The following are our responses to the correction letter from the City's Permit
Coordinator dated August 2, 2000:

Accessible means of egress shall be provided in the same number as required
for exits by UBC Chapter 10. When the exit required by Chapter 10 is not
accessible, an area for evacuation assistance shall be provided. Identify the
areas on the plan and note or otherwise detail the requirements of UBC
Section 1104.2.4 and 1104.2.5.
CNA Response: Areas of evacuation assistance located at dock height
will be identified by stripping the required area and identifying the area
by a sign that states: Area of Evacuation Assistance. In discussion with
Bob Benedicto, 8 -9 -2000, these areas are located outside and subject to
vandalism. Per our discussion, the two -way communication could be
eliminated provided an evacuation plan was established and a key map
posted at the main entry to identify the location of all areas of evacuation.
Dock height area of evacuation locations are as follows:
1) west of door 113D
2) west of door 112E
3) immediately west of Grid F -16 to accommodate both doors 180A and
S4A.
Door 135C provides ramp access to grade. Doors S1A and 101A exit to
grade.
Stair exit 1 & 4 at second floor will be provided with areas of evacuation
(v assistance and two way communication to the primary entrance.

location of the 4' -0" curtain boards noted as keynote 6 on Sheet A6.2.
Section 07720 - Roof Accessories, Item 1.4 quality assurance states that
smoke vents to conform to the requirements of UBC Standard 15 -7, Item
2.3.A identifies the manufactured smoke vent unit.
BD-4 Exit signs, and exit illumination with emergency power source will be
required. Locate on plans and specify both types of fixtures. Note: This
lighting must be in place and operational prior to occupancy.
CNA Response: Exit signs have been located on Sheets A6.1 and A6.2
Ceiling Plans. A note "Pathway illumination to be provided per 97 UBC
1003.2.9.1 to provide a minimum of 1 footcandle at emergency pathways
during occupied times in the appropriate occupancies" has been added to
Sheets A6.1 & A6.2. These items will be coordinated with the electrical
design /build contractor (SME).

Please return the color and materials board which was approved by the
Planning Commission during the March 23, 2000 public hearing. This board
will be used during technical review and at the time of the Planning final site
inspection.
Please note if any substitutions are contemplated in building design, colors or
materials or in plant material please notify us immediately. Per TMC
18.60.030(D), no changes shall be made to approved designs without further
Planning Commission approval (except that the Director of Community
Development is authorized to approve modifications which are deemed to be
minor and insignificant and having no impact on the project design).
CNA Response: The color and material board are being returned as part
of this submittal. The overall design intent has not changed. The metal
roof color has been revised (copper color) from the original gray as
shown at time of design review.
/D-2 The following condition was stipulated by the Planning Commission during
the March 23, 2000 hearing noted above:
The applicant must provide a Lighting Plan, showing the placement and
types of exterior lighting components. The plan must be approved by the
Director of community Development prior to the issuance of a building
permit. •
We are in receipt of Sheet A1.3 Schematic Electrical Site Plan. Please indicate
the footprint of the light that will be cast by each lighting fixture on this or
another sheet. In addition, please provide specifications and photos for each
type of proposed lighting fixture. Upon receipt of these items, they will be
submitted to the Director of Community Development for review and
comment.
CNA Response: A lighting plan with the lighting footprint is attached.
Also included is the exterior lighting submittal from the electrical
design /build contractor. As noted, both up and down lights have been
incorporated into the sunscreen to minimize the presence of exterior light
fixtures. Section A on A4.6. Pole and wall packs will light the parking
industrial portion of this project.

(A-3 During the March 23, 2000 public sharing, Jeff Jeffers indicated that the trash
and recycling areas would be located inside the building. However, Sheet
A1.1 locates a dumpster at the southwest comer of the building. Please
provide information verifying the location of the trash and recycling areas.
For your reference, TMC 18.52.080 requires 2 square feet of trash /recycling
area for each 1,000 gross square feet of building area. If located outside, the
trash /recycling area must be enclosed behind an opaque wall or fence.

CNA Response: Key note 15, Sheet A1.1 indicates the location of the chip
dumpster. This area is located inside the building to protect the metal
chips from the weather. The building exterior wall runs along Grid 16
and J.9.
A portion of the area bounded between Grids 1546, and H.9 -J.9,
(approximately 900 SF) will be available as a collection point. This Project
has 119,700 GSF of building area and based on TMC 18.52.080, 2 square
feet required for each 1000 GSF of building area would require 236 square
feet of trash /recycling area. Two hundred and forty square feet of
trash /recycling area has been noted on Sheet A2.1.
Access from the exterior to this area will be through door 112B, a 12 x 14
overhead door. Clearance height within the building is approximately 26
feet.
Under the Parking Variance for this project (which was approved on
February 23, 2000 under File L99 -0081) "at least six carpool spots shall be
designated only for carpools and located contiguous and in a location closest
to the main employee entrance as feasible. These spaces shall be marked
"Carpool Parking Only" and maintained over the life of the business." Any
associated signage is subject to the criteria for internal information signs
(TMC 19.22) provided to you on July 18th under separate cover.
CNA Response: Six car pool stalls have been identified on Sheet A1.1
immediately north of northeast corner of project. Stair 1 has been
identified as the primary employee entrance.

Under the Parking Variance described in Item 4 above, three other conditions
were stipulated (listed below). Please provide a letter describing how and
when these conditions will be satisfied. Please contact Maggi Lobov,
Tukwila CTR Coordinator at 206 - 431 -3670 with any questions you may have.
• A baseline survey shall be done of all employees, using the City's adopted
survey used by employers affected by the Commute Trip Reduction
ordinance, to determine types and extent of mode choice. This survey shall
be repeated yearly to determine the effect of trip reduction efforts (sample
copy of survey attached).
• An employee shall be appointed Employee Transportation coordinator and
develop and administer a Commute Trip Reduction (CTR) program,
including coordination with and a yearly report submitted to the City's CTR
Coordinator.
• All costs associated with survey collection and training to implement these
conditions shall be born by the applicant.

RE: Request for Administrative Variance for Required Parking — Mustang
Development, 401 Andover Park E.
REQUEST
The architect for the Mustang Development Project, 401 Andover Park East, is requesting
an administrative parking variance per TMC 18.56.140. Mustang Development is the
Development Company for Fatigue Technology, who is relocating their facility from 100
Andover Park West to the referenced address. The applicant's has a 5% reduction from
minimum parking requirements from 120 to 115 parking spaces. There are a total of 102
employees projected for this location. There are 79 employees with shifts between 7:30
and 6:00 p.m., 7 with hours from 3:30 to midnight and 3 from midnight to 6:30 am.
The project includes the partial demolition of an existing office /warehouse facility, to
include the removal of an existing 6,000 sq. ft. office space, to be replaced by 43,000 sq.
ft. of new office. The total area of the facility after new construction will be
approximately 112,500 square feet. The minimum parking requirement is based upon
three separate formulas. The parking requirement for the office component is 3 spaces
per 1,000 usable, or net, square feet. The warehouse and manufacturing areas are
calculated at 1 space per 2,000 and 1 space per 1,000 usable square feet, respectively. The
requested variance is within the 10% threshold allowed under the code.
Attachment 1 to this report is a copy of the site plan and parking calculations for the
proposed use.
DECISION CRITERIA
Administrative variances may be allowed after the applicant demonstrates that the project
will meet the following criteria, under TMC 18.56.140(B)(2):

The project is under one business operation. No parking is available at the site to the
south, as that development has sold its excess capacity to Red Dot. The property to the
north does not have appropriate access to the parcel and is further limited by its use as a
turning area for trucks. The properties across the street would not be appropriate due to
limited pedestrian access.

Due to two work shifts required at the site, this is not a viable option.
4. The site is at least 300 feet away from a single family residential zone
S. A report is submitted providing a basis for less parking and mitigation
necessary to offset any negative effects.
A traffic study dated November 10, 1999 was submitted as part of the SEPA file, E99-
0034. The analysis assumed a staff of approximately 104, as opposed to the 95
employees planned during peak hours for this facility. The study also assumes 127
parking spaces. No issues regarding parking were raised in the report.
CONCLUSION
1. The applicant has reasonably attempted to obtain shared and off -site parking
2. The applicant will continue to promote commute alternatives to their employees
and has indicated that their expected growth in the next few years will occur
during their second shift, where parking demand is much less.
3. A traffic demand study for the site was submitted, but information regarding
parking demand is inconclusive.

RECOMMENDATION
Approval of applicant's request for a reduction from 120 parking spaces to 115 parking
spaces. The following is a list of conditions that the applicant must comply with as terms
of approval. These conditions will be enforced over the life of the development. If the
facility and/or the underlying property is sold or other wise conveyed, these conditions
run with said sale and must be referenced in any and all sales agreements or other
required legal documentation:
1. The applicant must comply with the following components of the City's Commute
Trip Reduction program (TMC 9.44):
• A baseline survey shall be done of all employees, using the City's adopted survey
used by employer's affected by the Commute Trip Reduction ordinance, to
determine type and extent of mode choice. This survey shall be repeated yearly to

Tukwila's City CTR Ordinance was mandated by Washington State's Commute Trip ;w �-'
Reduction (CTR) Law (RCW 70.94.521 -551), as part of the Washington Clean Air Act. z v
The purpose of the law is to help reduce air pollution, traffic congestion and energy ;
consumption by encouraging commuters to carpool, vanpool, take the bus, bicycle, walk or z
telecommute instead of driving alone to work. Cu _;
Tukwila's CTR Ordinance supports our local and regional efforts to manage growth and
protect our environment. All of us in business and government and as citizens have
important roles in shaping the future of our region. To ensure economic vitality, we must
work together to move goods, services and people efficiently. Employers who offer
employee transportation programs have found direct benefits to their . organization;
including reduced demand for employee parking, increased customer parking and decreased
absenteeism. Employer participation helped shape our state and city ordinance
requirements to ensure you would have options in meeting the goals of the law.
Our records indicate your work site is legally affected by the CTR Ordinance. Enclosed
you will find an Employer Response Form; please use the form to verify or correct the
information regarding your work site. Return the form in the enclosed envelope by
May 21, 2002.
As your work site is affected by the CTR Law, the City of Tukwila CTR Ordinance permits
your organization at least 180 days to design a trip reduction program and to submit your
CTR Program for approval. As a first step, please appoint an employee transportation
coordinator to oversee the program. Your first program report is due Friday October 18,

REQUEST FOR ADMINISTRATIVE VARIANCE FROM PARKING STANDARDS
An administrative variance from the parking standard is requested to reduce the number
of required stalls from 120 to 115, or a 5 percent reduction.
Based on existing constraints and program requirements, the project has been developed
to utilize all available space. Space for the 5 parking stalls between the primary entry and
street is available however.
Incorporation of this area into the landscape area would greatly increase visual impact to
the primary entry, enhance the green strip along Andover Parkway East and reduce the
asphalt paving at the adjacent property line.
a. According to the Metro's online Home Page data there are 7 bus routes that serve the
Southcenter neighborhood area. They are as follows:

124 Tukwila Park and Ride /Tukwila/Southcenter
128 Admiral District/West Seattle
150 Auburn/Kent /Tukwila Park & Ride/Downtown Seattle
155 Fairwood/Valley Medical Center

b. Shared use of onsite parking could be achieved by designating 6 stalls as carpool
stalls. Assuming 2 occupants per vehicle, this would meet the intent of providing the
minimum number of parking stalls.
c. The dayshift employment is approximately 95 and there are presently 7 employees on
the swing shift.

It looks like we cannot get you to a hearing until March 23 for Design
Review. However, you can go ahead and file your Commercial Addition /Tenant
Improvement permits. A couple of things to remember are that you must
finalize your plan for the number of parking spaces and floor area, because
any change to either affects the Administrative Parking Variance. The
Administrative Parking Variance must be approved by the Director prior to
the Design Review hearing, so this must be settled. The Commercial
Addition/ TI permits may be reviewed by other departments (Public Works,
Fire, etc) but will not be able to completed by Planning until after the
Design Review hearing. However, at least other departments will be
reviewing while the Design Review process is resolved. If there are any
differences between the Design Review packet and the TI /Commercial
Addition, which would primarily be the site plan, facade and landscape
plan, it could hang you up as well.
To ensure your place on the March 23 Board of Architectural Review hearing,
I will need to have the plans by Feb 21. This will allow the
Administrative Parking decision to be completed, the plans to be routed to
different departments for the Design Review issues and enough time to do
the staff report and public notice. Of course, the earlier the better!
