March 25, 1999 public hearing, the Board of Architectural Review (BAR) approved the
applicant's request to construct a new 8,250 square foot addition to an existing building. The
BAR approved the Design Review application with the following conditions:

VICINITY /SITE INFORMATION
Project Description
The applicant is requesting approval for an 8,250 square foot warehouse addition to an
existing one -story office building
Surrounding Land Uses
FINDINGS
DESIGN REVIEW CRITERIA
1. Relationship of Structure to Site.
The building is part of an existing three building office development. Attachment A
shows the location of the site in relation to other properties in its vicinity.
a. The site should be planned to accomplish a desirable transition with streetscape and to provide
for adequate landscaping and pedestrian movement;
b. Parking and service areas should be located, designed and screened to moderate the visual
impact of large paved areas;
c. The height and scale of each building should be considered in relation to the site.
Attachment C is the site plan for the project. The addition is sited on the rear of the
parcel, attached to the southern portion of an existing building. The project calls for the
construction of a truck loading area to serve the new warehouse portion of the building.
The project will replace an existing at grade service area.
The proposed emergency vehicle turnaround area is 81 feet in diameter. The project does
not call for alteration of the existing landscape due to the size and scope of the project.
Landscaping will be provided around the addition but has not been indicated for the area
adjacent to the turnaround, resulting in a condition on the approval of the Substantial
Shoreline Development Permit (Attachment H). The condition of the permit required that
the landscape plan be modified to the extend landscaping to screen the truck loading
portion of the project. The project calls for the removal of 17 parking spaces on the south
portion of the building adjacent to the project. The parcel currently has 256 parking
spaces, while the minimum requirement at this site is 83 spaces.

2. Relationship of Structure and Site to Adjoining Area.
a. Harmony on texture, lines and masses is encouraged;
b. Appropriate landscape transition to adjoining properties should be provided;
c. Public buildings and structures should be consistent with the established neighborhood
character;
d Compatibility of vehicular pedestrian circulation patterns and loading facilities in terms of
safety, efficiency and convenience should be encouraged;
e. Compatibility of on -site vehicular circulation with street circulation should be encouraged.
Attachment D are building elevations for the project. At 24 feet, the addition is within the
115 foot height limit for uses in the TUC zone. The leading edge of the addition is within
the 35 foot height limit established by the Shoreline Overlay zone for uses in the Low
Impact Environment. Landscaping is indicated around the building but not along the
truck loading portion of the project. The loading and access areas are separate from any
parking for the site. No new pedestrian features are indicated for the project, due to the
nature of the improvements.
3. Landscaping and Site Treatment.

• Retention of existing trees and concrete patio

a. Where existing topographic patterns contribute to beauty and utility of a development, they
should be recognized, preserved and enhanced;
b. Grades of walks, parking spaces, terraces and other paved areas should promote safety and
provide an inviting and stable appearance;
c. Landscape treatment should enhance architectural features, strengthen vistas and important
axis, and provide shade;
d. In locations where plants will be susceptible to injury by pedestrian or motor traffic, mitigating
steps should be taken;
e. Where building sites limit planting, the placement of trees or shrubs in paved areas is
encouraged;
Screening of service yards, and other places which tend to be unsightly, should be accomplished
by use of walls, fencing, planting or combination;
g. In areas where general planting will not prosper, other materials such as fences, walls and
pavings of wood, brick, stone or gravel may be used;
h. Exterior lighting, when used, should enhance the building design and the adjoining landscape.
Lighting standards and fixtures should be of a design and size compatible with the building and
adjacent area. Lighting should be shielded, and restrained in design. Excessive brightness and
brilliant colors should be avoided.
Attachment E is the landscape plan. The landscape plan includes the following elements:

As referenced, the Shoreline Permit requires that the landscape plan be modified to add
landscaping that will screen the truck turnaround area. As part of the review by the
Department of Ecology's Shoreland Division, it was requested that Native Plantings be
installed instead of nursery stock due to the project's proximity to the Shoreline.
Attachment I is a letter from Alice Kelly of the Department of Ecology requesting this
revision. The applicants have called for several types of nursery grade stock including
Austrian Pine and Arborvitae. No native evergreen tree plantings such as Fir, Cedar,
Yew or Ash have been indicated however native shrubbery is indicated.
The lighting plan for the site is also included in the landscape plan. The lighting calls for
two additional flood lights to be added, one on the west portion for the building near the
loading space and the other near the southeast corner of the building. No indication has
been made on how the lights will be shielded or directed away from the shoreline.
4. Building Design.
a. Architectural style is not restricted, evaluation of a project should be based on quality of its
design and relationship to its surroundings;
b. Buildings should be to appropriate scale and in harmony with permanent neighboring
developments;
c. Building components such as windows, doors, eaves, and parapets should have good
proportions and relationship to one another. Building components and ancillary parts shall be
consistent with anticipated life of the structure;
d. Colors should be harmonious, with bright or brilliant colors used only for accent;
e. Mechanical equipment or other utility hardware on roof ground or buildings should be
screened from view;
f. Exterior lighting should be part of the architectural concept. Fixtures, standards, and all
exposed accessories should be harmonious with building design;
g. Monotony of design in single or multiple buildings projects should be avoided. Variety of detail,
form and siting should be used to provide visual interest.
Attachment D are the building elevations for the project. The applicant has not submitted
a materials and color board for the project. The building elevations indicate that the
addition will be constructed of metal with a dryvit overlay on the top and corner portions
of the building. At 24 feet, the addition will be taller than the 16 foot tall existing
building and will have a flat roof.
The existing building is constructed of aggregate concrete panels and concrete "tilt -up"
panels. There is no use of metal along the facade as is used in the proposed addition. The
building color is off white. The predominate architectural feature on the building are
several vertical wood paneled insets that include small windows. The proposed addition
will not include these design features as the addition will be screened with landscaping
and will not be seen or used by the general public. The applicant's indicated in their
application (Attachment F) that the addition will be painted to match the existing building
and that the dryvit panels will match the smooth concrete panels on the building.

5. Miscellaneous Structures and Street Furniture.
a. Miscellaneous structures and street furniture should be designed to be part of the architectural
concept of design and landscape. Materials should be compatible with buildings, scale should
be appropriate, colors should be in harmony with buildings and surroundings, and proportions
should be to scale;
b. Lighting in connection with miscellaneous structures and street furniture should meet the
guidelines applicable to site, landscape and buildings.
The addition will be located at the existing at -grade loading area where trash/recycling
dumpsters are located. These dumpsters are currently placed on pavement without
screening. No modification to signage has been included due to the nature of the
proposed addition. TMC 18.52.080 require 2 square feet of trash/recycling area for every
1,000 gross square feet of building area. TMC 18.52.090 requires that trash/recycling
areas should be enclosed behind an opaque wall or fence. The total square feet of the
project following construction will be 62,250 square feet.
(1) Relationship of Structure to Site.
CONCLUSIONS
The Board of Architectural Review, pursuant to Tukwila Municipal Code (TMC) Section
18.108.040, hereby makes the following findings and conclusions under the city's Design
Review Criteria (TMC 18.60.050).
The warehouse addition is appropriately sited along the rear of the building away from general
vehicular traffic. The reduction in parking spaces will not adversely impact the project due to
their location and the number of spaces to be reduced. The project will include appropriate
access for emergency vehicles. While the existing landscape will not be substantially altered, the
new planting areas should include native evergreen and deciduous plantings instead of the
nursery species indicated in the landscape plan.
(2) Relationship of Structure and Site to Adjoining Area.
(3) Landscaping and Site Treatment.

The addition meets both the Zoning Code and Shoreline Overlay height requirements.
Landscaping is provided but must be extended to screen the truck loading portion of the project.
The lack of additional pedestrian facilities is appropriate given the scale and type of project and
its location on the parcel.
To comply with the Substantial Shoreline Development Permit requirements, the applicant must
include landscaping along the truck loading portion of the project, to include the turnaround area.
As the leading edge of the project is within 100 feet of the Ordinary High Water Mark (OHWM)
of the Green River, the use of native plantings is preferable.

The proposed addition will be of similar height and scale to the existing building. The addition
will be appropriately painted and styled to match the existing building
Miscellaneous Structures and Street Furniture.
The project does not include any information on meeting TMC 18.52.080 -090 concerning
required area or screening for trash/recycling areas.
RECOMMENDATIONS
Staff recommends approval of the Design Review permit with three conditions:
1. The applicant must provide a minimum of 124 square feet of enclosed trash/recycling
area. The location, design and materials for the enclosure must be approved by the
Director of Community Development prior to the issuance of a building permit.
2. In support of the Department of Ecology's request in their review of the Substantial

Re: Shoreline Substantial Development Permit L98 -0061, Carlyle Warehouse Addition
The City of Tukwila has issued a shoreline substantial development permit to the above -
named applicant to construct an addition to an existing building for warehouse and
distribution space. The addition is toward the Duwamish/Green River and encroaches into
the 200 -foot shoreline jurisdiction area. The one condition placed on the permit requires the
applicant to extend the landscape area along the south and east portion of the building. The
guidance in the City's shoreline master program regarding suitable vegetative screening is
rather out -of -date, as it recommends ivy, and large hardy shade or fruit trees, among other
options.
Ecology recommends that native species be used for landscaping setback or buffer areas such
as this. Although this stretch of the river may not be a suitable candidate for riparian corridor
restoration now or in the near future, nevertheless native species plantings, especially trees,
would be a step in the right direction. Additionally, herbicides and pesticides should not be
used routinely in buffer /setback areas.

cottonwood tree within the river environment, or the low impact environment, which
tree is 12 inches or greater in diameter as measured 4.5 feet above grade, shall be
subject to the requirements of TMC Chapter 18.54, Tree Regulations.
No tree removal is anticipated.
Specific Shoreline Regulations
TMC 18.44.140 provides specific regulations concerning new development in the Low Impact
Environment of the Shoreline.
1. The low impact environment shall contain no uses other than those allowed in the
river environment and the following:
a. Structures not to exceed 35 feet in height, excluding utility towers;
b. Parking /loading and storage facilities adequately screened or landscaped;
c. Railroad lead and spur trackage or public or private roads;
d. Utilities, including towers;
e. Signs not to exceed regulations of the underlying zoning district sign code.
The proposed building will be 28 feet in height. The proposal includes the reconfiguration of an
existing paved surface. Landscaping has been proposed for the building portion of the site. The
project must also comply with Design Review Guidelines (TMC 18.60), including approval by
the BAR.
2. Low impact environment uses shall conform to the following standards:

b. Access roads shall be located no closer than ten feet to buildings, spur tracks
or parking /loading and storage facilities, and the effective setback area shall be
suitably landscaped. This shall not prohibit ingress and egress points between an
access road and the described facilities;
c. Parking, loading, and storage facilities shall be appropriately screened from
the river with:
DECISION
(1) A solid evergreen screen of a minimum six-foot height, or
(2) Decorative fence six feet high. (Note: Chain link fence shall be slatted
and planted with ivy or other trailing vine except where a safety hazard
may exist.), or
(3) Large hardy shade or fruit trees such as maple, alder, poplar, cottonwood,
sycamore, willow, oak, beech, walnut, ash, birch or other species
approved by the Director at a maximum of 30 feet on center, or
(4) Earth berms at a minimum of four feet high, suitably planted with live
groundcover or natural grass;
d. Railroad lead trackage shall be no closer than 15 feet to parking /loading and
storage facilities, and shall be suitably landscaped
As previously indicated, the proposal must receive approval by the BAR prior to the issuance of
a building permit. The BAR approves the site plan, landscape plan and building elevations. The
applicant has proposed new landscape comprised of Austrian Pine, Arborvitae and Pacific Wax
Myrtle to screen the east and south portions of the building. No landscaping has been proposed
for the loading platform an related access area. The existing landscape plan will not be altered.
Approval of the application with the following conditions:
1. The proposed landscape along the south and east portion for the building shall be
extended to screen the truck loading portion of the project.

Project Description:
This SEPA review is for the construction of an 8,250 square foot warehouse addition to an
existing 54,000 square foot one story office building. The addition will include improvements to
the impervious surface to allow for trucks to access the warehouse facility.
Agencies with jurisdiction:
None
Summary of Primary Impacts:
• Earth
• Air
The entire site is generally flat with silty sand and topsoil in the general area. The project
includes reduction and replacement of impervious surface to create a truck loading area for
the new warehouse. Approximately 70% of the entire parcel will have impervious surface
following construction. The applicant has indicated that haybales will be used to reduce or
control erosion during construction.
Emissions will occur from construction vehicles during construction. No other impacts are
anticipated

MEMORANDUM
Project is located within Shoreline Management Zone. A Substantial Shoreline
Development Permit (TMC 18.44) is required prior to construction. No dredging or filling
from surface water or wetlands. No discharge of waste materials to surface waters will
occur. No withdraw or discharge of groundwater will occur. All construction in and around
existing drainage field(s) must comply with Tukwila's Storm Water Management Ordinance.
Approximately 2,100 square feet of impervious surface will be removed and replaced with
grass while approximately 1,400 square feet of new impervious surface will be added to
create the truck loading area.

• Plants
A landscape plan has been submitted with the land use applications that includes planting
of new grass area and new evergreen shrubbery. A Riverbank Stability Analysis and Site
Reconnaissance were submitted concerning the general site conditions along the Green
River channel bank. No removal or impact to existing vegetation area is anticipated. Any
removal of trees within a Shoreline area requires a Tree Permit (TMC 18.54)
• Animals
No animals found in the area. The site is within 200 feet of the Green /Duwamish River that
provides habitat for species currently under consideration for listing under the Endangered
Species Act.
• Energy /Natural Resources
Energy will be used for the construction of the new warehouse. The new facility will be
heated with electric heat. Some new exterior lighting will be installed.
• Environmental Health
Some construction noise will occur. The construction of the warehouse will result in noise
produced through new truck trips that will service the facility.
• Land /Shoreline Use
Development is located in the Tukwila Urban Center (TUC) zone. Project includes the
construction of a new 8,250 square foot warehouse /distribution building. Project will include
the reconfiguration of an existing parking area for a truck loading area. The project must
be approved by the Board of Architectural Review (BAR) prior to the issuance of a building
permit. The project must also receive a Substantial Shoreline Development Permit prior to
obtaining a Building Permit, as it is within 200 feet of the Green /Duwamish River. No
demolition of structures is proposed.

No impacts.

The project is subject to Design Guidelines (TMC 18.60) and approval by the BAR prior to
issuance of a building permit. The BAR will review the site plan, building elevations,

Prior to the hearing before the Board of Architectural Review (BAR) on the Design o !—`
Review application, the Shoreline Permit and SEPA determination must be issued. As I w uj
do not anticipate the issuance of either document until the end of February, the next I--
available BAR hearing will be March 25, 1999. The SEPA and Shoreline Permits are u"
issued by the Director of Community Development. These permits include a 21 day v czi)
appeal period. As with other similar instances, our policy is to have appeal periods tolled o '—'
prior to any hearing. This ensures that the BAR hearing is free of any potential z
complications that may arise if the SEPA or Shoreline Permits are appealed. Thus, the
next feasible date for a hearing will be March 25, 1999.

THE OVERALL AMBIANCE OF THE SETTING IS MUCH LIKE A CAMPUS
OF BUILDINGS. TWO FRONT BUILDINGS ARE OCCUPIED BY WELLS FARGO
BANKING AND THE THIRD BUILDING BY CARLYLE INC. THE BUILDINGS
CREATE A COMPOUND, SERVED BY A PRIVATE DRIVE AND LANDSCAPED
WITH LARGE MATURE TREES AND FOILAGE.

hearing before the Board of Architectural Review on February 25, 1999.
The next step is for you to install the notice board on the site within 14 days of the date of this letter. To
ensure the timely review of this application, the notice board must be erected and the notice posted by
January 12, 1999. You received information on how to install the sign with your application packet. If you
need another set of those instructions, you may obtain them at the Department of Community Development
(DCD). Also, you must obtain a laminated copy of the Notice of Application to post on the board. This
notice is also available at DCD. After installing the sign with the laminated notice, you need to return the
signed Affidavit of Posting to the our office.

As requested, we are pleased to present the results of our visual site reconnaissance for the 0 �
proposed addition at the subject site. The purpose of our reconnaissance was to observe the w
general site conditions and observe the stability of the adjacent Green River channel bank. - a

The subject site is located in a meander lobe of the Green River at 6801 south 180` Street z ~
in Tukwila. The addition will be constructed at the southeast corner of the existing building.
The addition will have a footprint of seventy -five (75) by one hundred ten (110) feet, with a
finished floor elevation of 26.67 feet.
The addition will be set back sixty (60) feet from the top of the north levee of the Green River
and ninety (90) feet from the Green River mean high water mark.
On November 23, 1998, a representative from our firm visited the subject site to observe the
addition area and the condition of the north bank of the Green River. At the time of our visit,
the following conditions were observed:
• The Green River is confined to its current alignment by levies. The levee
extends to a height of about four feet above the valley floor. At the time of
our visit, the river level was about twenty feet below the top of the levee. The
river channel banks are inclined at a gradient of about 70 to 80 percent.
