NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Tukwila City Council will hold a public hearing
on Monday, November 20, 2000 beginning at 7 PM in the Council Chambers at Tukwila
City Hall, 6200 Southcenter Blvd., Tukwila, to consider the following:
Changes to the Tukwila Comprehensive Land Use Plan Amendment Comprehensive Plan Amendment and Zoning Code Amendment. Applications include:
1) Eliminate overlap with the City of Seattle's Potential Annexation Area
(L99- 0085).
2) Revise boundary with Seattle in vicinity of Boeing Field (L99- 0088).
3) Establish LDR (Low Density Residential) designation for undesignated area at
Interurban Ave. S. and E. Marginal Way (L99 -0092, L99- 0093).
4) Designate two adjacent LDR (Low Density Residential) lots as C /LI (Commercial
Light Industrial) at 4625 S. 134th Pl. (L99 -0094, L99- 0095).
5) Allow 3rd floor office use in NCC (Neighborhood Commercial Center) zone
along Tukwila International Boulevard (L -99 -0086, L99- 0087).
6). Allow office use throughout MIC /L (Manufacturing /Industrial Center- Light)
zone (generally between S. 112th and S. 126th between E. Marginal Way and
Tukwila International Boulevard) independent of industrial use (L2000 -036,
L2000 -037).
7) Revise Transportation Background Report to include changes to Growth
Management Act (L2000 -038).
All interested persons are invited to be present to voice approval, disapproval, or
opinions on this issue. For those unable to attend in person, you may submit written
testimony to the City Clerk's office until 5 PM on November 20, 2000. Please contact

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON, AFFIRMING AGREEMENT IN PRINCIPLE
TO REVISE THE COMPREHENSIVE PLAN MAP TO ELIMINATE AN
OVERLAPPING POTENTIAL ANNEXATION AREA WITH SEATTLE,
AND TO REVISE CERTAIN BOUNDARIES ONCE AN INTERLOCAL
AGREEMENT IS SIGNED WITH SEATTLE AND KING COUNTY.
WHEREAS, King County and the cities of Tukwila and Seattle have successfully completed
the mediation process entered into under the Memorandum of Understanding signed in June
1997, to resolve a disputed potential .annexation area, boundary adjustments and the future
Improvements to the 14th /16th Avenue South Bridge; and
WHEREAS, all three jurisdictions have contributed significant time and effort to the
negotiations; and
WHEREAS, the results reflect a spirit of cooperation, mutual accommodation and joint
contributions to the successful resolution of some of our region's most challenging problems; and
'WHEREAS, Tukwila's 1995 Comprehensive Plan recognizes the intent to revise certain
boundaries and to avoid overlap in potential annexation areas; and
WHEREAS, these revisions would represent a significant step toward full implementation of
the Growth Management Act by creating a more workable set of boundaries, Financing needed
infrastructure improvements, and by providing more efficient government for the residents of the
region;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
A. The City of Tukwila agrees in principle to revise its Comprehensive Plan map to
eliminate an overlapping potential annexation area with Seattle and to straighten boundaries as laid
out in the draft Interlocal Agreement with Seattle and King County.
B. The City of Tukwila shall, however, defer adopting Comprehensive Plan revisions (L99-
0085 and L99 -0088) until the Interlocal Agreement with Seattle and King County is finalized and
signed.

Planning Commission Recommendation: Deny Request
Matt Peters, 13552 McAdam Road South, Tukwila, noted the reason(s) behind the Planning
Commission's decision to deny the request are unclear.
Lawrence Campbell, Architect, o /b /o Holaday Parks Property, spoke in favor of establishing
C /LI and zoning designation for two adjacent parcels currently designated as LDR.
June Naelon, o /blo Holaday Parks Property, noted an approximate time of one year until

nearly $1.1 million dollars in funding for this project. In addition, FASTCAST has committed
another $4.5 million dollars. Both amounts will greatly decrease the shortfall experienced by
Tukwila.

Discussion of the proposed 2001 budget and proposed 2001 -2006 CIP took place between Council
and key staff including City Clerk Jane Cantu, Parks & Recreation Director Bruce Fletcher and
Police Chief Keith Haines.
Areas covered included Administrative Services Department, Parks and Recreation, Police
Department, Parks Land Acquisition, Finance Department. Proposed changes were suggested to the
document as Council reviewed each page.
NEW BUSINESS:
Purchase of Property Associated with Tukwila Village Project
City Administrator John McFarland introduced and explained the proposed purchase and sale
agreement between the City and McConkey Development Company, Inc. The sale includes the
Newporter, Graves House and Fantasy Site. In a cover memo from Mr. McConkey, notice was made

the Newporter was vacated on October 31 with all tenants being successfully relocated. Asbestos
abatement began on November 1. Demolition is scheduled immediately after permits are issued.

agreements between the City of Tukwila and McConkey Development Company, Inc., in the
amount of $2,250,000.00, for the purchase of the Newporter, Graves House and Fantasy Site.

Project Description
Tukwila's growth through petitioned annexations has created some confusing and illogical
boundaries. The City of Tukwila proposes to revise and simplify its boundaries with Seattle
in the vicinity of King County Airport (Boeing Field) in order to ensure that properties lie
only in one jurisdiction. This will clarify service provision.

The Tukwila City Council held a public meeting on this proposal on April 3, 2000 and o F-
at its July 24, 2000 meeting referred it on to the Planning Commission for further study = w
and a recommendation. c�.

In addition to correcting boundaries which bisect several industrial and residential v ci);
properties, the boundary adjustment will address the fact that the 14th /16th Avenue i=
o
South Bridge is partly in Tukwila and partly in King County. Both jurisdictions share z
responsibility for the operation and maintenance of the bridge. Negotiations regarding
the bridge are ongoing, and are taking longer than anticipated. Once boundary changes
are implemented, the entire bridge will be in Seattle. As part of this agreement,
Tukwila will relinquish responsibility for future bridge repair and eventual
replacement by paying King County.
Boundary adjustments are included in a proposed Interlocal Agreement with the City
of Seattle and King County which also contains revisions to Tukwila's Potential
Annexation Area.. The need for boundary adjustments is acknowledged in the
Comprehensive Plan and will result in changed boundaries for Tukwila.
REVIEW CRITERIA
Planning Commission review is required for Comprehensive Plan and Zoning Code
amendments. The Planning Commission may recommend approval, recommend
approval with conditions or recommend denial of the amendment based on a clear
compliance with the criteria which follow. The Planning Commission's recommendation
will be forwarded to the City Council for final decision.
1. Describe how the issue is addressed in the Comprehensive Plan. If the issue
is not adequately addressed, is there a need for it?
The proposed boundary line adjustment implements the current Comprehensive Plan z
policies relating to annexation. Found in Chapter 6, these policies remain in effect. ; 1 z'

The proposed amendment corrects the Comprehensive Plan Annexation and Boundary
Adjustment Area map (Attachment B) to clean up unnecessarily complicated corporate
boundaries with Seattle and King County. These changes are called for by the draft
Interlocal Agreement worked out among the City of Tukwila, the City of Seattle and King
County.
2. Impacts
At present, certain properties are divided by jurisdictional boundaries. Boundary
adjustments will ensure that individual parcels lie in only one jurisdiction. Some right -of-
way will become part of Tukwila, along with several single - family lots. (Attachment C)
The impacts of the boundary adjustments are modest, occurring primarily in the
Boeing Field area or through the center of the 515` Avenue South right -of -way
between S. Ryan and S. 113th Street. The Boeing Company and King County are
the only affected property owners in the vicinity of the King County Airport
(Boeing Field). The Tukwila border also currently splits three single - family lots
along 51st Avenue South between S. 114th and S. 118th. The boundary will be
adjusted to run along, rather than through, the lot lines. To the south, Tukwila
will gain a triangle of Interstate 5 right -of -way, which lies north of S. 122 "d Street.
The boundary line adjustment enhances inter jurisdictional cooperation and has
little impact on residents. Since it will be necessary for Tukwila to annex formally
the lands it receives from Seattle and King County, and de -annex the land that it
cedes to these jurisdictions, the actual annexation process is likely to be the key
issue involved in the boundary adjustment. Tukwila, Seattle and King County
will need to coordinate their applications to the Boundary Review Board in order
to implement this change

3. Is the proposed change the best means for meeting the identified public
need? What other options are there for meeting the identified public need?
Staff believes that a boundary change which is being negotiated among Tukwila, Seattle,
and King County is the best means to meet the public need for clear and Logical
boundaries for Tukwila. The only realistic alternative would be taking no action (i.e.
retain the existing boundaries).
4. Will the proposed change result in a net benefit to the community? If not,
what type of benefit can be expected and why?
The community will benefit from simpler boundaries which will make it easier to provide
police and fire service. Tax payment will be simplified when parcels which are now in
two jurisdictions become part of a single jurisdiction. After boundary changes are
implemented, the 14`h /16`h Avenue South Bridge will lie completely in Seattle. Through
payment to King County, Tukwila will give up financial and legal responsibility for
bridge improvements and eventual replacement of the 14`h /16`h Avenue South Bridge.

The Planning Commission, pursuant to Tukwila Municipal Code (TMC) Chapter
2.36.030 hereby makes the following conclusions.
Policy options include:
• No action;
• Revising boundaries as indicated.
RECOMMENDATION
Staff recommends approving the Comprehensive Plan amendment to amend boundaries
with Seattle and King County, with no final action taken until the details have been
worked out regarding the final disposition of the 14`11-16th Avenue bridge and the exact
location of the boundaries.

CUMULATIVE IMPACTS:
There is no clear pattern established for the impacts of the proposed amendments. They
range from designating Low Density Residential zoning for an area which is currently
without zoning to including Highways of State -wide Significance into the Transportation
Element as required by the State of Washington. Two amendments affect the current and
future boundaries of the city. Two amendments would allow additional office uses in the
MIC/L and NCC zone along Tukwila International Boulevard. A final amendment
proposes to designate as Commercial/Light Industrial two lots which are currently Low
Density Residential. (Exhibit 1 shows the general location of the proposed amendments.)
Revising selected current and potential boundaries with Seattle and King County reflects
positive action toward cooperative relations among jurisdictions for mutual benefit.
Increased office uses could result in added traffic, especially during the peak commute
hours. Additional office in the Manufacturing/Industrial Center district could reduce the
amount of land which is appropriate for light industrial development, while drawing
office away from redevelopment areas (Tukwila International Boulevard, Tukwila Urban
Center). Designating additional land for commercial/light industrial development would
reduce the area available for residences.

H. Detailed description of proposal:
Tukwila's growth through petitioned annexations has created certain boundary
anomalies. The City Of Tukwila proposes to revise and simplify its boundaries with
Seattle and King in the vicinity of King County Airport (Boeing Field) in order to
ensure that properties lie only in one jurisdiction and to clarify service provision. This
will result in Tukwila giving up approximately 100 acres to Seattle and King County,
as well as gaining approximately 10 acres of property, including some right -of -way.
Boundary adjustments are called for in the Comprehensive Plan and will result in
changed municipal boundaries.
Boundary adjustments were agreed to as part of the proposed Interlocal Agreement
with the City of Seattle and King County which also includes revisions to the Potential
Annexation Area. (See L99 -0088)
I. General description of surrounding land uses:
Industrial park; office and manufacturing buildings; airport; right -of -way; single - family
residences.
II. IMPACTS OF PROPOSED CI -IANGE
A. Adverse impacts of proposed change on surrounding properties:
No adverse impacts anticipated. At present, some property is divided by jurisdictional
boundaries. Boundary adjustments will ensure that individual parcels lie in only one
jurisdiction. Some right -of -way will become part of Tukwila, along with several single -
family lots.
B. Non - conforming uses created:
None.
C. Impacts of proposed change on Comprehensive Plan policies, zoning regulations
and City functional plans:
This proposed map change implements existing annexation policies (Chapter 6, Tukwila
Comprehensive Plan). See discussion III.A 3 below. The zoning code remains
unchanged. Functional plans remain unchanged. Once the map change becomes
effective, staff will need to implement a coordinated annexation and de- annexation
process with Seattle and King County. This will result in modest zoning map changes to
designate zoning for parcels coming into Tukwila.

A. COMPREHENSIVE PLAN AMENDMENT (TMC 18.80.010)
In addition to the requirements for complete application, the applicant needs to provide the
following:
1. A detailed statement of what is proposed and why;
Tukwila's growth through petitioned annexation has created several boundary
anomalies with Seattle and King County. This includes the border configuration
between Tukwila and Seattle in the King County Airport area, in which the boundary
crosses Interstate 5 more than once and splits several properties. This creates a number
of jurisdictional issues, including police response.
The City of Tukwila proposes to revise its boundaries to increase consistency and
simplify current and future provision of municipal services. This topic has been
addressed in an Interlocal Agreement among King County, City of Tukwila and City of
Seattle staff.
2.A statement of the anticipated impacts of the change, including the
geographic area affected and the issues presented by the proposed
change;

The impacts of the boundary adjustments are modest, occurring primarily in the
Boeing Field area or through the center of the 51st Avenue South right -of -way
between S. Ryan and S. 113`1' Street. Most of the land is not populated. No more
than six single - family lots will be impacted; the remainder of the property is
either right -of -way, Boeing or King County Airport property.
The Boeing Company and King County are the only affected property owners in
King County Airport (Boeing Field) area. The Tukwila border also currently
intersects three single - family lots along 51S` Avenue South between S. 114th and
S. 118th. The boundary will be adjusted to run along, rather than through, the lot
lines. To the south, Tukwila will gain a triangle of Interstate 5 right -of -way north
of S. 122nd Street.
The boundary line adjustment enhances inter jurisdictional cooperation and has
little impact on residents. Since it will be necessary for Tukwila to annex formally
the lands it receives from Seattle and King County, and de -annex the land that it
cedes to these jurisdictions, the actual annexation process is likely to be the key
issue involved in the boundary adjustment. Tukwila, Seattle and King County
will need to coordinate their applications to the Boundary Review Board in order
to implement this change
3.An explanation of why the current comprehensive plan or
development regulations are deficient or should not continue in
effect;
The proposed boundary line adjustment implements the current Comprehensive Plan
policies relating to annexation. Found in Chapter 6, these policies remain in effect.
The proposed amendment corrects the Annexation and Boundary Adjustment Area map
to clean up border anomalies. At present, Tukwila's Potential Annexation Area overlaps
with Seattle and the City's corporate boundaries with King County are unnecessarily
complicated.
This map change implements Comprehensive Plan Goal 6.1 -- "A logical and serviceable
municipal boundary."
The map change further implements Policy 6.1.7 which says " Establish
appropriate interlocal agreements that provide solutions to regional concerns,
including but not limited to water, wastewater, storm and surface water drainage,
transportation, parks and open space, development review and public safety."
It is called for by the draft Interlocal Agreement worked out among the City of
Tukwila, the City of Seattle and King County.

4. A statement of how the proposed amendment complies with and
promotes the goals and specific requirements of the Growth
Management Act;
The Growth Management Act (RCW 36.70A.110 calls for designating Urban
Growth Areas which have city -level services generally provided by cities, rather
than counties. This requirement lays the groundwork for the Potential
Annexation Area which is more fully discussed in several Countywide Planning
Policies (see below).
5. A statement of how the proposed amendment complies with
applicable Countywide Planning Policies;
The proposed amendment complies with Countywide Planning Policies as follows:
RF-4: Each city with a potential annexation area shall enter into an interlocal
agreement with the County for defining service delivery
responsibilities. A financing plan for investments in the annexation
areas shall be included in the interlocal agreement for capital facilities
and service delivery. Level -of- service standards and financial capacity
should be considered for each area, together with density issues and
phasing of developments.
LU29: All jurisdictions shall develop growth phasing plans consistent with
applicable capital facilities plans to maintain an urban area served
with adequate public facilities and services to maintain an urban area
to meet at least the six year intermediate household and employment
target ranges consistent with LU -67 and LU -68. These growth
phasing plans shall be based on locally adopted definitions, service
levels, and financing commitments, consistent with State GMA
requirements. The phasing plans for cities shall not extend beyond
their Potential Annexation Areas. Interlocal agreements shall be
developed that speck the applicable minimum zoning, development
standards, impact mitigation and future annexation for Potential
Annexation Areas.
LU -31: In collaboration with adjacent counties and cities and King County and in
consultation with residential groups in affected areas, each city shall
designate a Potential Annexation Area. Each potential annexation
area shall be specific to each city. Potential annexation areas shall
not overlap. Within the potential annexation area, the city shall adopt
criteria for annexation, including conformance with Countywide
Planning Policies, and a schedule for providing urban services and

facilities within the Potential Annexation Area. This process shall
ensure that unincorporated urban islands of King County are not

Structural fill is defined as compacted fill placed under buildings, roadways, slabs, pavements,
or other Toad- bearing areas. Structural fill under floor slabs and footings should be placed in
horizontal lifts not exceeding twelve (12) inches in loose thickness and compacted to a
minimum of 90 percent of its laboratory maximum dry density determined in accordance with
ASTM Test Designation D- 1557 -78 (Modified Proctor). The fill materials should be placed at
or near the optimum moisture content. Fill under pavements and walks should also be placed
in horizontal lifts and should be compacted to 90 percent of maximum density except for the
top twelve (12) inches which should be compacted to 95 percent of maximum density.
During dry weather, most soils which are compactible and non - organic can be used as
structural fill. Fill for use during wet weather should consist of a fairly well graded granular
material having a maximum size of three inches and no more than five percent fines passing
the No. 200 sieve based on the minus 3 /4-inch fraction.
Surcharge Program
Based on the planned finish floor elevation of 28.5, and the proposed location of the building,
a partial surcharge program should be used to reduce the potential for differential settlement.
The areas recommended to be surcharged are shown on Plate 1. The surcharge should be
placed to an elevation of 33 feet, and the top of the surcharge should extend a minimum of
three feet beyond the building walls. The side slopes of the fill should be sloped at a gradient
of 1 H:1 V or flatter. We estimate that settlements induced by the surcharge program will be
on the order of one to three inches.
Surcharge fill does not have to meet any specific requirements except that the material should
have an in -place unit weight of one hundred twenty (120) pounds per cubic foot (pcf).
However, if the surcharge fill material is to be used for structural fill in other areas after
completion of the surcharge program, it should meet the requirements for structural fill
discussed previously.
Because the purpose of the surcharge fill is to induce settlement, it is necessary to monitor
both the magnitude and rate of such settlement. To accomplish this, settlement markers
should be installed within the areas to be surcharged. The settlement markers should be
placed on the existing site subgrade before any fill is placed. A typical settlement marker is
depicted on Plate 2, Typical Settlement Marker Detail. Once installed, and while fill is being
placed, the settlements caused by the filling operation should be recorded daily.

For the first two weeks after the surcharge fill is in place, readings should be acquired at two
to three day intervals. Subsequently, readings may be obtained on a weekly basis, until either
settlements cease, or the anticipated remaining settlements are judged to be within tolerable
limits.
We should be retained to install the settlement markers and acquire the.settlement readings.
Should the readings be made by another organization, the measurements must be provided
to us in a timely manner to allow for interpretation of the data. This will help avoid any
misinterpretation or misunderstanding regarding the success of the surcharge program.
Fill for landscaping purposes should not be placed near the building since additional fill could
induce further settlements after the building is constructed. If such fill is planned, the
surcharge should be extended to three feet beyond the planned landscape fill, or a lightweight
fill should be used.
Foundations
Based on the results of our study, it is our opinion the proposed building can be supported on
conventional spread and continuous footing foundations bearing on structural fill. Exterior
foundation elements should be placed at a minimum depth of eighteen (18) inches below final
exterior grade. Interior spread foundations can be placed at a minimum depth of twelve (12)
inches below the top of slab, except in unheated areas, where interior foundation elements
should be founded at a minimum depth of eighteen (18) inches.
With foundation support obtained as described, for design, an allowable bearing capacity of
two thousand, five hundred (2,500) pounds per square foot (psf) can be used. Continuous
and individual spread footings should have minimum widths of eighteen (18) and twenty -four
(24) inches, respectively. Loading of this magnitude would be provided with theoretical
factor -of- safety in excess of three against actual shear failure. For short -term dynamic loading
conditions, a one -third increase in the above allowable bearing capacities can be used.
With structural loading as expected, total settlement in the range of one inch is anticipated
with differential movement of about one -half inch. Most of the anticipated settlements should
occur during construction as the dead loads are applied.

Horizontal loads can be resisted by friction between the base of the foundation and the
supporting soil and by passive soil pressure acting on the face of the buried portion of the
foundation. For the latter, the foundation must be poured "neat" against the competent
native soils or backfilled with structural fill. For frictional capacity, a coefficient of 0.40 can
be used. For passive earth pressure, the available resistance can be computed using an
equivalent fluid pressure of three hundred fifty (350) pcf. These lateral resistance values are
allowable values, a factor -of- safety of 1.5 has been included. As movement of the foundation
element is required to mobilize full passive resistance, the passive resistance should be
neglected if such movement is not acceptable.
Footing excavations should be observed by a representative of ECI, prior to placing forms or
rebar, to verify that conditions are as anticipated in this report.
Retaining Walls
Retaining walls and foundation walls that will act as retaining walls should be designed to
resist lateral earth pressures imposed by the retained soils. Walls that are designed to yield
can be designed to resist the lateral earth pressure imposed by an equivalent fluid with a unit
weight of thirty -five (35) pounds per cubic foot (pcf). The equivalent fluid weight should be
increased to fifty (50) pcf for walls that are restrained at the top from free movement.
These values are based on horizontal backfill, and that surcharges due to hydrostatic
pressures, traffic, slopes, structural loads or other surcharge Toads will not act on walls. If
such surcharges are to apply, they should be added to the above design lateral pressures. The
lateral resistance design values (friction and passive pressure) given in the previous foundation
section are applicable for.retaining walls.
Retaining walls should be backfilled with a free - draining material conforming to the WSDOT
specification for gravel backfill for walls (WSDOT 9- 03.12(2)). The free - draining material
should extend a minimum of eighteen inches behind the wall. The remainder of the backfill
should consist of structural fill. A perforated drain pipe should be placed at the base of the
wall. Drain pipes located in the free- draining backfill soil should be perforated with holes less
than 1/2-inch in diameter. The drain pipe should be surrounded by a minimum of one cubic
foot per lineal foot with 3/4 -inch rock or should be wrapped with a filter fabric.

Slab -on -grade floors should be supported on a minimum of one foot of structural fill.
Disturbed subgrade soil must either be recompacted or replaced with structural fill. Slab -on-
grade floors should be designed by the structural engineer based on the anticipated loading
and the subgrade support characteristics. A modulus of vertical subgrade reaction of two
hundred (200) pounds per cubic inch (pci) may be used for design.
Concrete slabs resting on soil ultimately cause the moisture content of the underlying soils to
rise. This results from continued capillary rise and the ending of normal evapotranspiration.
As concrete is permeable, moisture will eventually penetrate the slab resulting in a condition
commonly known as a "wet slab" and poor adhesion of floor coverings.
To minimize the potential for a wet slab, suitable moisture protection measure should be used.
Various alternatives exist, including concrete toppings or additives and synthetic moisture -
resistant membranes. Information on the product usage, installation and warranty should be
obtained from the manufacturer if these products are used. The effectiveness of such
measures can be improved by installing a capillary break under the membrane or damp - proofed
slab.
A capillary break, if used, should consist of a minimum of four inches of free - draining sand
or gravel. If a moisture - resistant membrane is used, two inches of damp sand should be
placed over the membrane for protection during construction and to aid in curing of the
concrete.
Seismic Design Considerations
The Puget Lowland is classified as a Seismic Zone 3 by the Uniform Building Code (UBC). The
largest earthquakes in the Puget Lowland are widespread and have been subcrustal events,
ranging in depth from thirty (30) to fifty -five (55) miles. Such deep events have exhibited no
surface faulting.
Structures are subject to damage from earthquakes due to direct or indirect action. Direct
action is represented by shaking. Indirect action is represented by movement of the soil
supporting foundations and is typified by ground failure (rupture), liquefaction, or slope failure.

Liquefaction is a phenomenon in which soils lose all shear strength for short periods of time
during an earthquake. The effects of liquefaction may be large total and /or differential
settlement for structures with foundations founded in the liquefying soils. Groundshaking of
sufficient duration results in the loss of grain -to -grain contact and rapid increase in pore water
pressure, causing the soil to behave as a fluid for short periods of time. To have a potential
for liquefaction, a soil must be cohesionless with a grain size distribution of a specified range
(generally sands and silt); it must be loose to medium dense; it must be below the
groundwater table; and it must be subject to sufficient magnitude and duration of
groundshaking.
Based on the available subsurface information, it is our opinion that portions of the soil
underlying the site have a moderate potential for liquefaction. However, provided the
recommendations contained in this report are followed, it is our opinion that the effect of
liquefaction on the proposed structure is anticipated to be minimal if the recommendations
contained in this report are followed. We estimate liquefaction induced settlement would be
in the range of the estimated post construction settlements discussed earlier (1.5 inches).
The UBC Earthquake regulations contain a static force procedure and a dynamic force
procedure for design base shear calculations. Based on the encountered soil conditions, in
our opinion a site coefficient of S2 = 1.5 should be used for the static force procedure as
outlined in Section 1634 of the 1994 UBC. For the dynamic force procedure outlined in
section 1629 of the 1994 UBC, the curve for Soft to Medium Clays and Sands (soil type 3)
should be used for Figure 3, Normalized Response Spectra Shapes.
Excavations and Slopes
The following information is provided solely as a service to our client. Under no
circumstances should this infdrmation be interpreted to mean that ECI is assuming
responsibility for construction site safety or the contractor's activities; such responsibility is
not being implied and should not be inferred.
In no case should excavation slopes be greater than the limits specified in local, state and
Federal safety regulations. Based on the information obtained from our field exploration and
laboratory testing, in our opinion, the on -site soil would be classified as Type C in accordance
with OSHA regulations. Temporary cuts greater than four feet in height in Type C soils should
be sloped at an inclination of 1.5H:1 V.

In accordance with your request, we have prepared this geotechnical engineering study update
in accordance with our proposal dated November 15, 1996. The purpose of our work was
to review the current site conditions and the information in the referenced geotechnical
engineering study, and to provide geotechnical recommendations for the currently proposed
development.
It is our understanding that a two -story office building is planned for the site. The current
finish floor elevation is planned.for elevation 28.5. A stockpile of fill soil from the previous
Fort Dent office building development is currently located over the majority of the footprint
for the proposed building. We understand the stockpile was placed in late 1990 and early
1991. The current topographic survey indicates- the stockpile is four to six feet in height.
Based on our experience with similar projects, we would anticipate the following structural

If slopes of this inclination, or flatter, cannot be constructed, temporary shoring may be
necessary. Shoring will help protect against slope or excavation collapse, and will provide
protection to workers in the excavation. If temporary shoring is required, we will be available
to provide shoring design criteria.
Permanent cut and fill slopes should be inclined no steeper than 2H:1 V. Cut slopes should
be observed by ECI during excavation to verify that conditions are as anticipated.
Supplementary recommendations can then be developed, if needed, to improve stability,
including flattening of slopes or installation of surface or subsurface drains. In any case,
water should not be allowed to flow uncontrolled over the top of any slopes. All permanently -
exposed slopes should be seeded with an appropriate species of vegetation to reduce erosion
and improve stability of the surficial layer of soil. '
Site Drainage
If seepage is encountered in foundation or grade beam excavations during construction, the
bottom of the excavation should be sloped to one or more shallow sump pits. The collected
water can then be pumped from these pits to a positive and permanent discharge, such as a
nearby storm drain. Depending on the magnitude of such seepage, it may also be necessary
to interconnect the sump pits by a system of connector trenches.
During construction, the site must be graded such that surface water is directed off the site.
Water must not be allowed to stand in any area where buildings, slabs or pavements are to
be constructed. Loose surfaces should be sealed at night by compacting the surface to
reduce the potential for moisture infiltration into the soils. Final site grades must allow for
drainage away from.the building foundations. The ground should be sloped at a gradient of
three percent for a distance of at least ten feet away from the buildings, except in paved
areas, which can be sloped at a gradient of two percent.
In our opinion, foundation drains should be installed around the perimeter of the building. The
drains should be installed at or just below the bottom of the footing, with a gradient sufficient
to initiate flow. A typical detail is 'provided on Plate 3.
Under no circumstances should roof downspout drain lines be connected to any foundation
drain system. All roof downspouts must be separately tightlined to discharge. Cleanouts
should be installed at strategic locations to allow for periodic maintenance of the foundation
drain and downspout tightline systems.

Based on the information contained in the referenced study, in general, the site is underlain
by loose to medium dense silt and silty sand (Unified Soil Classification ML, SM and ML). The
soil within the stockpile likely consists of similar soil. It is our understanding that the soil in
the stockpile was not compacted when it was placed.
Discussion and Recommendations
General
In our opinion, the proposed building can be constructed generally as planned provided the
recommendations contained in this report are incorporated into the final design. Building
support can be provided using conventional spread and continuous footing foundation systems
bearing on a minimum of two feet of structural fill. The areas of the proposed building that
are located outside the limit of the stockpile will require surcharging to reduce the potential
for differential settlement. In addition, the soil in the stockpile must be compacted to the
requirements of structural fill, which will be difficult or impossible during wet weather
conditions, unless the soil is treated with cement or cement kiln dust.
This report has been prepared for specific application to this project only and in a manner
consistent with that level of care and skill ordinarily exercised by other members of the
profession currently practicing under similar conditions in this area for the exclusive use of
John C. Radovich Development Company and their representatives. No warranty, expressed
or implied, is made. This report, in its entirety, should be included in the project contract
documents for the information of the contractor.

Site Preparation and General Earthwork
The building and pavement areas should be stripped and cleared of surface vegetation, organic
material and other deleterious material. The ground surface where structural fill, foundations,
or slabs are to be placed should be observed by a representative of ECI. Proofrolling may be
necessary in order to identify soft or unstable areas. Proofrolling should be performed under
the observation of a representative of ECI. Soil in loose or soft areas, if recompacted and still
yielding, should be overexcavated and replaced with structural fill to a depth that will provide
a stable base beneath the general structural fill. The optional use of a geotextile fabric placed
directly on the overexcavated surface may help to bridge unstable areas.

The adequacy of site pavements is related in part to the condition of the underlying subgrade.
To provide a properly prepared subgrade for pavements, the subgrade should be treated and
prepared as described in the Site Preparation and General Earthwork section of this report.
This means at least the top twelve (12) inches of the subgrade should be compacted to 95
percent of the maximum dry density (per ASTM D- 1557 -78). It is possible that some localized
areas of soft, wet or unstable subgrade may still exist after this process. Therefore, a greater
thickness of structural fill or crushed rock may be needed to stabilize these localized areas.
The following pavement section for lightly - loaded areas can be used:
• Two inches of asphalt concrete (AC) over four inches of crushed rock base (CRB)
material, or
• Two inches of AC over three inches of asphalt treated base (ATB) material.
We will be pleased to assist in developing appropriate pavement sections for heavy traffic
zones, if needed.
Pavement materials should conform to WSDOT specifications. A Class B asphalt mix should
be used.
Utility Support and Backfill
Based on the available subsurface information, the soils expected to be exposed by shallow
utility excavations should provide adequate support for utilities. Deeper utility installations
may require stabilization of the trench bottom.
Utility trench backfill is a primary concern in reducing the potential for settlement along utility
alignments, particularly in pavement areas. It is important that each section of utility line be
adequately supported in the bedding material. The material should be hand tamped to ensure
support is provided around the pipe haunches. Fill should be carefully placed and hand
tamped to about twelve inches above the crown of the pipe before any heavy compaction
equipment is brought into use. The remainder of the trench backfill should be placed in lifts
having a loose thickness of less than twelve inches. A typical trench backfill section and
compaction requirements for load supporting and non -load supporting areas is presented on
Plate 4.
