appeal period, August 14, 1998. The Shorelines Hearings Board will notify you by letter if this
permit is appealed. Other federal, state, and local permits may be required in addition to the
subject permit.
If this permit is NOT appealed, this letter constitutes the Department of Ecology's final

RE: Shoreline Permit: Boeing 2 -18 Building Demolition, Project File No, L98 -0027
Date: July 22, 1998
1. PROJECT DESCRIPTION:
The project involves the demolition of a 2,000 square foot building (Building 2 -18) within
200 feet of the Duwamish River. The building is being demolished in order to make more
efficient use of the space available for storage at this location. The building is enclosed on
three side with internal partition walls and is currently used to store miscellaneous items.
Around the building are stored large metal rectangular containers with wheels at each
corner, which contain tools and other equipment and a number of large wooden pallets.
The wheels permit the metal containers to be moved about the plant site. A security fence
runs along the edge of the site. The building is part of Boeing's Plant 2, a large airplane
manufacturing facility consisting of many buildings and ancillary uses.
2. POLICIES OF THE SMA/SMP:
The site is within the jurisdiction of the King County Shoreline Management Program
(SMP) and is consistent with the goals and policies of that program. The demolition of the
building will permit the more efficient use of a portion of the Plant 2 site.
3. SHORELINE REGULATIONS:
Following are the relevant review criteria as contained in the King County Shoreline
Regulations (King County Code, Chapter 25.16) as applied by the City of Tukwila. The
King County Shoreline Regulations are applied as the site is in an area annexed to the City
of Tukwila from unincorporated King County which is not included yet in the City's
Shoreline Master Plan. As a result, the policies and regulations of the Shoreline Master
Plan for King County continue to apply:
KCC 25.16.030 General Requirements.
A. Nonwater related development...shall not be permitted waterward of the ordinary high
water mark (OHWM).

Response: The building to be demolished is located landward of the ordinary high water
mark.
B. ...(N)o structure shall exceed a height of thirty-five feet...
Response: No structure will be constructed to replace the demolished building.
C. All development shall be required to provide adequate surface water retention and
sedimentation facilities during the construction period.

Response: The removal of the building structure will not expose any soils. Only the
building walls are being removed; the concrete pad for the building will be retained. The
site is currently 100% impervious surface, except for a few areas of landscaping elsewhere
on the Plant 2 site.
D. Development shall maintain the first fifty feet of property abutting a natural
environment as required open space.
Response: This criteria is not applicable as the King County shoreline environment
designation adjacent to this site is "Urban Environment."
F. Collection facilities to control and separate contaminants shall be required where
stormwater runoff from impervious surfaces would degrade or add to the pollution of
recipient waters or adjacent properties.
Response: Stormwater runoff will continue to be collected in the existing Plant 2
stormwater control system. No additional impervious surface or runoff will be created by
the project.
KCC 25,16.170 Industrial Development.
B. Industrial development may be permitted in the urban environment subject to the
general requirements of the Chapter provided that: (1) The industrial activity is permitted
in the underlying zone classification; (2) The industrial activity shall utilize the best
techniques in design and siting to prevent the release of contaminants into the adjoining
water. bodies...
Response: (1) The site is zoned Manufacturing Industrial Center/Heavy (MIC/H), which
permits the manufacture of airplanes. (2) The use of the site will not change -- the items
currently stored in and around the building will continue to be placed on the site. The only
difference will be the removal of the building walls. Storm water runoff will be collected
in the existing Plant 2 stormwater control system.

One letter was received from a property owner in the area. This person was concerned z
about the type of containers stored on the site and whether any hazardous chemicals are to
be stored where Building 2 -18 is located.
Response: No hazardous chemicals are to be stored where Building 2 -18 is currently
located; a hazardous waste collection point is located elsewhere on the Plant 2 site.

A determination of non - significance was issued on July 7, 1998. The appeal period closed
on July 21; no appeals were received.
7. RECOMMENDATION
Approve the shoreline substantial development permit.

Dear Mrs. Halvorsen:
Thank you for your telephone call regarding the proposed demolition of a 2,000 square
foot metal frame building, which is enclosed on three sides and used for storage of large
containers on the Boeing Plant 2 facility.
Plant 2 is a large airplane manufacturing facility, consisting of many buildings and
accessory uses. You asked what material is stored in the.containers in Building 2-18. A
recent site visit indicated that a variety of items are stored both in and around the current
building. Also, not all items are stored in containers. Both outside and in the building
were a number of stacked wooden pallets and some rectangular stacked metal containers,
with wheels on each corner. The wheels permit the metal containers to be moved about the
plant site. I understand the containers are used to store equipment or tools that are moved
to different areas of the Boeing Plant 2 facility, as needed. The demolition of the building
will allow the storage space to be used more efficiently. I also observed on the site visit
that the building has also become a storage area for unneeded machinery parts, plumbing
items and other miscellaneous items.

Your application, on behalf of the Boeing Company, to demolish an existing 2,000 square foot building
located at 8123 East Marginal Way South within 200 feet of the Duwamish River has been found to be
complete on May 21, 1998 for the purposes of meeting state mandated time requirements. I will be the
assigned planner for the project.
The next step is for you to install the notice board on the site within 14 days of the date of this letter. You
received information on how to install the sign with your application packet. If you need another set of
those instructions, you may obtain them at the Department of Community Development (DCD). Also, you
must obtain a laminated copy of the Notice of Application to post on the board. This notice is also available
at DCD. After installing the sign with the laminated notice, you need to return the signed Affidavit of
Posting to the our office.
This determination of complete application does not preclude the ability of the City to require that you
submit additional plans or information, if in our estimation such information is necessary to ensure the
project meets the substantive requirements of the City or to complete the review process. I will be
