Council President Harris called the Tukwila City Council Committee
of the Whole Meeting to order.
MABEL H. HARRIS (COUNCIL PRESIDENT), JOE H. DUFFIE, EDGAR D. BAUCH,
MARILYN G. STOKNES, JOAN HERNANDEZ, DENNIS L. ROBERTSON, CLARENCE
B. MORIWAKI.
Mayor Gary Van Dusen, Maxine Anderson (City Clerk), Rick Beeler
(Planning Director), Ross Earnst (City Engineer), Byron Sneva
(Public Works Director).
Mayor Van Dusen announced the appointment of a new Police Chief
will be confirmed by the City Council at the Regular Meeting on
April 18, 1988.
Construction is taking place along Southcenter Boulevard which
will result in the widening of that street.
Chairman Duffie reviewed the items that are being considered in
committee. To come before the Council soon will be an Arts
Commission policy and an adult entertainment ordinance.
Chairman Bauch reviewed the items in committee.
He reported a consultant is doing work on financing for the business
district.
Chairman Stoknes reported on items in committee. The flood plain
is in discussion, and LID #32 is under consideration.
Mr. Barden stated the presentation would be a discussion and
alternatives that could be considered in the waste reduction and
recycling programs so incineration would be a last resort.
The subjects covered were the role of the County and the City in
planning, developing and implementing the waste reduction and
recycling programs.
Discussion would be whether or not the recycling programs should
be voluntary or mandatory; should there be a regulatory approach
or an incentive approach? Should the services be centralized or
decentralized? What materials should be targeted? How should
rates be structured to encourage participation by waste generators
or private sector handlers. Who should provide the public
education?
Mr. Barden explained there would be further public meetings to
discuss plans and alternatives as they are suggested.
County Councilmember Ron Sims stated the County Council is going
to explore the kinds of recycling that can be done and the rate
structures that will be involved. Different types of recycling
will affect the rates.
County Councilmember Greg Nickels stated he is representative for
this area on the County Council. They intend to look at all phases
of recycling at the same time incineration is considered.
Councilmember Robertson said as citizens we have less than 19 years to
solve the problem. He suggested incineration be dismissed as an
alternative and recycling be the consideration.

A citizen commented that we should wait and see what other areas in
the country are going to do and adopt the plans that are the
most successful.
Mr. Barden stated we cannot afford to wait until the problem is
upon us. If we could cut waste to 50% it would give us a lot of
time. All efforts are being made to extend the life of the
Cedar Hills disposal site.
Education of all people young and old was suggested by a citizen
in the audience. It was suggested there be seminars in the
schools so all would be aware of the problem and help do something
about it. There is a great need to get information out to the
people. Most of construction waste is recyclable.
Mr. Barden stated waste paper can be recycled and then forests
not have to be cut down. It is a little harder to sell recycled
paper because it is not so white and newspapers do not like it as
well, but it is possible. We need to encourage industry. It can
be made into compost but there would be a lot of it. We need to
market it where it is needed. We need to find a solution within
four months or it will be incineration.
A citizen in the audience said lots of cardboard and lumber can be
recycled. Also glass, plastic, etc., can be recycled and put into
other shapes. If the public is educated as to what they can do to
recycle as an alternative to incineration it would help.
Michelle Nagel stated she was a member of the Black River Quarry Coa-
lition and incineration is a threat. She read a paper that had
been prepared by the Coaltion where they stated their objections to
the Black River Quarry as a site for incineration.
Mr. Sims stated there had been no objections to incineration until
the possible sitings were outlined. He stated the County Council
was not involved in the site selections.
Mr. Barden said the interlocal agreement needs to be signed. There
are many apartments in this area and they need to be educated.
Council President Harris adjourned the Committee of the Whole
Meeting.
