The owner shall provide a copy of the private 10 -foot sanitary sewer easement across Lots 1 and 2. The owner shall provide turnover documents for the Public Sanitary Sewer system. As of December 4th, the Sanitary Sewer had not been signed -off by the Greg Villanueva, City Inspector. Please do not continue to piece -meal outstanding items. They are to be submitted at the same time to the undersigned. After these documents have been found to be in order, and all of the requirements of the short plat have been met, you may submit your short plat documents for signature by the Chairman of the Short Subdivision Committee. The City may grant one six - month extension if requested in writing prior to the expiration date. Final Approval The next step is to complete the above - referenced items in compliance with the conditions of approval. After the documents have been found to be in order, and the all of the requirements of the short plat have been met, the Chairman of the Short Subdivision Committee signs your short plat constituting a grant of final approval. Recording It is your responsibility to record the City approved short plat documents first with the King County Department of Records. The short plat is not complete until the recording occurs and copies of the recorded documents are provided to the Department of Community Development. The signature of the Chairman of the Short Subdivision Committee certifies that your short plat is ready for recording. You will need to pay the recording fees and submit your approved original short plat to the King County Department of Records (206- 296- 1570). After recording, the County returns the recorded originals to the City of Tukwila within 4-6 weeks, at which time your short plat is considered complete. This letter is to advise you that there are three basic steps in the approval process: Preliminary Approval, Final Approval and Recording. The term "mortgage," when used herein, shall include deed of trust, trust deed, or other security instrument. 2. Our work was performed in accordance with the conditions of our proposal dated June 6, 2000. The purpose of our work was to observe and evaluate site conditions and provide geotechnical recommendations for site development . We were provided a rough site topographic map which showed approximate boundaries of the proposed 3 Tots for use in our site explorations. Subsequently we were provided a site survey and topographic map prepared by Dobbs Surveying dated 7/05/00 and a site plan prepared by Baima & Holmberg, Inc. dated 7/28/00 which were used as references for our evaluations (see Figure. 2). No final building plans have been provided todate. We understand that the proposed residences will be wood - frame structures 1 or 2- stories in height with possible daylight basements. Foundation load information is not available at this time but for the purpose of this report we have assumed that bearing wall Toads will be about 2 kips per foot and that isolated column loads will range from about 15 to 30 kips. Our work scope specifically did not include any environmental sampling, testing or evaluations. The site is currently undeveloped and situated on a moderately steep to gently sloped northwest - southeast running natural ridge. The property has apparently been used for many years as site for disposal of trash, appliances and cars. We observed several car bodies, tanks and appliances as well as metal and wood debris, particularly in the northern and eastern site areas. Based on the topographic map provided and our own observations, the onsite slopes are only moderately steep to gentle. The referenced map indicates gradients ranging from about 7% to 27% as shown on Figure 2. Maximum elevation difference across the site is indicated to be about 30 feet from the southwest corner to the high point of the ridge. ",4� f Foster August 7, 2000 The site was well vegetated with blackberries, grass, ivy, vine maple and ferns and also includes alder saplings up to about 12 inches, occasional cedar saplings to 6 inches and occasional maples up to 24 inches in diameter. No ground cracks were observed on the property during our reconnaissance. We also did not observe any obvious slide scars or other indications of instability during our reconnaissance. Subsoils Our evaluation of the subsurface conditions was based on our observations of the four test pit excavations made at the approximate locations shown on Figure 2. More detailed descriptions of the subsurface conditions encountered at each test pit is presented on the test pit logs of Appendix A. The natural soils encountered at the test pit locations generally consisted of a topsoil layer underlain by silty fine sand. At test pit 1 the upper silty sand soils included occasional sandstone fragments and were underlain by very weathered sandstone at a depth of about 3 feet. At test pit 2 the upper silty sand soils graded to sandy silt at a depth of about 3 feet. The natural soils were generally loose or loose to medium dense to a depth of about 2 to 3 feet below the natural surface and the underlying soils were dense to very dense or very stiff /hard to the depths of the test pits. Fill soils were encountered only at test pit 3 in the northeast corner of the property and at that location the fill was only apparent at the southeast corner of the pit where a yellow plastic sheet was buried at a depth of about 2.5 feet. Fill soils generally consisted of loose silty fine sand which were brown and dark brown in color and moist. Ground Water No free ground water or seepage was encountered in any of the test pits. Measured moisture contents of the silty fine sand soils ranged from about 13.5 to 15.2 percent. Moisture content of the natural weathered sandstone from test pit 1 was 8.2 percent and the sandy silt soils of test pit 2 had a moisture content of about 18.8 percent. F..; zo U� o -: AM w. 2 V. 1- LL0 z: o ` z Foster August 7, 2000 SITE EVALUATION General Review of published geologic mapping of the site vicinity (see Figure 1) indicates that subsurface soils at the site are generally glacial till soils (Qt) except at the southwest corner of the property where an outcrop of sedimentary bedrock (Td) is indicated to be exposed along the south side of the ridge and extending west of the property. The glacial till soils are Vashon till which are described as a compact mixture of silt, sand, gravel and clay which were deposited during the advance of the Vashon Glaciation ending about 13,000 to 15,000 years ago. The natural glacial till soils have all been glacially consolidated under thousands of feet of glacial ice and the un- weathered glacial till soils are considered stable and very suitable for structure support. The sedimentary bedrock is described as including conglomerate, sandstone, siltstone and shale of middle Eocene age (about 44 to 52 million years old). The natural subsoils observed in our explorations were generally silty fine sand with some sandy silt deposits which are consistent with the glacial till unit description and therefore in our opinion the natural site soils are most likely glacial till. The sandstone material encountered in Test Pit 1 at the southwest corner of the property is also consistent with the mapped sedimentary bedrock outcrop. Based on our site observations and explorations, it appears that there may be localized areas of fill on the site. We encountered localized fill about 2.5 feet thick in Test Pit 3. Maximum fill thickness is most likely on the order of 3 or 4 feet. Residence Foundations Conventional spread footings may be used for support of structures. Dense to very dense or very stiff /hard natural soils and bedrock suitable for support of residence foundations were typically encountered at depths of about 2 to 3 feet below the surface of the natural ground in our test pits. Spread footings should be deepened as required to penetrate through any existing fill and loose /medium dense natural soils to found on the dense to very dense /hard bearing soils. Site Stability The geologic map of Figure 1 and the Seattle Landslide Study map folio show no landslides in the site vicinity. Review of the Seattle DCLU Environmentally Critical Areas (ECA) Folio I indicates that the site is not considered to be a potential slide area nor is it considered a steep slope area (gradient more than 40 %). During our reconnaissance of the site, we observed no ground cracks or other obvious indications of instability. Considering the presence of glacial till soils and sedimentary Project No. 00- 125 -01 1 j Page 4 Foster August 7, 2000 bedrock, it is our opinion that the risk of deep seated slope failure is very low. Considering the moderate to steep gradients at the southwest corner of the property and the very steep cut slopes along 47th Avenue South it is our opinion that there is a moderate risk for future shallow slope failures in these areas but the remainder of the property with only moderate to gentle slope gradients has low risk of slope failures. However, with any development in a slope area there is always some risk of possible damage to your property or neighboring properties due to slope instability. You must understand and accept that there is risk involved with construction on or near a slope and you must be willing to accept the risk of future instability which may result in damage to your property or neighboring property. The nature of possible future failures (on the steep southwest slope) is expected to be predominantly shallow slides. Slope failures are most likely to occur during very heavy rainfall periods and /or during strong ground shaking from moderate to large earthquake events. In our opinion the construction of residences at the proposed locations should not have any long -term adverse effects on the slope stability provided that our recommendations are followed. Seismic Hazards The Puget Sound region is a seismically active area. About 14 moderate to large earthquakes (M5 to M7 +) have occurred in the Puget Sound and northwestern Cascades region since 1872 (128 years) and therefore it is likely that the residence will experience significant earthquake ground shaking during its useful life. For the purpose of seismic design we recommend that a seismic event with a recurrence interval of at least 100 years be used with a corresponding ground motion horizontal peak acceleration of at least 0.2 g. You should also consider that the Uniform Building Code (UBC) requires consideration of a ground acceleration level with an average return period of about 475 years. Based on our analyses of historic recorded seismic events, an average ground motion for the Puget Sound Region with a return period of 475 years corresponds to a peak ground acceleration of about 0.24g. Secondary seismic hazards due to earthquake ground shaking include liquefaction, induced slope deformations or slope failure. Liquefaction is a phenomenon in which typically loose or medium dense sands below the water table temporarily lose strength during earthquake shaking due to densification and lack of drainage. Considering the general lack of ground water encountered in our explorations and the dense /hard nature of the recommended bearing soils, it is our opinion that the potential for damage due to liquefaction is low to nil. Considering the steep southwest slope gradients it is our opinion that the potential for induced shallow slope displacements or shallow slope failures of loose surfical soils in the southwest slope area during strong earthquake Project No. 00- 125 -01 Page 5 .a,„r, :1:411W.N,,Y.r.:cW.,PS n tu1mhteN ?4':TJt,, Foster August 7, 2000 shaking is moderate but the underlying very dense /hard materials are expected to be stable. Erosion Hazard Onsite materials are expected to be moderately to highly erodible when exposed in slope areas. No excavated material should be wasted on the slopes. Soil stockpiles and exposed slope areas should be covered during heavy rainfall and siltation fences or other detention devices should be provided as required to control the transport of eroded material. Surface drainage should be directed away from slopes and exposed soil areas should be planted immediately with grass and deep rooted plants to help reduce erosion potential. Slope areas beyond the proposed development limits should be left undisturbed or re- planted. RECOMMENDATIONS The following subsections present our geotechnical recommendations for spread footing foundations, retaining wall design, site grading, site drainage and erosion control. Also included are recommendations for supplemental services, final plan review and observations during construction. Spread Footing Foundations Conventional spread footings founded on undisturbed dense natural bearing soils should provide good support for the proposed structures. Footings should be deepened as required to penetrate any existing fill soils and loose /medium dense natural soils. Dense /hard natural bearing soils are expected to be about 3 feet below the natural surface. Footings should be at least 18 inches wide and should be founded at least 18 inches below the lowest adjacent final grade. All footings should be stepped as necessary to maintain a horizontal bearing surface and should be deepened as required to provide a horizontal setback of at least two footing widths from the sloping bearing soil surface at the downhill side. Square footings and continuous footings adjacent to the very steep cut slope along 47th Avenue South and the existing rockery at the southeast corner of the property should be set back of at least two footing widths from a 1.5:1 (h:v) projection from the toe of the slope or rockery to the bearing soil surface. Footings should also be setback beyond a 1:1 (h:v) projection from adjacent lower footings. Footing design may be based on a maximum allowable bearing pressure of 2000 psf for both square and continuous footings. For example, the estimated settlement of a 18 inch wide continuous footing carrying a load of 2 kips /ft. is on the order of to' /z inch. Maximum differential settlement within the proposed structure is expected to be on the order of 1/4 inch. Settlements are expected to occur primarily during construction. Resistance to lateral loads can be assumed to be provided by friction acting at the base of foundations and by passive earth pressure. A coefficient of friction of 0.4 may be assume with the dead load forces in contact with on -site soils. An allowable static passive earth pressure of 250 psf per foot of depth may be used for the sides of footings poured against undisturbed natural soils. The vertical and lateral bearing values indicated above are for the total dead load plus frequently applied live loads. For short duration dynamic loading caused by seismic or wind forces, the vertical bearing values may be increased by 50 percent and allowable lateral passive pressures may be increased by 33 percent. Retaining Walls Cantilevered retaining walls as referred to in this report are walls which yield or move outward during and after backfilling. Actual wall movements will depend on the wall design and method of backfilling and can range from 0.1% to 0.3% of the wall height. Design pressures for cantilevered walls given below assume that the top of the wall will deflect at least 0.2% of the wall height. Static design of permanent cantilevered retaining walls which support a horizontal surface of properly compacted clean free - draining granular material may be based on an equivalent fluid density of 40 pcf. This pressure assumes that there is no water pressure behind the wall. A uniform lateral pressure due to backfill surcharge should be computed using a coefficient of 0.25 times the uniform vertical surcharge load. Static design of basement walls structurally braced against movement should be based on an equivalent fluid density of 65 pcf. This pressure assumes that the wall supports a horizontal backfill of properly compacted free - draining granular material and that there is no water pressure behind the wall. Uniform lateral pressure due to a uniform vertical surcharge behind a braced wall should be computed using a coefficient of 0.45 times the uniform vertical surcharge Toad. Seismic design of retaining walls should include a dynamic soil loading based on at least a 100 -year recurrence 0.2g design ground motion level. Dynamic soil pressure should be assumed to have an inverted triangular distribution. The dynamic soil pressure at the top of the wall should be at least 17H (psf) for a 0.2g ground acceleration and 20H (psf) for a (UBC) 0.24g ground acceleration, where H is the height of the wall above the footing base. Combined static plus dynamic soil pressure should be used for seismic design of the walls. Care should be exercised in compacting backfill against retaining walls. Heavy equipment should not approach retaining walls close enough to intrude within a 1:1 line drawn upward from the bottom of the wall. Backfill close to walls should be placed and compacted with hand - operated equipment. Recommendations for placement and compaction of structural fill are presented under "Site Grading ". Design wall pressures given above assume no water pressure behind the walls. We recommend that a drainage zone be provided behind all retaining walls and a adequate drain system be provided at the base of all retaining walls. As a minimum, the horizontal width of the drainage zone should be at least 2 feet or 1/2 the wall height, whichever is less. Backfill within the drainage zone should be a clean sand /gravel mixture with less than 5 percent fines based on the sand fraction. A membrane of Mirafi 140 filter fabric or equivalent should be provided between the drainage zone material and onsite silty soil backfill. Wall drains should consist of a four -inch diameter perforated PVC drain pipe placed in at least one cubic foot of drain gravel per lineal foot along the base of the wall. Drain gravel should be washed material with particle sizes in the range of 3/4 to 1 -1/2 inches. The drainage zone backfill should be capped with paving or 12 inches of silty soils to reduce surface water infiltration. Site Grading Site grading is expected to be limited primarily to excavation for foundations and preparation for slab and driveway areas as well as possible excavation of existing fill soils or excavation for basements. Site Preparation: Existing vegetation and debris should be stripped from the areas that are to be graded. During rough grading, excess soils should be hauled off site and no material should be placed on the slope. Soils containing more than 1% by weight of organics may be used in planter areas, but should not be used for fill beneath building or pavement areas. Stumps, debris and trash should be removed from the site. Subsoil conditions on the site may vary from those encountered in the test pits and therefore the soils engineer should observe the prepared areas prior to placement of any new fills. Permanent Slope Design: All permanent fill slopes should be made no steeper than 2:1 (horizontal:vertical) and all permanent cut slopes should be made no steeper than 1.5:1 (h:v). Construction Excavations; Based on the conditions observed it is our opinion that sloped temporary excavations 4 feet or Tess can be made vertically but that deeper excavations should be no steeper than 1:1 (horizontal:vertical) in fill and loose natural Project No. 00- 125 -01 Page 8 Foster August 7, 2000 soils. Where there is not enough room for sloped excavations, shoring should be provided. It should be noted that the contractor is responsible for maintaining safe construction excavations. Structural Fill: Excavated onsite silty sand soils are generally considered suitable for structural fill (excluding the drainage zone behind retaining walls) subject to final approval during grading. If suitable onsite material is not available, approved, imported granular fill should be used for structural fill. Vegetation, formwork and debris should be removed in accordance with the "site preparation" recommendations prior to placing fill or backfill. Structural fill should be placed in horizontal lifts not exceeding 8 inches in loose thickness and compacted to at least 90% of the maximum dry density as determined by the ASTM D1557 -91 test method. Imported granular fill should be clean, well - graded sand and gravel materials free of organic debris and deleterious material. Subqrade Preparation: Slabs -on -grade and pavements should be supported on zone of properly compacted structural fill. Existing fill and loose natural soils should be excavated to a depth of at least 24 inches below final subgrade and replaced with structural fill in subgrade areas. At least the top 6 inches of the subgrade structural fill should be compacted to 95 percent of the maximum dry density, as determined by the ASTM D1557 test method. Below a depth of 6 inches general structural fill compacted to 90 percent may be used. Concrete slabs and pavements should have 2 -way reinforcement and should have frequent construction joints to reduce the potential for cracking. If a floor covering is to be placed over an interior concrete slab the slab should be underlain by a capillary break consisting of at least 4 inches of crushed gravel or a polyethylene vapor barrier of at least 6 mil thickness. If a vapor barrier is used it should be covered with 2 inches of clean sand to reduce punctures and aid in concrete curing. Utility Trenches: Buried utility conduits should be bedded and backfilled around the conduit in accordance with the project specifications. Where conduit underlies concrete pavement or slabs -on- grade, the backfill above the pipe should be placed and compacted in accordance with the recommendations for structural fill. If clean granular fill is used for trench backfill it should be capped with 6 inches of onsite silty soils in non -paved areas. Minimum slopes for surface drainage are 2% in landscaped areas and 1% in paved areas. Discharge from roof drains and other site drains should be tightlined to the storm drain system. A permanent perimeter drain, independent of the roof drain system, should be placed at the base of exterior footings, grade beams and retaining walls. The perimeter drain should consist of a four -inch diameter perforated PVC drain pipe placed in at least one cubic foot of drain gravel per lineal foot along the wall. Erosion Control Onsite materials are expected to be highly erodible when exposed in slope areas. No excavated material should be wasted on the steep slope areas. Soil stockpiles and exposed slope areas should be covered during heavy rainfall and siltation fences or other detention devices should be provided as required to control the transport of eroded material. The lower edge of the silt fence fabric should -have "J" shaped embedment in a trench extending at least 12 inches below the ground surface. Surface drainage should be directed away from slopes and exposed soil areas should be planted immediately with grass and deep rooted plants to help reduce erosion potential. Plan Review It is recommended that this office be provided the opportunity to review the final design drawings and specifications to determine if the recommendations of this report have been properly implemented and to make any supplemental design recommendations which may be required. Observations and Testing During Construction All foundation construction should be observed to verify that footings have adequate slope setbacks and penetration into the bearing materials. All structural fill placement and compaction should be observed and tested by a qualified testing laboratory to verify proper methods and density. Drainage and erosion control systems should be observed to verify proper construction. During the site reconnaissance, the surface site conditions were noted, and the locations of the test pits were approximately determined. The test pits were approximately located using the approximate property corners as a reference. Elevations at the test pits locations were estimated based on the topographic map provided combined with our own measurements. Test pits were advanced using a tractor - mounted backhoe. Soils were continuously logged and classified in the field by visual examination, in accordance with the ASTM Soil Classification system. Logs of the test pits are presented on the test pit summary sheets A -1 and A -2. The test pit summaries include descriptions of the soils and pertinent field data. Soil consistency and moisture conditions indicated on the Togs are interpretations based on the conditions observed in the field.
