O • Z O~: z GROUP HEALTH SUPPORT FACILITY SITE TUKWILA, WASHINGTON WETLAND REPORT October 5, 1999 1.0 INTRODUCTION _ This report is the result of a wetland delineation on the 6.6 -acre Group Health Support Facility site located at the southwestern intersection of S. 124'h Street and 6 East Marginal Way South in the City of Tukwila, Washington (Figure 1). The eastern o o half of the site consists of an existing paved parking lot and the western half of the w 11.1 site is undeveloped. The undeveloped portion of the site was apparently used as a —t F- receiving area for soil during construction of adjacent properties, and currently w o consists primarily of a large fill mound dominated by shrubs such as Himalayan 5 blackberry (Rubus discolor) and Scot's broom (Cytisus scoparius). An existing g detention pond, apparently constructed as part of the development of the parking lot, a is located in the northern portion of the undeveloped part of the site, adjacent to S. = w 124th Street. Scattered trees are located throughout the southern portion of the z undeveloped part of the site and surrounding the existing detention pond. z o The project site is the proposed location of an office building and associated parking D area. The purpose of this report is to: 1) describe the wetlands identified and o N: delineated on the site, 2) identify impacts to wetlands from the proposed project, and 3) describe measures that will be implemented to mitigate for wetland impacts. ▪ o Information in this report will be utilized by the City of Tukwila to evaluate impacts to w o` wetlands from the proposed project. . z U0 2.0 METHODOLOGY The wetland analysis of the subject property involved a two -part effort. The first part z consisted of a preliminary assessment of the site (and its immediate surroundings) using published information about local environmental conditions. The second part involved a field survey in which direct observations and measurements of soils, hydrology and vegetation were made to determine the type of wetlands present and the extent of their boundaries (see Field Investigation section below). 2.1 Background Data Reviewed Background information reviewed included the following: • National Wetlands Inventory Map (Des Moines, Quad), U.S. Fish and Wildlife Service, 1987 • City of Tukwila Watercourse and Wetland Maps, 1990 2.2 Field Investigation A general site reconnaissance was conducted on April 12, 1999 to gain an overall impression of the existing environment. Several small wetland areas were identified during this initial reconnaissance. The identified wetland areas were then delineated on June 24 and 30, 1999 using the procedures outlined in the Washington State Wetlands Identification and Delineation Manual (1997) and the Corps of Engineers Wetland z Delineation Manual (1987). Plant species were identified according to the taxonomy of Hitchcock and Cronquist 6 (1973), and the wetland status of plant species was assigned according to the List of U o Plant Species that Occur in Wetlands, published by the U.S. Fish and Wildlife w Service (Reed 1988, 1993). Wetland classes were determined by the U.S. Fish and _ Wildlife Service's system of wetland classification (Cowardin, et. a/. 1979). co IL.. w Vegetation was considered hydrophytic if greater than 50% of the dominant plant species had a wetland indicator status of facultative or wetter (i.e., facultative, Q. facultative wetland, or obligate wetland). Soil on the site was considered hydric if = a. one or more of the following characteristics were present: t- z� • organic soils or soils with an organic surface layer, w w • matrix chroma just below the A- horizon (or 10 inches, whichever is less) of 1 or ? o less in unmottled soils, or 2 or less if mottles were present, or o N • gleying immediately below the A- horizon. o t- ww Indicators of wetland hydrology may include, but are not necessarily limited to: �. �o drainage patterns, drift lines, sediment deposition, watermarks, historic records, z visual observation of saturated soils, and visual observation of inundation. C co Appendix A contains data sheets prepared for representative locations in both the z uplands and wetlands. These data sheets document the vegetation, soils, and hydrology information that aided in the wetland boundary determination. Wetland boundaries were marked with flagging and surveyed. Due to the highly disturbed condition of the site (i.e., historic filling) much of the delineation was necessarily based on the edge of fill and the apparent location of more natural hydric soils within the delineated wetland. 3.0 RESULTS 3.1 Analysis of Existing Information National Wetland Inventory (NWI) maps developed by the US Fish and Wildlife Service (USFWS) do not indicate that any wetlands are located on or adjacent to the project site (Figure 2). City of Tukwila mapping also does not indicate the presence of any wetlands or watercourses. Since the NWI and City mapping are only general inventories, and because wetland areas change over time, actual field investigation was necessary to ensure that any wetlands were identified. All of the wetlands on the site consist of isolated topographic depressions that have been heavily disturbed (and were possibly created by) historic land use practices. Each of these wetland areas is further described below. Wetland A w Wetland A (1,226 s.f.) is located along the site's western border, adjacent to 35th 6 Avenue S. The wetland contains a palustrine emergent plant community dominated V o0 by reed canarygrass (Phalaris arundinacea), Canada thistle (Cirsium arvense), and w Himalayan blackberry. At the time of the June 1999 field investigations, soils within the wetland were saturated near the surface. The wetland consists of an isolated co w w topographic depression that receives hydrologic support from surface runoff from the surrounding uplands, including a cut ditch that drains into the southeast corner of the g wetland. This ditch appears to have been cut at the toe of the fill mound as a surface water conveyance. = W z Wetland A would be considered a Type 3 wetland according to Section 18.45.020.0 z o of the Tukwila Municipal Code (TWC). w w Wetlands B and D N Wetland B (462 s.f.) and Wetland D (179 s.f.) consist of isolated topographic o depressions located in the southern portion of the site. Both of these wetlands 0 appear to have been created as a result of historic grading and filling activities. The u_ wetlands appear to receive surface runoff from the fill slope to the north and from old z cut ditches at the base of the road slope to the south. Wetland B consists primarily of a palustrine emergent plant community dominated by reed canarygrass, with o '- Himalayan blackberry along the perimeter. Wetland D contains a palustrine scrub- z shrub plant community dominated by reed canarygrass, Himalayan blackberry, and Scouler's willow (Salix scouleriana). At the time of the June 1999 field investigations, much of the soil within the wetlands was saturated near the surface. Wetlands B and D would be considered Type 3 wetlands according to Section 18.45.020.0 of the TWC. Wetland C Wetland C (1,550 s.f.) consists of an isolated topographic depression located in the south - central portion of the site. The wetland is heavily disturbed and may have been created as a result of historic filling and grading activities. Vegetation within the wetland consists of a palustrine scrub -shrub plant community dominated by reed canarygrass, willow ( Salix sp.), and small black cottonwood (Populus trichocarpa) trees. Hydrology within the wetland was assumed based on the presence of hydric soils and evidence of seasonal ponding (e.g. surface staining). Group Health Support Facility 3 October 5, 1999 563wet1.rpt File: L 00 -0027 35mm Drawing #1 Wetland C would be considered a Type 3 wetland according to Section 18.45.020.0 of the TWC. 4.0 WETLAND FUNCTIONS AND VALUES Wetlands, in general, provide many valuable ecological and social functions, including stormwater storage, water quality protection, groundwater recharge and discharge, and wildlife habitat. The wetlands on the project site all have low value for these functions due to their small size, hydrologic isolation, and highly disturbed condition. The wetlands appear to function primarily as minor stormwater storage areas that collect runoff from the surrounding uplands. 5.0 WILDLIFE Although an extensive wildlife study was not performed, observation of wildlife usage was recorded during the field investigations. In general, the site does not appear to contain significant wildlife habitat due to its low plant species diversity, high degree of disturbance, and isolation from larger habitat corridors. Wildlife observations within the wetland were restricted to the American crow, song sparrow, eastern gray squirrel, and Pacific chorus frog (adjacent to the existing detention pond). The number of wildlife species that utilize the site could, however, be expected to be higher than the number actually observed during our limited field investigation due to the seasonality and secretive nature of most wildlife species. No endangered or threatened wildlife species or habitats were identified during the field investigations. 6.0 PROJECT IMPACTS ON WETLANDS Under the proposed project, all four of the isolated, low value wetlands identified on the site would be filled (Figure 4). Since Wetlands B and D are each less than 1,000 s.f. they would probably be exempt from the compensatory mitigation standards of the City of Tukwila (TWC 18.45.115.A). The total regulated wetland impact on the site (i.e., Wetlands A and C) would therefore be 2,776 s.f. 7.0 WETLAND MITIGATION Mitigation for the 2,776 s.f. of impact to Wetlands A and C would occur through the creation of a minimum of 4,164 s.f. of new wetland (1.5:1 replacement to loss ratio) in the northwestern corner of the site, adjacent to the proposed stormwater facilities. The created wetland would then be provided with a 25 -foot enhanced buffer. In addition, the stormwater pond would be planted with native vegetation to provide screening and create a larger, more valuable habitat area. 7.1 Goal and Objectives Goal: Replace the functions lost through filling of 2,776 s.f. of regulated wetland. Objectives: • Increase plant species and structural diversity throughout the 4,164 s.f of created wetland and its buffer. • Control invasive and exotic species throughout the created wetland and its buffer. I- O; Z U� !p 11,1 WU : • iLi Z z. • Screen the created wetland from the proposed project with a variety of native plantings. 7.2 Construction Management Prior to commencement of any work by contractors in the wetland creation or buffer enhancement area, the construction limits will be staked and any existing vegetation to be saved will be clearly marked. A pre - construction meeting will be held at the site to review and discuss all aspects of the project with the selected contractor. A wetland consultant will supervise plan implementation during construction to ensure that objectives and specifications of the mitigation plan are met. Any modifications to the design that may be necessary due to unforeseen site conditions will be jointly approved by the City of Tukwila and the wetland consultant prior to their implementation. 7.3 Monitoring Methodology The monitoring program will be conducted twice a year for a period of three years, with annual reports submitted to the City of Tukwila. Vegetation Permanent vegetation sampling points or transects will be established at selected locations within both the wetland creation area and wetland buffer enhancement area to incorporate all of the representative plant communities. The same monitoring locations will be re- visited each year with a record kept of all plant species found. Vegetation will be recorded on the basis of relative percent cover of the dominant species within the vegetative strata. All monitoring will be conducted by a qualified consultant. Photo- points will be established from which photographs will be taken throughout the monitoring period. These photographs will document general appearance and progress in plant community establishment in the mitigation areas. Review of the photos over time will provide a semi - quantitative representation of success of the planting plan. Monitoring and photo -point locations will be shown and described in the first monitoring report. Wildlife Wildlife species that are readily observable (either by direct or indirect means) will be identified and recorded in the mitigation area. Direct observations include actual sightings, while indirect observations include tracks, scat, nests, song, or other indicative signs. Water quality will be assessed qualitatively, unless it is evident there is a serious problem. In such an event, water quality samples will be taken and analyzed in a laboratory for suspected parameters. Qualitative assessments of water quality include: 1. oil sheen or other surface films, 2. abnormal color of water or odor, 3. stressed or dead vegetation or aquatic fauna, and 4. turbidity. 7.4 Success Criteria Success of plant establishment within the mitigation area will be evaluated on the basis of both percent survival and percent cover of desirable species. Undesirable species include exotic and invasive species such as Scot's broom, Himalayan and evergreen blackberry, reed canarygrass, morning glory, and Japanese knotweed. For the planted trees and shrubs, success will be based on at least an 85% survival rate, or at least 50% cover of equivalent recolonized native species, by the end of the three -year monitoring period. Exotic and invasive plant species will be maintained at levels below 20% total cover. Removal of these species will occur immediately following the monitoring event in which they surpass the above maximum coverage. Removal will occur by hand whenever possible. 7.5 Maintenance (M) and Contingency (C) Established performance standards for the project will be compared to the monitoring results in order to judge the success of the mitigation project. Contingency will include the items listed below and would be implemented if these performance standards are not met. Maintenance and remedial action on the site will be implemented immediately upon completion of the monitoring event (unless otherwise specifically indicated below). • replace dead plants with the same species or a substitute species that meets the goal of the plan (C) • re -plant areas after reason for failure has been identified (e.g., moisture regime, poor plant stock, disease, shade /sun conditions, wildlife damage, etc.) (C) • remove /control weedy or exotic invasive plants by manual or chemical means approved by City of Tukwila. PROJECT NARRATIVE The International Gateway East II project site currently contains several existing parcels, totaling approximately 12.8 acres and is located at the southwest corner of East Marginal Way South and South 124th Street, in Tukwila, Washington. The intent of the Boundary Line Adjustment and Lot Line Consolidation is to create two approximately equal sized lots, configured to better accommodate the proposed office /research buildings to be developed on the property. As part of the Boundary Line Adjustment, a separate drainage easement will be created to provide stormwater detention and water quality treatment to serve both of the adjusted lots, once they are developed. Separate utility easements and private access easements will also be recorded in the near future for the utilities and access to both lots. The following is our response to the Boundary Line Adjustment Review Criteria, as contained in the Boundary Line Adjustment or Lot Line Consolidation Information form supplied by the City of Tukwila. 1. The Boundary Line Adjustment and Lot Line Consolidation will create legal building sites with respect to the zoning and health regulations. The zoning will remain as Light Industrial. 2. Access is provided to the north lot from South 124th Street and East Marginal Way South. A private access easement will be recorded for access to the south lot through the north lot from East Marginal Way South. 3. The project is not adjacent to another municipality or unincorporated King County. Therefore, this criterion is not applicable. 4. Adequate provision for drainage -ways, streets, alleys, other public ways, water supply, and sanitary waste have been made as deemed necessary. 5. Easements will be granted and recorded, as required.
