I. Project Description
The proposal is to pave approximately 1000 feet of an existing crushed rock trail
along the Duwamish River from approximately South 112`1' Street pedestrian
bridge to the Tukwila International Boulevard bridge. The trail is within 200 feet
of the ordinary high water mark of the Duwamish River and hence is subject to
Shoreline Substantial Development Permit.
The existing trail is 16 feet wide and 12 feet within this footprint will be paved.
The remainder of the trail width will consist of two feet crushed rock shoulders on
either side of the paved area.
A few benches, trash receptacles, light bollard and a petroglyph will be relocated,
but nothing is proposed to be removed. A minimal amount of landscaping on the
east side of the trail will be removed. Additional native vegetation will be planted
along the river ward side of the trail.
A filter fabric fence for sedimentation and erosion control during construction will
be located along the grading limit.
II. Policies of the Shoreline Management Act /Shoreline Master Program
The site is located in an area that was annexed by Tukwila from King County in
1989. As no new shoreline master program has been adopted for this area, the
project is subject to King County Shoreline Master Program and regulations.
Tukwila is the agency responsible for administering King County shoreline
regulations as they pertain to this site.
III. Shoreline Regulations
Following are the relevant review criteria as contained in the King County
Shoreline Regulations as applied by the City of Tukwila:
King County Code (KCC) Section 25.16.030 General Requirements:
A. Non -water related development shall not be permitted waterward of the
Ordinary High Water Mark (OHWM).
Response: The trail and other improvements are located land ward of the
ordinary high water mark.

B. ...No structure shall exceed a height of a thirty -five feet ...
Response: The project is for paving an existing trail and doing some associated
improvements such as landscaping and relocation of benches and trash
receptacles. No structure is proposed as part of this project.
C. All development shall be required to provide adequate surface water
retention and sedimentation facilities during the construction period.
Response: The proposed project shall meet all King County Surface Water
Design Manual requirements for retention and sedimentation facilities during the
construction period. The silt fence will be provided along grading limit and it will
be adequate for sedimentation control during construction.
D. Development shall maintain the first fifty feet of property abutting a natural
environment as required open space.
Response: This criterion is not applicable, as the King County shoreline
environment designation adjacent to this site is "Urban Environment ".
E (1) Parking areas must be located beneath or upland of the development...
E (2) Any outdoor parking area perimeter...must be maintained as a planting
area with a minimum of five feet.
E (3) One live tree... shall be required for each thirty linear feet of planting area.
E (4) One live shrub...for each 60 inches of planting area shall be required.
E (5) Additional perimeter and interior landscaping of parking areas may be
required when large parking areas are proposed.
Response: No parking is proposed as part of this project.
F. Collection facilities to control and separate contaminants shall be required
where storm -water runoff from impervious surfaces would degrade or add to
the pollution of receipt waters or adjacent properties.
Response: This project shall meet all King County Surface Water Design
Manual requirements regarding storm -water runoff. The proposed trail is not
intended for use by vehicles, other than for emergency purposes. Bio- swales
and/or detention systems along this trail segment were not required or
recommended by the City's Public Works Department. However a number of
infiltration trenches are proposed along this trail segment. Prior to issuance of
construction permit, applicant shall provide detailed information to show that the
trenches have been designed for at least a 10- yr /24hr -storm event. At that time

applicant's civil engineer shall provide storm design and soils information along
with any percolation tests conducted within the project area.
G. The regulations of this chapter have been categorized in a number of sections;
regardless of the categorization of the various regulations, all development z

F. Upland facilities constructed in conjunction with a recreational development
shall be setback and /or sited to avoid contamination of the shorelines of the state.
Response: This is not applicable as no upland facilities are proposed as part of
this project.
G. All service facilities within and associated with marinas shall have provisions
to prevent and control contaminants from entering the water. Provisions shall be
available for cleanup of accidental spills of contaminants.
Response: Not applicable as no marinas are proposed as part of this project.
H. Marina facilities shall be prohibited on Class I beaches or where their
development would interrupt littoral currents and starve Class I beaches.
Response: Not applicable as no marina facilities are proposed as part of this
project.
I. Public pedestrian and bicycle pathways shall be permitted adjacent to water
bodies.
Response: The trail accommodates pedestrian and bicycle use.
J. Public contact with unique and fragile areas shall be permitted where it is
possible without destroying the natural character of the area.
Response: Not applicable as the project is for paving an existing trail.
K. Water viewing, nature study, recording and viewing shall be accommodated
by space, platforms, benches or shelter, consistent with public safety and
security.
Response: The trail design incorporates viewing and resting areas. Existing art
panels and petroglyph will be protected during construction. Some of the benches
and trash receptacles are proposed to be relocated a few feet to accommodate the
paving.
IV. Comprehensive Plan Shoreline Policies
The site is located within the Manufacturing/Industrial Center along the
Green/Duwamish River. The Tukwila Comprehensive Plan establishes the
following priorities in this shoreline environment:
• Redevelopment of under - utilized areas and development of intensive
commercial and industrial activities;
• Enhancement and restoration of access to the river; and
• Protection and restoration of natural environment features and riverbank
characteristics, where compatible with development.
Access to the river is provided by this pedestrian and cyclist trail and the proposed
design includes benches and resting areas. Additional native vegetation is

proposed along the river ward side of the trail, which will help in the protection
and restoration of the natural environment. No additional building is proposed as
part of this project and thus there is minimal impact to the river environment.
V. Comments
No comments were received as part of this shoreline application. However during
SEPti review process, King County received comments from the Suquamish
Tribe. The comment letter expressed concerns about adding impervious surface
and requested additional native vegetation planting. King County responded to
the comment letter and the project was revised to include additional native
vegetation.
SEPA and other approvals
A Determination of NonSignificance was issued by King County, Department of
Construction and Facilities Management on December 13, 2000. King County
was the lead agency for this project.

Submittal for shoreline permit is complete for Public Works Department.
Informational Comments
The applicant has provided a plan, stamped and signed by a Registered Civil
Engineer.
The proposed infiltration trenches, have been reduced in length by approximately
one -half. This reduction is acceptable, providing the trenches have been designed,
for at least a 10 yr / 24 hr storm event.
The Civil Engineer shall provide storm design and soils information, along with any
perc tests conducted within the project area, to the City Public Works Department.
The silt fence, to be provided along the grading limit, is adequate for sedimentation
control, during construction.
The proposed trail is not intended for use by vehicles, other than for emergency
purposes. The construction and maintenance of bio- swales and /or detention systems,
along this trail segment, is not necessary or recommended, by the City of Tukwila,
Public Works Department.

proposed trail paving project located in Tukwila. I am the King County DCFM project
manager responsible for this project.
Attached is a response letter prepared by my consultant, Connie Reckord, with MacLeod
Reckord, Landscape Architects. As explained by Ms. Reckord, this project involves the
asphalt paving of an existing crushed rock trail for pedestrian and cyclist use. Unlike
those concerns rightfully raised with road, industrial and commercial development, this
trail will not generate the contaminants associated with the other developments.

This letter is intended to address the issues raised in the letter from Jon Sloan of the Suquamish Tribe to
Cheryl Fambles regarding this project.. Mr. Sloan noted the problems associated with increasing
impervious surface cover in close proximity to the river and requested King County mitigate those impacts
with some specific measures, namely the addition of biofiltration swales and planting along the riverbank.
Mr. Sloan noted the problem of "large amounts of pollutants, including eroded soil from construction
sites, toxic metals and petroleum wastes from roadways and industrial and commercial areas..." that
might be ,a factor at this site. Although we are paving this trail, it is not intended for use by vehicles, so
we do not anticipate any increase in the toxicity of the runoff from the trail surface. Nor will there be a
notable increase in runoff, as the existing condition is a well- compacted gravel trail that currently pitches
to drain towards the river and the proposed design will do the same. There is an existing parking lot east
of the trail, separated from the trail by a wide planting strip, that does have its own drainage system with
water quality . treatment, but it is completely independent of the trail. No surface drainage from the
parking lot crosses the trail. During construction, erosion and sedimentation control measures, including
filter fabric fencing, will protect the riverbank and river from erosion. No construction, except new
plantings will occur on the riverbank.
There is opportunity to supplement the existing vegetation that is at the top of the bank in several areas.
The survival rate of plantings beneath the large poplars will not be high, as there is a significant tree root
structure on the surface, but there are some other areas, out from under the poplars, with sparse plant
growth that would benefit from additional planting. We cannot plant in areas that will affect sight distance
along the trail, but we will add plantings of native, riparian trees and shrubs in appropriate areas along the
trail. Plant selection will be from a King County list of standards for riparian corridor enhancement and
will include Acer circinatum (Vine Maple), Cornus stolonifera (Redtwig Dogwood), Rosa sp. `Nootka',
Spiraea douglasii (Spiraea), and Symphoricarpos albus (Snowberry).

DEVELOPMENT
Pre - Application
A Meeting was held on February 8 with an applicant who is interested in moving a house owned
by the City and currently located at the Foster Golf Course to a site that he plans to short plat.
The house was used by Parks Department staff and must be removed in order to build the new
Golf Course clubhouse, which is under design. The applicant was told the house has not been
declared surplus property as yet, and that if/when this happens, a public auction would be held.
The property to be short plat is not sewered yet (56th Avenue South) and so must wait until
sewers are available before the short plat can be approved. The permitting process for moving a
house was also explained to the applicant.
OTHER
Light Rail
On Thursday the Sound Transit Board took a significant step toward reversing its previous
decision designating Tukwila International Boulevard as the route for Link light rail. The Board
adopted a motion that instead designates the Tukwila Freeway Route as the new "Preferred
Alternative" for light rail. The unanimous vote of the Sound Transit Board came after months of
environmental study and discussions between City and Sound Transit representatives. A final
decision by Sound Transit concerning the Freeway Route is expected sometime this spring.
Museum of Flight
Staff from DCD and Public Works participated in portions of a week -long "design charette" for
the proposed Museum of Flight expansion.
14th Street Bridge/PAA
We got word this week that Seattle and King County have come to agreement on bridge issues
that have been holding up completion of our agreement concerning the bridge and our
overlapping Potential Annexation Area. We will receive a copy of their agreement next week for
review.

Permit for Boeing Trail Paving project on December 21, 2000. Based on a review of your LI z'
application for submittal requirements for Shoreline Substantial Development permit, your
application is deemed complete as of January 17, 2001. A notice of land use application will be
distributed within 14 days of this date. z
At this time we have started code related review of your application and the following
information is required to further process your application:
e As indicated in the application handout, the City of Tukwila is required to administer
annexed areas based on the Shoreline Management Plan which was in place at the time of
annexation, until a new plan is adopted and approved by the State Department of Ecology.
This project is subject to King County Shoreline Master Plan and must be reviewed against
the shoreline regulations found in King County Code (KCC) 25.16. Please refer to the
attached KCC and discuss project consistency relative to KCC criteria.
You will be notified within 14 days of your resubmittal whether or not the issues listed above are
adequately addressed or further information is needed. Also, please refer to the attached
comments from Public Works Department.

DESCRIPTION OF PROPOSAL: The proposal includes construction of approximately 1,200 lineal feet of trail
improvements (paving an existing crushed rock surface trail and plantings) along
the Green River Trail on the east side of the Duwamish River between a pedestrian
bridge located at the east end of South 112°i Street and the SR 99 bridge in
Tukwila. The existing crushed rock trail is 16 feet wide. Twelve feet within the 16
feet will be paved and two -foot shoulders on either side will be surfaced with
crushed rock.
LOCATION OF PROPOSAL: Green River Trail adjacent to Boeing facility and the east bank of the Duwamish
River between a pedestrian bridge located at the west end of South 112`h Street on
the north and the SR 99 bridge on the south in Tukwila, Washington.

13. One set of all plans and analyses shall be stamped by a
licensed professional surveyor, architect or engineer,
and have an original signature. Additional copies of
the signed set may be submitted to satisfy the total
number of copies required. Any revisions must also
comply with this criteria.
14. A boundary and topographic survey (2 ft. contours
including a minimum 20 ft. beyond the property line)
with all structures, improvements, easements,
encumbrances and right-of-way width/infrastructure.
Elevations shall be City of Tukwila datum (NGV
1929 datum for 100 year flood elevation with
equation to City of Tukwila datum). This shall be
stamped by the surveyor.
15. Location of all sensitive areas (e.g., streams, wetlands,
slopes over 20%, coal mine areas and important
geological and archaeological sites.). Provide
sensitive area studies as needed per TMC 18.45. Also
show trees over 4" caliper, indicating those to be
retained. All proposed sensitive area and tree
protection measures shall be shown.

20. For sewer and water (domestic and fire): Existing and
proposed utility easements and improvements, on site
and in street. Schematic designs to be provided
regardless of purveyor (e.g., site line size, location,
and size of public main. No capacity calcs, invert
depth, valve locations or the like are needed).

21. Document sewer and water availability if provided by
other than the City of Tukwila.
22. Storm drainage: Proposed schematic design for all
conveyance systems, water quality features and
detention structures per TMC 16.54.060(D) (e.g.,
detention ponds/vaults, frop-T elbows, coalescing
plate separators, and bio-swales). Include a Level One
downstream analysis per TMC 15.54.060(D), and a
narrative discussion of consistency with the King
County Surface Water Drainage Manual's Core and
Special Requirements.
23. Locate the nearest existing hydrant and all proposed
hydrants.
24. Schematic road design.
25. Geotechnical analysis. River bank stability analyses to
be included in a flood zone control permit.
26. Landscape planting plan by a Washington State
licensed landscape architect. One set of all plans and
analyses shall have an original ASLA stamp
signature: Additional copies of the signed set may be
submitted to satisfy the total number of copies
required. Any revisions must also comply with this
criteria.
27. Lighting plan: Include location and type of street and
site lighting, site light levels (foot-candles) and how
lighting will be contained on-site (e.g. lights shielded
to prevent direct off site illumination and maximum 2
foot-candles at the property line).

29. For stream frontages: provide existing and proposed
top of stream bank, stream bank toe, stream mean high
water mark, and base flood elevation (i.e., 100 yr.

PROJECT DESCRIPTION
Introduction

The Boeing Trail Paving Project involves paving an existing trail along the Duwamish River from
approximately the S. 112th St. pedestrian bridge to the SR 99 bridge in Tukwila, Washington. The trail,
which extends approximately 960 feet, is approximately 12 feet wide with 2 -foot crushed rock shoulders,
for a total width of 16 feet. The volumes and type of fill or extracted material will include approximately
100 cy of earthwork (onsite soil or imported structural fill), approximately 200 cy for the gravel base,
approximately 70 cy of asphalt, and approximately 30 cy of drain rock.
Additional work will include relocation of a few benches and trash receptacles, relocation of two light
bollards (by owner), and relocation of a petroglyph. Existing art panels and an existing petroglyph will be
protected during construction. A minimal amount of landscaping (east side of trail) will be removed. No
additional landscaping will be added on the west (riverward) side of the trail because there are already
existing poplar trees with extensive root systems located along the riverbank. In addition, other plants are
also located along the riverbank.. No irrigation will be added, but irrigation not needed on the west side of
the trail will be removed. The double check valve and the meter for the existing irrigation system are
located in the Boeing garage building.
A filter fabric fence for sedimentation and erosion control during construction will be located along the west
(riverward) of the trail. Infiltration trenches are situated at low points along the trail and where the slope
above the trail steepens (and runoff rate may exceed percolation). Details for the infiltration trench, filter
fabric fence and a trail pavement section are included in the plans.
There is emergency fire access to the trail from South 112th Street on the north end of the project (near
pedestrian bridge). The nearest hydrants are located on the east side of the parking lot, in islands at the ends
of the parking bays. There are 3 hydrants located over the length of the project, each within approximately
140 to 150 ft of the trail centerline. Their locations are offset (140 to 150 ft) from these stations: 1 +00,
5 +00, and 8 +50.
Criteria Consistency
The proposed project meets the criteria outlined under the Tukwila General Shoreline Regulations
(TMC 18.44.110).
• The use is in conformance with the regulations of the underlying zoning district. An existing
trail, currently unpaved, will be paved.
• The use does not conflict with the goals and policies of the Shoreline Master Program or the
Shoreline Act and regulations.
• No structures or accessory facilities will be located over the river.
• No trees or vegetation will be disrupted within the river environment.

Dear Ms. Fambles:
The site for this project is within the Usual and Accustomed fishing
area of
the Suquamish Tribe. The Tribe seeks protection of treaty- reserved
resources through avoidance of activities which result in adverse
environmental impacts. The Tribe offers the following recommendations
for
conditioning approval of the proposed project.
This project will result in the conversion of 19,000 square feet of
partially impervious surface cover (crushed rock) to 19,000 feet of
fully
impervious surface cover (pavement) and 4,800 square feet of partially
impervious cover (2' shoulders of crushed rock).
Urbanized areas generate large amounts of pollutants, including eroded
soil
from construction sites, toxic metals and petroleum wastes from roadways
and
industrial and commercial areas, and nutrients and bacteria from
residential areas (Stockdale 1991 *). These contaminants accumulate on
impervious surfaces and are readily transported with stormwater runoff
to
wetlands, streams and other water bodies.
The Tribe requests that mitigating conditions for this project's
approval
include extensive plantings of appropriate native trees and shrubs (not
grass)along trail shoulders, and a system of bioswales to treat
discharge to
the Duwamish River. Further, erosion control best management practices
in
accordance with the Washington State Stormwater Management Guidelines
(1990)
should be employed to prevent turbid and / or contaminated discharges of
stormwater during construction.

The proposal includes construction of approximately 1,200 lineal feet of trail
improvements (paving an existing crushed rock surface trail and plantings)
along the Green River Trail. This trail section is located on the east side of the
Duwamish River between a pedestrian bridge at the east end of South 112'
Street and the SR 99 bridge in Tukwila. The existing crushed rock trail is 16
feet wide. Twelve feet within the 16 -foot trail will be paved, and two foot
shoulders on either side will be surfaced with crushed rock.
Green River Trail adjacent to Boeing facility and the east bank of the Duwamish
River between a pedestrian bridge located at the west end of South 112`h Street
on the north and the SR 99 bridge on the south in Tukwila, Washington.
PROPONENT & LEAD AGENCY: King County Department of Construction and Facilities Management
The lead agency for this proposal has determined that the proposal does not have a probable significant adverse impact on
the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). In making this
Threshold Determination, the responsible official has reviewed the completed environmental checklist and other
environmental information on file with the lead agency. This information is available for review upon request (and copying
for a nominal photocopying charge) of File Number S00- 316003.
This Determination of Nonsignificance (DNS) is issued under WAC 197 -11- 340(2). The lead agency will not act on this

The project area is adjacent to the Duwamish River
(east or right bank) between a pedestrian bridge
located at the west end of S. 112th Street on the
north, and the SR 99 bridge on the south (see plans).
B. ENVIRONMENTAL ELEMENTS

Fill will consist of about 2 inches top course (crushed
rock) and about 2 inches of asphalt in the trail

shoulders. The fill also includes new foundations (as
needed) for relocated benches and tables. The
quantity of fill would be approximately 300 -310 cy.
The rock will be obtained from a local quarry and
the asphalt or concrete from contractors.

Best Management Practices (such as temporary
erosion and sedimentation control measures) will be
applied to protect against erosion. The crushed rock
shoulders, the flat site, and construction during the
dry season should virtually eliminate any erosion

Dear Sir,
I have surveyed the project site and action area for the Pedestrian Bridge Trail Extension Project
(Green River Trail) for impacts to federal listed and candidate species under the Endangered
Species Act (ESA). I have also contacted the US Fish and Wildlife Service (FWS), National
Marine Fisheries Service (NMFS), Washington Natural Heritage Program (WNHP), and the
Washington Department of Fish and Wildlife (WDFW) Priority Habitats and Species Division for
information regarding the presence of listed species or species proposed for listing and candidate
species in the project action area. This correspondence is enclosed with this letter. A
NIFS/FWS checklist of indicators for documenting the environmental baseline and the effects of
the project on salmonids is also enclosed. Wintering bald eagles (threatened/proposed for
delisting) have been documented to occur in the vicinity of the project. Wintering activities occur
from October 31 through March 31. In addition, bull trout (threatened), chinook salmon
(threatened), and coho salmon (candidate) occur in the vicinity of the project. Critical habitat has
been designated for the chinook salmon (Puget Sound ESU).
The project is located along the Duwamish River and consists of paving an existing trail along the
top of the river bank between Pacific Highway South and a pedestrian footbridge that crosses the
River at South 112`h Street across the Duwamish River from Cecil Moses Memorial Park in
Tukwila, Washington. The trail extends approximately 700 -feet and the asphalt pavement will be
approximately 12 feet -wide. A crushed rock path already exists for all but the last 100 -feet where
construction activities unrelated to the trail project have obliterated the trail. The trail is bordered
on the side opposite the river by an office facility and parking lot. The area surrounding the trail
is landscaped with low shrubs along the river side and poplar trees bordering the trail near the
parking lot. The landscaping extends approximately 15 -feet from the trail on the river side,
where a steep bank quickly drops to the river below. Most of this slope is vegetated with
blackberry bushes. The Duwamish River in the project vicinity is deep, approximately 500 feet
in width, with a low gradient and a substrate composed primarily of silt and mud compacted in
large rubble. This reach of the Duwamish River is primarily used as a migration corridor and
juvenile,rearing area by chinook salmon and coho salmon. Bull trout use this section of the river
as a migration corridor during foraging migrations. No trees or streamside vegetation will be
removed by the.project and the amount of paved surface created by the trail would result in a
negligible increase in new impervious surface area relative to the existing acres of
impervious surface area. Surface runoff from the trail's impervious surface will be

allowed to infiltrate the pervious ground surface surrounding the trail with no direct
runoff from the trail surface into the Duwamish River. All appropriate Best
Manufacturing Practices (BMPs) and Standards and Guidelines will be employed during
construction of the trail to prevent the release of sediment into the Duwamish River.
The project would have "no effect" to listed salmonids or bald eagles. Duwamish River
chinook salmon, coho salmon, and bull trout would not be impacted by the project
because no short or long -term loss of tree canopy, Large Woody Debris recruitment, or
water quality will occur. The project vicinity is in a heavily urbanized industrial area.
The project would not effect wintering bald eagles because construction would occur in
previously disturbed areas .in an urban/industrial area where any noise related to
construction will be insignificant, compared to current background levels of human
activity in the project vicinity.
