As a result, I will be handling the processing of your Shoreline permit conditions. Your Shoreline permit will expire on October 12, 2002 (two years from its issuance date). All of the conditions set out in the permit must be satisfied within that time period. If substantial progress has not been made before the expiration date of the Shoreline permit, the matter will be returned to Code Enforcement. As you were advised in our November 6th letter, no work may commence on the site until your Land Altering permit (MI2000 -082) has been issued. However, in order to obtain the permit, you must first amend it to incorporate the scope of work established under the Shoreline permit conditions. Please contact Kathleen DeJesus, Public Works Technician at 206 - 433 -7184 to initiate that process. For your reference, I have attached a copy of the Shoreline permit conditions. Please note, these conditions include the submission of a maintenance plan for review by the Department of Community Development. The proposed plantings will replace significant trees located in a sensitive area. For this reason, the following standards (per TMC 18.54.130(3)(c)) will apply: 1. Minimum sizes shall be 2.5 inch caliper for deciduous trees, 6 to 8 feet in height for evergreen trees, 24 inches in height for shrubs, and 1 gallon for groundcover. 2. Mullet, Mayor Department of Community Development Steve Lancaster, Director CONDITIONS OF APPROVAL FOR THE SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT SIMVEST PROPERTIES 6410 S 143RD ST, TUKWILA L2000 -017 October 5, 2000 Based on the Recommendations in the attached Staff Report the following are the Conditions of Approval of this Shoreline Substantial Development Permit: 1) Revise the Landscape Plan to reflect the need to create a strong visual buffer and replace lost wildlife habitat. Recommendations to do this are as follows: a) Better screening and maintenance. To create a strong visual buffer between the area of development (the quarry spalds) and the pedestrian trail. The row of trees on the south side of the planting plan (see Area 1 on Attachment B, Landscape Plan) shall be Western Red Cedar. This is a preferred tree species for a river zone. To achieve a strong visual buffer during the time before tree maturity, tree spacing shall be no more than 10' on center. b) The row of trees on the trail side of the planting plan (see Area 2 on Attachment B, Landscape Plan) shall be comprised of deciduous varieties, such as Pacific Dogwood and Oregon Ash, 15' on center maximum. To achieve the proper screening effect in conjunction with the Red Cedar, a minimum of 7 trees appropriately spaced will be necessary. c) Intersperse Salal and Oregon Grape at @3' on center as a replacement for the proposed "Pacific Northwest Low Grow Wildflower Mix ". These plants will screen the lower visual sight line area that will not be screened by the Wildflower mix and will be heartier and longer lasting than the mix. d) Because of the above planting scheme, do not use slats in the existing chain -link fence facing river. The suggested plantings will adequately create a strong but attractive visual buffer between the trail area and the area of quary spalds. e) Include a maintenance plan to assure the survival of the plantings. TMC 18.54.160 (D) Maintenance Responsibility states, "All ...replacement trees and vegetation ....shall be maintained in healthy condition by the property owner throughout the life of the project... ". MEMO TO: File L2000 -051 FROM: Art Pederson DATE: November 13, 2000 RE: Quest/W &H Pacific Conditional Use for a Cellular Monopole L2000 -051 The contact for this application has been Norris Boccho of W &H. Norris and I have had many conversations and probably two meetings on the site to discuss their desire to have a monopole in the 200' shoreline zone or just outside it. The issue here is the visibility of a monopole from the trail along the river. From discussions with Jack I learned that the Planning Commission was very unhappy with the visual intrusion of a monopole it approved outside of the Shoreline area on Industry Dr but visible from the river trail. So the city policy is to avoid that type of situation. I told Norris this and we tried to find acceptable alternatives, ones that would obviously meet the above criteria as well as their RF needs for coverage. On the site I suggested that we would find it acceptable to have the pole minimally visible from the trail. Two options were to locate the pole on the street side of the metal shed building and on the east side of the building protruding out of the metal roof from the "breeze way ". Apparently from his discussions with the owner, they did not like the idea. We walked S 143`d St and saw some empty parcels out by Interurban and other places closer to the river, but with minimal visual impact. Norris got back to me in a couple of weeks without having any success from those property owners. We explored co- location on the large light posts in Fort Dent Park. I think he also explored a two story building on Interurban occupied by "Eriks ". Our final brain storming came up with the Long Maintenance shops by the Riverside Inn and the tall structures at Baker Commodities across the river from the golf course. These last two I am waiting to hear about. I feel particularly ok about playing hard ball on this one as the property owner, Simvest, illegally cleared the parcel from all vegetation (very large cottonwood trees) loaded it with quarry spalds. There was an RFA to them. They came in and dutifully applied for the SEPA, Shoreline, and Miscellaneous Permits. When asked about why they did this clearing they stated that they just wanted to clear an overgrown area where tenants were throwing their stuff. (Ever hear of a fence ?) Interestingly, about a month after they applied W &H came in with the monopole idea. I did tell Norris that if the trees had been left the pole would have been completely blocked from the river without loosing coverage. J August 9, 2000 City of Tukwila Steven M. INTRODUCTION Qwest Wireless is in the process of developing a new wireless communication system called Personal Communication Services (PCS). PCS is a unique combination of telecommunication services that will provide the public with the next generation of wireless devices, such as: z compact cellular telephones with paging and voicemail service, wireless fax machines and fax s 1 z modems, and an array of other customized mobile equipment. Ultimately, PCS will allow for an � all -in -one telecommunications device combining multiple services in a single wireless telephone. JU 0 0 PCS uses new digital technology to produce a higher quality transfer of voices and data versus N cn Ill . the older analog /digital systems that are currently being used by many wireless telephone service 1- providers. This digital technology also accommodates the transfer of data and graphics. In co LL wO addition, PCS operates at a higher frequency, around 1,900 megahertz, and broader frequency 2 band than conventional cellular. u- Q In order to provide these services, Qwest is developing a PCS network in the greater Seattle area. = CS W PCS works by splitting a region into smaller geographic areas called cells, that are each served z E E- by a transmitter and receiver or "base station." As a caller moves across the landscape, the call is E- O passed or "handed-off" from one base station to another. Each base station is connected to a w w mobile telephone switching office, which is linked to the land based phone network serving your 2 o home or office. o1 Individual base station site locations, such as the proposed site, are selected based on a number i cwi` of considerations related to topography, distance from other base stations, proximity to traffic : u. O` corridors, and, other technical features. Qwest engineers utilize computer modeling and radio i . z' testing to determine potential sites. Because PCS base stations consist of very low powered v transmitters, which cover a relatively small geographic area, there is limited flexibility in site p H selection. z Qwest tries to locate its sites where the impact to local residents is minimal, such as the Simvest site east of Interurban Avenue South. The proposed PCS base station facility has been designed to provide PCS service to this portion of Interurban Avenue South, the Foster Golf Course area and Fort Dent area. When developed, this facility will connect to other neighboring facilities in the network allowing for uninterrupted PCS service throughout much of this sector of Tukwila. PROJECT DESCRIPTION The proposed PCS facility consists of the installation and operation of antennas and associated equipment for Qwest Wireless personal communications service (PCS) network. Qwest Wireless proposes to install a two- sector wireless utility facility on a new 45 feet tall monopole. Each sector will consist of two antennas mounted on an antenna mount. The wireless communications equipment will be located at the base of the monopole. The top of the azimuth 340- degree antennas is 45 feet. The top of the azimuth 160 - degree antennas is 45 feet. The telecommunication equipment, GPS antenna, and power cabinet will be located at the base of the antenna. The site is located at 6410 South 143rd Street. The proposal calls for the installation of two sectors with two panel antennas that will be mounted to wireless antenna mounts to be attached to a 45 feet tall steel monopole. The two panel antennas attached to the antenna mount facing azimuth 340 degrees are 39 inches tall, 6 inches wide and 1 inch in depth. The two panel antennas attached to the antenna mount facing azimuth 160 degrees are 39 inches tall, 6 inches wide and 1 inch in depth. The design of the antennas and the antenna mounts allow the wireless facility to have a minimal design and view impact. No screening and landscaping are proposed given several factors including the industrial nature of the area and its distance from residentially zoned areas. In addition to the antennas, there will be equipment cabinets containing the electronic equipment necessary to transmit and receive the wireless signal located on the ground at the base of the monopole. The equipment will be mounted on two concrete slabs (see plans for details). A small Global Positioning System (GPS) antenna will also be attached to the equipment rack holding the manual "x -fer switch" and Hubbell plug. The facility has been designed to meet all applicable development standards of the zone. The proposed facility is conditionally permitted pursuant to TMC 18.30.040.15. IV. The use is conditionally permitted in the C /LI zone. The height of the antennas, the antenna and support mounts and the electronic equipment are designed to have a minimal impact on this site and surrounding properties. During operation, the site will be unmanned and will generate only one vehicle trip per month for maintenance purposes. The facility does not emit harmful rays, noxious odors, heat, excessive noise or pollutants. The wireless utility at this site will not impact the public. 2. The proposed use shall meet or exceed the performance standards that are required in the district it will occupy; The maximum allowed height in the C /LI zone is 45'. The new antennas will not exceed the W & H Pacific. 4 . The location of the antenna mounts and the equipment and equipment pads meet the general yard setbacks of the zone. No screening and landscaping is proposed given several factors including the commercial and light industrial nature of the area and the location of the monopole, antennas and equipment at an existing unscreened light industrial compound. This is also a low impact shoreline area that allows this type of use. No other performance standards apply. z ~ w 3. Planning and construction of the site has been planned and coordinated with electrical power and telephone utilities companies. The implementation of this project is consistent with Tukwila's Comprehensive Plan and development regulations. 12.1.36 Encourage utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. The site was selected due to the need to provide service to residents, public travelers and businesses located along Interurban Avenue South. The design of the antennas, antenna support mounts, and electronic equipment cabinets were designed to minimize visual impacts. 5. All measures have been taken to minimize the possible adverse impacts which the proposed use may have on the area in which it is located. The location should have no impact on the surrounding district. The proposed wireless utility is Gil d H Pacific. 5 Qwest Wireless LLC Conditional Use Permit Application located in an area zoned for commercial and light industrial uses. The antennas and equipment will have a minimal visual impact on the surrounding community and is compatible with the light industrial, commercial, office and traffic corridor nature of this area. Maintenance visits to the site will be only once a month, and therefore, will have a minimal affect on the surrounding area. PCS uses low power and operates at a frequency that meets all local, state and federal requirements for the health and safety of the community. This is a very suitable location for this installation and it will have minimal impact on adjoining properties. VI. CONCLUSION Qwest Wireless requests a Conditional Use Permit for collocating equipment and antennas on an existing electrical utility lattice tower in a dedicated public utility right -of -way. This is an ideal location given the existing use of the site and minimizes the need for constructing a new wireless communications utility monopole. The proposed site is the ideal location to fulfill Qwest Wireless design and engineering requirements. Additionally, this site is needed to meet the wireless telecommunications needs of the residents, businesses, and visitors of this portion of the City of Tukwila. z z g; 6 0 CO 0: J =. General Background on PCS Description of transmitting and receiving facilities Qwest Wireless LLC is in the process of improving and expanding it Personal Communications System (PCS) network in the greater Seattle area. The network provides high quality digital voice and data communications services to our customers, however, network improvements are required to meet our customers needs, expectations, and changing call behaviors. Just like existing analog cellular service, PCS is a terrestrial land - mobile based communication system. However, digital PCS offers tremendous improvements over analog cellular in quality, reliability and features (e.g. data, paging, etc.). Qwest Wireless will be employing Code Division Multiple Access (CDMA) technology to ensure the clearest, highest capacity and most secure services available. The PCS site, or "cell" in question is one of over 200 in the greater Seattle area providing continuous coverage to our mobile customers. Each cell site consists of several base station cabinets, transmit and receive antenna pairs, and cabling to connect the base stations and antennas. The PCS base station equipment utilizes a transmitter and receiver, providing "uplink" and "downlink" capability to mobile uses with PCS handsets. The downlink or "forward" link is from the base station transmitter to mobile receiver. The downlink will use one of the six PCS bands in the 1930 to 1900 MHz range. The uplink or reverse link is from the mobile transmitter to base station receiver. The reverse link will use one of the six PCS bands in the 1850 to 1919 MHz range. The CDMA based PCS system is a low power technology, using a transmitter output power of only 8 watts. The location of each cell is critical to ensure contiguous coverage, and thus critical to the overall quality of the network. Each base station is integrated into the network by T -1 telephone circuits, which serve as a point of entry into the local telephone system. Approximate range of signals Due to the inherent characteristics of radio wave propagation, RF signals in the 800 MHz bands (such as cellular and ESMR) travel approximately twice as far as PCS RF signals in the 1900 MHz bands. Consequently, a PCS cell site will have a coverage radius of approximately one -half the radius of a cellular or ESMR cell site. Because of this, PCS cell sites must be spaced closer than cellular sites. Although a cell's exact coverage radius depends on its specific propagation environment (e.g. hilly, dense trees, 7V4 .•.4 4, 11 ,i. Qwest Wireless LLC Page Two downtown, etc.), typical cellular coverage radius is 3 to 6 miles, whereas typical PCS coverage radius is 1 to 3 miles. Effect of terrain and clutter on reception Effect of terrain and clutter on reception The two main factors that influence the rate of degradation of a RF signal are terrain and "clutter." Areas of highly variable topography (e.g. the Pacific Northwest) attenuate RF signal much more rapidly than areas with uniform topography (e.g. the Great Plains). Clutter of "morphology" refers to the types and heights of trees and buildings in the local area of a cell site. These elements also serve as barriers or absorbers of RF signal, resulting in very rapid signal degradation. It is the challenge of the RF design engineer to design and optimize cell site heights and locations within the PCS network to enable sufficient overlap between cells to provide contiguous coverage. The challenge is great in areas with both highly variable terrain and challenging clutter. This design must lie within the constraints of the availability of cell site acquisition and compliance with local zoning codes. Cell Height and Location To accurately determine location and height, Qwest Wireless employs a combination of computer simulations and empirical data. The computer simulation (created by a RF design tool) is used to predict the coverage area for a particular site. The simulation is useful in initially predicting the required antenna heights. The simulation typically incorporates terrain data and generalized clutter data (e.g. dense urban, mixed forest, etc.). However to fully account for the surrounding clutter, a drive test must be performed at the site. A drive test requires that a temporary site (tower, transmitter and antenna) be placed at the desired location for several hours. The RF design engineer drives a vehicle equipped with a receiver around the area of intended coverage and records the received signal strength using specialized equipment. Once the drive route is complete, the collected data is analyzed. The signal strength measurements can then be plotted on a map to determine the site's actual coverage at the simulated antenna height. Finally, the empirical drive test data is used to calibrate the simulated model for clutter. In this manner, a very accurate minimum height for the site can be calculated. Coverage Objectives Qwest Wireless requests to locate new 45' monopole with wireless utility antennas and equipment at 6410 South 143`d Street. Qwest Wireless LLC Page Three RF Engineering has determined that a height of 45 feet is the minimum height to achieve our coverage objective, which is to serve customers travelling along the Interurban Avenue South traffic corridor. Secondly, the site must provide coverage to existing businesses, residents and visitors of this commercial and light industrial area.
