Initial application materials indicated a nuch smaller building and the need for a 30+ s. f. O` sign area increase. Staff research of historic files provided more accurate information on building size and the need for only a 2.45 s. f. area increase. The applicant chose to procede with the sign area increase application rather than reduce the sign area. The applicant requests approval of a special permission wall sign as shown in attachments A through D. This would allow increasing the wall sign area by 2.7 %, based on a doubling of the minimum building setback per TMC 19.32.140(A)2. The sign faces eastward toward Andover Park East. It spans a juncture where the 18 ft. high portion of the building steps back 35 feet behind a one story building area (Attachment A). The eastern end is attached to the 18 ft. high building wall while the western end is supported by a pole on the one story roof (attachments B through D). wz 0— O z All trusswork will be fully enclosed and no portion of the sign will extend above the 18 ft. high wall per TMC 19.28.010(4). REVIEW CRITERIA FOR SIGN AREA INCREASE The Director of the Department of Community Development is authorized to approve sign area increases of no more than 50 %, for each doubling of the required minimum setback distance for the wall upon which a particular sign is to be placed, as a Type 2 permit (TMC 18.104.O10C). In no case may the sign area exceed 6% of the total "exposed building face ". (TMC 19.32.140A.2 and 19.32.150). The proposed sign area increase may be authorized subject to satisfying the required criteria. The criteria to authorize a sign area increase are shown in smaller "bold italics" letters, followed by City staff findings. Applicant submitted materials are presented in attachments A, B C and D. \ \TUK2 \SYS \HOME \V ERNON\99 \bdrmsup.doc Staff Report to the Staff Report to the Director of the Department of Community Development L99 -0032 Page 3 The sign area increase is no more than 50% for each doubling of the required minimum setback distance for the wall upon which a particular sign is to be placed (TMC 19.32.140A.2) The proposed sign area is 92.45 square feet. The exposed building face for all north elevation walls is 2,340 s. f. ( =18'x 130'. This is would allow a basic wall sign area of 90.2 square feet'. The sign is located in the TUC (Tukwila Urban Center) zone, where a 15 building setback would apply. The sign and the wall it is mounted 35 ft. from the property line. This is twice the minimum required setback. The proposed sign area of 92.45 s.. f. would require one 50% increase based on providing twice the the minimum setback distance, or 30 feet. In no case shall sign area exceed 6% of the total "exposed building face': (TMC 19.32.140A.2 and 19.32.150) Six percent of the west wall's 2,340 s. f. EBF is 140.4 square feet. The requested 92.45 s. f. sign less than 140.4 square feet. CONCLUSIONS Based on the above Findings, Staff concludes the following; A. The fifty percent area increase which would require a 30 ft. building setback. This is exceeded by the actual 35 ft. setback. B. The requested increase would not result in a sign which exceeds the six percent of EBF limitation on area increases DECISION Based on the above Findings and Conclusions, the requested sign area increase is herewith approved, subject to receiving a building permit. The allowable sign area is 65.9 square feet. The proposed sign area is 86.75 square feet. We are requesting the 50% increase based on the more than double setback of 15' from the property line. The setback from the property line is 38 to the building. In addition, the sign at 86.75 will be Tess than the 6% (91.8) maximum allowed. Please contact me if you have any questions.
