The Act III Cinema is moving into a new building near the intersection of Southcenter Parkway
and South 180th Street. It will be part of the Parkway Supercenter redevelopment on the site of
the former Pavilion Mall.
Background Information
The building design was approved by the Board of Architectural Review on January 8, 1998 with
the condition that staff work with the applicant to bring the signage into compliance with the sign
code. The "Cinema" sign proposed for the south building elevation was the subject of a previous
sign area increase request where the allowed sign area was increased from 150 to 400 square feet.
The owner has now decided to incorporate the movie title readerboard from the west building
elevation into the south building signage. This requires an additional area increase from 400 to
500 square feet, the maximum allowed by code.
Decision Criteria
TMC 19.32.140(A) allows the permitted sign area to be "increased by 50% for each doubling of
the required minimum setback...but in no case shall sign area exceed that permitted in TMC
19.32.150 ". TMC 19.32.150 allows signage equal to "6% of the exposed building face...up to a
maximum of 500 square feet."
The Act III building is setback approximately 360 feet from South 180th Street, 24 times the 15
foot minimum setback requirement for the TUC zone. The building facade totals approximately
10,600 square feet.
The allowed sign area, given the square footage of the south elevation, is 150 square feet. Since
the building is setback 24 times farther than the minimum setback required for this zone, the 500
square foot limitation would apply. Therefore, the maximum possible sign area increase under
the code would be to 500 square feet.
CONCLUSIONS
The proposed sign meets the setback requirement for the special permission sign area increase.
The increase that the applicant has proposed, from 400 to 500 square feet, while substantial is
still under the 6% /500 sf limitation. The south elevation of the building is large enough so that
the sign would not overwhelm the architecture. As the theater is housed in its own building the
sign is not likely to have a negative impact on nearby businesses.

During our meeting on September 15, 1998, we discussed revisions to the signage on the south u- ~O'
elevation of the Theatre. We are proposing the removal of the marquee signage on the east f. Z' co
elevation of the building and adding marquee signage under the canopy on the south elevation. c.)
This project has received Planning Commission approval for 400 SF of wall signage. We are Z ~
seeking to ammend the Planning Commission approval with an additional 100 SF of wall signage.
Wall sign area of 6% or 500 SF maximum is allowed with Planning Commission approval.
Approval is based on facade square footage and building setback. Our building elevation is
10,000+ SF making the proposed signage 4% of the elevation. The combined area of the
proposed signage is 490 SF as illustrated on attached drawings. The front facade of the building
is positioned 380 feet from South 180th Street. The revised signage would have very little impact
on the design of the building. It would bring the marquee information to the entrance of the
building, which is where the customers expect to see it.

Included with this letter is the Special Permission Sign Application and fee as requested in your
letter dated December 17, 1998. We are seeking approval for a total wall sign area of 490 SF. I
have included the revised sign area diagram and the October 23, 1998 letter requesting approval
for additional square footage. The four sets of plans were submitted with the original application.
If additional sets are required, please call and we will forward them.
