After reviewing the drawing the Planning, Public Works and Fire Departments have the following comments: 1. As requested in our June 1, 2000 letter a notation must be made on the face of the plat that parking is not allowed on the access road or turnaround. 2. Why is there a Tract A? The plat does not show a legal description for the Tract. The Tract Detail does not add information and in fact, does not match the plat. Who will own it? Is it really necessary to have it? 3. You need to provide maintenance agreements for the access tract and common utilities, including the detention vault as required in the preliminary approval letter. 4. The bearing for the line between Lots 1 and 2 stated in the legal description does not match the plat map nor the other legalese. 5. The parcel number should appear on the face of the plat for indexing purposes. 6. You are not dedicating property to the City with this short plat, so the signature block on the second page should be titled "Declaration" not "Dedication ". The Short Subdivision Committee has completed review of your short plat application, and based on the submittal, preliminary approval is granted subject to the conditions stated below. This letter serves as the Notice of Decision per TMC 18.104.170. This decision is appealable to the Hearing Examiner and any appeal must be filed before the end of the 21 day appeal period on August 151. For additional appeal information contact the Project Planner. There are three basic steps in the short plat approval process: 1. Preliminary Approval This letter constitutes your preliminary approval. The application was reviewed by the Tukwila Short Subdivision Committee and approved with conditions. The conditions imposed are to ensure the short plat is consistent with the City's policies and regulations. PRELIMINARY APPROVAL CONDITIONS Utilities a. Extension of the sewer and water lines to the lots shall be approved by the appropriate utility. As -built plans shall be provided to the Public Works Department. Final plat should show the water meters on the pr4rerty at the property line. The City gees -not wmtt the water meters in public right- of- way. KN-3 Access c. A 20 foot wide paved access road built to Public Works and Fire Department standards must be provided to any new structures. A fire turnaround is required. The easement should be labeled "Fire Access — No Parking" on the face of the plat. Fire Protection d. Prior to development of Lots 3 or 4, the following will be required: If there is no fire hydrant within 250 feet of all building sites, then the developer shall either install a fire hydrant capable of a 1000 gallon per minute flow OR the future houses will be required to provide interior sprinklers, to be approved by the Fire Department. This requirement must be stated on the face of the recorded plat, and must be met prior to issuance of any building permits for Lot 3 or Lot 4. General e. You will need to obtain all required permits prior to beginning any construction. For water and sewer permits, contact the individual provider District. A Miscellaneous Permit from Tukwila for Land Altering, Storm Drainage, Access and Hauling is required. An Applicant packet for Hauling requirements and a Miscellaneous Permit application is enclosed. Applicant must provide estimated cut and fill volumes. g. Install all required site improvements, including those proposed in the short plat application and those identified above as a conditions of approval. Submit a set of recording documents in either legal or record of survey format that meet the King County Recorder's requirements and contain the following items: 1. A survey map as described in the application checklist which is consistent with all of the conditions of approval. The surveyor's original signature must be on the face of the plat. 2. Existing and proposed legal descriptions for all lots. 3. Legal description of the access /utility easement. A maintenance agreement for the sewer and drainage on the east side of the property. 5. A maintenance agreement for the access road and the storm drainage system underneath the access road on the west side of the property. Expiration h. The final approved short plat must be filed with the King County Department of Records by July 10, 2001, one year from the date of this preliminary approval or the application will expire. Installation of the site improvements may be delayed up to six D months beyond final approval when a financial guarantee is provided to ensure installation. ,0 N, I--: wW w Z H 0 O z After the documents have been found to be in order, and the all of the requirements of the short plat have been met, the Chair of the Short Subdivision Committee signs your short plat which constitutes a grant of final approval. 3. Recording The signature of the Chairman of the Short Subdivision Committee certifies that your short plat application is ready for recording. It is your responsibility to record the City approved short plat documents with the King County Department of Records. You will need to pay the recording fees and submit your approved original short plat to King County, see the Recording Procedures handout. The short plat is not complete until the recording occurs and copies of the recorded documents are provided to the Department of Community Development. After recording, the County returns the recorded original to the City of Tukwila within 4 -6 weeks, at which time your short plat is considered complete. You can shorten this processing time by hand - delivering a copy of the recorded short plat to me. In most circumstances, building permits on the short platted property may not be issued until a copy of the recorded short plat is returned to the Department of Community Development. OVERVIEW The proposed short plat will create 4 single family residential Tots from an existing 0.71 acre single family residential lot. There is an existing house that will remain on lot I. The 3 new Tots will range in size from 6663 sq. ft. to 7177 sq. ft. The new lots will gain access from a private joint -use access tract along the west property line. This access tract will connect to 48th Ave. S. The access tract will be less than 130 ft. in length as measured from the centerline of 48`h Ave. S. It will be designed to act as a "hammer head" Fire Dept. turn - around with extensions into Lot 2 and Lot 4. The configuration has been reviewed and approved by the Fire Dept. The width of the pavement will be 20 11., within a 20 ft. wide tract or easement. All of the new Tots will have sewer connections to the existing sewer main in 48th Ave. S. The existing lot is generally covered with low pasture grass and lawn. The existing house has a direct driveway onto 48'x' Ave. S., which will remain as the driveway to Lot I and the existing house. The site slopes down to the east at a slope of approx. 7 %. There is an existing drainage ditch along the shoulder of 48th Ave. S. This ditch is approx. 2 ft. deep . and has culverts at each existing driveway location. There will be a new culvert at the location of the new joint -use access tract. DRAINAGE ASSESSMENT This site will be subject to the 1998 King County Drainage Manual as adopted by the City of Tukwila. Several pages from that manual are referenced and reproduced in this report. The drainage manual defines several levels of drainage review. This site qualifies for a Sinai' Site Drainage Review. The thresholds that determine this level of drainage review includes the following: (These criteria are shown on page 1 -9 of the drainage manual). Z w 6 UO CO 0 J• = w • ° • The new impervious surface that is produced as a result of this project is u_ ¢ limited to between 2000 SF and 10000 SF. cn d • The site must be a single family residential project. _ • The project clears less than 35% of the site area. ? �. I-0. Our site meets these three requirements. The proposed new,impervious surface that will �, be produced as a result of this project is 10582 SF as shown on the attached calculation 0. sheet. However, there is an existing concrete patio that will be removed and allow a 600 0 co ft. reduction in the new impervious surface yielding a net new impervious surface of w ~ 9982 SF. This includes the new paved access tract and Fire Dept. turn - around, all new v driveways and carports and an assignment of 1400 SF of house "footprint" per lot, for the �- p 3 new lots. By definition (page 1 -4 of the manual), this site is a single family residential w Z project. Short plats and plats fall within this definition. Finally, the site will clear less ▪ =: than 35% of the parcel area. Actually, the site is already cleared of trees, with only 0 I' pasture grass and lawn remaining. However, counting the new access road and the new houses, the amount of site clearing for this project will be 32.4 %. The manual requirements for small site drainage review has several options that are to be evaluated in a preferred order. The preferred option is infiltration for roof downspout drains and driveways. A couple of the requirements for the use of infiltration is that the soils must be medium or coarse sands and there must be a minimum of 12" of separation between the bottom of the infiltration trench and the maximum seasonal high water level. 1 excavated 4 soil Togs on the site on Nov. 2 to evaluate the potential for infiltration. The location of the soil logs are shown on the engineering plan. The results of each soil log are summarized on the attached pages. Essentially, the soils are too fine to qualify for site infiltration. The soils can be categorized as silt, sandy silt or fine sand. They are not the medium sands that are recommended in the manual for infiltration applications. Additionally, there appears to be a seasonal perched water table that is between 8" and 24" of the surface. This conclusion is a result of the presence of mottles within the soil layers of the test pits. The depths of the mottled layers are shown on the soil logs. In the event that infiltration is not available, the drainage manual allows for other alternatives. if the lots are over 22000 SF, then splash blocks or dispersal trenches are an option. The splash blocks require a minimum discharge travel length of 50 ft. before reaching a property line. The size of these lots do not allow for this option. Another option is a perforated tightline drainage connection. This requires the availability of a direct connection to the drainage system within the street or other approved drainage system. This option is available to this site due to the proposed drainage system and the existing ditch along the frontage road. As such, the engineering plans show the detail and suggested location for the perforated tightline connection. This connection includes a 10 ft. long by 2 ft. wide rock-filled trench with an outlet piped connection to the street drainage system. The manual states that the objective is to gain some infiltration benefit during the dryer periods of the year with the understanding that there will be overflow discharges to the street drainage system during the wet periods when the water tables are high and soils are saturated. DRAINAGE DETENTION Due to a history of drainage problerns within the downstream drainage system, the City is requiring that the site be provided with a drainage detention system. This detention system should be designed based upon the 1998 King County Surface Water Design Manual. This document uses the King County Runoff Time Series (KCRTS) as the tool to determine the respective drainage peak flows for various storm events and for the predeveloped and post - developed site conditions. The City has stated that for this project, a Level 1 KCRTS drainage detention standard will apply. The Level 1 standard requires.that the post developed peak flows for the 2 year and 10 year storm not exceed the predeveloped peak rates for the satne storm events. A detention storage facility will be required to mitigate the increase in peak flows due to the new impervious surface. An orifice type flow restrictor will be used to limit the discharge from the storage facility to the pre- determined flow rate. For this site, the Level 1 KCRTS method was used to calculate the drainage detention requirements. The engineering plans show a 100 ft. long, 48" diameter underground storage pipe as the detention facility. A type 2 catch basin at the pipe outlet will be equipped with an flow restrictor riser pipe with 2 orifice discharges. The detail for this catch basin and riser is shown on the plans and within this report. The computer output sheets resulting from the KCRTS program are attached for reference. The basic design of the system included splitting the site into two developed drainage basins. The area of the site used to size the detention system included all of the area that will drain into the detention pipe. This area includes the new access road within the Tract and that portion within Lot 4 and also the roof footprint areas for each new house. This area totaled 0.18 acres (see attached worksheets). The only impervious area that this did not include is the driveway for each lot. These driveways are too low in elevation to drain into the detention pipe. The detention pipe was sized such that the peak flow drainage from the developed impervious surfaces that drain into the pipe did not exceed the peak flow from the existing grass surface from that same area. The 48" diameter detention pipe was designed to allow liar a 6" dead storage depth on the bottom for sedimentation. This area includes all of the yard areas and the new driveways. This area is 0.35 acres. This area will continue to sheet flow to the adjacent lots to the northeast. A peak flow calculation was performed to compare the developed yard flows with the predeveloped site flows that drain to these adjacent lots. The core and special requirements applied under Full Drainage Review are replaced with simplified small site requirements which can be applied by a non - engineer. These requirements include flow control Best Management Practices (BMPs) such as setting aside open space to limit future site clearing, and using simple measures such as splash blocks and gravel trenches to disperse or infiltrate runoff from impervious areas. Also included are simple BMPs for erosion and sediment control (ESC). Formal water quality treatment is not necessary. This alternative to Full Drainage Review acknowledges that drainage impacts for many small development proposals can be effectively mitigated without construction of costly flow control and water quality facilities. The Small Site Drainage Review process minimizes the time and effort required to design, submit, review, and approve drainage facilities for these proposals. in most cases, the requirements can be met with submittals prepared by contractors, architects, or homeowners without the involvement of a licensed civil engineer. Threshold T- Small Site Drainage Review is allowed for any project that is subject to drainage review as determined in Section 1.1.1 (p. 1 -6) and that meets all of the following criteria: • The project is a single family residential project,' AND ° • The project adds 2,000 to 10.000 square feetR of new impervious surface, AND a E a T s • The project clears less than 2 acres or less than 35% of the site, whichever is greater. Note: Some projects qualifying for Small Site Drainage Review may also require Targeted Drainage Review if they meet any of the threshold criteria in Section 1.1.2.2 (p. 1 -10). Any potential small site proposal may elect to go through Full Drainage Review described in Section 1.1.2.3 (p. 1 -13). Scope of Requirements IF Small Site Drainage Review is allowed, TIIEN the applicant niay apply the simplified small site submittal and drainage design requirements detailed in Small Site Drainage Requirements adopted as Appendix C to this manual (detached) and available as a separate•booklct from DNR or DDES. These requirements include simplified BMPs for flow control and erosion and sediment control. Note: An open space tract or covenant may be required to preserve uncleared areas. Exemption from Core and Special Requirements . The simplified drainage requirements applied under Small Site Drainage Review are considered sufficient to meet the overall intent of the core and special requirements iri Sections 1.2 and 1.3, except under certain conditions when a proposed project has characteristics that trigger Targeted Drainage Review (see the threshold for Targeted Drainage Review in Section 1.1.2.2, p. 1 10) and may require the involvement of a licensed civil engineer. I have been trying to find a ground surface that would hold the weight of a fire.truck yet qualify as a pervious surface. I have investigated a product commonly known as "grass- crete ". This is a network of paver stones that are open in the middle and allow runoff to pass through while providing the ground strength for emergency vehicles. These typically have grass growing within the openings and eventually resemble a lawn area How ever, per your request, I was unable to find any reference to this product in the King County Drainage Manual. I then thought of using quarry spalls to provide a driveable surface. This material would be large (2" to 6 ") rocks. If the quarry spall area is not used for frequent driving, the rocks will not become compacted and retain their pervious nature. The size of the rocks will likely discourage automobile traffic. I also reviewed the definition of "new impervious surface" in the County Drainage Manual. It refers to a situation where the surface material causes an increase in the curve number. The existing . ground is an old lawn /grass area that is in poor condition. Based on the attached table; this would qualify for curve no. of 90 (for type C soil). A new gravel road is assigned a curve no of 89. A quarry spall surface should have a smaller curve no. than the gravel because it could never reach the compaction level of the gravel. This surface would not then be 'defined as new impervious surface. I am referencing the 1990 County Manual because the KCRTS method of calculating drainage flows in the . new manual does not use specific surface factors. Thank your for your attention. See impervious surface. "Normal Depth" means the depth of uniform flow. This is a unique depth of flow for any combination of channel characteristics and flow conditions. Normal depth•is found from Mannings Equation. "Nutrients" means essential chemicals needed by plants or animals for growth. Excessive amounts of nutrients can lead to degradation of water quality and the growth of excessive numbers of algae. Some nutrients can be toxic at high concentrations. "Off-site" means any area lying upstream of the site that drains onto the site and any area lying downstream of the site to which the site drains. "Off -site flows" means runoff conveyed to a proposed project from adjacent properties. "On -site" means the entire property that includes the proposed development. "Ordinary High Water Mark" means the mark that will be found by exarnining the bed and banks of a stream and ascertaining where the presence and action of waters are so common and usual, and so long maintained in all ordinary years, as to mark upon the soil a character distinct from that of the abutting upland, in respect to vegetation. In any area where the ordinary high water mark cannot be found, the line of mean high water shall substitute. In any area where neither can be found, the channel bank shall be substituted. In braided channels and alluvial fans, the ordinary high water mark or substitute shall be measured so as to include the entire stream feature. "Orifice" means an opening with closed perimeter, usually sharp- edged, and of regular form in a plate, wall, or partition through which water may flow, generally used for the purpose of measurement or control of such water. "Overtopping" means to flow over the limits of a containment or conveyance element. "Permeable Soils" means soil materials with a sufficiently rapid infiltration rate (10 minutes per inch or better) so as to greatly reduce or eliminate surface and storm water runoff. These soils are classified as SCS hydrologic soil type A. "Perviousness" means related to the size and continuity of void spaces in soils; related to a soil's infiltration rate. "Pesticide" means a general term used to describe any substance -- usually chemical - -used to destroy or control organisms; includes herbicides, insecticides, algicides, fungicides, and others. Many of these substances are manufactured and are not naturally found in the environment. Others, such as pyrethrum, are natural toxins which are extracted from plants and animals. "pH" means a measure of the alkalinity or acidity of a substance which is conducted by measuring the concentration of hydrogen ions in the substance. A pH of 7.0 indicates neutral water. A 6.5 reading is slightly acid. "Physiographic" means characteristics of the natural physical environment (including hills). "Plat" means a map or representation of a subdivision showing the division of a tract or parcel of land into lots, blocks, streets, or other divisions and dedications. "Point Discharge" means the release of collected and /or concentrated surface and storm water runoff from a pipe, culvert, or channel. "Prediction" means for the purposes of this document an expected outcome based on the results of hydrologic modelling and /or the judgement of a trained professional civil engineer or geologist. In my letter of October 19th you were asked to provide a conceptual storm drainage plan. I stated that infiltration is the preferred method for single family houses, and asked you to show expected locations of infiltration and provide percolation test results for each location. Your 11/18/99 submittal instead shows a tightline system. In 1998 the City of Tukwila adopted the 1998 King County Surface Water Design Manual. Please refer to Ordinance 1755 1.7 A.1, which states that the Design Criteria is the 1992 Manual or any subsequent amendments. Under the new manual, your project meets the requirements for a Full Drainage Review. Rather than requiring you to perform a Full Drainage Review, the Public Works Department will accept a submittal addressing infiltration methods appropriate for this site. TASK 1: Study Area Definition and Maps The Tukwila Short Plat is a rectangular shaped 0.70 — acres site. The site address is 13423'48th Ave South, and is located in Section 15, Township 23 North, Range 4 East, Willamette Meridian, City of Tukwila, King County Washington. The site is situated generally between South 135th St. and South 134th Place, adjacent to 48th Ave South. There is an existing single - family residence located on the southem portion of the site near 48th Ave South. The site is currently covered with tall grass, and is relatively flat. The upstream tributary area consists of several single - family residences located west of the project site, and the roadways. This area is bounded on the west by South 135th St. and 48 Ave on the south. The upstream tributary area is estimated to be 1.2 acres. The existing ditch and conveyance line adjacent to 48th Ave South collects the concentrated storm flows from the roadways and by- passes them past the project site. The project site receives non - concentrated sheet flow from the hard surfaces of the single - family, residences. These flows pass across the site and continue easterly. It is proposed to create four single - family residential lots. The existing residence will remain on the southern most lot. Three additional lots will be created in the northern. portion of the site and will be served by a common driveway from 48th Ave South. Per Section 1.5.b.7 of the City of Tukwila Ordinance 1755, each lot is considered as a separate land use /development activity. This old conveyance system is suffering from lack of maintenance and is generally in need of upgrade. The site receives sheet flow from an approximate upstream tributary area of 1.2 acres, consisting of several single- family residences. This runoff continues to sheet flow across the project site in a northeasterly direction. There appears to be no indication of concentrated flow onto or across the project site. This runoff eventually enters into a defined conveyance system along the west side of South 134th Place. The tributary area to this drainage course is large, and extends to the southwest."' At the time of the site visit, water was observed flowing within this conveyance system. The discharge from the Tukwila Short Plat represents a minor portion of this tributary drainage area. The drainage continues northwesterly and eventually joins up with an equally large tributary near the intersection of South 134th Place and South 133`d St.. This confluence is approximately 1500 feet downstream of the project site. Runoff continues northeasterly eventually draining into the Duwamish River. The existing drainage features are shown on the attached drainage map. TASK 4: Drainage System Description and Problem Description As discussed, the drainage facilities adjacent to 48th Ave. South are in need of maintenance. The larger drainage system adjacent to South 134th Place appears to be in good condition and with sufficient to convey peak flows. No indication of erosion or lack of capacity indicators were observed at the time of the site visit. The proposed improvements are discussed within the next section. r TASK 5: Mitigation of Existing or Potential Problems As discussed above, the drainage system adjacent to 48th Ave South downstream of the project is in need of maintenance. Sections within the R.O.W. may be cleaned as part of this project. Sections within private property will have to be maintained by the property owners. Per Section 1.5.b.7 of the City of Tukwila Ordinance 1755, each lot is considered as a separate land use /development activity.
