The following items remain to be modified prior to final approval by the Director of the Department of Community Development. They are as follows: • Add landscaping to either end of the parking stalls, rather than in planters. If utility lines obstruct your ability to meet this requirement, please indicate where additional utility lines are located underground (per Condition # 1). T -111 siding will need to be removed from the front of the building, per the Notice of Decision. A copy of the notice is attached for your reference (per Condition # 2). • Please show that the rooftop mechanical unit will be screened on all four (4) sides, rather than on three (3) sides. The elevations submitted with this design proposal do not indicate that an additional side has been installed. The applicable design criteria is found at: 2. Building Design C. Building Elements, Details and Materials 4. Utilize durable, high quality building materials that contribute to the overall appearance, ease of maintenance, and longevity of the building. Under the guidelines section it states: Examples of common contemporary finishing materials in commercial structures are brick, split -face block, scored or molded wood siding, and stucco - finished dryvit. Other exterior finish materials may be appropriate as well, provided they are well detailed and finished (see also Criteria 2. C. 3 in "Building Elements, Details and Materials "). Industrial materials such as concrete masonry block and metal siding should be detailed so that the installation exhibits a high degree of workmanship and durability. Stucco and synthetic building materials should be detailed to avoid damage due to weather or use. Some materials, such as mirrored glass, plywood, and corrugated fiberglass, are generally impermanent and /or detract from building design. They are generally discouraged in visible locations. It is clear that the Design Manual contains guidelines, not absolutes, with regard to material choices. T -111 could be considered "scored or molded wood siding" and therefore generally an appropriate material for commercial structures. As with any design matter the BAR could decide that the use of a specific material was inappropriate in a specific context, based on the design criteria. GUIDELINES Incorporate the following in site design where connections between sites are desirable: a) Provide gates in fences to facilitate movement between sites. b) Provide steps, ramps, or a combination of the two where grades prohibit easy and/or safe movement. Here is a response to them, as well to the issues remaining to be resolved since the Board of Architectural Review public hearing, held March 23, 2000. Attached is a copy of the Notice of Decision, dated March 30, 2000, which lists all the conditions of the Planning Commission following their review of the proposal. A copy of this document is found in Attachment A. The list of conditions in the Notice of Decision supercedes the list of conditions recommended by planning staff in the staff report. Following is a discussion of the conditions approved by the Planning Commission: Condition #1 - Landscaping The landscape requirement in the Neighborhood Commercial Center zoning district is five (5) feet of Type 1 landscaping along the front of the building (see Attachment B). Plant materials must consist of at least "one tree for each 30 linear feet of required perimeter excluding curb cuts; " and "one shrub for each 7 linear feet of required perimeter, excluding curb cuts, or a planted berm at least 24 inches high ". There are no landscape requirements for the sides or rear of the parcel. Additional landscaping, beyond the minimum standard, was required as part of the design review process, referenced in (TMC)18.60.050 B — Commercial and Light Industrial Design Review Criteria. Staff's recommendation was also based on Section Three (3) A — Landscape Design, and B — Planting Design of the TIB Design Manual. For your reference, a copy of these sections are found in Attachments C and D. However, they requested that the rear of the building be redesigned to coordinate additional landscaping with pedestrian access by way of the walkway. Staff has proposed a design altemative. It is found in Attachment E, for your reference. You are welcome to propose a different solution that meets the BAR's concerns. The goals of the design review criteria and the policies of the Tukwila International Boulevard (TIB) design manual are intended to encourage design that function for both automobile and pedestrian circulation. Walkways and lighting are examples of ways to meet this goal. Landscaping is also a viable method. Particularly in areas where there are large expanses of paved surface, landscaping can decrease this negative impact and reinforce the site and building design at the same time. Condition #2 — Building (Materials) Under the design review requirements of the NCC zoning, all commercial development is subject to design review (TMC Chapter 22, section 18.22.070). Even proposals for an addition are subject to this level of review if the proposed location is designated by the underlying zoning or if it is within the boundaries of the Tukwila International Boulevard study area. You proposed T111 siding for the proposed addition. The Planning Commission rejected the use of that material and required selection of another material typically used in commercial development. In light of this condition, staff suggests that you construct the addition from concrete block, painted to match the existing building. Condition # 3 — Screening of the Mechanical Unit It is required that you revise the screening structure surrounding your rooftop mechanical unit. The entire unit must be screened on all four (4) sides. Your proposal was to screen three (3) sides only. Your response to these conditions must be submitted to the Director of the Department of Community Development for approval prior to your submittal of a building permit, as they directly affect the structure of the building. Two (2) additional items are also required, prior to the approval of the building permit for the addition. They are: (1) Complete a boundary line adjustment for the area of the proposed addition; and, (2) Add a bicycle rack, or other comparable structure, to secure at least two (2) bicycles, per TMC 18.56. vom(7— z w. re 2 0 O: w =. It was clear, throughout the processie number of regulations far outweighed the size of the proposal. w_the City of Tukwila's Intemational Boulevard is targeted for redevelopment. All developments proposal for this area will be subject to design review under the new design manual. We hope to see growth and a greater variety of uses in this area. We also hope to see the area become friendlier to pedestrian activity. This will only happen if subsequent projects see the same benefit you have in opening or renovating a business on the Boulevard. Blvd. (File #1.99 -0077) Dear Mr. Lancaster: T -152 P.002/003 F -324 In December of last year we opened a retail store at the above address with all the proper review, approvals and permits. We also had plans to expand the rear of the freestanding building by 2,170 square feet with the landlord's approval. Our plans were to make the expansion mirror the existing building. We have now completed the Design Review after an exhausting, confusing and expensive process to accommodate the requirements of the Tukwila design requirements and the requests of the Tukwila staff. Exhausting, in that, we were required to have, for such a minor project, numerous meetings with staff and meeting with architects and engineers for a whole series of plan changes and adjustment. The phone time on this project trying to deal with your staff has been monstrous. Confusing, in that, we had an extremely difficult time getting any clear direction or recommendations on how to accommodate the design needs of Tukwila. We were left to figure it out for ourselves and guess at what might be approved. Finally, expensive, for all the time and changes requiring architects and landscape engineers, all the additions, revisions to parking, second round of added landscaping, a complete re- design of the roof line and facades, not for the addition, but the entire building. This small project has turned into a financial "black hole ". One of the issues that came out of the Design Review is a request to change the siding of the building We had planned to make the siding of the addition the same as the main building, but now it is being recommended to us that we change the siding of the whole building. This is a building that we just re- furbished in December with proper approvals and permits and were given a Certificate of Occupancy. You are asking us to remodel a building that we remodeled a few months ago? We lost parking spaces in the first landscaping requirement and now we are being asked to add more landscaping which will loose two more spaces. The storage space will be accessed primarily from inside the business, however, a door is proposed for the rear of the addition for safety purposes, and for loading and unloading if necessary. Merchandise for the business is primarily brought through the front door of the business as stock is rarely brought in large qualities. Parking has been provided for customers along the front of the business. It will be angled to facilitate ingress and egress. The southernmost driveway to the property, which currently provides access to the south side of the Pawn -X- Change, will be closed off and replaced with landscaping to meet the front landscape setback. A pedestrian walkway is proposed from the public sidewalk on Tukwila International Boulevard through to the building occupied by the Pawn -X- Change. The walkway will also extend along the front of the business. Some planting is also proposed along the walkway on the building's south side. Surrounding Land Uses: Commercial buildings of a similar scale surround the Pawn -X -Change business. They are typical in style of buildings from the 1960s and 1970s. Low and high - density residential land use districts are in the vicinity. Existing Development: The Pawn -X -Change business is located in an existing building, on a portion of a larger piece of property shared with a casino and extensive parking. Topography: The property generally slopes downward to the southeast. There is some additional sloping along the west side of the property. BACKGROUND The existing building occupied by Pawn -X -Change is leased from Ms. Lily Hsue, the current property owner. The area of property leased to the Pawn -X -Change is all associated with tax parcel number 161000- 014001 which includes lots 7, 8 and the north 89 feet of lots 9 and 10. A boundary line adjustment will be required prior to the approval of the applicant's building permit. On October 14, 1999, a tenant improvement was filed to renovate the interior of the leased building for the Pawn -X- Change retail business. The tenant improvement was approved and building occupancy was granted on October 26, 1999. A sign permit was issued on November 12, 1999. Please note two (2) inaccuracies in the set of plans and photo material transfers attached to this application packet. The first are the building elevations. The elevations illustrating the existing building show, in error, the proposed new storage area. The second inaccuracy pertains to the site plan and landscape plan. The site should be planned to accomplish a desirable transition with streetscape and to provide for adequate landscaping and pedestrian movement. The lot area of the leased property is located in the southeast corner of the property, owned by Ms. Lily Hsue. The boundary of the property area includes 41 feet along Tukwila International Boulevard and 41 feet along the south property line. Compatibility of on -site vehicular circulation with street circulation should be encouraged. Access to the Pawn -X- Change business is proposed from the center driveway to Ms. Hsue's property. It is directly accessible off Tukwila International Boulevard. Vehicles will approach the Pawn -X -Change directly from this driveway. Circulation will proceed one way along the front of the business south and through to the west. Circulation on the site will be one -way, from north to south through to the west at the rear of the business. Vehicular circulation will therefore pass directly in front of the business and around to the back. Parking spaces have been angled to facilitate ingress and egress. Currently, there are three driveways along this side of Ms.'Hsue's property. One to the north close to South 1415` Street; the second in the center of the property close to the Pawn -X -Change building; and the third driveway at the south end, which currently gives access to the south side of the building occupied by Pawn -X- Change. The center driveway is proposed as the primary access point to the Pawn -X- Change. This driveway offers direct access to the Pawn -X -Change and to the casino, Pete's Flying Aces, at the back of the property. The driveway directly south of the building occupied by Pawn -X -Change will be closed off. The driveway will be replaced with landscaping to meet front setbacks. It will extend the front landscape setback to the south property line and around through to the south landscape setback. (3). Landscaping and Site Treatment. . a. Landscape treatment should enhance architectural features, strengthen vistas and important axis, and provide shade; The Pawn -X -Change proposal will add landscaping (trees, shrubs, and groundcover) along the south side of the property, to meet landscape setback standards for the zoning district (NCC) and also to meet goals and policies of the Tukwila International Boulevard Design Policies for landscape design. Trees, shrubs, and groundcover are proposed for the landscape setbacks. As noted, landscape setbacks will be extended directly through to the south property line and around to the proposed addition. This extension will provide space for additional vegetation to shield the parking lot in front of the Pawn -X -Change business. d. In locations where plants will be susceptible to injury by pedestrian or motor traffic, mitigating steps should be taken; Most plant material will be in the landscape setbacks. Some landscaping will be placed along the south facade of the building. e. Where building sites limit planting, the placement of trees or shrubs in paved areas is encouraged; Landscape will be added against the south side of the building next to the proposed pathway and on the north side of the dumpster. Landscaping will need to be added along the rear of the building. f. Screening of service yards, and other places, which tend to be unsightly, should be accomplished by use of walls, fencing, planting or combination; The existing dumpster will be moved west, behind the proposed addition. Buildings should be to appropriate scale and in harmony with permanent neighboring developments; The proposed size of the addition, 2,170 square feet is in proportion to the existing building and to buildings of a similar scale that are located in the general vicinity. 9 Staff Report to the L99 -0077 Planning Commission and Board of Architectural Review A new shingled mansard roof has been proposed for the building, including areas over the proposed addition. The new roof will unify the proposed addition with the existing building, as well as provide design detailing, and proportioning the overall building. This will bring the existing building in greater harmony and consistency with neighboring businesses, while meeting design goals, objectives, and standards that would otherwise not be achieved with a new addition alone. c. Building components such as windows doors, eaves, and parapets should have good proportions and relationship to one another. Building components and ancillary parts shall be consistent with the anticipated life of the structure; A parapet is proposed around the entire building. It will be painted red to match the same color in the business sign. d. Colors should be harmonious, with bright or brilliant colors used only for accent; The proposed addition will be China White, painted on T -111 siding. Accent colors will be blue and red, to match the colors of the business sign. This will be reserved for the trim, or parapet proposed around the entire roofline. e. Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from view; A mechanical unit is proposed on the roof of the existing building. It will be screened from view by the mansard roof material. The mechanical unit will not be visible from the north, south, or east. However, the unit is not screened on the west side. Therefore, it is possible that the mechanical unity could be visible from the west, though from a distance. f. Exterior lighting should be part of the architectural concept. Fixtures, standards, and all exposed accessories should be harmonious with building design; Floodlights are proposed for most of the lighting. They will be located under the roofline. Miscellaneous structures and street furniture should be designed to be part of the architectural concept of design and landscape. Materials should be compatible with buildings, scale should be appropriate, colors should be in harmony with buildings and surroundings, and proportions should be to scale; The business sign was issued on November 12, 1999. b. Lighting in connection with miscellaneous structures and street furniture should meet the guidelines applicable to site, landscape and buildings. Relationship of Structure to Site The proposed addition, the existing building and associated landscaping and parking provide an integrated site plan. Removal of the south driveway off Tukwila International Boulevard will allow for an augmented front landscape setback, and provide a positive enhancement to the streetscape. Angled parking will facilitate parking and circulation. A painted walkway along the front and south side of the building will provide travel for pedestrian activity on the site and to the sidewalk along. 2. Relationship of Structure and Site to Adjoining Area Circulation on the site will be directed from the Boulevard directly to the store and for the best use of parking despite potential setback constraints. The driveway in the center of the property will be used. The driveway to the south will be closed off and landscaping will be extending to frame the southeast corner of the leased property. A pedestrian walkway will be extended over a portion a front landscape setback for direct and safe access to the public sidewalk along Tukwila International Boulevard. 3. Landscape and Site Treatment The south driveway will be closed off and replaced with landscaping to fill the southeast corner of the lot. Planters and some planting along the north and south facades will further augment these blank facades. A walkway provides access over the front landscape setback, to the business by foot, as well as to the rear of the building when necessary. Under the existing design review criteria for Tukwila International Boulevard, "the placement of trees and shrubs in paved areas in encouraged" (see item 3E). Therefore, It has been determined by staff that the landscape plan be revised, as shown in Attachment D, to increase landscaping and to better coordinate the service area and parking around the dumpster. These businesses typically from the 1960s and 1970s are one -story with a relatively small floor plan, in comparison to newer commercial buildings in the area. The business is zoned Neighborhood Commercial Center (NCC). Zoning districts in the vicinity are zoned high and low density residential. The mechanical unit had been screened; however, the side facing the back of the business has not. The applicant determines that the mechanical unit will not be visible from the back, however, there is some question as to how many feet back this might apply. 5. Miscellaneous Structures and Street Furniture The building will be well lit with evenly spaced floodlights along the north, south, and west facades. A neon tube currently exists along the front facade. All light fixtures will be properly shielded from weather and to prevent glare. The existing business sign permit was issued in November 1999 and installed thereafter. The sign is lit by a neon tube located behind the sign and under the length of the front facade. RECOMMENDATIONS The Department of Community Development recommends approval of the proposed project with conditions, as follows: 1. Add landscaping at either end of the parking stall strip along the front of the building. Box 40105 Bellevue, WA 98015 RE: Pawn X Change #22 (L99 -0077 — Design Review) DEPARTMENT COMMENTS Dear Mark: Your proposal to build a 2,170 addition to an existing building has been routed through city departments for review and compliance with city codes. Following is a discussion of their comments. PUBLIC WORKS DEPARTMENT • The lots beneath the Pawn X Change building and proposed addition and associated parking will need to be consolidated prior to approval of your building permit. This includes lots 7 -10. • Submit a revised site plan, or add a civil plan that shows all existing utilities, including power, water, sewer, storm drainage, gas, et.al. Also show the location of the nearest fire hydrants. • The City has a pending Pacific Highway Improvement Project that will impact the location and number of driveways accessing the Pawn X Change. Public Works requires that the driveway running along the north side of the property be retained as the main entry and access to Pawn X Change. The driveway to the south will need to be removed. Should you need further assistance on this issue, please contact Robin Tishmak in the Public Works Department (433- 1635). Robin is coordinating improvements for the project. You will be required to sign a Proportional Fare Share Agreement to allow for the future development of this work. A copy of this agreement is attached for your reference. NOTE: There are existing parking stalls that will impede the main driveway from extending to the rear of your lot. A copy of this design manual can be obtained from the Permit Center): Site Design • It will be necessary to revise your front landscape setback. Landscaping is currently proposed in a public right of way. This landscaping must be relocated to private property. This modification will compromise sufficient turning radii into the parking spaces proposed in the front of the business. Angling the parking stalls could rectify this situation. Parking could also be consolidated at the back of the building. A copy of the Off Street Parking Area Dimensions (Figure 18 -6) is attached for your reference. NOTE: There are existing parking spaces on the lot adjacent to the Pawn X Change that are not shown on the site plan. These must be added to your plans. • Safe and efficient pedestrian circulation from any and all parking areas is required. Please modify your proposal accordingly to accommodate this provision. For instance, a pedestrian path from parking behind the new addition to the front entrance could be added, as well as safe travel from the building to the streetfront and bus stop. • Assure that you have taken all steps to provide a safe environment for your customers and employees. For instance, the building must be sufficiently lighted, particularly in less visible areas such as the rear of the building, along the south driveway, and near landscaping and storage areas. The Police Department is currently reviewing your project from this standpoint. Comments from them will be forwarded to you. • To date, we are not aware of where you propose service, storage, or waste facility areas for your business. Please specify this in your plans. Proper siting and screening of these facilities is required. • Safe and efficient automobile circulation to and from the property is required. Please provide a diagram or explain ingress and egress patterns. This plan should take closure of the south driveway into consideration. Building Design • We suggest extending the existing parapet, or some form of continuation of the front parapet, all the way around the building, including the proposed new addition. This would create consistency with the other building on the site, and reduce the scale of the newly enlarged building, as well as reduce the impact of solid wall space. The existing color (red and blue) work well to integrate the new Pawn X Change with the adjacent casino. We propose continuing this type of design consistency in other areas. • There are several inconsistencies in the use of materials on the property. Adding a parapet is suggested as a way to integrate the T -111 material proposed for the addition. You and your architect may have other solutions to propose. • • You will need to augment the entrance to the building to give it greater definition. For instance, you may consider adding another set of windows on the opposite side of the front door to balance the facade. Will you be installing any mechanical equipment on or adjacent to the property? If so, please indicate this on your plans and elevations. All mechanical equipment must be properly screened. Landscape Design • Landscaping is currently proposed in a public right of way. This landscaping must be relocated to private property. New landscape standards are now in effect. In the NCC land use district, they are as follows: Front —12 feet; Side —10 feet, and Rear —10 feet. A copy of these standards is attached for your convenience. The Tukwila International Boulevard Design Guidlines outlines a recommended plant palette, including trees, shrubs, and groundcover. They are as follows. Please refer tho these for landscaping and planting in the setbacks and elsewhere. If so, please indicate their location on your site plan. Other Issues For your reference, there are a number of other issues on the site that will need to be addressed. The City of Tukwila will work with the property owner to clear up these issues and bring the property back to legal standing. The issues are as follows: 1. Landscaping along the perimeter of the site has been removed without a permit; 2. Storage containers have been installed on the site adjacent to the casino; and 3. A temporary sign has been installed in front of casino. FIRE DEPARTMENT Increasing the size of the building will trigger the requirement for a fire alarm system throughout the complex. I would like to consider first what we have already. Flying Aces cassino is a recent take over from the 21 club. The old 21 club was a problem to the city as they had excessive calls for service. The business there was able to allowed gambling because they were a card room before. We have a community that has below the average income in King County. Unfortunately some of these people turn towards cassinos not for entertainment (as cassinos would have us believe they are for entertainment), but as a way to chance their way to a better life. Unfortunately cassinos are takers from the people they serve (how else will they make the kind of profits they get). Cassinos are heavily taxed making them a very lucrative source of income to any municipality in which they are located.. Unfortunately even members of our own city council will privately admit that cassinos are a demise to our city, but they are unable to do anything about it. Commerce is commerce and even though cassinos drain the pocket books of the families in Tukwila, government is so focused on the dollar that it collects, that they are unable to see the tens of dollars in social costs that are lost for each dollar collected! The purposed pawn shop will be located in the parking lot of the cassino and is a supporting industry. Why if our residences run out of hard cash, all they have to do is walk out the door and hawk whatever family treasures the individual has on his hands and then continue their activities in the cassino. Walk in a pawn shop in a Nevada cassino town, and they tell a sad story. The counters are full of gold, diamond wedding rings and other personal effects, all representing families that have been trashed for the sake of "entertainment ". Is this the kind of industry that our government wants to support in our community? Go to a pawn show downtown, and it becomes very evident that the feeling there is not the same as when you go into True Value. Unfortunately pawn shops (aware or unaware) become fencing operations for merchandise that is used to support the drug and prostitution trade. What other supports do we have. Well just across the street, there is a gun shop. I guess if things don't go right, the individual can get a gun and do whatever. What other kinds of support should we have for our cassinos? Admittedly, the odds will favor the few, making cassinos attractive to the masses. For the few, the excitement of the wins, well, call girls would be in order. They can go down the street to Deja Vu, get some more entertainment, and perhaps, somebody would even be for hire. Nevada correctly recognized prostitution as a supporting industry and legalized it. Of course government closely regulates and controls the prostitution. The question is Cassinos? Gun shops? Pawn Shops? Strip Clubs? Does anyone dare draw a line when the dollar is speaking so loudly? Which direction are we going. If we are cleaning up the highway of sleeze, do we legalize the sleeze so we can call it something else and embrace it? . Does the need for city revenue have to interfere with the basic moral principles and judgements of our public servants? Please, lets adopt industry on the highway that will foster and parallel basic family values, and not cannibalize the family unit. The elevation submitted by New Image shows the eastern side of the building o to be rectangular with a flat mansard roof running across the top of the entire building. z The proposed sign was to be attached to the edge of this mansard roof, below the roof line (see attached). However, it has been brought to my attention that you recently submitted an application for a Design Review (File L99- 0077). The elevations submitted with that application indicate that the mansard roof will be replaced with a different roof design, which will slope upwards from south to north. Additionally, the eastern side of the building no longer has a rectangular shape (see attached). We acknowledge that you may wish to take occupancy of the existing building, prior to review and approval of the Design, Review application and the issuance of any building permits for the proposed expansion. If that is the case, you may wish to install the sign that was proposed in your sign application. However, please be advised that the Board of Architectural Review will review your sign design as part of the Design Review process.
