Dear Ms. Galloway- Graves:
The Short Subdivision Committee has completed their review of your short plat application. Based upon
your submittal, preliminary approval is granted subject to the conditions stated below:
There are three basic steps in the boundary line adjustment process: Preliminary Approval, Final
Approval and Recording. These three steps and their requirements are described as follows:
1. Preliminary Approval
This letter constitutes your preliminary approval. The application was reviewed by the Tukwila
Short Subdivision Committee and approved with conditions. The conditions imposed are to
ensure that the short plat is consistent with the City's policies and regulations.
PRELIMINARY APPROVAL CONDITIONS
Utilities
--)E a. The Common Utilities Maintenance Agreement must be shown on the face of the short
plat and must be executed by the current owner(s) of the property. The Agreement must
be reworded to reflect execution by the current owner(s). If you have any questions about
this requirement you or your surveyor may contact Joanna Spencer, in our Public Works
Department, at 206 -433 -0179
b. Please show a 20 foot wide utility easement along the north side of Lot 2 to accommodate
the future storm drainage bioswale.
Fire Protection
''X-' If there is no fire hydrant within 250 feet of all building sites, then the developer shall
either install a fire hydrant capable of a 1000 gallon per minute flow OR the future houses
will be required to provide interior sprinklers, to be approved by the Fire Department. This
condition must appear on the short plat survey.

General
a. Submit a survey map which is consistent with all of the conditions of approval. The
surveyor's original signature must be on the face of the plat.
' b.
All required common improvements must be constructed by the applicant and accepted
by the city, or a bond posted by the applicant for construction of same, prior to the short
plat being filed (TMC 17.08.080). Said bond shall be in an amount equal to 150% of the
estimated cost of complete construction of such improvements as determined by the
Director of Public Works. The required improvements include a 20 foot wide paved
access road, sewer lines and storm drainage. We have enclosed a copy of the
Assignment of Account form for your use.
Final Approval
The next step is to submit the necessary short plat documents indicated above. These
documents must comply with all the conditions of approval. please submit_one molar set plus four
bjueline cojzies. After these documents have been found to be in order and in recordable form
and all of the requirements of the short plat have been met, the Short Subdivision Committee will
grant final approval.
3, Recording
It is your responsibility to record the City approved short plat documents with the King County
Department of Public Records. The short plat is not complete until the recording occurs and
copies of the recorded documents are provided to the Department of Community Development.
The signature of the Chairman of the Short Subdivision Committee certifies that your short plat
application is ready for recording. You will need to pay the recorded fees and submit your
approved original short plat to the King County Department of Records (206- 296- 1570).
After recording, the County returns the recorded original to the City of Tukwila within 4 to 6 weeks,
at which time your short plat is considered complete. You can shorten this processing time by
hand - delivering a copy of the recorded short plat to the undersigned.
Your application for a short plat will expire if it has not been recorded within one year from the
date of this preliminary approval. Upon written request from the applicant prior to the expiration
date, the Short Subdivision Committee is authorized to grant one extension, not to exceed six
months.

Private Access Road and Common Utilities Maintenance Agreement

Common Utilities Maintenance Agreement
The undersigned parties hereby agree, on this day of June, 1998 to
share equally at the rate of 25% per lot in the cost of undergrounding
utilities and developing an access road to the property (currently
known as Lot A located at 128th and 41st) upon completion of short
plat and purchase of the property from the current owner. In addition,
the undersigned hereby agree to maintain the utilities and access road

The Short Subdivision Committee (consisting of the Fire, Planning and Public Works Department) is in the
process of conducting a detailed review of your short plat application. The Fire and Planning Departments
have completed their review and have no additional comments. Review comments from the Public Works
Department have not been received as of this date.
. There are three basic steps in the boundary line adjustment process: Preliminary Approval, Final
Approval and Recording. These three steps and their requirements are described as follows:
1. Preliminary Approval
After review of your application by the Tukwila Short Subdivision Committee, the application may
be approved with conditions. The conditions imposed are to ensure that the boundary line
adjustment is consistent with the City's policies and regulations.
Your application for a boundary line adjustment will expire if it has not been recorded within one

Existing Site
The existing site is located in the northern part of Tukwila, along the south side of
S. 128th St. just west of East Marginal Way. The subject property is rectangular in
shape with dimensions of 256 feet by 240 feet, and an area of 61,440 sq. ft. or 1.41
acres. The subject property is vacant and covered with grass, dense blackberry vines,
and a few deciduous trees. There is a sloped area along the southern portion of the
property, with a maximum width of - 60 feet, a vertical height of 30 feet, and densely
covered in blackberry growth. There is a lesser sloped area along the west edge of the
property.
Offsite
No significant offsite surface runoff enters the site.
Onsite
After an examination it is apparent that an expected amount of storm water leaves the
site. Soils that make up the site are discussed in the "Geotech Consultants, Inc. report.
Downstream Analysis
Runoff leaving the site would exit the subject property at the NE corner and into the
gutter of the frontage improvements along the Becker site to the east. Runoff would
easterly along this gutter for - 66 feet to a catch basin.

The grass lined swale will be designed to carry the storm runoff for both the 2 yr 24 hr
and 100 yr 24 hr storms. The basis of biofiltration swale design will be the 2 yr 24 hr
storm. The stability of the swale is checked for the 100 year - 24 hr storm.

by July 4, followed by land clearing and construction of our new homes by Adair Homes
out of Olympia. Our goal is to be in our new homes by the end of October. Towards that

projected July closing with the current land owner.

Common Utilities Maintenance Agreement

BUILDING DIVISION
The following is meant to be general information related to the requirements of the
Tukwila Building Division for the processing of building permits. Specific code issues will be
addressed through the normal plan review process after the permit is applied for.

2. Comply with the Uniform Mechanical Code, 1994 Edition, as adopted and amended by the State.
3. Comply with the Uniform Plumbing Code, 1991 Edition, as adopted and amended by the State.

7. All applications and plan submittals must be complete in order to be accepted by the Permit Center for
plan review. Use the Plan Submittal Checklist provided on the reverse of the application forms to verify
that all the necessary materials and information has been supplied.
8. Plans submitted for approval must be stamped by a Washington State licensed architect or engineer
and shall specifically contain the name of the person designated as the architect or engineer of record
for the project. This person shall be responsible for reviewing and coordinating all submittal documents
prepared by others, including deferred submittal items, for compatibility with the design of the building.
(See UBC Sec. 106.3.4)
9. Temporary erosion control measures shall be included on plans. Normally, no site work will be allowed
until erosion control measures are in place.
10. Rockeries are not permitted over 4' in height. Retaining structures over 4' in height must be engineered
retaining walls, and require a separate building permit.
❑ 11. All rack storage requires a permit and rack storage over 8' high must be designed for Seismic Zone 3. A
Washington State structural engineers stamp will be required on plans and structural calculations

ENVIRONMENTAL
1) The site has slope areas that exceed 20 percent in gradient
and are approximately mapped by the City as Class 3 slopes.
Undeveloped slopes that are 20 percent and greater are
treated as sensitive areas and will be subject to the
Sensitive Areas Ordinance (SAO). Areas of Potential Geologic
Instability are addressed in the Ordinance which is Section
18.45.080 E. of the Tukwila Municipal Code (TMC).
2) As part of project review a geotechnical investigation may be
required to demonstrate the feasibility of the project and to
determine adequate building design. The geotechnical
investigation will depend on the degree of development
related to sensitive slope areas. On -site grading may affect
slope stability, and groundwater movement.
Slope areas, 20 percent grade or greater, that are cleared
for development will be subject to the Tree Ordinance (Tree
Regulations - TMC Chapter 18.54). A required landscape plan
will consist of tree retention and tree planting per the
standards of the Ordinance. Tree replacement is required for
those greater than 4 inches in diameter at breast height
(DBH) except for black cottonwood trees. Only trees present
on sensitive area slopes will be subject to the Tree
Regulations.

We understand that you intend to short-plat the 1.4 -acre property at 38XX - South 128th Street in
Tukwila into four residential Tots. We recently made a site visit to observe site conditions, excavate
some hand - excavated borings, and to develop opinions regarding setbacks from the existing steep
slope on the southern side of the property. The recommendations and conclusions presented in
this report are professional opinions based on the visual observations, the excavation of the hand
borings, and information from published geologic maps.
SITE CONDITIONS
Surface Conditions
The property is located in the northern portion of Tukwila, just west of East Marginal Way. It is
rectangular in shape with 256 feet of frontage on its northern side along South 128th Street and a
depth of 240 feet. The property is vacant and mostly covered with grass and dense blackberry
vines, except for some scattered deciduous trees on the northern portion. Approximately the
northern two - thirds of the property is relatively flat, rising slightly above the street grade. At the
southern end of the property, however, a slope rises at approximately 2:1 (Horizontal:Vertical) for
up to 30 feet in height to a flat residential yard area above. Although we were not readily able to
observe the slope due to the dense blackberry growth, we did not observe any signs of
groundwater seepage or instability on this slope. Along the western edge of the property, there is
also an approximate, 10 -foot high, approximate 2.3 to 3:1 (H:V) slope. The adjacent property to the
west is undeveloped, but residential properties are located further west. The adjacent property to
the east is a parking lot for a trucking company, and it is slightly below the general grade of the
subject property.
Anticipated Subsurface Conditions
Our understanding of the subsurface conditions at the site is based on two hand - excavated borings
performed on the slope during our recent site visit, and on published geologic information.
We excavated one hand boring near the top of the slope near the southeastern corner of the
41 property, and the other near the bottom of the slope also in the southeastern corner. The
hand borings encountered medium - grained sand that was loose in the upper 3 to 4 feet and

then became medium - dense. The sand appeared to become dense at the maximum extent of the
hand borings of 8 feet. We did not encounter any groundwater in the hand borings. In the
"Preliminary Geologic Map of Seattle and Vicinity, Washington" (Waldron, et.al., 1962), the soils in
the area of the property are noted as being sand with some pebble gravel. This noted soil is very
similar to the soil we encountered in the hand borings.
CONCLUSIONS AND RECOMMENDATIONS
General
In our professional opinion, from a geotechnical engineering standpoint, development of the
proposed project is feasible. The 30 -foot slope at the southern end of the property inclines
approximately 2:1 (H:V) and is comprised of sand with some gravel. The sand was found to be
medium -dense at approximately 3 to 4 feet below the ground surface. Because of the dense
nature of the core of the slope, we believe that the potential for significant slope movement is low.
For this reason, it is our professional opinion that a 10 -foot residence setback from this steep slope
is suitable for this project. We do not believe that a vegetation buffer in addition to this setback is
necessary because the vegetation is only blackberry vines. However, because of the steepness of
the slope, and the loose nature of the uppermost soil on the slope, there is some potential for soil
creep, i.e. very slow movement of the upper 3 to 4 feet of the sand. We recommend that if the
vines are removed on the slope that they be replaced with native, deep- rooting plants. Although it
is not necessary to remove the blackberry vines on the slope, we believe that their removal and
replacement with deep - rooting plants would actually decrease the potential for soil creep of the
slope. We recommend that no grading over 2 feet in height be done on the slope unless
engineered retaining structures are used. Any retaining structure needed on the slope would likely
include the use of driven steel pipe piles or earth anchors.
LIMITATIONS
The conclusions and recommendations contained in this report are based on site conditions as they
existed at the time of our site visit. If the subsurface conditions encountered during construction
are significantly different from those anticipated, we should be advised at once so that we can
review these conditions and reconsider our recommendations where necessary. Unanticipated soil
conditions are commonly encountered on construction sites. Such unexpected conditions
frequently require making additional expenditures to attain a properly constructed project.
The recommendations presented in this report are directed toward protection of only the residences
from damage due to slope movement. Landslides and soil movement can occur on steep slopes
before, during, or after construction. The owner must accept the possibility that some of the ground
on, and above, the slope could be lost to slope movement over time.
This report has been prepared for the exclusive use of Yvonne Galloway- Graves, and her
representatives, for specific application to this project and site. Our recommendations and
conclusions are based on the site materials observed and on previous experience with sites that
have similar observed conditions. The conclusions and recommendations are professional
opinions derived in accordance with current standards of practice within the limited scope of our
