Changes are suggested only for those elements that will significantly improve station area opportunities for "transit- oriented" economic development and rider safety, comfort and convenience. The suggested adjustments have benefits, impacts and cost implications that may in some instances increase the project budget while in other instances reduce the project budget or even be a source of income. The project changes would provide the greatest benefits if considered in total, however each suggested change could occur separately. 1. Removal of park- and -ride spaces along Strander Boulevard and replacement with an office development site. Proposal: • Provide a development site for office and office parking adjacent to the transit facility. A Class "B" office space and parking (@ 3 spaces/1000 S.F.) could be accommodate at this site without impacting the park and ride facility access. Benefits: • Safer station environment by providing activity adjacent to the station platform. Impacts: • The 96 outer park and ride spaces would be lost (11% of total.) However, because these spaces are located on the periphery of the park and ride facility, they would be the least desirable to transit patrons. (See analysis diagram) Costs: • Site development costs could be reduced by not constructing parking on this portion of the site. Assuming (from Tukwila Commuter Rail Station AA 4 Oct. '98) 96 proposed spaces @ approximately $2488.00 /space, a saving of $238,848.00 could be realized. • Additionally a developer offering could be solicited for the remnant parcel. Re -orient parking aisles, add 96 additional parking spaces and provide direct pedestrian access to platforms. Benefits: • Reorienting the parking lot so that the aisles are perpendicular to the platform will create a safer environment. Transit patrons will have direct views from the platform and will have shorter walk to their cars. • 96 prime parking spaces can be gained adjacent to the platform to replace 96 peripheral parking spaces. Cost: • 96 parking spaces would need to be constructed approximately at $238,848.00 (Equal to the amount on item #1) • A minimal cost increased would be required to provide pedestrian walkway access "fingers" to the transit sidewalk. 3. Re -orient the bus transfer facility Benefits: • By locating the facility adjacent to 158th Street, the facility is less "out -of- direction" for bus routes. The configuration provides an equal number of bus bays that are closer and more convenient to proposed transit - supportive land uses and the commuter rail transit platform. Impacts: • Would require the redesign of the "water feature" • Would require the relocation of the retention pond to an another location either on or off -site. Cost: • Cost would be equal to Sound Transit's proposed bus site plan. • Additional costs could be saved if the water feature is not constructed (approximately $120,000.00) 4. Provide for a transit - supportive 10,000 square foot commercial parcel along 158th Street. Benefits: • A transit- oriented one story retail building that could offer goods (coffee, deli, etc.) and services (daycare) for transit riders and surrounding businesses and hotels. • Create an identity for the station. An opportunity to establish a recognizable and unique "Main Street" development. • Lynn Miranda, City of Tukwila Longacres Sounder Commuter Rail Page 3 • Activity creates a more secure station platform environment. Impacts: • Would be more successful if a station area plan can be developed for the entire area between the railroad tracks. Would reduce auto visibility of the park- and -ride lot from 158th Street. • Retail development would require a shared parking arrangement with park- and -ride facility and on- street parking on 158`h Street. • Would require relocating retention facility either on or off -site. Cost: • Sale or development of the retail parcel could create income/ reduce development costs. 5. Pedestrian access improvements (underpass, walks, stairs and ramps) need to be included as part of the first phase of development. Benefits: • Would foster transit ridership by reducing walking distances from the park- and -ride lot to the northbound platform by approximately half. • A safer platform environment would be created. An escape route from trouble would be provided rather than a one entry/ exit location from the northbound station platform. Impacts: • The underpass would require additional amenities to ensure that it is safe and easy to maintain. Public art, a security camera or other similar measures might be required. Costs: • The underpass would be an additional cost item. The cost for the underpass (9'x12'x50') could be (@ $2000.00/1.f.) approximately $100,000.00 dollars. • Additional stairs, ramps and walkways would need to be constructed to the northbound station platform. 6. Construct continuous platform shelters and bus shelters rather than prescribed short canopies. Benefits: • Provides a highly functional rain and wind protection for a greater number of transit patrons. Impacts: • Would require the redesign of an identity- creating component of the station. After reviewing the proposed Commuter Rail Station site plan, it appears that Alternatives 4, 5, and 6 for the Strander Boulevard extension and Alternatives 1 and 2 for the South 158th Street improvements would fit with the layout of the Station. It should be noted that Alternatives 5 and 6 for the Strander Boulevard extension do not consider grade separation at the UP line. In order to construct Alternative 1 for the South 158th Street grade separation improvements, South 158th Street should be depressed approximately 4 feet. This is due to the need to provide a 17-foot clearance under the UP and BNSF tracks. Lowering the existing grade of South 158th Street would create some challenge for access to the station. This is due to the grade differences between South 158th Street and the Commuter Rail Station. In the conclusion of the sale, Sound Transit will own the middle of the Northwest Expo site and. McLeod will own 6 +/- acres north of and 1.6 Acress,south of the area being purchased by the RTA. These parties are making a determination as to how these "turn -back properties" will be served with utilities. Mr McLeod will receive or retain a parcel south of the "Reservation of Right -of -Way" for the extension of Strander Blvd, east of the Union Pacific Railroad. The decision has been made to provide easements on the Sound Transit project which allow the installation of a water line and sewer line from existing City of Tukwila utilities. The intent is for these utilities to be constructed as a part of the Sound Transit parking lot project. It is my understanding, that on completion of the line installations and inspections, the utilities and easements would become the City of Tukwila utilities. Further, it is my understanding that these utilities will be designed in accordance with the City of Tukwila standards by the Consultant developing the construction plans for the Sound Transit project. It is my understanding that certain utility plans will also be revised which involve sewer, water and storm drainage lines serving the land north of South 158th Street extended through the Northwest Expo. The land north of the centerline of South 158th Street and south of South 156th Street right -of -way purchase, will also belong to McLeod. The utility revision may include the replacement of the 3 inch pressure sewer line, presently crossing South 158th St east of the UPRR, with a 6 inch pressure sewer line. F- U tL F' z z And there will be some revision to the planned storm water conveyance /bio- filtration swale. (RTA proposes the bio - filtration of their project storm water in swales on their property.) Storm water from the McLeod property south the reservation of Strander Blvd, will be conveyed through the Sound Transit project in a 12 inch storm line adjacent to the BNRR, where it's bio- filtration requirement will be accomplished in the presently planned and /or constructed storm water ditch section. This method of handling storm water was previously approved for these properties, and collecting and passing of storm water will be accomplished by the Transit project to include the large storm pipe passing beneath the BNRR with it's termination within the Boeing project east of the BNRR as previously approved. This information is provided as an update communication of the planning occurring with the Northwest Expo property. The sketch enclosed suggests the location and easements under consideration by Sound Transit at this time. If there are any questions, please feel free to contact myself or Mr Stuart McLeod. Schedule The general schedule is that 30% (schematic design) will need to be completed 5 weeks from the date of this meeting. 2. Community Workshop Since there is no community representative on the TAC the TAC feels it is important to plan a community workshop as soon as possible. Two weeks from the date of this meeting is the pretered timing. 3. Tukwila Transit Advisory Board The Tukwila Transit Advisory Board meeting every 471 Wednesday. The next meeting is Sept. 23'x. The City will try to get on the agenda for a presentation. - Boeing Representation There should be a Boeing representative on the TAC because so much of the planning for the project involves them. More coordination needs to happen. Can we get master plan information for their property? They have given perrnission for bus traffic through their property. . Future Strander Connection The City of Renton has been studying connecting 167 to West Valley Highway via .1272/' and Strander Blvd. They currently have several schemes for crossing the RR right -of- ways — a number of them impact our site. More modeling and studying needs to be done and needs to be coordinated with more regional information. City indicated that they have an agreement with McLeod to allow them to purchase the land between the tracks for a below market price to extend Strander; 6. Future Transit Links RTA•is considering this site for regional bus service as well as a light-rail station. Amtrak is planning an making it a stop as well. Amtrak has indicated at this time that they do not need any thing beyond the commuter rail requirements. Action 10 002 F89. 2. 4 Sound Transit to coordinate meeting time and date with City. Planning requirements a. The City indicated that they will require 2 means of access into the site. The Mcleod development was • planning on an at-grade RR crossing on the UP RR at Strander. It was planned to be a private crossing. The crossing gates are in place. Will our crossing have to be "public ?" What are the implications? b. A 60' ROW should be planned for 158th. c. Provide as much parking on the site as is possible. This should be close to 800 stalls. d. The City has bike parking requirements that should be used (1 bike space per 50 stalls) e. City may require RTA to improve both 158t St. and Nelson Place as they will be probably used quite a bit by traffic getting into the site. 5. Utility Requirements • a. Research location of airport fuel line running through the site. b. City is not aware of military cable under tracks. c. City will require adding a 48" Storm Drain line at north end of site. KPFF says we can detain run-off and keep it at pre - development levels and avoid adding the line. However, the City says it is still required. d. Further investigation is required regarding the 60" Seattle water line easement running through the site. e. The Puget Power station should be shown on base map. 9. Metro Requirements a. Metro facility should include space for (2) 60' Days and (2) 40' bays. b. Plan for bus access from bath sides of the site. c. Plan for west and east bound street drop -offs on 158`h for route 340. The west bound drop off would be best on the east side of the BN tracks. 10. Future Meetings a. Arts Commission meeting on 10/6/98 at 5 :30. b. UUPCKLST.DOC 7/5/96 �lleL: e': tNG' iA 'i1nh.LL'W?iliai:(Ir�trK.L:Ni APPLICANT'S RESPONSE TO DESIGN REVIEW CRITERIA INTRODUCTION The proposed Sounder Tukwila Commuter Rail Station will be located on 10 acres of property owned by Sound Transit on the south side of South 158`h Street (Longacres Way), between the Union Pacific Railroad tracks on the west and the BNSF Burlington Northern Santa Fe Railway tracks on the east. The southern boundary of the site is immediately north of the present alignment of Strander Boulevard, approximately, if extended. The proposed commuter rail station consists primarily of two passenger platforms 600 feet in length adjacent to the existing Burlington Northern Santa Fe Railway tracks with one wheelchair - accessible platform at the northern end of each platform. The platforms will be constructed adjacent to the tracks at the top of the existing embankment, which is approximately 15 feet above the ground level in this location. The platforms will have canopy shelters providing a total of 1440 square feet of sheltered waiting area for commuter rail passengers. Initially, the peak direction platform, the east (northbound) platform will have three canopy shelters and the west (southbound) platform will have one large canopy shelter. Additional canopy shelters can be added if demand warrants in the future. The canopy shelters will have glass wind screens. Ticket vending machines and other passenger information will be located under the central canopies on each side. Benches and trash receptacles will be provided on the platforms as well. With the exception of the 10x10 communications shelter, which will be tucked into the embankment at the north end of the site, there are no enclosed structures proposed as a part of this development. A pedestrian tunnel through the embankment upon which the tracks sit will provide pedestrian access from one side of the tracks to the other. Pedestrian connection from one side of the tracks to the other can be made by way of the underpass at the railroad bridge that crosses Long acres Way (South 158`h Street). Stairs and ramps will connect the platform level to the ground level parking lot, bus transit area and pedestrian ways. At the north end of the site, immediately south' of Longacres Way, a large bus transit area will be provided with space for up to 9 bus bays for local transit and express buses. A passenger drop -off (kiss and ride) area will be provided immediately adjacent to the bus transit area. Landscaped areas and storm drainage detention areas will occupy the remainder of the northernmost end of the site. The remainder of the site will contain primarily 407 parking stalls, pedestrian pathways and landscaping. The site is planned to provide visual access to the commuter rail platforms from the street. Landscaping and the design of the vehicular and pedestrian circulation will indicate the entry to the site. The site is designed with the purpose of safely and conveniently connecting all potential modes of transportation at the commuter rail station. 2. The site will be primarily a commuter parking lot, however the primary view from Longacres Way will be of the large detention ponds, landscaped entry and transit area. 3. Only one enclosed building is proposed as a part of this development, the 10x10 communications shelter. It is tucked into the embankment below the railroad tracks and will not be a prominent feature on the site. • B. RELATIONSHIP OF THE STRUCTURE & SITE TO ADJOINING AREA 1. The site is isolated from surrounding areas by the high embankments to the west and east upon which the railroad tracks are located. The sites immediately to the north and south are not as yet developed. ▪ Landscaping will be prominent when the site is viewed from the north. A large landscape area will frame the main entry along Longacres Way. The embankment upon which the BNSF tracks sit will be heavily landscaped on both the west and east faces. ▪ The existing neighborhood character is primarily warehouse /manufacturing to the west and office park to the east. The proposed structures (the canopy shelters) are designed to resemble the structural components of wings and feathers; they are streamlined and fairly transparent. 4. The vehicular and pedestrian patterns are designed to provide safe, convenient connections between all modes of transportation using the site: pedestrian, bicycles and other non - motorized modes, passenger vehicles, buses and trains. 5. The site is designed to provide one major public entrance for cars and buses from Longacres Way, and one bus -only exit on to Longacres Way. The secondary access /egress to the site will be from the south off the extension of Strander Boulevard. This will be accessible to buses, cars, pedestrians and bicycles. LANDSCAPE & SITE TREATMENT 1. The site is flat, sloping up very gradually from north to south. The embankments rise to height of about 15 or more above the remainder of the site. The landscape design enhances the form of the site, strengthens the axes of the main access drive and provides shade for the parking area and for the transit/drop- off /pick -up area. 4. BUILDING DESIGN N/A - There are no buildings proposed as part of the commuter rail station development except for a small 10x10 communications which will tucked into the embankment at the north end of the site adjacent to the transit area. E. MISCELLLANEOUS 1. The "miscellaneous structures" the canopy shelters are designed to be streamlined and translucent. Their structural concept is based on the structural elements of wings and feathers. Their scale will be compatible with the scale of the site and with the passengers. Colors will be neutral in the silver -grey- blue -white range. Street furniture will be primarily benches, trash receptacles and light standards. ▪ The lighting will serve to enhance the design of the canopy shelters and provide safety for passengers on the platforms, and in the transit area. DESIGN REVIEW POLICIES based on Comprehensive Plan D. Tukwila Urban Center (TUC) Zone 1. There are no adjacent parking areas to provide interior vehicular connections to currently. The commuter rail station is part of the Tacoma -to- Seattle corridor that will provide access to 18 . peak -period passenger trains per day on existing railroad tracks. The station will also serve as a transfer connection for commuters to Sound Transit Regional Express and King - County Metro bus service. Budget Sound Transit will pay for. the Tukwila Station out of the South King County subarea funds raised as a result of local tax increases approved by voters in November 1996. Sound Transit has the adequate budget to fund the required elements of the Tukwila Station, including administration, environmental clearance, preliminary engineering, final design, construction, as well as the acquisition of any necessary property or right -of -way and relocation costs. The actual facilities essential for the Tukwila Station that Sound Transit is responsible for providing are: • platforms, including canopies Americans with Disabilities Act and special access - related improvements track improvements in the platform area • pedestrian track crossings • pedestrian access improvements, as required • bus transfer areas for Regional Express and local service • fare collection and ticket vending machines • lighting • passenger safety and security • bicycle storage •. park- and -ride lots and drop -off areas as appropriate. There will be nine trains in the morning and nine in the evening. Status of environmental work A draft environmental assessment (EA) on the Seattle -to- Tacoma line was completed and the public review and comment period concluded on Jan. 30, 1998. Adolfson Associates, Inc., a local firm, is Sound Transit's prime consultant for this work. The consultants revised the draft document to reflect comments received during the review period. The environmental document analyzes track improvements and station sites along the Tacoma - to- Seattle corridor. In April 1998, Sound Transit transmitted the final EA to the Federal Transit Administration, the lead federal agency for EA, and has received a Finding of No Significant Impact. Sound Transit can now begin the design of the commuter rail stations and track improvements. SOUNDTftANSlr Sounder commuter rail is a service of Sound Transit — the Central Puget continued on back Sound Regional Transit Authority Technical Advisory Committees As part of Sound Transit's effort to incorporate community input into the station design process, Technical Advisory Committees will be formed for each commuter rail station. The groups will include public agency staff and interested citizens that will participate in the design of stations. The City requested substantive information from Sound Transit regarding the proposed permanent station. During this review process and the overall Transit Oriented Development (TOD) planning process,, it became clear that the permanent station would be an important element of the TOD plan. Sound Transit agreed and proposed to build a temporary station, which they would use for about three years until the permanent station would be in place. The City Council approved the unclassified use permit for the temporary station on November 27, 2000, with a condition that it is valid until February 2004. Since the approval of the temporary station, the city has continued to work towards the master plan of the Transit Oriented Development (TOD) area. Also, since that time the City of Renton has taken the lead on Strander Boulevard Grade Separation project. The extension of Strander Boulevard connecting West Valley Highway in Tukwila to East Valley Highway in Renton, will possibly involve relocation of Union Pacific railroad line eastward to increase the marketability of the land between the tracks and W. Valley Highway. However the issue of UP railroad relocation, the precise location of Stander Boulevard, and therefore the final location of the commuter station and other design considerations are still unsettled. The areas designated for TOD around the temporary commuter rail station are currently under a moratorium, which limits certain development activities and land uses in the area. The moratorium was adopted to preserve the land available for development or redevelopment and restrict land uses that do not implement the vision for the area until the TOD plan and implementing regulations are adopted by the City. The City Council recently renewed the moratorium until August, 2004 and added an exemption to the moratorium for the extension of the unclassified use permit for the temporary commuter rail station. FINDINGS VICINITY /SITE INFORMATION Temporary Station Description ' The platforms of the temporary commuter rail station are located within the Burlington Northern Santa Fe (BNSF) right -of -way just south of Longacres Way in the City of Tukwila. The supporting park and ride lot, passenger load zone and bus stops are east of the platforms on the Boeing Longacres site, which is in the City of Renton. There are two passenger platforms 600 feet in length adjacent to the existing BNSF railway tracks with one wheelchair- accessible ramp at the northern end of each platform. The platforms are constructed adjacent to the existing 2 embankment, which is approximately 15 feet above ground level in this location. The platforms are 10 feet deep and have a chain link fence as a railing along the back edge and sides of the platforms. Access to the platforms is via handicap accessible wood framed ramps and by stairs. Each of the platforms has one canopy shelter and a bench. A total of 250 parking stalls are provided on leased Boeing property in the City of Renton. This parking area is fenced off from the remaining Boeing property to the east. The gate on the east side of the BNSF tracks and north of the parking lot is open for two hours in the morning and two hours in the evening, allowing traffic between the City of Renton and Tukwila. Surrounding Land Uses Primary access to the station is from Longacres Way, which becomes a private two -lane access easement at the east margin of the Puget Sound Energy's right -of -way to Tukwila's city limits with Renton. Boeing Commercial Airplane Headquarters buildings are located to the east, vacant land imxnediately west; light industrial and Interurban recreational trail west of Union Pacific railroad tracks; and hotels and commercial services along West Valley Highway. No significant changes have taken place in the surrounding land uses since the temporary station was built. SOUND TRANSIT'S REQUEST FOR EXTENSION Sound Transit has asked for a modification of one of the conditions of approval of the unclassified use permit approved by the City Council on November 27, 2000. The condition states that the permit is valid until February 2004. Sound Transit is requesting that the permit be valid for three additional years until February 28, 2007, with the option to extend by one -year increments until February 28, 2012, with the Mayor's approval. The applicant is requesting this extension since the Strander Boulevard Grade Separation project and the City of Tukwila's Transit Oriented Development plans will likely trigger review of their current design and potentially a complete re- design of the permanent station. Sound Transit's letter requesting the extension is attached to this staff report. Sound Transit has proposed the following schedule for the design and construction of the permanent commuter rail station: A) Sound Transit will begin the design procurement as soon as 30% design of Strander Boulevard Grade Separation project is completed. B) It will take 11 -15 months for achieving the final design. " „C) Construction procurement will follow final design and will take 4 months. D) Construction of the permanent facility will range from 14 -24 months. 3 a3 CRITERIA; FOR UNCLASSIFIED USES (TMC 18.66.060) The City Council had approved the original unclassified use permit for the time period of February 2001 - February 2004 with the following conditions: 1. Improve Longacres Way in a manner acceptable to the City of Tukwila Public Works including signage, accommodation of cyclists, channelization, illumination and drainage. 2. Provide and maintain trash receptacles on the platform and adjacent to ticket vending machine. 3. Provide an additional kiss and ride area west of the BNSF bridge on Sound Transit property on the south side of Longacres Way. 4. Control vehicular access to the properties to the north and south of Longacres Way between UP and BNSF by a fence or some other means. Applicant met all the approval conditions when the station was built. At this time, applicant is requesting an extension of the unclassified use permit. City Council approval of an unclassified use permit is guided by the nine criteria of the Zoning Code (18.66.060). Following is the discussion of the proposal for extending the original permit relative to the criteria used for granting an unclassified use permit: 1. Where appropriate and feasible, all facilities shall be undergrounded. The temporary station already exists and it is not appropriate or feasible to underground the platforms that are associated with BNSF rail lines. 2. The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity. The access to the adjoining vacant lots is secured by chain link fence thus reducing any potential security issues. Special provisions are also in place so that aid and fire equipment can traverse the gate on Boeing property at any time. Also, Sound Transit has security guards at the station for 16 hours each day the train operates. All these provisions were put in place at the time the temporary station was constructed. Based on the feedback the city has received from the users of the station, additional shelters are required to adequately provide cover during inclement weather. Also, the platforms tend to get slippery during cold weather. Applicant has proposed to add two additional shelters, one on each platform to provide additional cover. (See attached letter dated February 11, 2004). Also, they have confirmed that additional maintenance efforts will be made to ensure safe footing for patrons. :3. The proposed use shall meet or exceed the same standards for parking, landscaping, yards and other development regulations that are required in the district it will occupy. The only facilities located in Tukwila are wholly within the Burlington Northern right -of -way. Therefore, our landscaping and similar requirements do not apply. The existing parking lot in Renton has proved to be adequate for the temporary station. Adequate access and lighting of the access were the minimum standards required at the time of the original approval. CONCLUSIONS Staff concurs that the Strander Boulevard Grade Separation project and the City of Tulcwila's Transit Oriented Development Plans will likely trigger a re-design of the permanent station. Because we are still working on the master plan of the TOD area and Strander project, the final location and design considerations for the permanent station are still unsettled. The time line proposed by Sound Transit is based on completion of 30% design of Strander Boulevard Grade Separation Project, which they anticipate will be done by summer of 2004. However based on our discussion with the City of Renton, 30% design will likely be done by April 2005. If the rest of the time periods proposed by Sound Transit (design-12 months, construction procurement-4 months and construction of the permanent facility-14-24 months) are added on to April 2005, the construction of a permanent station is possible anytime between October 2007 to August 2008, depending on if takes 14 months or 24 months to construct. Thus it is likely that the temporary station will be in use at least till the end of 2007. Based on the feedback that the staff has received from the users of the station, additional shelters are needed to provide cover and the platforms tend to get slippery during cold weather. The applicant has proposed to add two additional shelters, one on each platform to provide additional cover and has confirmed that additional maintenance efforts will be made to ensure safe footing. Sound Transit will execute the work using contractors from our small works roster. We expect a total construction duration of 2 to 3 months. Sound Transit commissioned a longevity study last spring to assess the cost impact of extending the temporary station use, due to the schedule delay resulting from the Strander Boulevard Grade Separation project and potential relocation of the Union Pacific Railway track. The recommendations contained in this study report consist of typical maintenance activities, which were based on both inspections of the existing facility and good engineering practice, and also incorporated the addition of two more passenger shelters. Cost to provide the additional shelters was estimated at $12,300 each. The actual cost, which may differ from what was estimated, will reduce the amount left for the permanent station budget. It is Sound Transit's understanding that our commitment to add the two shelters will satisfy the City of Tukwila's requirements, enabling permit issuance immediately following the Tukwila City Council Meeting scheduled for February 17, 2004.
