Among other items you will need to include "after" legal descriptions of the lots and project and parcel numbers. Please also add a note that all construction must comply with the recommendations in the Geotechnical Engineering Report by Dodds Geosciences dated April 19,2001. The title report dated December 15, 2000 indicates that Dana Lewis is also an owner of the property. If that is the case her signature should also appear on the plat. The purposes of our work were to professionally evaluate subsurface soil and groundwater conditions, recommend general procedures for the grading and underslab treatment in the building areas, and recommend reasonable foundation systems. The scope of our services included: 1) Logging four test pits which were excavated to a maximum depth of eight feet below existing grades. The test pits were located in a manner to provide broad coverage of the short plat. 2) Preparation of this report in accordance with our understanding of project requirements and generally recognized local geotechnical engineering practices. No other warranty is expressed or implied. Plate 1, attached, provides the guidelines in the use of this report. Project Understandings: This office was provided with a site plan which documented existing conditions including site topography and existing feature locations. Our knowledge of this project is generally limited to the information on this site plan and our discussions with you. We anticipate the new structures will be a wood -frame and multiple storied. Finish exterior grades will generally remain near existing grades. A maximum excavation depth of six feet is planned. nrCEIVED crr.i' or TUKWJ UN 19200 4 .4 • LATHERS SHORT PLAT Job Number 21027 April 19, 2001 Page 2 General Site Conditions - Surface: The proposed new residential structures will be constructed on the Lathers Short Plat at 50XX Augusta Street in Tukwila, Washington. The attached Vicinity Map, Plate 2, shows the general vicinity of the site. At the time of our fieldwork, the site had been generally cleared. There were a few large debris piles. In addition, we saw an old foundation wall which suggested an old structure used to occupy the site. The property had a gentle to moderate slope down to the south. Subsurface Exploration and Description: Four test pits were dug by a backhoe to a maximum depth of eight feet below existing grades at the locations shown on the Site Plan, Plate 3. The test pits were logged by the undersigned engineer during the excavation process. The test pit logs are attached to this report. Field density information are summarized on the test pit logs. Although there may very well be some variation in the subsurface and /or conditions may not be readily apparent from the ground surface, we expect the following subsurface interpretation will be essentially correct: The site is generally overlain with loose organic -rich duff and /or fill. Underlying these loose surficial soils is a loose to medium - dense silty sand with variable amounts of gravel and clay. At about three to five feet below existing grades, the underlying soils become medium - dense. Underlying the medium -dense sandy soils is a very stiff to hard clayey silt to silty clay. Three of the test pits encountered heavy seepage during excavation. The final test pit logs attached to this report present our interpretation of the field data and laboratory tests. The stratification lines on the logs represent approximate boundaries between soil types at the exploration location. In actuality, the transition may be gradual. The relative densities and moisture descriptions on the logs are interpretive descriptions based on observed conditions during excavation. CO ILI J= `f)o u-• a I- _ z� wI 2 Uin. o1— 111 L U wz` w UN H= 0 F- z LATHERS SHORT PLAT Job Number 21027 April 19, 2001 Page 3 Conclusions and Recommendations General: The following general geotechnical conclusions can be drawn from our field and laboratory test data: 1) The existing loose surficial native and fill soils are not capable of providing foundation support to the proposed structures. Excavation to the medium -dense silty sand is required. 2) Soils with a high percentage of . silt and /or clay (>15%) are moisture sensitive and are difficult to impossible to utilize as structural fill if the soil is more than two to three percent wetter or drier than the optimum moisture content at the time of compaction. The soils at this site do have considerable silt, and are moisture sensitive. 3) Temporary excavation slopes should not exceed 1:1 (Horizontal:Vertical). Flatter slopes may be required depending on site conditions, especially if there is flowing water in the soils. Foundations: The proposed new structures may be supported on conventional continuous and spread footings bearing on the medium -dense silty sandy soils underlying the surficial loose soils. Over - excavation below design footing depths will probably be required. All footings should bear at a minimum depth of 1.5 feet below finish grades. A bearing pressure of two thousand (2,000) psf may be assumed for footings bearing directly on the native competent medium -dense silty sand. Some compaction or other reinforcement of the bearing soils may be necessary. Footings bearing on compacted structural fill may also be designed for a maximum bearing pressure of two thousand (2,000) psf. The design bearing pressure may be increased by one -third to accommodate short term wind and seismic loads. To provide protection against shear failure, we recommend continuous and spread footings have minimum widths of sixteen (16) inches and twenty -four (24) inches, respectively. .w.mna 4.h.:k.aesz9M�tttt. °as�CC,{.: ..yp,; LATHERS SHORT PLAT Job Number 21027 April 19, 2001 Page 4 Structural fill (or crushed rock if required) that is placed under footings should extend out beyond the edges of the footings a minimum distance equal to one -half the fill depth. For example, if two feet of structural fill was placed under a sixteen - inch -wide footing, the total minimum width of the fill (and therefore the footing excavation) would be forty inches. We estimate that footings bearing on properly prepared native silty sand or on compacted structural fill will settle approximately one -half (1 /2) inch between building corners or for every forty feet of continuous footing distance. z ,mow 6 0 0 In LI WI w0 g-J Lateral loads such as wind and seismic forces are accommodated by = friction between the foundation elements and the bearing soils and by passive earth pressure against the foundations. Seismic Design: Site Drainage: The site should be graded during construction so that surface water is directed away from any excavation. Water should not be allowed to pond where foundations, pavements, or slabs are to be constructed. Final site grades adjacent to the buildings should be sloped away from the structures for a minimum distance of ten feet. The invert of the pipe should be placed at the elevation of the footings. A non -woven geotextile fabric (Mirafi 140N, Supac 4NP, or other equivalent) should be wrapped around the outside of the drain rock. The PVC pipe should be sloped to drain, and may be_connected to the roof and surface water discharge pipe down - gradient and away from the structures. The pipes should discharge to an appropriate discharge facility. Subslab drains may also be required, depending on groundwater conditions. Excavations and Slopes: Temporary and permanent excavation and slopes for this project must meet all applicable government safety regulations. Temporary excavation slopes should be cut no steeper than 1:1 (Horizontal:Vertical) for the entire depth of the cut. Flatter slopes may be required depending upon location variations in soils conditions and whether there is groundwater present. Contractors working in excavations should use caution at all times. Sudden caving of the side slopes is possible. Permanent cut and fill slopes which are not otherwise reinforced should not exceed 2:1 (H:V). Retaining Walls: Retaining walls must be designed to support the lateral earth pressures which abutting soils will impose. If this assumption is Z incorrect, a uniform lateral pressure of one hundred psf should be added , _ to the wall pressure given above. ix The values recommended above are ultimate values, and should be o reduced by an appropriate safety factor. As a guideline, we recommend a N minimum Factor of Safety of 1.5 for overturning and sliding. If walls higher than o u) twelve feet are required for this project, please contact our office for 01- additional recommendations. i 0 Basement walls should be waterproofed and backfilled with a clean, . z compacted, free - draining granular soil or an approved drainage o composite. This will prevent the buildup of hydrostatic pressures. The o '- wall backfill should contain no more than five percent silt and clay, no z organics, and no cobbles greater than four inches in diameter. The percentage of sand (from the #4 sieve to the #200 sieve) should range from 25% to 75 %. During compaction of the wall backfill, care should be taken to not damage the wall. The top one to two feet of wall backfill should consist of a relatively impermeable soil or topsoil. General Earthwork and Structural Fill: Site construction should begin by stripping and safely clearing the building sites of all vegetation, fill soils, existing structures, organic -rich soils, and any other deleterious material. Stripped materials may have to be removed from the site. Groundwater seepage was noted during our fieldwork. The contractor should anticipate, and be prepared to accommodate heavy to very heavy seepage into even shallow excavations. LATHERS SHORT PLAT Job Number 21027 April 19, 2001 Page 7 Structural fill is defined as any fill placed below structures, including slabs, where the fill soils would need to support loads without unacceptable deflections or shearing. Structural fill should be placed above unyielding native site soils in maximum eight- inch -thick loose lifts and compacted to a minimum of 95% of Modified Proctor (ASTM D1557). Soil is typically difficult to place and compact as structural fill if more than three percent from the optimum moisture content at the time of compaction. During wet weather or under wet conditions, structural fill should consist of a granular soil having less than five percent silt or clay (measured on that portion which passes the 3/4 -inch sieve). During dry weather, water may have to be added to the soil to achieve the required soil density. Wet Weather Construction: If the site is developed during extended periods of wet weather or in the winter, the following are anticipated additional costs and changes which should be anticipated: 1) Excavated slopes and fill piles will have to be protected with plastic. 2) Most, if not ail of the excavated soils will be unusable as structural fill. 3) Foundation excavations will required over - excavation on the order of six inches to one foot), and replacement with crushed rock. 4) Numerous site visits will be required by this office to evaluate soil conditions, confer with the contractor, and make remedial recommendations. 5) Costs of maintaining the site and cleaning adjacent streets /property will increase. 6) Access road reinforcement with quarry spalls will be required. Closure: It is recommended we be retained to review the final development plans to verify site specific subsurface requirements are • met and our recommendations have been accurately interpreted in the plans. LATHERS SHORT PLAT Job Number 21027 April 19, 2001 Page 8 It is also recommended that we be retained to provide professional geotechnical consultation and observation services during design and construction. This allows us to: 1) Confirm that design conforms to specific subsurface requirements; 2) Confirm that subsurface soils conditions exposed during construction are consistent with those indicated by this report; 3) Evaluate whether earthwork and foundation construction activities conform to the intent of the contract specifications and plans; and, 4) Provide recommendations for design changes in the event of changed conditions. While on the site during construction, we will not direct or supervise the contractor or work, now will we be responsible for providing on -site safety or dimensional measurements during construction activities. Based upon your January 19th submittal the City has the following comments: Prior to Preliminary Plat Approval: 1. Submit a drawing showing the revised two -lot configuration we discussed. This will eliminate the issue of the ownership and maintenance of the sensitive area tract you had proposed. 2. Work with the Public Works Department to coordinate your drainage plans with the proposed culvert project along S. 114th Street. 3. Revise your civil plans to show undergrounding of power and telephone lines or pursue a waiver request with the Public Works Department. 4. Provide a geotechnical study meeting the requirements of the City of Tukwila Sensitive Area Ordinance. The study should address any special construction techniques or limitations that will be required to safely build on the site. This study should also be submitted with the building permit D01 -058. Prior to Building Permit Approval 5. Revise the house plans to reflect the slope of the site 6. Revise the plans to show in detail the drainage measures to be installed around the foundation. 7. Make any revisions or add any notes needed to comply with the results of the geotechnical study. 8. Revise the sewer stub location per PW comments. Provide a detail on how it will cross the existing 48" water line in the street. Among other items you will need to provide "after" legal descriptions of the lots, any required easements, any required maintenance agreements, signature blocks for the City and County officials, and project and parcel numbers. If you have any questions about these comments please call me at (206) 433 -7141. Once these items are addressed and we have agreed on the infrastructure requirements I will send you a notice of preliminary approval. This will enable you to apply for a permit and install the utilities. The permit must be finaled and as- builts provided to the City prior to final plat approval.
