M I N U T E S
Council President Harris called the Committee of the Whole Meeting
to order at 9:25 P.M.
MABEL J. HARRIS (COUNCIL PRESIDENT), JOE H. DUFFIE, EDGAR D. BAUCH,
MARILYN G. STOKNES, JOAN HERNANDEZ, DENNIS L. ROBERTSON, CLARENCE B.
MORIWAKI.
Mayor Van Dusen, John Cosgrove (City Attorney), Ross Earnst
(City Engineer), Larry Hard (City Attorney), Don Morrison (City
Administrator), Don Persson (Acting Police Chief), Byron Sneva
(Public Works Director) Rick Beeler (Planning Director).
Council President Harris reported the mercury lights are being
installed on Interurban Avenue.
Councilmember Duffie reported on the items in committee.
Councilmember Hernandez reported the tow truck ordinance has
been considered in committee.
Councilmember Bauch updated the items in the Transportation
Committee.
Councilmember Stoknes reported on the items in committee.
Mayor Van Dusen reported King County is getting ready to do the
Riverton review and we are getting ready to do the City study.
Rian Thrower, 15232 Sunwood Boulevard, stated he could see the need
for the update of the Comprehensive Land Use Plan. The current
zoning allows for a great deal of flexibility.
Rick Beeler, Planning Director, stated he has met with Mr. Thrower
and he would like to submit a memorandum regarding Mr. Thrower's
request.
Council President Harris stated the sidewalk plan is still being
considered and a Comprehensive Land Use Plan has not been put into
the budget this year.
Councilmember Moriwaki suggested a community task force to start
action.
Rick Beeler, Planning Director, stated the reason for his memorandum
is to start City Council consideration. It is a big undertaking
and it will take years to accomplish.
Mayor Van Dusen stated it would likely mean an increase of staff
in the Planning Department. One staff member is working part -time
now on the Black River Quarry.
Councilmember Hernandez said the consideration of the Comprehensive
Land Use Plan was among the top ten goals at the retreat and then
the list was narrowed down to four.
Councilmember Moriwaki the decision about the Gencor project
was frustrating. The Planning Commission used the Comprehensive
Plan as a guideline.
Councilmember Hernandez stated this item should be moved to another
meeting. There is an ordinance draft to go out for bid. This
item will be on next week's agenda.

Ross Earnst, City Engineer, stated Mr. Richard Warren and Richard
Kato were present to present the street financing study.
Mr. Warren presented the street financing study with the overhead
projecter. He explained the recommendations, CIP priority, G.O.
Bond issue, street development policy, options to G.O. Bond issue,
local funding, local participation and project implementation.
MOVED BY DUFFIE, SECONDED BY HERHANDEZ, THAT THE COMMITTEE OF THE
WHOLE MEETING ADJOURN. MOTION CARRIED.
