The attached site plan identifies the two areas in question. • Area 1: this area has not been planted with the landscaping identified on the approved landscaping plan. • Area 2: landscaping in this area is pending a decision on the location of the curb cut into the parking area behind Petschel's Meats. The approved landscaping plan shows landscaping along the southern side of the site extending east to the 22 -foot wide entrance to the rear of the site from Saxon Drive. The eastern 30 feet of the landscaping is missing as the curb cut location may be revised. If the curb cut location is moved, a revised landscaping plan must be submitted and approved before the bond will be released. The terrain is flat with little to no slope on the site or in the immediate area. Vegetation: No native vegetation exists on the site; the existing building is landscaped in the front and along the portion of the south side of the site which borders the parking area accessed by Andover Park East. The landscaping currently does not extend along the remainder of south side of the existing building. Landscaping will be added both to this area as well as the new building. Public Facilities: The site is served by Tukwila sewer and water services. Prior to Petschl's Meats, another meat storage company utilized the building. DECISION CRITERIA The project is subject to Board review and approval as required by TMC 18.60.030 due to its location in the TUC district and size of the addition, which exceeds the 2,500 square foot design review threshold. In the following discussion, the BAR criteria are shown below in bold, followed by staff's comments. For the applicant's response to the criteria, please see Attachment B. 1. Relationship of Structure to Site. A. The site should be planned to accomplish a desirable transition with the streetscape. B. Parking and service areas should be located, designed and screened to moderate the visual impact of large paved areas; C. The height and scale of each building should be considered in relation to the site. Response: The site is flat, with an existing 9,950 square foot building and associated parking. The zoning code requires a total of 9 parking spaces for the existing building with an additional two (2) spaces required once the building is expanded. The existing paved parking area accommodates 12 vehicles, with a loading dock for truck deliveries. The rear of the site, on the east side of the existing building, where the addition will be constructed is gravel and used for parking by surrounding businesses. Once the building addition is constructed., the remaining graveled area at the rear will be paved and striped for parking. The rear parking area is currently accessed via Saxon Drive and a temporary asphalt ramp over the curb to the rear of the site. As part of the building permit for the addition, the applicant will be required to install a curb cut. Landscaping is located along the front of the building, facing Andover Park East and along approximately 100 feet of Saxon Drive as you travel from west to east. The proposed addition will be 10 1/2 feet higher than the existing building, which is in keeping with the scale of the surrounding area. The existing building is concrete. The addition will be pre- fabricated steel, of a color similar to that of the existing building. Relationship of structure and site to adjoining area. A. Harmony on texture, lines and masses is encouraged; B. Appropriate landscape transition to adjoining properties should be provided; C. Public buildings and structures should be consistent with established neighborhood character; D. Compatibility of vehicular pedestrian circulation patterns and loading facilities in terms of safety, efficiency and convenience should be encouraged. Response: The building addition will be 34 1/2 feet high, 10 1/2 feet higher than the existing building. The new addition will be setback 45 feet from Saxon Drive. The existing building is setback 16 feet from Saxon Drive. Pedestrian circulation will be maintained as sidewalks currently exist on the west and south sides of the site. The sidewalk and Saxon Drive are private property, not public right of way. The portion of Saxon Drive immediately adjacent to Petschl's Meats is owned by the same individuals who own the site on which the Costco is located. Prior to issuance of a building permit, the applicant will be required to obtain permission from the property owner to construct a curb cut to the property at the rear of Petschl's Meats. 3. Landscaping and Site Treatment. A. Where existing topographic patterns contribute to the beauty and utility of a development, they should be recognized, preserved and enhanced; B. Grades of walks, parking spaces, terraces and other paved areas should promote safety and provide an inviting and stable appearance; C. Landscape treatment should enhance architectural features, strengthen vistas and important axis, and provide shade; D. In locations where plants will be susceptible to injury by pedestrian or motor traffic, mitigating steps should be taken; E. Where building sites limit planting, the placement of trees or shrubs in paved areas is encouraged; F. Screening of service yards, and other places which tend to be unsightly should be accomplished by use of walls, fencing, planting or combination; G. Lighting should be shielded, and restrained in design. Excessive brightness and brilliant colors should be avoided. Response: The landscaping plan, Attachment F., illustrates the proposed landscaping for the site. Additional landscaping will be planted along the remainder of the southern side of the existing building to soften its appearance from Saxon Drive and adjacent properties. Landscaping will also be planted around the building addition. A mix of evergreen and deciduous trees and drought tolerant plants will be used to ensure some vegetation will remain to provide screening /visual appeal during the winter. The drainage swales at the eastern edge of the site will be restored to provide both improved storm drainage function as well as visual /aesthetic benefits for the site. The existing landscaped area does not have an automatic irrigation system. Rather than require the installation at a great expense of a such a system, the applicant will be required to post a bond to ensure the successful establishment and survival of the landscaping which is planted. 4. Building Design. A. Architectural style is not restricted, evaluation of a project should be based on quality of its design and relationship to its surroundings; B. Buildings should be to appropriate scale and in harmony with permanent neighboring developments; C. Building components such as windows, doors, eaves, and parapets should have good proportion and relationship to one another. Building components and ancillary parts shall be consistent with anticipated life of the structure; D. Colors should be harmonious. with bright or brilliant colors used only for accent; E. Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from view; F. Exterior lighting should be part of the architectural concept. Fixtures, standards, and all exposed accessories should be harmonious with building design; G. Monotony of design in single or multiple buildings projects should be avoided. The proposed addition will be corrugated metal of a similar color and will be 10 1/2 feet higher than the existing building. The addition will not run the entire length of the existing building. Except for the top 10 1/2 feet, the majority of the addition will be screened from view on Andover Park East by the existing building. As the addition is to be cold storage /freezer area, no windows or doors are proposed except for a fire exit on the east wall. All other access to the new freezer is from the existing freezer space. The condensers for the new addition will be located on the north side of the building next to the existing condenser units. The condensers will be screened from view from Andover Park East by the existing landscaping as well as from Saxon Drive by the building addition. Two different condensing units are being considered for use. Attachment E illustrates the appearance of both models under consideration. Lighting will be provided by wall mounted exterior lighting. S. Miscellaneous structures and Street Furniture. A. Miscellaneous structures and street furniture should be designed to be part of the architectural concept of design and landscape; B. Lighting in connection with miscellaneous structures and street furniture should meet the guidelines applicable to site, landscape and buildings. Response: Not applicable. CONCLUSIONS 1. Relationship of Structure to Site: The proposed addition of 3,920 square feet of cold storage to an existing 9,950 square foot building will be compatible with the existing structure and the surrounding uses. The scale of the addition, which will be 10 1/2 feet higher than the existing building, will not be out of character with the existing building. 2. These items do not need to be submitted with the items identified above in order for the application to be deemed complete: Building elevations: Elevations are flat scale drawings of the front, rear, and sides of a building. The application is missing these architectural drawings that illustrate the building facades and architectural elements and the location and type of exterior building lighting. As noted on the Application Checklist, the drawing sheets must have the license stamp of the project's architect. As we discussed, for the building addition the project engineer may prepare these drawings if that person has the capability of preparing architectural elevations. The point of requiring these drawings is to give the reviewing staff and decisionmakers the ability to see what the building addition will look like and how it will fit in with the surrounding area. Landscaping: The site plan submitted for the pre - application meeting shows landscaping along Saxon Drive and around the proposed freezer addition. The notes from that meeting indicate that landscaping was discussed and that the type of building material (steel building) proposed would be acceptable with landscaping that softens and moderates the view of the structure. Perimeter trees and a continuous hedge along Saxon Drive will be required. A landscaping plan should be submitted which addresses this requirement. Parking: A recent site visit indicated that the area behind the existing building is used for parking. At the time of the site visit, the rear area was almost completely full with 16 vehicles parked behind the building. If these vehicles belong to Petschl employees, where will the displaced vehicles go when the freezer space is added? The site plan submitted for the pre- application meeting showed proposed parking stalls in the rear -- do you still plan to utilize this space for parking? In addition, the pre - application site plan showed a driveway access via a new curb cut to the rear parking area from Saxon Drive. This will be required to provide access to the rear of the site (see below). Just for your information, several items from the previous building permit review will carry forward and be required at the building permit stage for the current project: the drainage swales at the rear of the site must be restored and the temporary ramp that provides access from Saxon Drive over the curb to the rear parking area must be removed and a curb cut installed so that street storm water drainage is not impeded. The information requested to complete the application must be submitted within 90 days of this notice, otherwise the application will be canceled (TMC 18.104.070 E.). The new pre - fabricated steel building, (with dimensions of 56' -0" x 70' -0" x 27' -6" eave height), will be mostly hidden from view from Andover Park East by the existing building, with a set back of approximately 45' -0" from Saxon Drive on the south. The color of the corrugated metal siding will be unobtrusive, low glare, and will attempt to blend in with the color of the existing building. The new freezer building will not change the building use, vehicular circulation, or loading patterns that currently exist. The only entrance /exit (except for one fire exit on the east wall) from the new freezer will be into the existing freezer through the east wall of the existing building. All product will distribute from the currently used loading dock on the west side of the existing building. The mechanical refrigeration equipment will sit on ground level at the north end of the new building. The refrigeration equipment will be hidden from view from all public streets by the existing building and the new freezer building. Exterior lighting will be installed to provide nighttime security illumination. In summary, the Petschl's Quality Meats Freezer Addition is relatively small in scope and is well hidden from the public street. The addition does not change existing uses, parking, traffic circulation or existing loading patterns. We appreciate your prompt consideration of this project.
