Description of Project The Boeing Company proposes to demolish three (3) outbuildings (buildings 2 -50, 2 -71, and 2- 72) and one manufacturing building, located at 8123 East Marginal Way South. Demolition will occur to the concrete slab. No earthwork or penetration of the slab will occur. The property is an aircraft manufacturing facility with supporting offices. The proposed demolition is within the RCRA Consent Order area. After demolition, the site will be used for container staging and storage. Building 2 -50 is a 1200 square foot steel framed structure with a pitched metal roof and siding. Building 2 -66 is a 56, 775 square foot steel framed building. Building 2 -71 is a 300 square foot lean -to type building open on all sides. It is used for sand and gravel storage. Building 2 -72 is a 1400 square foot building three -sided storage shed with sliding metal doors. It is a wood framed structure. Parking will not be created or eliminated by this project. No additional traffic /trips will be generated. Future additions or expansions of the project are not anticipated at this time. II. Policies of the Shoreline Master Program The site is within the jurisdiction of the City of Tukwila Shoreline Master Program (SMP). The proposal meets all general requirements of the SMP. The present use of the property is aircraft manufacturing. The 2 -50, 2 -71, and 2 -72 buildings are located within the shoreline River Environment. 14,000 square feet of the 2 -66 building is located in the High Impact Environment. The remaining area of the 2 -66 building is located outside the shoreline environment. There are two (2) stormwater permits for this area. There are three outfalls in the project area. The southernmost drain has a gate valve that can be shut in case of spills. There are spill control oil -water separators in every catch basin in the area. There are also stainless shell catch basin inserts that act to collect solids and capture small amounts of oil. No in or over water work will occur. III. Consistency with Comprehensive Plan Policies The site is within the jurisdiction of the City of Tukwila Shoreline Master Program. The intent of this project, to clear area on the property for container staging and storage, is consistent with the goals and policies of the City of Tukwila Comprehensive for the Manufacturing Industrial Center — Heavy (MIC /H) area and land use district. After demolition, the site will be used for container staging and storage. Goal 5.10, Policy 5.10.1, Objective 3 pertain to this development. They are as follows: Preserve or develop shorelines, adjacent uplands, and adjacent water areas in a manner that assures a balance of shoreline uses with minimal adverse effect on the quality of life, water, and environment. The proposed demolition will not impact the riverbank and shoreline area in a way that could harmful to the quality, flow, or stability of the riverbank and shoreline area. The project will be conducted in a manner that minimizes opportunities for pollutants to enter the river environment, provides erosion control, and protects water quality. Best management practices, according to the City of Tukwila Surface Water Management Plan, will be implemented to avoid negative impacts on the shoreline and other shoreline uses. The Boeing Company intends to implement the following practices: (1) placing filter fabric in the catch basins; (2) site sweeping; (3) covering containers with chemicals; and (4) cleaning the slab where there is visible contamination from historical industrial activities. No trees or vegetation will be removed, and the demolition will not impact any public access to the water's edge or other opportunities for shoreline multiple uses. IV. Comments If new facilities are constructed on the Boeing property following the demolition of the buildings included in this proposal, they must not foreclose the potential use of shoreline owned by the Port of Seattle for restoration activities. This consists of approximately .5 acres of upland and shoreline adjoining the west margin of the proposed project. Development pertaining to this are would also include landscape areas. The BAR's decision is based on design guidelines contained in the Zoning Code (TMC 18.60.050) and the Tukwila Comprehensive Plan (see DESIGN REVIEW APPLICATION).
