The result of continuing development will be the need to undertake water system improvements that will provide for adequate service. The proposed development property is obligated to participate in funding future system improvements, and the owner waives the right to protest water L.I.D. or U.L.I D. formation. Rants, Mayor Steve Lancaster, Director The Short Subdivision Committee has completed a detailed review of the short plat application you have submitted on January 21, 1999. Based upon your submittal, preliminary approval is granted subject to the conditions stated below. There are three basic steps in the short plat process: Preliminary Approval, Final Approval and Recording. These three steps and their requirements are described as follows: 1. Preliminary Approval This letter constitutes your preliminary approval. The application was reviewed by the Tukwila Short Subdivision Committee and approved with conditions. The conditions imposed are to ensure that the short plat is consistent with the City's policies and regulations. PRELIMINARY APPROVAL CONDITIONS General a. The surveyor's stamp for James D. Crones expired on June 27, 1999. Please revise the short plat document accordingly. Site Survey Requirements b. The Horizontal Control and Composite Utility Plan, dated May 17, 1999 reflects a 10 foot right -of- way along 46th Avenue South which is to be dedicated to the City of Tukwila. Please reference this 10 foot right -of -way and its proposed dedication on the face of the short plat document to be recorded. c. A property line separating proposed Lots 1 and 3 and proposed Lots 2 and 4 is indicated on the Horizontal Control and Composite Utility Plan referenced above. However this property line is not correctly indicated on the short plat document. Please make the necessary revisions to indicate the correct location of this line on the short plat document. The corresponding legal descriptions must also be revised on the same document. Access d. Prior to final approval of the short plat, the existing shed, carport and garage must be relocated or removed in accordance with setback requirements. The Building Department will require a separate permit for either the demolition or relocation of each structure. The short plat document indicates a 20 foot wide easement for ingress, egress and utilities for the benefit of Lots 2, 3 and 4. This location of this proposed easement should be moved 5 feet to the south to reduce the impact to the sideyard of the existing house located on Lot 1. f The proposed access road design shall show all improvements to existing 46th Avenue South and shall incorporate a minimum 10 foot radius return. Utilities g• Prior to final approval of the short plat, the applicant shall submit an application for a utility permit. A copy of the necessary permit forms are enclosed. The attached water and sewer availability letters must be individually completed and submitted for Lots 2, 3 and 4. If you have any questions regarding the utility permit applications, please contact Jan Illian in the Public Works Department at 206 -433 -0179. h. You have been provided with a copy of the Water System Proportionate Fair Share Agreement. form. This form must be individually completed and submitted for Lots 2, 3 and 4 prior to final approval of the short plat. Fire The plat shall clearly label the access road and fire turnaround area as "Fire Access — No Parking." Expiration Your application for a short plat will expire if it has not been recorded within one year from the date of approval. Upon written request from the applicant prior to the expiration date, the Short Subdivision Committee is authorized to grant one extension, not to exceed six months. 2. Final Approval The next step is to submit the necessary short plat documents indicated above and comply with all the conditions of approval. After the documents have been found to be in order and all of the requirements of the short plat have been met, the Short Subdivision Committee will grant final approval. 3. Recording It is your responsibility to record the City approved short plat documents with the King County Department of Public Records. The short plat is not complete until the recording occurs and copies of the recorded documents are provided to the Department of Community Development. You will need to pay the recorded fees and submit your approved original short plat to the King County Department of Records (206- 296 - 1570). After recording, the County returns the recorded original to the City of Tukwila within 4 to 6 weeks, at which time your short plat is considered complete. The site is generally between S. 146`h Street and S. 14811' Street, and is on the west side of 46th Avenue South. There is an existing house in the northeast corner of the site. There is also a detached garage and a shed, which will both be removed. The ground is relatively flat and is covered with grass and some mature trees. The site is not covered in the King County Soils map, it is however assumed that since surrounding areas area underlain by Urdan type soils as designated by the Soil Conservation Service, that the same type of soil will be found on -site. There appears to be no runoff into the site. Runoff from the western half of the site discharge into the lower wooded adjacent property. Runoff from the eastern half of the site flows onto 461h Ave. S. and discharges into public facilities. The downstream facilities are further described in task 3 of this report. It is proposed to create four single- family lots. The existing house will remain at the northeast corner of the site within Lot 1. The carport, shed and garage will be removed. A joint -use access easement will be created to access Lots 2, 3 and 4. The site is generally between S. 146th Street and S. 148th Street, and is on the west side of 46th Avenue South. There is an existing house in the northeast corner of the site. There is also a detached garage and a shed, which will both be removed. The ground is relatively flat and is covered with grass and some mature trees. The site is not covered in the King County Soils map, it is however assumed that since surrounding areas area underlain by Urdan type soils as designated by the Soil Conservation Service, that the same type of soil will be found on -site. There appears to be no runoff into the site. Runoff from the western half of the site discharge into the lower wooded adjacent property. Runoff from the eastern half of the site flows onto 46th Ave. S. and discharges into public facilities. The downstream facilities are further described in task 3 of this report. It is proposed to create fourr single- family lots. The existing house will remain at the northeast corner of the site within Lot 1. The carport, shed and garage will be removed. A joint -use access easement will be created to access Lots 2, 3 and 4. Water eventually discharges into the drainage facilities along 42nd Avenue S. Water from the eastern half of the site flows east where it discharge into 46`1i Avenue S. Water then travels north approximately 300 feet where it enters a catch basin at the intersection of 46th Avenue S and S 146th Street. A series of catch basins and pipes conveys water north to the S 144th Street intersection. The conveyance facilities then conveys water to the east along S 144th street. Runoff from both on -site basins eventually drains into the Green River / Duwamish River. TASK 4: DRAINAGE SYSTEM DESCRIPTION AND PROBLEM SCREENING There were no drainage problems identified during our site visit. The conveyance facilities appear to be in good condition. We do not anticipate any drainage problems resulting from the creation of this project. TASK 5: MITIGATION The difference in the pre- development and post - development 100 -yr, 24 -yr peak flow rates is less than 0.5 cfs. This project is therefore exempt from The detention requirement (Core Requirement 3) of the King County manual. The pre - development 100 -yr peak flow rates were determined for the two basins. The total 100 -yr peak flow rate for the site is equal to 0.50 cfs. The post - development peak flow rates for the two basins were also generated and has a total rate of 0.63 cfs. The difference between the pre and post - development peak flow rate is equal to 0.13 cfs.
