At their March 26, 1998, the Planning Commission approved the applicant's request for a Personal Communications System (PCS) Base Station comprised of 9 antennae affixed to an existing 81 foot monopole, with an adjacent ground equipment area. FINDINGS Vicinity /Site Information Project Description The applicant is requesting Conditional Use Permit approval to install a Personal Communication Services (PCS) base station, comprised of a total of 9 antennae to be mounted at a height of 64 feet on an existing monopole. Ground equipment will be located adjacent to the monopole on a 112 square foot concrete pad. Ground cabinets will be used for processing signals, to transfer power from utilities to operate radio equipment and for increased capacity. Attachment A is the site plan, Attachment B is the architectural site plan and Attachment C is the enlarged site plan. Existing Development The site is currently occupied by the Burlington Northern Intermodal Yard. The antennae will be located on an existing monopole developed by Sprint Spectrum. Surrounding Land Uses The site is located in the MIC /H zone. BACKGROUND r Co I , -1-i r•L. The applicant is requesting . co- location of their antennae and operating equipment at a monopole previously approved for Sprint Spectrum, under Case Files L97 -0030 and L97 -0031. The Sprint Spectrum monopole required Conditional Use Permit and Design Review approval, as the monopole is located in the MIC and was new construction within 300 feet of a residential zone (TMC 18.38.070). As this application is applying new antennae to the previously approved monopole, this application only requires Conditional Use Permit approval. CONDITIONAL USE CRITERIA of a�rL�c�kCC 04,91-v eii,fro e The proposed project must conform with criteria detailed in TMC 18.64.050, (1 -5), concerning Conditional Use Permits: (1) The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use or in the district in which the subject property is located. The applicant has included elevations of the antennae on the monopole (Attachment D) and computer generated photographs (Attachment E) showing the proposed location of the antennae in relation to the monopole. The antennae will be located on an existing monopole which was reviewed under both Conditional Use Permit and Design Review criteria. The proposed antennae and related equipment are telecommunications equipment that fall within the safety parameters set by the American National Standards Institute (ANSI). (2) The proposed use shall meet or exceed the performance standards that are required in the district it will occupy. There is a 6 story height restriction overlay for this portion of the MIC /H zone, as indicated in TMC 18.50.030. The top of the proposed antennae array is 64 feet, below the height limit established by the 81 foot monopole. No other development standards in this zone apply to this application. (3) The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. As with similar uses, the PCS system will generate trips during the construction period and, following the completion of construction, up to 1 trip per month for maintenance, with no other impacts to pedestrian or transportation movements anticipated. A concrete pad will be constructed where operating equipment for the system will be located. The pad will be located adjacent to the operating equipment pad for the previously approved monopole. The facility is located in or4491 the Manufacturing /Industrial Center and affixed to an existing monopole. (4) The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan This project must comply with the following Comprehensive Plan policies and meet necessary Zoning Code regulations. 12.1.36. Encourage utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. Implementation strategies for this policy include the use of shared infrastructure and use of existing structures. The applicant is proposing antennae that will be located on a previously approved monopole. Applicants originally indicated their intention to locate on this monopole before the Planning Commission at their August 28, 1997 hearing. To minimize visual impacts associated with this project, the applicant will use a mounting system similar to that approved by the Planning Commission for Sprint Spectrum. The applicant is is locating on a previously approved wireless facility. Visual impacts are minimized by using.a similar mounting to the other wireless carrier. (5) All measures have been taken to minimize the possible adverse impacts... The antennae are using an existing structure. All operating equipment will be screened and secured. The relatively small size of this installation coupled with its co- location upon an existing facility will substantially mitigate its potential visual impact on neighboring properties. All construction activities will comply with OSHA; all constructed facilities will meet or exceed UBC guidelines and City of Tukwila building codes. All potentially dangerous (electric) equipment will be locked within a cabinet inside a fenced enclosure, and thus inaccessible to the public. Western Wireless will operate this facility, per the requirements of its license, within all applicable state and Federal safety standards. 2. The proposed use shall meet or exceed the performance standards that are required in the district it will occupy. The proposed use will meet or exceed all applicable performance standards. All construction activities will be completed by properly licensed local contractors, who are familiar with all applicable codes and standards. 3. The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site plan. Located within an industrially zoned parcel, Western's proposed co- location will be compatible with surrounding land uses in that: a) any vehicular traffic created will be minimal; b) it will not create any additional pedestrian traffic; and c) it will not impact architectural and structural elements already present at this site. Access to the site will be via an existing roadway: 51st Place S. Minimal, short-term traffic will be generated by Western's construction and installation activities. Once construction is complete, there will be one scheduled visit per month to the unstaffed facility for routine maintenance. The unstaffed site will not generate any pedestrian traffic. All antennas will be painted a non -glare color to match Sprint Spectrum's existing facility. Associated radio equipment will be located behind a fence on an existing concrete pad at the base of the monopole. 4. The proposed use shall be keeping with the goals and policies of the Comprehensive Land Use Policy Plan. The proposed use is intended to provide wireless communications services for the citizens, businesses and travelers within the City of Tukwila. Western proposes to accomplish this by collocating their antennae on an existing telecommunications facility. This proposal complies with the Comprehensive Plan's goal of encouraging utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible (Section 12.1.36).
