Applicant Responses to the Conditional Use Permit Conditions FINDINGS The applicant is requesting Conditional Use Permit approval to collocate a Wireless Communication System (PCS) Base Station at 15820 Tukwila International Boulevard (the parking lot of the Lewis and Clark Theatres). The applicant is proposing installation of 6 panel antennae, to be divided into three sectors and to be mounted 55' off of grade on an existing monopole. There will also be a parabolic antennae mounted at 82'. Associated operating equipment will located adjacent on a slab on grade. Existing Development The site is the east parking lot of the Lewis and Clark Theatres. Surrounding Land Uses The subject and surrounding properties are zoned Regional Commercial. Directly to the north is State Route 518. CONDITIONAL USE CRITERIA 1.1 ii44iThe proposed p ro'ect must confor criteria Y � ����.r -� project � m�vith `detailed in TMC 18.64.050, (1 -5), concerning Conditional Use Permits: (1) The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use or in the district in which the subject property is located. The applicant has included site plans, elevations and photosimulations showing the proposed antennae. The monopole is owned by Voice Stream and is occupied by Nextel and Voice Stream. The facility is telecommunications equipment that falls within the safety parameters set by the American National Standards Institute (ANSI) and below the FCC standards for maximum exposure to radio frequency energy. Staff Report to the L2000 -034 Planning Commission US West Wireless 15820 Tukwila International Blvd (2) The proposed use shall meet or exceed the performance standards that are required in the district it will occupy. The Development Standards for uses in the Regional Commercial Zone allow the siting of cellular towers as a Conditional Use. The 100' tower was permitted as L97 -0055 under the Special Height Exception Area of TMC 18.50 Supplemental Development Standards. The three sectors of two antennae each will face the north, the southeast and the southwest and will be roughly mid -way in height on the pole. (3) The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. The site is located on a paved parking lot of the Lewis and Clark Theaters. Commercial activities abut the site to the south and west. • . A 6' high woven wire (chain link) fence topped with barbed wire will shield the associated on ground equipment. Vinyl slats that match the existing woven wire fence will be inserted. As with similar uses, the base station will generate trips during the construction period and, following the completion of construction, up to 1 trip per month for maintenance. The operating equipment will be located on a slab on grade at the base of the monopole and away from any traffic areas. (4) The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan By co- locating on an existing facility, the proposal follows the Comprehensive Plan goal of minimizing the number of cellular sites and their possible visual impact while accommodating the expansion of appropriate telecommunications capacity and coverage (Comprehensive Plan Goal 12.1.36.) 5) All measures have been taken to minimize the possible adverse impacts that the proposed use may have on the area in which it is located. The applicant has applied for co- location on an existing monopole in lieu of proposing a separate support structure for their antennae. The antennae will have minimal visual impact due to their small size and location below the arrays of two other carriers. The security fence will have vinyl inserts that match the existing woven wire fence. 3 • Staff Report to the L2000 -034 Planning Commission US West Wireless 15820 Tukwila International Blvd CONCLUSIONS Staff makes the following findings and conclusions under the city's Conditional Use Permit criteria (TMC 18.64.050): (1) The proposed use will not be materially detrimental to the public welfare... The co- location of this proposal on an existing and already approved monopole avoids any new physical intrusions or visual impacts on the surrounding area. Additionally, because of the both the operational bandwidth and low power and high frequency of this station's signals there will be no interference with TV or radio reception or negative health effects (2) The proposed criteria shall meet or exceed the performance standards... The applicant is within the allowed height limits of this Special Height Exception Area. No other development standards apply. (3) The proposed development shall be compatible generally with the surrounding... Because of the location of the monopole adjacent to SR 518 and away from other frequent land uses, the antennae and equipment will have minimal visual impact on the surrounding community. The new antennae and operating equipment, which are similar in size and shape to the existing equipment, will be compatible with the wireless communications use on this site. The addition of colored slat inserts in the chain link fence will sufficiently blend the new equipment with the existing. (4) The proposed use shall be in keeping with the goals and policies... The addition of this facility is within the intention of this zone by further developing "high intensity regional uses ". Again, by co- locating on an existing structure this proposal also furthers the Comprehensive Plan goals for the siting of telecommunications facilities. (5) All measures have been taken to minimize the possible adverse impacts... The antennae are being mounted on an existing structure thereby avoiding the clutter that could occur from multiple monopoles. Otherwise, because of the previous approval of this site for a monopole and its use as a parking lot in a Regional Commercial there are no other issues of impact to consider. General Background on PCS Description of transmitting and receiving facilities US WEST is in the process of improving and expanding its Personal Communications System (PCS) network in the greater Seattle area. The network provides high - quality digital voice and data communications services to our customers, however, network improvements are required to meet our customers needs, expectations, and changing call behaviors. Just like existing analog cellular service, PCS is a terrestrial, land- mobile based communication system. However, digital PCS offers tremendous improvements over analog cellular in quality, reliability and features (e.g., data, paging, etc.). US WEST will be employing Code Division Multiple Access (CDMA) technology to ensure the clearest, highest capacity and most secure services available. The PCS site, or "cell," in question is one of over 200 in the greater Seattle area providing continuous coverage to our mobile customers. Each cell site consists of several base station cabinets, transmit and receive antenna pairs, and cabling to connect the base stations and antennas. The PCS base station equipment utilizes a transmitter and receiver, providing "uplink" and "downlink" capability to mobile users with PCS handsets. The downlink or "forward" link is from the base station transmitter to mobile receiver. The downlink will use one of the six PCS bands in the 1930 to 1990 MHz range. The uplink or reverse link is from the mobile transmitter to base station receiver. The reverse link will use one of the six PCS bands in the 1850 to 1910 MHz range. The CDMA -based PCS system is a low -power technology, using a transmitter output power of only 8 watts. The location of each cell is critical to ensure contiguous coverage, and thus critical to the overall quality of the network. Each base station is integrated into the network by T -1 telephone circuits, which serve as a point of entry into the local telephone system. Approximate range of signals Due to the inherent characteristics of radio wave propagation, RF signals in the 800 MHz bands (such as cellular and ESMR) travel approximately twice as far as PCS RF signals in the 1900 MHz bands. Consequently, a PCS cell site will have a coverage radius of approximately one -half the radius of a cellular or ESMR cell site. Because of this, PCS cell sites must be spaced closer than cellular sites. Although a cell's exact coverage radius depends on its specific propagation environment (e.g., hilly, dense trees, downtown, etc), typical cellular coverage radius is 3 to 6 miles, whereas typical PCS coverage radius is 1 to 3 miles. US West Wireless May 26, 2000 Effect of terrain and clutter on reception The two main factors that influence the rate of degradation of an RF signal are terrain and "clutter." Areas of highly variable topography (i.e., the Pacific Northwest) attenuate RF signal much more rapidly than areas with uniform topography (i.e., the Great Plains). z Clutter, or "morphology," refers to the types and heights of trees and buildings in the local area of a cell site. These elements also serve as barriers or absorbers of RF signal, resulting in very rapid signal H w degradation. JU It is the challenge of the RF design engineer to design and optimize cell site heights and locations U o within the PCS network to enable sufficient overlap between cells to provide contiguous coverage. co w The challenge is great in areas with both highly variable terrain and challenging clutter. This design _ must lie within the constraints of the availability of cell site acquisition and compliance with local u- WO zoning codes. 2 Cell Height and Location u- jd To accurately determine location and height, US WEST employs a combination of computer = simulations and empirical data. The computer simulation (created by an RF design tool) is used to Z H predict the coverage area for a particular site. The simulation is useful in initially predicting the O required antenna heights. The simulation typically incorporates terrain data and generalized clutter a 1-- data (i.e., dense urban, mixed forest, etc.). 2 However, to fully account for the surrounding clutter, a drive test must be performed at the site. A 0 - drive test requires that a temporary site (tower, transmitter and antenna) be placed at the desired location for several hours. The RF design engineer drives a vehicle equipped with a receiver around = v the area of intended coverage and records the received signal strength using specialized equipment. Once the drive route is complete, the collected data is analyzed. The signal strength measurements can z then be plotted on a map to determine the site's actual coverage at the simulated antenna height. v 5'-- Finally, the empirical drive test data is used to calibrate the simulated model for clutter. In this O manner, a very accurate minimum height for the site can be calculated. Coverage Objectives US WEST requests a collocation at 55' on the VioceStream monopole at the "Lewis and Clark" site in the Tukwila jurisdiction. RF Engineering has determined that a height of 55 feet is the minimum height to achieve our coverage objective, which is first, Hwy 518 between Hwy 24th Ave. S. and 1-5. Secondly, the site must provide coverage along Hwy 99, surrounding neighborhood and businesses. Thirdly, this must produce minimal interference to I -5, MLK and the Skyway area to the west. In addition to providing coverage to the local area, this site must overlap existing coverage to relay the appropriate handoff information and system parameters to the adjacent cell sites. This portion of Tukwila is difficult to cover due to its proximity to a valley, variable terrain and clutter. INTRODUCTION U S WEST Wireless is in the process of developing a new wireless communication system called Personal Communication Services (PCS). PCS is a unique combination of telecommunication services that will provide the public with the, generation of wireless devices, such as: compact cellular telephones with paging and voicemail service, wireless fax machines and fax modems, and an array of other customized mobile equipment. Ultimately, PCS will allow for an all -in -one telecommunications device combining multiple services in a single wireless telephone. PCS uses new digital technology to produce a higher quality transfer of voices and data versus the older analog /digital systems that are currently being used by many wireless telephone service providers. This digital technology also accommodates the transfer of data and graphics. In addition, PCS operates at a higher frequency, around 1,900 megahertz, and broader frequency band than conventional cellular. In order to provide these services, U S WEST is developing a PCS network in the greater Seattle area. PCS works by splitting a region into smaller geographic areas called cells, that are each served by a transmitter and receiver or "base station." As a caller moves across the landscape, the call is passed or "handed -off' from one base station to another. Each base station is connected to a mobile telephone switching office, which is linked to the land based phone network serving your home or office. Individual base station site locations, such as the proposed site, are selected based on a number of considerations related to topography, distance from other base stations, proximity to traffic ' corridors, and other technical features. U S WEST engineers utilize computer modeling and radio testing to determine potential sites. Because PCS base stations consist of very low powered transmitters, which cover a relatively small geographic area, there is limited flexibility in site selection. U S WEST tries to locate its sites where the impact to local residents is minimal, such as the Sterling Realty Lewis and Clark Theater site. The proposed PCS base station facility has been designed to provide PCS service to this portion of Tukwila and State Route 518. When developed, this facility will connect to other neighboring facilities in the network allowing for uninterrupted PCS service throughout much of this sector of Tukwila. PROJECT DESCRIPTION The proposed PCS facility consists of the installation and operation of antennas and associated equipment for U SWEST Wireless personal communications service (PCS) network. U S West Wireless proposes to collocate antennas on an existing monopole designed for collocation. Two wireless providers, Nextel and VoiceStream, currently operate equipment and antennas at the site. A total of seven antennas will be attached td the monopole. Six of the collocated antennas will have a center line location of 55' and one parabolic antenna will have a center line location of 82 feet. The wireless communications equipment will be located at the base of the tower. The proposed project would take place at an existing wireless communications utility compound located in the parking lot of Lewis & Clark Theaters, 15820 Pacific Highway South. U S West Wireless proposes to collocate antennas on an existing 100' monopole designed for collocation. Two wireless providers, Nextel and VoiceStream, currently operate equipment and antennas at the site. A total of seven antennas will be attached to the monopole. Six of the collocated antennas will have a center line location of 55' and one parabolic antenna will have a center line location of 82 feet. The wireless communications equipment will be located at the base of the tower. The proposal calls for the installation of three sectors with two panel antennas that will be mounted to the pole on a universal monopole mount. The dimension of the parabolic antenna is 29" in diameter. Each panel antenna is approximately sixty inches tall, twelve inches wide and seven inches in depth. The design of the antennas and mounts resemble the types of antennas that Nextel and VoiceStream utilize to allow for uniformity. In addition to the antennas, there will be equipment cabinets containing the electronic equipment necessary to transmit and receive the signal located at the base of the pole on a "utility board" (see plans for details). A small Global Positioning System (GPS) antenna will also be attached to the utility board. The facility has been designed to meet all applicable development standards of the zone. The proposed facility is conditionally permitted pursuant to TMC 18.24.040.13. IV. The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use in the district in which the subject property is situated; Collocation of the antennas on an existing 100' wireless communication maximizes the use of the structure thereby creating a minimal visual impact on the surrounding community. The antennas and support structures are designed to blend in with the existing antennas located at the site. Collocation at this site reduces the future need for a new wireless communication support structure in the area. During operation, the site will be unmanned and will generate only one vehicle trip per month for maintenance purposes. The facility does not emit harmful rays, noxious odors, heat, excessive noise or pollutants. The public will be unaffected by this site. 2. The proposed use shall meet or exceed the performance standards that are required in the district it will occupy; The maximum allowed height in the RC zone is 35'. The site is also governed by TMC 18.50.030, which creates a special height exception area. The special height exception area permits structures "up to ten stories allowed ". The new antennas will not exceed the height limit of the special height exception area. No other performance standards apply. 3.
