Dear Michael Feinberg:
Various departments within the City have reviewed your proposal for a boundary line
adjustment, at 14121 Tukwila International Boulevard. Several comments to your
application proposal have been made. These will be necessary to continue the review and
approval of your permit request. The list of corrections is as follows:
• Show all existing utilities, including power, water, sewer, storm drainage, fire
hydrants, etc.
• Show all easements and provide recorded copies of them. If there are no
easements, please indicate in writing that there are no easements, either
existing or new.
• Indicate site drainage patterns.
• Will the landscaping have irrigation? If so, please show the location of
drainage on your plans.
• Consider pursuing a lot consolidation of all lots or a binding site improvement
plan, in place of a boundary line adjustment. There are numerous lots within
your property; therefore, it has been suggested that you consider a more
efficient lot adjustment process. The binding site improvement plan is
conducted through the lot - consolidation/boundary line adjustment permit
process. If you chose to pursue an alternate procedure, please note that the

comments that may be necessary with the new application.
I have attached information about the binding site improvement plan process
for you reference. I have also attached a new copy of the boundary line
adjustment/lot consolidation permit in case you decide to purse one of the
alternate permit procedures. Please confirm which procedure you would like
to submit. If you chose to retain the original submittal procedure, then please
confirm this in your response submittal.
When you submit your revisions, please attach the Revisions Submittal Form. This form
is enclosed with this letter.
I will be out of the office through July 11, 2000. If you have any further questions about
modifying your application, please address then to Jack Pace, Planning Manager. He can
be reached at 431 -3670. Otherwise, please feel free to leave me a voicemail with any

Jack,
I would like to give you a heads up about a possible phone call you might receive from
the applicant, Michael Feinberg, the owner's attorney, on the Pawn X Change BLA
application. Their building permit is contingent on a recorded lot line (s), therefore, I
want to make all possible options available to him to get any questions answered in my
absence, which is also their revision period. The correction letter will go out on Monday,
June 26`". Again, I am not certain he will call. In case he does, here is some background
for you:
I faxed Mr. Feinberg information about the BSIP process. I also included a discussion of
our suggestion to have the applicant convert the bla to a lot consolidation to or BSIP. I
am not sure they are very interested in doing this. However, in case Mr. Feinberg wants
more information about the BSIP process, I think it would be best if he talked to you
directly. The process can be complex to understand and I think you would be the best
person to talk with him in my absence. Also, I do not believe there will be any other
planners in the office who might have had experience with this process. I believe that the
last BSIP was conducted a few years ago for the Outback Steakhouse, and I was the
planner in charge of that project.
I attached a copy of the letter to him, which includes a discussion about converting the
current application. He could also talk to Jill M. if you prefer.

Alexa, What i want to know is if the landscaping installed will have irrigation. If you know this already then
you don't need to ask the applicant. I am not sure when you guys require irrigation, but I know i have seen
other projects that require it. The irrigation requirements are under your code, so i am guessing you will
know when it is required and how you get it installed. However, I do need to know whether or not irrigation
will be installed. if the code requires irrigation, then we need to see a plan which includes backflow
protection and a water meter.

This letter is written pursuant to my recent conversations with Alexa Berlow
concerning the above application. We appreciate the willingness of your department to
reactivate this file and hereby confirm our request that this action be taken. This letter is also
to confirm that I will now be taking over this file from Michael Feinberg in our office.
In Ms. Berlow's letter of June 23, 2000, she suggested that we consider pursuing a
binding site improvement plan as an alternative to our requested lot line adjustment. While we
agree that such an approach may make sense in the long run, we have also learned that the
delay in pursuing this application has caused some unintended consequences for our client and
her tenant. Therefore, we must immediately pursue that approach which offers the quickest
approval route. We understand from Ms. Berlow that while the binding site improvement plan
