Taco Time at 6820 South 180th St.
Bruce Bryant (agent for Taco Time) submitted an application for a Special Permission Sign ($200) as well
as the associated freestanding wall sign application ($50). These applications pertained to a menu board
for the proposed Taco Time restaurant on South 180th.
DCD has reviewed this file and issued a new code interpretation. As the result of the new interpretation,
we will not require a Special Permission Sign permit or Freestanding Sign permit for menu boards as they
are now considered internal information signs. Per TMC 19.22, internal information signs do not require
permits.
For this reason, we will refund the above- referenced $250 to Taco Time. I have attached a copy of the
receipts for your reference. Please make a check payable to BRUCE BRYANT in this amount at your
earliest convenience and return to my attention in Planning. If you should have any questions regarding
this request, please contact me at extension 1663.

FINDINGS
Vicinity /Site Information
The applicant requests approval of a Special Permission sign allowing the placement of a 5' x 8'
menu board at the drive - through lane of the restaurant. This menu board is single faced and is
oriented to the drivers stacked in the drive - through lane.
Decision Criteria
The property is located in the Tukwila Urban Center (TUC) District. Under TMC
18.28.020(42)(a), drive - through restaurants are a permitted use in this zone. Restaurants with a
drive - through component, by their nature, require the presence of menu boards. These boards are
single faced and are oriented only to the cars stacked in the drive - through lane. TMC 19.08.120
defines "Internal Information Sign" as a sign which "gives directional information or identifies
specific use areas and which is necessary to maintain the orderly internal use of the premises .. "

Menu boards give drivers the opportunity to review menu options prior to placing an order at the
drive- through window. This increases the efficiency and orderly traffic flow through the
premises.
Per TMC 19.22.040, freestanding internal information signs are restricted to 5 feet in height and
a sign face of 4 square feet. Additionally, TMC 19.22.020 prohibits the advertisement of goods
available. The function of a menu board requires a greater height limit as well as more surface
area than that allowed by Tukwila Municipal Code. For this reason, the applicant requests a
waiver of these two provisions and the granting of a Special Permission Sign Permit.
CONCLUSIONS
1. Drive- through restaurants are a permitted use in this location.
2. Menu boards are associated with and necessary for the operation of drive - through
windows.
Menu boards increase the efficiency and orderly traffic flow through the premises of a
drive- through restaurant.
The sign placement will not contribute to a cluttered, confusing or unsafe condition on
the site.
The proposed menu board should be considered to be an Internal Information Sign as this
most closely resembles its intended use.
The proposed menu board requires a waiver of the size limitations of TMC 19.22.040 as
well as the advertising restrictions of TMC 19.22.020.
DECISION
The request, as presented in the Attachment to this report, is hereby approved.
