The project site is lot 2 of the three lot Family Fun Center site. The applicant received Board of Architectural Review approval of the site, Family Fun Center arcade building and La Quinta hotel in 1998. The La Quinta Hotel has been replaced by a Comfort Suites Hotel and the owner has applied for approval of the new building design. The site work was done in conjunction with the development of the adjacent Fun Center and its 7 acres of outdoor attractions including miniature golf, bumper boats, batting cages and a go cart track. The development proposal for lot 1 will be reviewed at a later date. Existing Development. The lot is currently vacant. Site work including riverbank stabilization and enhancement was completed as part of the development of the Family Fun Center. Surrounding Land Use. The site is at the northeast corner of Interurban Avenue and Grady Way. The Fort Dent office buildings, Homewood Suites hotel and the Kwan Dental Clinic are across the Green River to the North. The lot to the east contains the Family Fun Center amusement park. The site is separated from Renton on the east by railroad tracks. Grady Way and Interstate 405 are to the south and the Interurban Avenue/I405 interchange is to the west. Topography. The site is generally flat except the slope down to the River. Vegetation. The site was cleared and filled as part of the overall site work. Non - native plants such as Himalayan blackberry were removed and replaced with native plants of higher habitat value. New landscaping along the River was installed according to Shoreline regulations, Zoning Code standards and the Board of Architectural Review's approved landscape plan. Access. Access to the site is from Fun Center Way. Turns are limited to right - in/right -out from Grady Way and Interurban Avenue. DECISION CRITERIA - DESIGN REVIEW This project is subject to BAR design approval under TMC 18.60.030 due to its location in the C/LI zone and size. Pedestrian pathways from Fun Center Way through the W D parking lot to the building and then out to the public trail have been provided. The 1 w parking lot has been wrapped around the building to minimize its impact. The hotel is z '- large and built to the maximum height allowed in the C/LI zone, but the site is large and z O. the building is set back from the edges of the property. Compatibility of vehicular pedestrian circulation patterns and loading facilities in terms of Z ~ safety, efficiency and convenience should be encouraged; e. Compatibility of on -site vehicular circulation with street circulation should be encouraged. The City is building a new pedestrian bridge across the Green River that will connect with the new trail segment along the river that crosses all three lots. This will provide a bicycle and pedestrian link for the Interurban Trail. Frontal improvements including curb, gutter, sidewalk, street widening, storm drainage and street lighting have been required along both sides of Fun Center Way. Driveway location and width for all driveways has been coordinated with Public Works during the review and revision process. Access from Grady Way and Interurban Avenue is limited to right in/right out. (3) Landscape and Site Treatment. a.. Where existing topographic patterns contribute to beauty and utility of a development, they should be recognized and preserved and enhanced. b. Grades of walks, parking spaces, terraces and other paved areas should promote safety and provide an inviting and stable appearance; Page 4 Staff Report to the Family Fun Center Site Planning Commission/BAR c. Landscape treatment should enhance architectural features, strengthen vistas and important axis, and provide shade; d. In locations where plants will be susceptible to injury by pedestrian or motor traffic, mitigating steps should be taken; Z e. Where building sites limit planting, the placement of trees or shrubs in paved areas is encouraged; . ;= Z tit CL 2 f. Screening of service yards, and other places which tend to be unsightly, should be accomplished 6 D by use of walls, fencing, planting or combination; U O g. In areas where general planting will not prosper, other materials such as fences, walls and 0 pavings of wood, brick, stone or gravel may be used; W 2 H h. Exterior lighting, when used, should enhance the building design and the adjoining landscape. N u_ Lighting standards and fixtures should be of a design and size compatible with the building and W O adjacent area. Lighting should be shielded, and restrained in design. Excessive brightness and J brilliant colors should be avoided. u. — Perimeter, parking lot and building landscaping similar to what was originally approved 1- i has been proposed (see Attachment E). They also provide refuge areas for fish and enhance animal habitat through u.. revegetation with native plant species and the placement of large wood snags. The bank iii Z' work was designed with input from the City of Tukwila, Washington State Department of U Fish and Wildlife, and the Muckleshoot Indian Tribe Fisheries Department. The current z E- proposal would not change any of this work. (4) Building Design. a. Architectural style is not restricted, evaluation of a project should be based on quality of its design and relationship to its surroundings; b Buildings should be appropriate scale and in harmony with permanent neighboring developments. c. Building components such as windows, doors, eaves, and parapets should have good proportions and relationship to one another. Building components and ancillary parts shall be consistent with anticipated life of the structure; d. Colors should be harmonious, with bright or brilliant colors used only for accent; e. Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from view; f.• Exterior lighting should be part of the architectural concept. They are large, symmetrical, simple building forms decorated with a variety of colors and materials. The wall materials and colors are similar to those used on the Fun Center, yellow -orange and dark purple synthetic stucco with ribbed gray metal panels. Accents are provided by neon tubing, flags and signage. The entryways are z brought down to human scale by the use of one story projections and a higher level of detail. Color changes are used to emphasize the modulation and create a base for the u�. v building. The flat roof line is accented by a sizable cornice and broken above the main v 0 entrance with a curve for emphasis. Mechanical equipment will be concealed within the cNn w building (see Attachment D). -I1- w0 (S) Miscellaneous Structures and Street Furniture. a =I Z F- O Z }- w n p. Pole fixtures will be installed to provide safe lighting levels throughout the parking lot. '0 N No off - premise glare or light in excess of 2 foot - candles will be permitted. w ww ..z 0 a. Miscellaneous structures and street furniture should be designed to be part of the architectural concept of design and landscape. Materials should be compatible with buildings, scale should be appropriate, colors should be in harmony with buildings and surroundings, and proportions should be to scale; b. Lighting in connection with miscellaneous structures and street furniture should meet the guidelines applicable to site, landscape and buildings. CONCLUSIONS 1. Relationship of Structure to Site Traffic flow, pedestrian access and circulation on the site work well. The site is pedestrian friendly with paths from the sidewalks and the Interurban Trail to the building. The site plan takes advantage of the river amenity. 2. Relationship of Structure and Site to Adjoining Area The site will be linked with the Interurban Trail through the new pedestrian bridge the City is building. Fun Center Way and the perimeter landscaping has been improved creating an attractive "front door" for the development. 3. Landscape and Site Treatment The proposed landscape plan provides an attractive buffer to the trail, breaks up the parking lot and softens the edges of the building. The riverbank has been reconstructed above the high water mark to provide flood storage and improved habitat for fish and wildlife. The lighting plan should enhance the safety of the site and design of the building without creating unnecessary brightness off -site. Building Design The Comfort Suites Hotel carries on the design theme established by the Family Fun Center and repeats those colors and materials. The rendering in the packet does not accurately represent the yellow stucco color, it will be the more orange color used on the Family Fun Center. The building has distinctive, smaller scale entryways, a prominent roofline, and modulation in the facades. The curve of the parapet, the flags and the signage emphasize the main entrance. 5. Miscellaneous Structures and Street Furniture The proposed light fixtures will enhance the safety of the site. Proposed buildings include a 9,000 square foot restaurant, a 153 room 4 story hotel, a 36,300 square foot restaurant and arcade building and 7 acres of outdoor attractions including miniature golf, bumper boats, batting cages and a go cart track. The original permit covered the construction of a 152 room La Quinta Hotel as part of the 3 lot site plan. This is to be replaced by a 137 room Comfort Suite Hotel with a similar site configuration under the revision proposal. The letter and drawings you submitted document that the proposal falls within the revision criteria, therefore the City approves your revision request. In July 2000 Tukwila approved your request for a one year extension of the existing shoreline permit based on the delay in securing tenants for parcels 1 and 2. This revision approval does not change the underlying permit timeline. Construction, authorized by the appropriate permits, must start by July 29, 2001 and development activities on the site must still be completed within five years of the effective date, July 29, 2003. The City will provide notice of this revision to parties of record and the Department of Ecology per WAC 173 - 27400 (5). Cr `!IFORT SUITES, TUKWILA "'A Design Review Criteria Narrative Criteria for Multi- family, Hotel, and Motel Developments (TMC 18.60.050(B)) 1. Site Planning a. The site and building are designed to be compatible and integrate with similar neighboring uses such as the Family Fun Center to the east; to be compatible with the Green River, Interurban Trail / Duwamish Green River Trail, and commercial office and hotel uses on the north; and, to allow for future development on the property to the west, in accordance with the requirements of the Shoreline and Tukwila Zoning codes for the C /LI zone (see map attached). Also, areas along the east and south property lines are designated as potential future Family Fun Center development in order to allow for possible future access and added amenities. b. The predominate site feature is the Green River and Interurban Trail which runs the length of the site and will be preserved and accented by landscaping and setbacks in accordance with Shoreline requirements. c. Pedestrian (including ADA) access is emphasized by a landscaped sidewalk from the street to the hotel entries around (3) sides of the building and site. The landscape treatment adjacent to the building will highlight the lobby and Porte Cochere with color planting including annuals. Additionally trees will be clustered around the lobby and guest wing to break -up the building mass and help visually reduce the scale of the building at ground level. d. Both pedestrian and vehicular access are clearly defined by a fire lane / driveway around the building with sidewalks to the main entries, including a primary entry accented by a Porte Cochere and loading area accessible by a special entry drive and sidewalk. e. Vehicular access is limited to one driveway from the public street. f., g. The building is setback from the perimeter of the site as much as possible from all property lines to provide a maximum of open space buffer for the adjacent property uses and to allow landscape screening between the building and the parking areas. h. Parking is buffered all around the building, along adjacent property lines, and at parking islands with landscaping which: exceeds the code minimums-and screens the parking from adjacent uses. i. The height and scale of the building is similar to that of the adjacent Family Fun Center, and is in accordance with the code prescribed height and size limits for the use. The design of the building is subtlety similar in character to the architecture of the neighboring Family Fun Center but yet unique enough to create an individual identity required for a successful hotel use, and, is in conformance with the requirements of the zoning for the area. c. The modular character of a hotel facade is used to define different surface planes, materials, and lighting for a unique visual effect. d. The building colors will be selected to reflect the colors of the adjacent Family Fun Center property and to be in conformance with the hotel franchise requirements for an attractive and pleasant guest experience. 3. Landscape and Site Treatment a., b. The siting of the building and layout of adjacent parking is parallel to the Green River to provide maximum setback and landscaping opportunity for that major identifying element of the site. c. Accessible walkways to the public street and Interurban Trail are provided at each adjacent corner of the site to provide a clear and safe path to and from the hotel facilities. d. Setbacks and landscaping areas are maximized around the entire perimeter the building to exceed code minimums and provide buffering for existing and future adjacent properties. 4. Miscellaneous Structures a., b. All service areas and accessory uses are contiguous with the building and are screened by walls and year -round landscaping. c. All mechanical equipment is located adjacent to or on top of the building, and will be screened by landscape walls or roof top parapets which are contiguous to and are compatible with the building elevation and finishes. d. Site lighting shall match the pole mounted style used (fixture cuts attached) at the adjacent Family Fun Center which allows cutoff for adjacent properties and controlled distribution of lighting for the onsite parking areas. Building lighting will be a combination of controlled facade uplighting and downlighting, facade edge accenting with neon, and lighted wall signage. Bollard lighting will be used along pedestrian pathways. Accent lighting will be used to highlight landscape areas. 5. Consistency with Adopted Plans and Regulations (TMC 18.100.030) a. The proposed development is designed to meet or exceed all of the current City of Tukwila codes.
