At their May 28, 1998 hearing, the Planning Commission approved the applicant's request for a Personal Communications System (PCS) Base Station comprised of 9 antennae affixed to an existing rooftop, with adjacent operating equipment. As originally presented in the May 21, 1998 staff report, staff recommended that the proposal be approved with a screenwall to mitigate the visual impacts of the antennae. The Planning Commission approved the Conditional Use Permit with the condition that the proposal be revised to remove the screenwall and to mount the antennae on a triangular mount configuration. FINDINGS Vicinity /Site Information Project Description The applicant is requesting Conditional Use Permit approval to install a Personal Communication Services (PCS) base station at 16400 Southcenter Parkway. The applicant is proposing the installation ofsl"2'antennae, to be located on top of the building penthouse. Associated operating equipment will located on the rooftop of the building, immediately adjacent to the penthouse. Existing Development The site is currently occupied by a multi story office complex. Surrounding Land Uses The surrounding properties are all zoned Tukwila Urban Center, or TUC, and are dominated by retail, hotel and restaurant uses. CONDITIONAL USE CRITERIA The proposed project must conform with criteria detailed in TMC 18.64.050, (1 -5), concerning Conditional Use Permits: (1) The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use or in the district in which the subject property is located The applicant has included 'a roof plan (Attachment B) and elevations of the building (Attachment C and D) showing, the proposed . mounting and location of.; the antennae and operatirig equipment:;. Attachment E are photosimulations that show the screenwall for the antennae.' This simulation does not accurately show the 1 -2 foot portion of the antennae that will rise above the top of the wall. The antennae and related equipment are telecommunications equipment that fall within the safety parameters set by the American National Standards Institute (ANSI). The tallest point of the building including the antennae will be 77 feet, 9 inches. No other development standards apply to this project. (3) The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. As with similar uses, the PCS system will generate trips during the construction period and, following the completion of construction, up to 1 trip per month for maintenance. No other impacts to pedestrian or transportation movements are anticipated. The proposed facility utilizes an existing building instead of, creating a separate structure to support the antennae../ The applicant has developed a screen wall to cover . approximately three- quarters of the antennae. (4) The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan This project must comply with the following Comprehensive Plan policies and meet necessary Zoning Code regulations. 12.1.34. Actively coordinate project implementation with individual utilities based upon Tukwila's Comprehensive Plan and development regulations. 12.1.36. Encourage utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. Implementation strategies for this policy include the use of shared infrastructure and use of existing structures. As indicated in Attachments F and G, the site was Originally intended to have a triangular antennae platform with no screening. As indicated in Attachments C and D, the applicant's have developed a screen wall covering approximately three- quarters of the antennae. The antennae will be mounted on the backside of the screenwall. The operating equipment will be located on the rooftop behind the building parapet No specific solutions have been' included with the proposal that includes information on matching the screenwall with the building through materials and paint. _ 5) All measures have been taken to minimize the possible adverse impacts, which the proposed use may have on the area in which it is located. The applicant have mounted the antennae on the rooftop with a screen wall. The operating equipment is located adjacent to the penthouse and behind the building parapet. (5) All measures have been taken to minimize the possible adverse impacts... The operating equipment are adequately setback from the roofline to mitigate visual impacts. RECOMMENDATIONS Staff recommends that the Conditional Use Permit be approved with one condition: The screenwall must be painted to match the building and utilize materials to 'ensure a seamless transition with the penthouse. Based upon the proposed location and mounting of the antennae, we are concerned about the bulk and visibility of the antennae. Because of the height of the building and the visibility of the rooftop equipment, we believe that the proposal should be revised. In my review of the Western Wireless proposal in relation to the proposed Airtouch facility, there will be a 30 to 35 foot horizontal separation between the leading edge of the Airtouch antennae and the base of the penthouse. Further, the proposed antennae height for the Airtouch antennae will be 6 feet maximum. It appears that Western's facility will be 7 feet high on top of the penthouse, which is indicated as 7 feet tall by Airtouch and 11 feet on Western's plans. Given the dimensions indicated above, we believe that there is enough vertical and horizontal separation between the Western and Airtouch facilities to allow modification of your proposal. O of 0 F- wWk • Z, iuU •o z • April 30, 1998 Cydly Smith Re: 16400 Southcenter Parkway (L98 -0016) The following are options that we believe will reduce the bulk and visibility of Western's proposal: • Move antennae onto the wall of the air handling unit and penthouse • Mount each antennae on individual poles in lieu of triangular mount on top of penthouse and /or air handling unit • Mount antennae on walls of air handling unit and penthouse panels raising partially above top of each units • Mount each antennae on individual poles in lieu of triangular mount on rooftop of building • Raising the height of the penthouse with false walls for flush mounting of the antennae I would like to talk with you about these or other proposals that you may have in mind to reach the goal of reducing the visibility and bulk of Western's proposal. I believe that we can stay on the May 28 hearing schedule. To maintain this date we will have to reach a resolution by May 11, with revised plans and photosimulations made available by May 14. The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use or in the district in which the subject property is situated. The proposed use will not be detrimental to the public welfare. Actually, wireless communications have proven to be an essential tool in times of emergency. All materials used will be of the highest quality available for construction. The diminutive physical size of this installation will have little impact on properties in the vicinity. All equipment will be inaccessible to the public. As required by its license, Western Wireless will operate its system within all applicable federal safety standards. 2. The proposed use shall meet or exceed the performance standards that are required in the district it will occupy. The proposed use shall meet all applicable performance standards. Properly licensed local contractors familiar with local codes and standards shall complete all work. 3. The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building, and site plan. The proposed facility shall be compatible with surrounding land uses, create minimal vehicular traffic,and no additional pedestrian traffic. Access to the site will be achieved using existing roadways such as the Southcenter Parkway. Minimal traffic shall be generated during construction. After construction is complete, there will be approximately one trip per month to the unstaffed facility for routine maintenance. The unstaffed facility will not generate any pedestrian traffic. The antennas shall be painted a non- reflective color matching the existing color of the building. The required radio equipment will also be located on the roof in order to mitigate any possible impacts. 4. The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan. The proposed use is intended to provide wireless communication services for the citizens and businesses of Tukwila. Western proposes to accomplish this goal by placing the antenna facility on an existing building. The proposal is harmonious with the Comprehensive Plan's intent to, Encourage utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. Section 12.1.36. This proposal makes use of an existing building as opposed to a new support structure and, given the diminutive size in relation to the existing building, will have little visual impact. S. All measures shall be taken to minimize the possible adverse impacts which the proposed use may have on the area in which it is located. Western has taken every possible step to minimize any adverse impacts of the proposed use. As discussed previously, the proposed site is designed to have the least possible impact on surrounding properties. The antennas shall be painted to match the exterior of the building and the accessory radio equipment shall be screened by the existing parapet wall.
