The ui w applicant is proposing the installation of 8 antennae, to be located on the U) u_. northeast sector of the building rooftop. An operating, equipment cabinet W 0 containing associated operating equipment will be installed in an underground 2 concrete vault in the northwest corner of the property. g a d Existing Development i" i. zI- The site is currently occupied by a single story multi- tenant retail complex. u w: Surrounding Land Uses v w 0 0 H' The surrounding properties are all zoned Tukwila Urban Center, or TUC. To the i v. north is the Interstate 405. To the east is the Eagle Hardware store. To the west 6 o is the Seafirst bank and Southcenter Mall. To the south is another strip mall z, housing a variety of retail uses. v • 0 z CONDITIONAL USE CRITERIA The proposed project must conform with criteria detailed in TMC 18.64.050, (1 -5), concerning Conditional Use Permits: (1) The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use or in the district in which the subject property is located. The applicant has included a site / roof plan; (Attachment B) and elevations of the building (Attachment C) showing the mounting and location of the proposed antennae and the proposed location of the operating equipment: The antennae will be mounted in the northeast sector of the roof. Attachment D are :n photosimulations that approximate the dimensions and location of the proposed "antennae. The antennae and related equipment are telecommunications equipment that fall within the safety parameters set by the American National Standards Institute (ANSI). 3 Staff Report to the Planning Commission Airtouch Cellular - 301 Tukwila Parkway L98 -0015 (2) The proposed use shall meet or exceed the performance standards that are required in the district it will occupy. The maximum allowed height in the TUC zone is 115 feet. The antennae and; y. supporting structure will be approximately 6 feet in height on top of a 16 foot 5 inch structure: The leading edge of the underground vault will be located approximately 15 feet from the corner where the north and west property lines mee6 No other development standards apply to this project. (3) The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. As with similar uses, the PCS system will generate trips during the construction period and, following the completion of construction, up to 1 trip per month for maintenance. No other impacts to pedestrian or transportation movements are anticipated. The proposed facility utilizes an existing building instead of g creating a separate structure to support the antennae. (4) The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan This project must comply with the following Comprehensive Plan policies and meet necessary Zoning Code regulations. 12.1.34. Actively coordinate project implementation with individual utilities based upon Tukwila's Comprehensive Plan and development regulations. 12.1.36. Encourage utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. Implementation strategies for this policy include the use of shared infrastructure and use of existing structures. The applicant is using the rooftop of an existing structure for the antennae. The operating equipment will be located in an underground vault. The antennae will be setback a minimum of ten feet from the edge of the roof. : The, applicant- originally intended to utilize the freestanding sign at this site for ,,the location of the antennae. The height limitations on the sign imposed by the sign code did not allow the sign to be altered in a manner that allowed the applicant the optimum coverage for this location. Instead, the applicant will use the roof of the building to mount antennae. 4 l„r Staff Report to the L98 -0015 Planning Commission Airtouch Cellular - 301 Tukwila Parkway 5) All measures have been taken to minimize the possible adverse impacts, which the proposed use may have on the area in which it is located. The height of the antennae are equivalent to the existing HVAC and other mechanical equipment located on the roof. The cable connecting the underground vault with the antennae are cabled along the roof and side of the building: and, when appropriate, channeled underground to the proposed vault. CONCLUSIONS (1) The proposed use will not be materially detrimental to the public welfare... Potentially hazardous operating equipment is inaccessible to the public. The associated technology is within federal safety guidelines. The antennae will be placed on an existing building instead of creating a new structure. (2) The proposed criteria shall meet or exceed the performance standards... Applicable development standards for the project have been met. (3) The proposed development shall be compatible generally with the surrounding... Traffic generated during development and operation is minimal. The operating equipment will be located out of public view. The antennae will be located on an existing building without a separate structure required. (4) The proposed use shall be in keeping with the goals and policies... The applicant is using an existing structure instead of creating a new one. The antennae are adequately setback from the roofline to mitigate visual impacts. The applicant has developed a solution that meets with the intent of the zoning code, despite restrictions placed through application of the sign code. .f (5) All measures have been taken to minimize the possible adverse impacts... The antennae are of similar height to other rooftop appurtenances. As proposed, the Western Wireless site will be located on the rooftop of the penthouse. Given the proposed location of Airtouch Cellular's site on the southeast portion of the rooftop, I would like to know if there will be any conflict with your coverage needs if the Western Wireless antennae were lowered onto the penthouse wall. We believe that if the Western Wireless antennae was lowered to the penthouse rooftop, it would help mitigate adverse visual impacts of their proposal. U D- P ' z CITY OF TUKWILA CONDITIONAL USE PERMIT APPLICATION REQUEST THE ANNEX 301 TUKWILA PARKWAY TUKWILA, WA 98188 INTRODUCTION The Walter Group Inc. is a local telecommunication consulting firm representing US WEST NewVector Group d.b.a. Airtouch Communications. As the cost of wireless communications declines, this source of communication becomes less of a luxury and more of a necessity. During natural disasters, emergency situations on the road, and daily use wireless communication devices serve as vital links to the world around us. The competition introduced by various wireless service providers will reduce the price of wireless communication and will bring the convenience and safety of wireless to more people. The goal of Airtouch and other providers is to create an affordable wireless network that may eventually compete with and entirely replace wireline telephone networks. PROJECT DESCRIPTION Airtouch Communications requests a Conditional Use Permit to build a wireless telecommunications facility on the roof of The Annex located at 301 Tukwila Parkway, Tukwila, WA 98188. The proposed use, which is defined as "Radios, television, microwave cellular or observation stations and towers," is allowed as a conditional use according to TMC (18.28.040.14). Airtouch proposes constructing a cellular site which consists of the installation of eight roof mounted antennas (with the possible addition of four antennas in the future). A cellular equipment cabinet will be placed underground on the northwest comer of the property. US West Communications will provide telephone service and Puget Sound Energy will route power to the site. • PROJECT OVERVIEW This proposed location and design is needed to provide Airtouch's wireless service (cellular) along Tukwila Parkway and surrounding surface streets and portions of I -405. In order to deliver effective cellular service, the site location had to meet technology and RECEIVED CITY OF TUKWILA MAR 2 0 1998 • .Y. >;s7_T *.,r .s.`': ; r `iNti- ;f :a• .r. ,sr e,a i >; nii eu 464t4i.likai:Ni e4144 r LPIA 7S Sit+.2r6•44-4 .U.34i1.0,4r<Ur {L4i PERMIT CENTER z w 2E. Fundamentally, this meant that the engineers designed the network to deliver and receive strong signals to and from each customer without interference among the customers utilizing the network. The proposed location near I- 405 is needed to meet the overall network design requirements and to deliver strong effective service to a large capacity within the proposed facility's coverage area. In order to send and receive a strong signal, a cellular network consists of several small sites rather than one site, because the signal strength is not powerful enough to cover a large area from one site. Airtouch's cellular network operates in the 800Mhz range. Wavelengths in this spectrum travel a limited distance. Therefore, Airtouch's cellular service needs to be delivered from a number of sites in and about the City of Tukwila. This site is one of the sites needed to deliver service to the City of Tukwila. A second factor in sending and receiving a strong signal to customers is to maintain an unobstructed path between the customer and the antennas located at the facility. Topography, vegetation and man made structures present obstructions to the signal sent from a communication facility. Hills, trees and buildings can completely block signals or absorb energy from signals so that they fade out sooner than desired. In order to send and receive strong unobstructed signals in this area, the communication facility must be located in such a manner that the antennas have a "line of sight" or clear path to the customers within reach of the signals sent and received by the facility. This facility's location and design will deliver a strong signal to the surrounding area. A strong signal is only effective if another signal does not interfere with it. In order to avoid interference, each communication facility must be designed with the characteristics of the surrounding communication facilities in mind. For example, locating a facility at an excessively high elevation is undesirable because the communication facility has a "line of sight" well beyond its limited coverage area. This would result in interference with customers using surrounding communication facilities. To help avoid interference, Airtouch will use advanced computer technology called Code Division Multiple Access (CDMA). But even with CDMA working to keep interference at a minimum, the coordination of the physical design and location of communication facilities is critical in order to limit interference between customers. Other facilities have been sited with this facility's location in mind. Altering this facility location and design will impact and disrupt the surrounding facilities' location and design. The network must have the capacity to meet the demand for service. Wireless technologies are moving beyond telephone calls from pedestrians on the street and people in automobiles. The public demand for wireless modems, paging, facsimiles, security systems and other future technologies require that communication facilities not only be able to send and receive signals in their limited coverage areas, but also have the capacity to handle all the customers within the facility's coverage area. To meet capacity, several communication facilities are required to service densely populated areas. As callers travel through different locations, the various facilities •,ti;;,:;.iui: its;.::',= S % *:c:rGi.iSXr:;i`i?ue: :i:');;t.2eUvib`i':o4, ngraail transfer calls or "hand off " to each new facility that covers a particular region. Even if one communication facility could deliver a strong signal to all of Tukwila and its surrounding communities, it would not have the capacity to handle all the customers. To draw an analogy, one regular land line phone switch cannot handle all of Tukwila's phone calls so phone companies place several switches within the community to meet capacity requirements. Wireless carriers have capacity problems because they use a small portion of the radio frequency spectrum. This small portion of spectrum can only handle a limited number of "calls." To get around this limitation, large communities are divided into smaller areas and a communication facility is assigned to each small area. This allows each site to use that small portion of spectrum to cover the smaller number of people within that portion of the overall community. This site in particular is designed to meet the capacity demands of the freeway and the surrounding streets, commercial areas and neighborhoods. As shown, no one factor drives the network design. Capacity, coverage and interference are integrated concerns. More than one communication facility is required to cover the community because the signal can only travel a limited distance. At the same time, using several communication facilities allows for greater capacity on a small portion of spectrum. Coordinating the physical design and location of facilities and using digital technology avoids interference. Together, these strategies allow the engineers to use a few facilities to provide coverage to a lot of customers. This location was picked and designed with the overall network in mind. It is not only necessary to provide service within its coverage area, but also to support the demands of the network as a whole. To meet the network requirements on the surrounding surface streets and portions of I- 405, a cellular site with receiving and transmitting antennas is needed at this proposed facility. Airtouch's radio frequency engineers have conducted signal strength drive tests, topographical analysis and overall network design review to determine that the antennas must be located on this building in order to provide effective service to commuters and the surrounding districts. • it;:' ^crsaBa•uu3'.. z z M J U; UO co 0;_ vow' w =: O' • u. -a Z I— O. The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use in the district in which the subject property is situated; The facility is designed to have a minimum visual impact. The equipment cabinet is to be placed underground on the northwest corner of the property. The antennas will be placed on the rooftop. During operation, the site will be inaccessible to the public and unmanned and it will generate (on average) only one visit per month for maintenance purposes. 2. The proposed use shall meet or exceed the per formance standards that are required in the district it will occupy; This project will meet and/or exceed all performance standards applicable to this project at this site. 3. The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design; The proposed use requires (on average) only one maintenance visit per month, which will generate no measurable amount of traffic to the property or surrounding district. The rooftop antennas will have minimal visual impact to street and foot traffic, and will have no more of a visual impact than the HVAC units currently located on top of the rooftop. 4. The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan; Policies for non -city owned utilities: 12.1.34 Actively coordinate project implementation with individual utilities based upon Tukwila's Comprehensive Plan and Development regulations. Based upon the nature of this project, implementation is consistent with Tukwila's Comprehensive Plan and Development regulations and does not require further coordination with individual utilities due to type of facility and location. The site has been located in such a position so as not to interfere with existing communication facilities. „ ... _, ......v: , . .;isl,;::3i >ii-" :'4... :i.Tt•V J,r:4'"!w?1 ra+tvrnw+a+aw.r `. rc?xme+ttaw atIVA3:r'INSO.tai` Vila:i' pit' 4OVir- gVe.ii'ki rKetlei -Z L *41.WA it n'k' • r"<IM'6i'P.:+].l i5G1ii '` /."f,5 71P+J`iKfi! 0,344 ., •z w • UO ;• •'(n o wI • LL o w ; • g Q: i d; .z: I- O UJ w uf • 1- ~; O: • z. • U co O z 12.1.36 Encourage utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. Airtouch seeks to collocate with other wireless telecommunications providers when project scheduling, design and construction feasibility is possible. This location uses an existing structure instead of building a new monopole. This site maximizes the use of an existing structure without negatively impacting the community. The facility is optimum from the standpoint of the City of Tukwila Comprehensive Plan because of its low impact on the surrounding community. Due to the height of the building and the placement of the antennas and equipment, this facility will have minimal visual impacts on the surrounding community. 5. All measures have been taken to minimize the possible adverse impacts which the proposed use may have on the area in which it is located. Airtouch proposes to locate the equipment cabinet underground and the antennas on the roof of an existing structure. This location will have no adverse impacts on the surrounding district, but in fact, will produce favorable impacts by providing better wireless communication services to the area. Maintenance visits to the site will be only once per month and therefore will not affect the surroundings. The proposed communication facility will be in a secured location which is inaccessible to the public. Cellular facilities use low power and operate at a frequency that meets all requirements for the health and safety of the community. This is a very suitable location for this installation and it will have minimal impact on adjoining properties. CONCLUSION Airtouch Communications requests a Conditional Use Permit to build a wireless telecommunications facility at The Annex on Tukwila Parkway near I -405. The Annex is the most inconspicuous location for this installation. The relatively low height of the facility will make it difficult to see the antennas and equipment cabinet will be buried underground. Due to the terrain and surrounding structures this location is the optimum location to meet design and engineering requirements. Additionally in order to meet the needs of the community, it is vital to be located in this area. This building's height allows it to be used as an existing structure without having to build a separate monopole to attain necessary coverage. The facility will not have a negative impact ' on the surrounding community, rather it is being placed there to serve it. z cc 21" 6 1 O' • co J N W O: g Q: ±w z..
