This approval was based on testimony from the City of Tukwila Planning Division staff recommending approval, the applicant, and a determination that all BAR criteria were satisfied. APPEALS Administrative appeal of Type 4 decision must be filed pursuant to TMC 18.116. Please note that appeals must be received by the City of Tukwila Department of Community Development, located at 6300 Southcenter Boulevard, #100, Tukwila, WA; 98188 by 5:00 P.M. on May 17, 1999, which is 24 days after mailing this decision per TMC 18.116.010 and the State requirement to allow 3 extra days for mailing. The improvements are characterized by: v: • a 5,000 square foot commercial expansion within the overall Southcenter Mall building .v g envelop, in the existing southwest entry area, w w • creation of a new 45 ft. high, stepped, entry facade at the existing southwest entry to �+ match the southeast mall entry, and w • replacement of all white concrete facade along the south elevation with a 14 ft. high, red dryvit fascia which matches the existing building materials. N a 'w The proposed improvements are located on the Landscape Site Plan (Attachment A) and ? 1— described in attachments B through G. The existing southwest mall elevation is shown in z 1 Attachment H. j O o cn ;w — w �U O wz 0 H z Surrounding Land Uses Southcenter Mall is located in the fully developed, Tukwila Urban Center. Surrounding uses include offices, hotel and retail uses. Background This new entry and replacement sidewalk fascia overhang is part of an overall exterior facade improvement program at Southcenter Mall. Similar changes are planned for the three remaining mall entries and all other areas where concrete sidewalk overhangs exist (see Attachment B). The facade improvements being done at a later date would not be subject to design review if less than a 2,500 s. f. commercial area expansion is proposed. DESIGN REVIEW CRITERIA (TMC 18.60.050(A)) This project is subject to approval by the Board of Architectural Review per TMC 18.28.070, due to its location in the Tukwila Urban Center and the commercial area expansion exceding the 2,500 s.f. threshold for design review. In the following discussion, the BAR criteria are shown in smaller bold italics letters, followed by City staff comments. The applicant's responses to the BAR criteria are presented in Attachment G. 3 Staff Report to the L99 -0016 Board of Architectural Review Southcenter Joint Venture at 633 Southcenter Parkway 1. Relationship of Structure to Site. a. The site should be planned to accomplish a desirable transition with streetscape and to provide for adequate landscaping and pedestrian movement; b. Parking and service areas should be located, designed and screened to moderate the visual impact of large paved areas; Z c. The height and scale of each building should be considered in relation to the site. H Z W The commercial area expansion is located within the southwest entry vestibule. Where existing topographic patterns contribute to beauty and utility of a development, they should be recognized, preserved and enhanced; b. Grades of walks, parking spaces, terraces and other paved areas should promote safety and provide an inviting and stable appearance; c. Landscape treatment should enhance architectural features, strengthen vistas and important axis, and provide shade; d In locations where plants will be susceptible to injury by pedestrian or motor traffic, mitigating steps should be taken; e. Where building sites limit planting, the placement of trees or shrubs in paved areas is encouraged; f. Screening of service yards, and other places which tend to be unsightly, should be accomplished by use of walls, fencing, planting or combination; g. In areas where general planting will not prosper, other materials such as fences, walls and pavings of wood, brick, stone or gravel may be used; /t. Exterior lighting, when used, should enhance the building design and the adjoining landscape. Lighting standards and fixtures should be of a design and size compatible with the building and adjacent area. Lighting should be shielded, and restrained in design. Excessive brightness and brilliant colors should be avoided. No new site landscaping is proposed. Existing landscaping is shown on Attachment A. O, z I—, Over the last ten years, the Mall has completed significant construction to improve its D o overall visual attractiveness to the immediate south, west, north and east of the proposed o project: '' w n, • Sears building to the south: restoration of the previously white painted brick walls to �v—,. a "red." u--O • Nordstrom building to the west: complete refacing with red brick. v - • Mervyns at Southcenter Mall to the north: BAR approved red brick, neo- traditional z design (upgraded from the original tilt -up concrete walls with dryvit surfacing). • Southcenter Mall southeast entry and sidewalk fascia overhang to the east: BAR approved. new red brick, 45 ft. high entry and brick fascia to replace a white concrete 1.. overhang. Staff also notes that the Target building (to immediate south, across Strander Blvd.) has a BAR approved red -brick post modern design (up- graded from originally proposed tilt -up concrete walls with dryvit surfacing). The visually significant elements are the new 45 foot high, southeast entry and replacing the cement facade overhanging the sidewalk. These are illustrated in attachments B through F. The applicant has entered the following statements regarding the proposed project's consistency with BAR criteria (Attachment G): 5 Staff Report to the L99 -0016 Board of Architectural Review Southcenter Joint Venture at 633 Southcenter Parkway RELATIONSHIP OF STRUCTURE TO SITE AND ADJOINING AREA: "The project proposes to duplicate the architectural character previously established at the existing Food Court (southwest) entrance and elsewhere around the shopping center. The material selection and entrance proportions will be similar to those used throughout the project. BUILDING DESIGN: The architectural style is compatible with the materials and building components used throughout the balance of the shopping center. The existing southeast entry uses brick facing throughout, while the proposed entry uses brick for the first 10 feet and EIFS (dryvit) for the remaining 35 feet in height. All proposed improvement areas will face southward, directly onto Strander Boulevard. The 45 foot high entry is designed to be visually prominent from Strander Boulevard. The 5,000 s. f. expansion is an integral part of the new entry design. A 14 ft. high, dryvit parapet/overhang is proposed to replace the concrete sidewalk overhangs. The previous southeast renovation of sidewalk overhangs used brick. The overhanging dryvit fascia will be somewhat obscured from Strander Boulevard by the intervening 1,000 foot distance and site trees (See Attachment A). The brick areas at the pedestrian level may also cause the red colored dryvit to visually recede. No significant score lines are specified in the fascia dryvit. Previous BAR design approvals have incorporated significant score lines between dryvit color bands (e.g., 1" by 1 "). The purpose of these score lines was to introduce visual relief onto an otherwise flat plane. 5. Miscellaneous Structures and Street Furniture. a. Miscellaneous structures and street furniture should be designed to be part of the architectural concept of design and landscape. Materials should be compatible with buildings, scale should be appropriate, colors should be in harmony with buildings and surroundings, and proportions should be to scale; b. Lighting in connection with miscellaneous structures and street furniture should meet the guidelines applicable to site, landscape and buildings. No miscellaneous structures or Street Furniture are proposed. There is no change to the existing relationship of structure to site. (2) Relationship of Structure and Site to Adjoining Area. There is no change to the existing relationship of structure to site. (3) Landscaping and Site Treatment. L99 -0016 There is no change to the existing landscape plan being proposed or recommended. The exterior lighting is not anticipated to produce glare and is integrated into the proposed architectural design. (4) Building Design. The 45 ft. tall, southwest entry was designed to be a visually prominent element during the day and night. It should require a high level of design quality, commensurate with its prominence. The decision to use a design which mirrors the shape and accent features of the existing southeast entry, imposes a responsibility to also use the same brick materials. Brick use in this situation, would also reflect the the higher, contextual design quality of the adjacent Sears, Nordstrom, Mervyns and southeast mall entry construction, which all used brick. Both a high level of design quality and contextual design harmony are appropriately required. Use of dryvit at the top 35 feet of the entry does not satisfy the criteria for harmonious design specified in TMC 18.60.010 and 18.60.050(A)4(a). The BAR design criteria would be satisfied by using a brick veneer on the entire entry, to its return to the sidewalk overhang. This is reflected in the design built at the southeast entry. Use of the proposed red dryvit to replace the white concrete fascia is acceptable based on its lower visual prominence, if supplemented with 1" by 1" score lines to provide a higher level of design relief and contextual design linkage with the brick surfaces. This would help to satisfy BAR design standards for contextual harmony in TMC 18.60.050(A)2(a)) and TMC 18.60.010 and 18.60.050(A)4(a). (5) Miscellaneous Structures and Street Furniture. This environmental analysis was based on cumulative project impacts of the new 5,000 s.f addition and a previous 111,032 s.f. addition to the mall in 1991. A mitigated determination of non - significance was issued for the 1991 addition (Tukwila file no. EPIC- 11 -91). Adding an additional 5,000 s.f to the previous 111,032 s.f. action "...adds analyses or information about a proposal but does not substantially change the analysis of significant impacts and _ alternatives in the existing environmental document." This environmental analysis was based on cumulative project impacts of the new 5,000 s.f addition and a previous 111,032 s.f addition to the mall in 1991. A mitigated determination of non - significance was issued for the 1991 addition (Tukwila file no. EPIC- 11 -91). Adding an additional 5,000 s.f. to the previous 111,032 s.f. action "...adds analyses or information about a proposal but does not substantially change the analysis of significant impacts and alternatives in the existing environmental document."
