Just last February I purchased property in the Tyee Estates Townhouse complex off of Military Boulevard at 186th Street in Sea -Tac. The townhome was more than I could comfortably afford but, in addition to a nice layout, the view of Mt. Ranier was breathtaking. I knew that I was paying substantially for the view but justified the purchase in the fact that the mountain would still be there when I was ready to sell. Someone else would surely be as overwhelmed as I. Now, not even nine months later, U.S. West is threatening to take away this view of Washington State's greatest landmark, from my first view -home that I worked so hard to get. The tower will substantially reduce the value of my property since it will be built directly in front of my (an many others') view of Mt. Ranier. In addition, the tower will be an eyesore to the entire community. Sea -Tac is a new town struggling to attract new residents. One of the town's strongest assets are its beautiful homes along the crest of the ridge, overlooking the valley and that majestic mountain. Please don't ruin it for us. Thank you. INTRODUCTION USWEST 'Wireless is in the process of developing a new wireless communication system called Personal Communication Services (PCS). PCS is a unique combination of telecommunication services that will provide the public with the next generation of wireless devices, such as: compact cellular telephones with paging and voicemail service, wireless fax machines and fax modems, and an array of other customized mobile equipment. Ultimately, PCS will allow for an all -in -one telecommunications device combining multiple services in a single wireless telephone. PCS uses new digital technology to produce a higher quality transfer of voices and data versus the older analog /digital systems that are currently being used by many wireless telephone service providers. This digital technology also accommodates the transfer of data and graphics. In addition, PCS operates at a higher frequency, around 1,900 megahertz, and broader frequency band than conventional cellular. In order to provide these services, USWEST is developing a PCS network in the greater Seattle area. PCS works by splitting a region into smaller geographic areas called cells, that are each served by a transmitter and receiver or "base station." As a caller moves across the landscape, the call is passed or "handed -off' from one base station to another. Each base station is connected to a mobile telephone switching office, which is linked to the land based phone network serving your home or office. Individual base station site locations, such as the proposed site, are selected based on a number of considerations related to topography, distance from other base stations, proximity to traffic corridors, and other technical features. USWEST engineers utilize computer modeling and radio testing to determine potential sites. Because PCS base stations consist of very low powered transmitters, which cover a relatively small geographic area, there is limited flexibility in site selection. USWEST tries to locate its sites where the impact to local residents is minimal, such as the Bow Lake Solid Waste Transfer Station. The proposed PCS base station facility has been designed to provide PCS service to this portion of Tukwila and I -5. When developed, this facility will connect to other neighboring facilities in the network allowing for uninterrupted PCS service throughout much of southern Tukwila. USWEST is committed to providing quality PCS service to this area for years to come. Odelia Pacific Corporation. 2 2 :Sikiv" -. (SEA270) • W 2 0 • 00 (/) I. u. W 0- • • 4. =• Cy. PROJECT DESCRIPTION The proposed PCS facility consists of the installation and operation of antennas and associated equipment for USWEST Wireless' personal communications service (PCS) network. The antennas will be located on a replacement utility pole to be shared with Puget Sound Energy. The proposed project would take place at a solid waste transfer station located at 18700 Orillia Road South. The property is zoned TVS (Tukwila Valley South). US West Wireless proposes to build a new monopole designed to also support the future co- location of Airtouch. The new pole will be 60' in height and would support two panel antennas which will be mounted to the pole with T -arms. Each panel antenna is approximately sixty inches tall, twelve inches wide and seven inches in depth. Our original design of panel antennas changed per the request of the jurisdiction to the T -arms in order to resemble the type of antennas that Airtouch was to utilize allowing for uniformity. In addition to the antennas, there will be equipment containing the electronic equipment necessary to transmit and receive the signal located at the base of the pole on a "utility board" (see plans for details). A small Global Positioning System (GPS) antenna will also be attached to the utility board. The facility has been designed to meet all applicable development standards of the zone. The proposed facility is conditionally permitted pursuant to Section 18.40.040.17 of the TMC. IV. REQUESTED LAND USE REVIEW The applicant requests the following land use review from the City of Tukwila for the above project: • Conditional Use Permit • SEPA review Odelia Pacific Corporation. RESPONSE TO CONDITIONAL USE CRITERIA Requirements of TMC18.64.050 The following criteria shall apply in granting a conditional use permit: 1. The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use in the district in which the subject property is situated; The antennas would be mounted on the pole with T -arms and is designed to support co- location by Airtouch thereby maximizing use of the structure and creating a minimal visual impact on the surrounding community. The site would also be reducing the future need for a new wireless communication support structure in the area by providing room for one co- locator. During operation the site will be unstaffed, and will generate only one vehicle trip per month for maintenance purposes. The facility does not emit harmful rays, noxious odors, heat, excessive noise or pollutants. The public will be unaffected by this site. 2. The proposed use shall meet or exceed the performance standards that are required in the district it will occupy; The maximum allowed height in the TVS zone is 115 feet, and the proposed utility pole would be 60' in height. The new monopole will not exceed the height limit of the zone. No other performance standards apply. 3. The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design; The proposed use is located in a TVS zone and is located on the same property as a solid waste transfer station. Since the facility is adjacent to a 47' utility pole the facility would have a minimal visual impact on the surrounding community and is compatible with the utility uses on site. The pole is also designed to support future co- location by Airtouch, this in turn will minimize the need for another support structure. After construction, the facility would require only one maintenance visit per month which will generate no measurable amount of traffic to the property or surrounding district. The facility is generally compatible with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design Odelia Pacific Corporation. 4 (SEA270) Z '¢z.w' re 00 01 Nw. w =: J H-; N W0 o n; _d z HO Z - p Otn :D H: w w:. All measures have been taken to minimize the possible adverse impacts which u. o the proposed use may have on the area in which it is located. USWEST proposes a 60' monopole that is designed for future co- location. This in turn will O minimize the need of an additional structure in the future. The height limit in the TVS zone is 115', and the proposed pole is well under this height. The location should have no impact on the surrounding district. Maintenance visits to the site will be only once a month, and therefore, will have a minimal affect the surroundings. PCS uses low power and operates at a frequency that meets all local, state and federal requirements for the health and safety of the community. This is a very suitable location for this installation and it will have minimal impact on adjoining properties. VI. CONCLUSION US West Wireless requests a Conditional Use Permit for our proposal of a new 60' monopole. This is the most inconspicuous location for this installation in the area due to the terrain and surrounding structures. The proposed site is the ideal location to fulfill US West Wireless' design and engineering requirements. Additionally in order to meet the needs of the community it is vital to be located in this area. This allows both US West and Airtouch as a future co- locator to provide their respective services without having to build separate infrastructure.
