must be completed and the final approved short plat must be filed with the King County Department of Records by May 15, 2003, two years from the date of the preliminary approval or the application will expire. Mr. Ng purchased and took over the project in behalf of his friend Fai Ngo (initial petitioner and landowner), that has since passed away in a tragic accident. Driven by personal commitments spanning friendship, culture and trust, Mr. Ng undertook the property and project for which both time and experience became overwhelming. 2. Schedules and budgets for both his personal and professional goals became impacted due to personal, professional and national events (9 -11). 3. Later, Cramer Northwest, Inc. had a change in personnel as Jon Otterson (project manager) made both a professional and personal change in moving to Eastern Washington. Extension of the sewer and water lines to the lots shall be approved by the appropriate utility. As -built plans shall be provided to the Public Works Department. Access d. A 20 foot wide paved access road and fire turnaround built to Public Works and Fire Department standards must be constructed per the civil drawings prepared by Robert Bober. General e. You will need to obtain all required permits prior to beginning any construction. For water and sewer permits, contact the individual provider District. For City of Tukwila permits contact Brenda Holt, permit coordinator, at (206) 431 -3670. f. Install all required site improvements, including those proposed in the short plat application and those identified above as a conditions of approval. Submit a set of recording documents in either legal or record of survey format that meet the King County Recorder's requirements and contain the following items: 1. The fmal approved short plat must be filed with the King County Department of Records by May 15, 2002, one year from the date of this preliminary approval or the application will expire. The City may grant a single one year extension if requested in writing prior to the expiration date. 2. Final Approval The next step is install the required site improvements, comply with the conditions of approval and submit the necessary short plat documents (survey, legal descriptions, and other required paper work). Installation of the site improvements may be delayed up to six months beyond fmal approval when a financial guarantee is provided to ensure installation. Short Plat L2000 -000 Page 3 After the documents have been found to be in order, and the all of the requirements of the short plat have been met, the Chair of the Short Subdivision Committee signs your short plat which constitutes a grant of final approval. 3. Recording The signature of the Chairman of the Short Subdivision Committee certifies that your short plat application is ready for recording. It is your responsibility to record the City approved short plat documents with the King County Department of Records. You will need to pay the recording fees and submit your approved original short plat to King County, see the Recording Procedures handout. The short plat is not complete until the recording occurs and copies of the recorded documents are provided to the Department of Community Development. After recording, the County returns the recorded original to the City of Tukwila within 4 -6 weeks, at which time your short plat is considered complete. You can shorten this processing time by hand - delivering a copy of the recorded short plat to the project planner. In many circumstances, building permits on the short platted property may not be issued until a copy of the recorded short plat (or original) is returned to the Department of Community Development. No change in drainage volume or controlled release rates occurs for this proposal. Furthermore, no increase in erosion and/or sedimentation will occur as a result of implementation. Please note that your comment #5 of your December 12, 2000 letter to Cramer Northwest Inc. suggests percolation testing. Our drainage concept does not either require or rely upon infiltration. Furthermore, the shallow seated hardpan layers of soils that are typical in this vicinity render infiltration concepts infeasible. I discussed this issue with Joanna Spencer on 1- 19 -01, and recall previously discussing this issue with other City staff in the past. The concept utility plan is straightforward. The existing residence at 3017 133rd Street will require moving the existing water meter and re- routing the service into the joint easement. Preparation for this report included the following: • Reviewing various materials and documents at King County DDES and correspondence with the City of Tukwila Public Works personnel • Obtaining information from the County's web site • Coordination with the surveyor and surveyor's data • Making inquiries with local residents • Completing a photo log of site This residential lot is not susceptible to flooding. No significant evidence of past drainage problems appears to exist or have occurred in the direct vicinity of the subject site. No known sensitive areas were discovered or found in records for the subject site or immediate area. The most significant comments regarding the drainage report classification and contents are as follows: 1. Thorough review of "Figure 1.1.2.A FLOW CHART FOR DETERMINING TYPE OF DRAINAGE REVIEW REQUIRED" indicates that the proposed drainage review for the subject proposal is classified as a "SECTION 1.1.2.1 - SMALL SITE DRAINAGE REVIEW" (See Appendix B). 2. No other criterion appear to apply to the subject proposal which would require a `TARGETED DRAINAGE REVIEW" (Section 1.1.2.2) Comments regarding proposed drainage improvements and maintenance of the subject proposal are as follows: 1. Developer should maintain roadside drainage conveyance ditches along South 133rd Street ditch and culverts under driveways. 2. "Best Management Practices" should be used for construction improvements as delineated on the Site Map and Drainage Plan, and as found on Appendix E. 3. Site grading for less than 100 cubic yards of excavation. 2. An increase in impervious surfaces of between 5,000 and 10,000 square feet due to new easement road construction and surfacing. Total new impervious surfaces created are less than 10,000 SF (square feet). 3. No other sensitive features exist in, on or around the site vicinity; nor will any existing drainage features be modified or collected from pipes equal to or greater than 12- inches. Nothing significant exists regarding this proposal to trigger the requirement for a "TARGETED DRAINAGE REVIEW" (Section 1.1.2.2). Historically, runoff drained into the road side ditch along the South side of South 133rd Street and downstream to the east at the intersection of 32 "d Avenue South. Hydrophilic plants and /or hydric soils were not observed during site inspections of the property. Therefore, the upstream drainage area appears to be mutually inclusive of the subject site and totals approximately 0.62 acres. (Appendix D - Site Photos) DOWNSTREAM DRAINAGE AREA The immediate downstream drainage area of the subject site is a ditch along South 133rd Street. Runoff is conveyed in this ditch to the east. The drainage system becomes a piped system at the intersection of South 133rd Street and 32 "d Avenue South. OFF -SITE ANALYSIS Site Map /Topographic Map The preliminary short plat map serves as a site plan for the subject project. The short plat map also display topographic features for the subject property. The engineer has super - imposed a drainage concept on the digital mapping provided by the surveyor. (Appendix C - Site Map & Drainage Plan) Vicinity Map A vicinity map is included in the appendix. (See Appendix A - Vicinity Map) Robert G. BASIN RECONNAISSANCE SUMMARY REPORTS No Basin Reconnaissance Summary Reports are known to exist in the immediate vicinity. CRITICAL DRAINAGE AREA MAPS There are no critical drainage area maps applicable to this site location. FLOOD PLAIN/FLOODWAY (FEMA MAP) The subject property and surrounding area are not prone to flooding due to topography of the drainage area. SENSITIVE AREAS FOLIO King County's " Sensitive Areas - Map Folio" (King County, Washington December 1990) was researched in which none of the following sensitive area features were delineated in key map 4: • Wetlands (Green River Basin) • Stream & 100 -Year Flood Plain • Erosion Hazard • Landslide • Seismic Additionally, the King County's Sensitive Areas Map were reviewed "ON- LINE ". The URL address at http: //www.metrokc.gov /ddes /gis /parcel /gives the user the option to review a selection of various user defined options. The particular map generated is included in the appendices. (See Appendix A - Maps) Robert G. Bober Jr., P.E. - Civil Engineering Consultant Page 4 of 10 Proposed Fai Ngo Estate Short. - Tukwila, WA "SECTION 1.1.2.1 - SMALL SITE DRAINAGE REVIEW" September 1999 DRAINAGE INVESTIGATION SECTION PROBLEM MAPS Drainage Investigation Section Problem Maps are not applicable for this site due to the elevations being substantially above the 100 -Year Flood Plain. "SOIL SURVEY/KING COUNTY AREA - WASHINGTON ", USDA -SCS NOV. 1973 The General Soil Map for this area appears to delineate Alderwood- Everett Association soils in the vicinity of the site. The survey did not cover this exact region; however, the Map Index identifies the soils as 1C; Alderwood gravelly sandy loam. These soils do not appear to be compatible with the drainage concept of infiltration, as the underling soil strata may contain compacted and cemented clays above the glacial till and glacial outwash layers. The engineer has conducted similar services for a private short plat within the City of Seatac limits ( 1/2 mile from the subject site). Soils in this general do not appear to be compatible with infiltration systems due to the underlying soils which transmit shallow seated ground water through lenses of impervious soils. Robert G. WA "SECTION 1.1.2.1 - SMALL SITE DRAINAGE REVIEW" September 1999 INVESTIGATION OF REPORTED /OBSERVED PROBLEMS Site observations were made on April 30, 1999 for the subject property and of site drainage investigations. Several site photos were taken for recordation of drainage and property characteristics. No evidence of flooding and /or significant erosion problems were observed. The site elevation is significantly higher than flooding delineated on the FIRM map. Additionally, the downstream conveyance was inspected for 1/4 mile downstream the site property boundary. LOCATION OF EXISTING/POTENTIAL CONSTRICTIONS /CAPACITY No problems observed. A 12 -inch concrete pipe driveway culvert crosses the adjacent property directly downstream the subject site. Additionally, a 4 -inch PVC tight -line pipes daylights into the ditch upstream the driveway culvert. No evidence of scouring and /or deposition was observed at this location. (See Appendix D, Photo) IDENTIFICATION OF EXISTING/POTENTIAL FLOODING, OVERTOPPING, SCOURING, BANK SLOUGHING AND /OR SEDIMENTATION No indications of the above were observed relative to drainage induced problems. No appreciable sedimentation was noticed along road ditches or ground surfaces. IDENTIFICATION OF SIGNIFICANT DESTRUCTION OF AQUATIC HABITAT AND /OR ORGANISM(S) None observed. COLLECTION OF QUALITATIVE DATA (LAND USE, IMPERVIOUSNESS, TOPOGRAPHY, AND SOIL) The Appendices serve as the required collection of qualitative data for the site (land use, imperviousness, topography, and soil). WA "SECTION 1.1.2.1 - SMALL SITE DRAINAGE REVIEW" September 1999 COLLECTION OF QUANTITATIVE DATA (PIPE SIZES, CHANNEL CHARACTER- ISTICS, DRAINAGE STRUCTURES, WETLAND /STREAM /STEEP SLOPE AREAS) The on -site inspection conducted was used to collect quantitative data regarding the drainage system for the subject property. The Southern property border contain a conveyance ditch along side the South side of South 133r`' Street. This conveyance ditch is not well defined. It flows to the pipe storm drainage system at the intersection of South 133x"I Street and 32nd Avenue, where storm drainage enters an 18 -inch concrete pipe at the manhole. This ditch is estimated to average 10 to 12 inches in depth and approximately 18 inches wide (circular cross - sectional area). The drainage area of the site is sloped principally toward the South and Southeast. The average slope of the on -site drainage area is approximately 3.5 %. No appreciable erosion or sedimentation was observed for the site. VERIFICATION OF TRIBUTARY BASIN During the site inspection several ground photos were taken. Additionally, the site map and drainage plan verifies the immediate basin characteristics. (See Appendix C - Site Map & Drainage Plan) LOCAL AREAS CONTACTS REGARDING PAST AND /OR EXISTING DRAINAGE PROBLEMS No reported drainage problems were reported by neighboring property owners. Mr. Johnny Rio of Rio - Sunnydale Construction was consulted regarding past storm events. (residence immediately across the street) Based upon site inspections of this report, it is of the engineer's opinion and judgment that storm water runoff will not have an adverse affect upon pre- existing downstream conditions. Photos were taken of site characteristics. The weather conditions were clear skies with temperature near 60° F. No appreciable erosion, sedimentation and /or associated storm drainage problems have been observed to date. (See Appendix D, Photo) Robert G. Bober Jr., P.E. - Civil Engineering Consultant Page 8 of 10 Proposed Fai Ngo Estate Short - Tukwila, WA "SECTION 1.1.2.1 - SMALL SITE DRAINAGE REVIEW" September 1999 LOCATION The drainage basin is mutually inclusive of the subject site, as site topography does not receive runoff from adjacent properties. The existing drainage process for the subject property is sheet flow without controlled release. PHYSICAL DESCRIPTION No appreciable on -site drainage appears to discharge from the site. The existing condition of the site is described as an urbanized area, which at one time contained hillside, mixed forest with moderate under brush. No appreciable runoff enters onto the subject property from any of the other contiguous property boundaries. PROBLEMS No substantial drainage problems or erosion problems appear to exist with the subject property, nor are any future problems anticipated to occur. FIELD OBSERVATIONS No appreciable erosion, sedimentation and /or associated storm drainage problems have been observed to date. No off -site mitigation measures appear to be necessary for the proposed action in regards to drainage. Robert G. Bober Jr., P.E. - Civil Engineering Consultant Proposed Fai Ngo Estate Short - Tukwila, WA "SECTION 1.1.2.1 - SMALL SITE DRAINAGE REVIEW" September 1999 EROSION AND SEDIMENTATION CONTROL Best management practices should be employed for erosion and sedimentation control. The construction provisions shown on both the site plan and construction details described below should be used for the development of the entire site. (Appendix E - Construction Details) 1. A stabilized construction access should be in place at the southwest driveway prior to entry of any additional heavy earth moving equipment. 2. Silt fence should be placed around the East property perimeter contiguous with the proposed driveway easement. 3. All roof structures should be tight -lined into subsurface rock sumps areas, as delineated on the construction details. (See Appendix E - Construction Details, Sheet C -2) The proposed improvements will result in less than 2 acres of clearing, whereas the site will remain at the 50% impervious level. DRAINAGE BASIN AREA MITIGATION MEASURES No further mitigation measures appear to be required for the subject project. Area calculations were tabulated in a Microsoft Excel worksheet. These areas were derived from the AutoCad drawing (land survey and topographic map). Z 1.1) co U O 1.1.2 DRAINAGE REVIEW TYPES AND REQUIREMENTS 1.1.2 DRAINAGE REVIEW TYPES AND REQUIREMENTS For most projects adding 5,000 square feet or more of impervious surface, the full range of core and special requirements contained in Sections 1.2 and 1.3 must be evaluated for compliance through the drainage review process. However, for some types of projects the scope of requirements applied is narrowed to allow more efficient, customized review. The following four drainage review types each tailor the review process and application of drainage requirements to a project's size, location, type of development, and anticipated impacts to the local and regional surface water system: 1. Small Site Drainage Review, Section 1.1.2.1 2. Targeted Drainage Review, Section 1.1.2.2 3. Full Drainage Review, Section 1.1.2.3 4. Large Site Drainage Review, Section 1.1.2.4 Only one of the above drainage review types will apply to a project with the single exception that a project which qualifies for Small Site Drainage Review may also require Targeted Drainage Review as indicated in Figure 1.1.2.A below. This figure and the following subsections describe when each of the four drainage review processes applies. Most of the information required for this plan is also required for the Residential Site Plan (see DDES Bulletin No. 9, Obtaining a Residential Building Permit), which may be used as a base map for the drainage and ESC plans. 4.1.3 Features Required on Plans Submitted for Small Sites Drainage Review The plan should be drawn on 8 1/2" x 11 ", 8 1/2" x 14 ", or 11" x 17" paper (see the sample Small Site Drainage Plans, Figures 11, 12 and 13), and must include the following information: Identification (show on both plans): • Name, address and phone number of applicant • Scale - use a scale that clearly illustrates drainage features and flow controls (1 " =20' is standard engineering scale; minimum acceptable scale is 1"=50') • Parcel number • • North Arrow • Dimension of all property lines, easements, and building setback lines • Street names and existing or proposed property address • . WASHINGTON, SURFACE WATER DESIGN MANUAL site. In order to avoid saturating soils near the foundation of the house, roof runoff will be routed to vegetated flow paths via downspout extensions. The upper portion of the driveway is relatively flat. Therefore, runoff from this area can simply be allowed to sheet flow to one side. The lower portion of the driveway is fairly steep. Flows from this area will concentrate at the bottom of the hill...To-prevent this water from running out of the driveway and into the street, a berm will be placed near the bottom of the driveway. Water concentrated at this berm will be routed to a dispersion trench with a 25 -foot vegetated flow path. 4.3.2 Short Plat Small Site Drainage Plan The drainage review process for a small short plat is more abbreviated than for a single family residential site. The basic steps are 1) determine whether the short plat is eligible for small sites drainage review 2) determine type of flow control that will be required and complete a soils report if required, and 3) site flow controls on the lot based on an estimate of the size and location of future houses. Prior to short plat approval, a note must be placed on the face of the plat stating the assumed amount of impervious surface and conditioning future single family residential building permits on compliance with small site drainage requirements. Figure 12 is a small site drainage plan for a short plat. Each lot is 7500 square feet. It is estimated that each lot will contain a 2500 square foot house /garage with a driveway. The total amount of impervious area created will be about 6,000 square feet. This puts the proposal in the 5,000 to 10,000 square foot range of impervious surface and qualifies the site for small site drainage review. There are no sensitive areas or existing drainage systems on the site, so the proposal will not require additional targeted drainage review. A public sewer is available so no on -site sewage system is proposed. If such a system were proposed, review by DDES permit review staff and a licensed septic system designer would be required. The lots are under 22,000 square feet and infiltration will be required if feasible. A soils report is required to assess feasibility. The soils report reveals that soils on both lots are coarse sands and cobbles, and are suitable for use of downspout infiltration facilities. The approximate footprint of the houses and driveways are then sketched on the drainage plan, and downspout infiltration trenches sited.
