Staff Report to the L99 -0058 Planning Commission Sprint TCS Telecommunications - 5301 Southcenter Blvd FINDINGS Vicinity /Site Information Protect Description The applicant is requesting Conditional Use Permit approval to install a Personal Communication Services (PCS) base station at 5301 Southcenter Blvd. The applicant is proposing the installation of 12 panel antennae, to be located on the rooftop of an existing building. Associated operating equipment will be located on the rooftop of the building, in six radio equipment cabinets encompassing an area of approximately 132 square feet, to be placed on the west portion of the rooftop. Existing Development The site is currently occupied by a two -story commercial building with an additional penthouse structure on the roof. Surrounding Land Uses The surrounding properties are all zoned Regional Commercial Mixed Use, or RCM, and are dominated by office and commercial uses. BACKGROUND This is the first Conditional Use Permit application for a PCS facility at this address. CONDITIONAL USE CRITERIA The proposed project must conform with criteria detailed in TMC 18.26.040, concerning Conditional Use Permits: (1) The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use or in the district in which the subject property is located. The applicant has included a site plan (Attachment B), roof plan (Attachment C) and elevations of the building (Attachment D, E, F, G) showing the proposed mounting and location of the antennae and equipment cabinets. Attachment H are photosimulations that show the proposed antennae and equipment cabinets. The antennae and related equipment are telecommunications equipment that fall within the safety parameters set by the American National Standards Institute (ANSI). 3 z • 6 •. The maximum allowed height in the RCM zone is 35 feet. At 41 feet, the antennae affixed on the penthouse will fall 9 feet below the apex of that structure. The top of the antennae affixed to the rooftop will be at a height of 35 feet. As proposed, two sets of antennae will be mounted flush on the north and south sides of the penthouse, with an additional set placed on sleds on the west edge of the rooftop. The antennae are 5'5" tall and 8'7" wide. The equipment cabinets will be approximately 5 feet tall and 2.5 feet wide, with the leading cabinet edge setback from the roofline approximately 5 feet. TMC 18.50 requires mechanical equipment rooms to be setback a minimum of ten feet from the roofline and cannot exceed twenty feet in height, but does not specify requirements for cabinets. No specific standard exists to require the antennae to be setback from the edge of the roofline (3) The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. As with similar uses, the PCS system will generate trips during the construction period and, following the completion of construction, up to 1 trip per month for maintenance, No other impacts to pedestrian or transportation movements are anticipated. The proposed facility utilizes an existing building instead of creating a separate structure to support the antennae. The equipment cabinets will constitute the second round of structures on the roof, in addition to the existing penthouse. (4) The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan Policies that staff believes apply to this project are listed below: This project must comply with the following Comprehensive Plan policies and meet necessary Zoning Code regulations. 12.1.34. Actively coordinate project implementation with individual utilities based upon Tukwila's Comprehensive Plan and development regulations. 12.1.36. Encourage utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. Implementation strategies for this policy include the use of shared infrastructure and use of existing structures. The applicant is using the rooftop of an existing building instead of creating a new structure for the antennae. The operating equipment is being located in cabinets on the rooftop due to lack of functional space in the existing mechanical penthouse and the leasing requirements of the building. 4 Staff Report to the L99 -0058 Planning Commission Sprint TCS Telecommunications - 5301 Southcenter Blvd 5) All measures have been taken to minimize the possible adverse impacts, which the proposed use may have on the area in which it is located The applicant is locating all operating equipment in secured cabinets. The antennae will be painted to match the building and will not exceed the height of the existing penthouse. The building does not have a parapet to provide screening of the operating equipment. CONCLUSIONS (1) The proposed use will not be materially detrimental to the public welfare... Potentially hazardous operating equipment is inaccessible to the public. The associated technology is within federal safety guidelines. (2) The proposed criteria shall meet or exceed the performance standards... The antennae affixed to the penthouse do not increase the nonconformity of the building height, as they are located below the penthouse peak. In addition, penthouse structures are exempt from height requirements when they are less than 20 feet in height. All other applicable development standards in this zone have been met. (3) The proposed development shall be compatible generally with the surrounding... Traffic generated during development and operation is minimal. (4) The proposed use shall be in keeping with the goals and policies... The proposed antennae are mounted on an existing building in lieu of a separate support structure. The additional cabinetry for the operating equipment is required due to site limitations. (5) All measures have been taken to minimize the possible adverse impacts... The operating equipment will be painted and mounted to be compatible with the existing building. Further, the use of an existing building limits the need for a new monopole. The project has been assigned to me and is tentatively scheduled for a public hearing before the Planning Commission on August 26, 1999. The next step is for you to install the notice board on the site within 14 days of the date of this letter. As we discussed, the Notice Boards should be posted by Monday August 2, 1999 to ensure that an expedited hearing in August can occur. In addition, we will require two (2) notice boards for this project, one posted along Southcenter Blvd and the other along 53rd Ave S. near the driveway to the site. You received information on how to install the sign with your application packet. If you need another set of those instructions, you may obtain them at the Department of Community Development (DCD). Also, you must obtain a laminated copy of the Notice of Application to post on the board. This notice is also available at DCD. After installing the sign with the laminated notice, you need to return the signed Affidavit of Posting to our office. The proposal calls for twelve panel antennas to be configured in three sectors on the rooftop. Two sectors will be flush mounted on the north and south sides of the penthouse and one sector will be placed on sleds on the west side of the rooftop. The antennas are 5'5" tall by 8.7" wide and will be painted to match the building. The antennas will not exceed the height of the penthouse. Please see the attached photosimulations. Site development also includes six radio equipment cabinets to be placed on the west portion of the rooftop. The cabinets are 5' tall by 2.5' wide and will encompass an area of approximately 132 square feet. The site will operate 24 hours a day 7 days a week. The site will not be accessible to the public. The facility is unmanned and will require one maintenance visit per month. The proposed site is designed to provide coverage to Interstate 5, Southcenter Boulevard and the surrounding community.
