MEMORANDUM
We recently opened two files - a Shoreline Permit and a SEPA checklist. After
some review, we have determined that the permits are not required. We believe
that one -half of the fees that were paid should be refunded, as some but not all
work was performed for to the issuance of each permit. I have attached a copy
of receipts for each transaction. Call me at ext. 1685 if you have any questions.

Re: Wells Fargo parking lot improvements (L98 -0017 / E98 -0007)
Dear Darrell:
We have completed our substantive review of your proposal to repave, fence
and add security lighting to the parking lot at Wells Fargo Training Center, 18035
Sperry Drive. On review of the Shoreline and SEPA applications and
accompanying plans, we have determined that this project is exempt from
Shoreline Permit requirements under TMC 18.44.
Under WAC 173 -14 -040, ordinary maintenance of an existing use within a
shoreline zone is exempt from permit requirements. We have determined that
the scope of the proposed repaving, additional fencing and lighting is consistent
with this statute. We have also determined that a portion of the parking lot falls
within the River Environment portion of the shoreline management zone (TMC
18.44). While parking Tots are not permitted in this portion of the shoreline, it is a
non - conforming use as to the parking and may be maintained under WAC 173-
14 -055.
In our review, we found a discrepancy between the survey that was provided
with your application and visits to the site. On the June, 1990 Sandler- Barnard
Survey, a 14 inch caliper Maple was noted in the general area of the proposed
repaving. No such maple is currently located on site. Normally, the removal of a
tree of this size within the shoreline would require a Tree Permit (TMC 18.54),
Since this tree was apparently removed prior to this application, we would ask
that a similar species of tree be planted in the planned landscape islands as part
of your project. I have been in contact with Ed Barnard, who provided a note
indicating that the tree was there when he surveyed the property in June, 1990.

We would also encourage you to provide some planting along with the fencing to
soften the impact of the fencing. In addition, please be aware that no glare or
light can register off the parcel due to its proximity to the shoreline.
Based upon our review and the issues outlined above, we will be closing out
both the Shoreline and SEPA files. I will also submit a request to refund one -half
of the permit fees that you submitted, based upon the length of staff review. I
have also been advised by the Permit Coordinator that no permits from the City
of Tukwila will be required for this work. Required electrical permits are issued
by the Department of Labor and Industries.
It was a pleasure working with you on this project. I would appreciate your
ensuring that the Public Notice sign be removed from the parcel as soon as
possible. Feel free to contact me if you have any questions.

At that time we located a 14" maple within a triangle planter located near the
center of the parking lot, just west of the Consumer Banking Annex Building.
We visited the site on April 21, 1998 and folmd the tree has been removes( with
only the stump remaining

Dear Mr. Turner:
Your application, on behalf of Wells Fargo Bank, for a Substantial Shoreline Development Permit,
has been found to be complete on April 14, 1998 for the purposes of meeting state mandated time
requirements. The project has been assigned to Michael Jenkins.
The next step is for you to install the notice board on the site within 14 days of the date of this
letter. You received information on how to install the sign with your application packet. If you
need another set of those instructions, you may obtain them at the Department of Community
Development (DCD). Also, you must obtain a laminated copy of the Notice of Application to post
on the board. This notice is also available at DCD. After installing the sign with the laminated
notice, you need to return the signed Affidavit of Posting to the our office.
This determination of complete application does not preclude the ability of the City to require that
you submit additional plans or information, if in our estimation such information is necessary to
ensure the project meets the substantive requirements of the City or to complete the review

Pursuant to our phone conversation last week, Wells Fargo Bank directed Bravo
Environmental to visit the site to confirm the type of storm sewer system installed on-
site as requested. In addition to the field visit, Bravo also cleaned the existing on -site
catch basins.
Upon their review, Bravo documented that a Type 1 catch basin with a downturn
currently exists on site and is operational. Bravo then contacted Joanna Spencer and
communicated this information to her.
Michael, please feel free to call me at your convenience if you have any additional
questions regarding the on -site storm sewer system. Thank you for your assistance on

V. SHORELINES DESIGN POLICIES
All projects in the Shoreline Zone must be consistent with Tukwila's Comprehensive Plan and
Shoreline Master Program policies (or King County's Shoreline Master Program if project located
north of the 42nd Avenue bridge). In addition, all structures requiring a building permit (except
single family development of 4 or fewer lots) located in the Shoreline Zone must undergo design
review with the Tukwila Board of Architectural Review (BAR). The BAR's decision is based on design
guidelines contained in the Zoning Code (TMC 18.60.050) and the Tukwila Comprehensive Plan (see
DESIGN REVIEW APPLICATION).
The SHORELINE MASTER PROGRAM POLICIES and Comprehensive Plan's SHORELINE
DESIGN POLICIES are summarized below. Note that more than one category may apply. In some
cases, the goal for the use or area is noted to provide context for the design policies.

A Pole mounted high pressure sodium RL -400 roadway parking lot fixture. The luminaire shall be
constructed of a sturdy die -cast aluminum housing, lens door and power door. All hardware to be
corrosion resistant material. The optical assembly shall consist of an anodal finished, precision
engineered, faceted aluminum cutoff reflector with adjustable socket. Optical system shall be sealed
with a self breathing dacron polyester felt gasket to prevent entrance of airborne contaminates. The flat
door glass shall be impact resistant and clear. Light distribution shall be 90 degree cutoff and meet
ANSI /IES specifications for type III optical distribution pattern. The power door shall contain an integral
HPS ballast with disconnect plug for easy removal and replacement. The lamp socket shall be prewired
to a modular wiring center for connection of the supply leads. The ballast shall be capable of starting
and operating within the limits specified by ANSI C78. The starting aid for HPS ballasts shall be the plug
.in type, completely enclosed and removed without the use of tools. The luminaire shall be accordance
with ANSI standards. Provide photocell activation sensor. Fixture to be mounted on a 6 foot upswept
arm assembly. Fixture shall be mounted on existing 30' -0" pole with a square straight 7 inches steel
shaft and base. Contractor to provide all necessary hardware for a complete installation. UL listed and
suitable for wet locations.

RCS SERIES - RECTANGULAR CUTOFF LUMINAIRE
The Magnuform III Series offers an aesthetically -styled
rectangular housing with sharp cutoff for a variety of
distributions for any lighting application. With a wide range
of optical assemblies the RCS Series is ideal for shopping
centers, parking areas, malls, commercial and industrial
complexes, roadway, or any area where luminaire styling
contributes to the visual environment. The RCS unit is
available in 100 -400 watt HPS and 175 -400 Metal Halide.
Housing — Lightweight, rugged, one -piece formed and
welded aluminum insures smooth construction and
weatherproof integrity. The luminaire is pre - drilled for
mounting to pole or wall.
Ballast — 180 °C insulation, -20 °F starting ( -40 °F, HPS),
60 Hz HPF ballast. 50 Hz ballast available - contact
, factory.
Lens Door Frame — Extruded frame with rigid corner
bracing and die -cast zinc latches to permit tool -less entry
for servicing. The door has high quality silicone gasketing
to seal against entry of insects, dirt and moisture.
Decorative silkscreening provides for concealment of
electrical compartment.
Lens —. Flat, tempered and impact resistant glass.
LEKTROCOTE® Finish — Two mils minimum of
electrostatically applied powder coating, high temperature
bonded to the surface for maximum adherence and finish
hardness. Standard finishes are bronze, black, gray and
white. See ordering information.
Additional Features — Fully gasketed for all weather
operation. U.L. 1572 listed and suitable for wet locations.
C.S.A. certified for outdoor use. IP suitability — IP55.

HID Lightscaper® Bullet
309 Series
The 309 series Lightscaper bullet is available with high
intensity discharge mercury vapor and metal halide
ballastry. The bullet shape blends with other landscape
elements allowing use in many applications. The
weathertight die cast aluminum construction and one -half
inch swivel knuckle allows aiming at virtually any angle.
The reinforced fiberglass ballast housing is watertight and
will provide years of service even in acidic soils.

Die cast aluminum bullet shape, weathertight gasketed.
Protective clear glass Tens sealed to extension collar. Black
Lektrocote® polyester powder finish. One -half inch swivel
knuckle. Medium base pulse rated porcelain socket for
"PAR" and "R" lumps. Shipped less lamp.
Ballast Box .
Fiberglass reinforced polyester composite housing and
cover. Two 1/2 - 14 NPS conduit hubs for feed through
wiring capability. Requires 125° leads in box. Silicone
gasketed cover.
