Per our conversation today, you have indicated that the garage will be moved to proposed Lot "A" by the end of June, 1999. You have also advised that a new foundation for the garage will not be poured until August, 1999. In the interim, you may temporarily place the garage on blocks on or near the location of the proposed foundation (see attached diagram) but in no event closer than the required setbacks. After the garage has been moved to proposed Lot "A ", please contact me at 206 -431 -3663 so I may make a site visit. Upon verification that the garage has been correctly sited and placed on blocks, we can proceed with final approval of the short plat documents to be recorded. I have attached a copy of these documents (Pages 1 through 4) for your review. The final short plat must be filed with the King County Department of Records by March 17, 2000. The City may grant one six -month extension if requested in writing prior to the expiration date. The short plat is not complete until the recording occurs and copies of the recorded documents with all parcel numbers are provided to the Department of Community Development. The conditions imposed are to ensure that the short plat is consistent with the City's policies and regulations. PRELIMINARY APPROVAL CONDITIONS General Submit a survey map for the short plat as described in the application checklist which is consistent with all of the conditions of approval. The surveyor's original signature must be on the face of the short plat and must have adequate margins meeting King County recording requirements. According to the rules of the King County Recorder's Office, a one -inch margin must be kept clear along the sides and bottom of any page to be recorded. The top of the first page of any document to be recorded must retain a three -inch clear margin, while the tope of any subsequent pages must retain a one -inch clear margin. Relocation of Garage Prior to final approval of the short plat, the existing garage located on proposed Lot "B" must be relocated to proposed Lot "A" or be removed in accordance with setback requirements. W J H, U) u. w 0: g u) H =. z: z o, LIJ Per our letter to you of November 19, 1998, your application for a Short Plat was found to be . incomplete. As we indicated at that time, in order to continue processing your application there .p w, are additional items that must be submitted to the Department of Community Development. c3 These items are listed below and are the result of the information we reviewed with you on = I— —; December 2nd. O zi V co 1. As we discussed, the configuration of Lot B (as it appears on your submitted site plan) is Z H, unacceptable. Approximately two- thirds of the lot is only 38 feet in width. The required minimum average lot width for properties in this Low Density Residential Zone (LDR) is an average of 50 feet. Survey: Please reconfigure Lot B to create a more rectangular lot configuration, which has a consistent average lot width of at least 50 feet. The revised property lines for Lot B must provide adequate setbacks for the existing garage, shed and greenhouse. If this cannot be accomplished, these three structures will have to be relocated or moved to accommodate the setback requirements (the Building Department will require permits for either demolition or relocation of these buildings). On the attached copy of the site plan we have drawn the approximate locations of the boundary lines as discussed on December 2nd. 2. The site plan must show. the location, dimension and purpose of existing and proposed easements. The Title Policy submitted to us identifies two utility easements: 1) an easement for underground electric distribution; and 2) an easement for a water line. Please locate these and any other existing or proposed easements on the site plan. 3. The site plan must show the description, location and size of all existing and proposed utilities (including water and sewer mains and sewer main extensions), storm drainage facilities and roads to serve the Tots. 6300 Southcenter Boulevard, Suite #100 • Tukwila, Washington 98188 • (206) 431-3670 • Fax (206) 431-3665 David T. Rubino Daniel R. Adams November 10, 1998 L98 -0079 (Short Plat) Page 2 During our December 2nd meeting, you indicated that the water and sewer lines (running along the north and south property lines) may have been installed by your neighbor, Gerald Knudson. Although we have reviewed the information with our Public Works Department, there are no records that can document the installation or location of these lines. If these lines were installed, they most certainly were installed privately. Our Senior Engineer, Gary Barnett, has suggested two ways to obtain documentation regarding your utility lines: 1) contact your neighbor, Mr. Knudson, directly and 2) contract with a private locator service. Mr. Knudson's address is 14925 58th Avenue South, Tukwila, WA 98188 and his phorie number is 206- 242 -1409. To find a private locator service, look under the "Utilities Underground - Locating" section of the Yellow Pages for companies which locate private utilities. In combination, both of these resources should be able to give an accurate description, location and size of the existing utilities. Please provide four copies (8 -1/2" x 14 ") of the survey which has been revised to reflect Items 1 through 3 above. Additional Items 4. According to the Title Policy submitted to us (dated August 7, 1998), Daniel R. Adams is also an owner of the property. Please have Mr. Adams execute the attached Property Owner Declaration. 5. You also raised questions regarding runoff in connection with the relocation of existing outbuildings and the expansion of the existing residence. The Public Works Department has indicated that they will address these issues with you after the file has been found to be complete. At that time they will also discuss how any existing or proposed easements should be reflected on the Short Plat. Upon receipt of Items 1 through 4 above, the City will continue processing your application. This application will expire if we do not receive the additional information within 90 days of the date of this letter, unless an extension is granted pursuant to Section 18.104.070(E) of the Tukwila Municipal Code. As we mentioned to you, we believe Mr. Knutsen installed these lines - they are not shown on City utility maps. Additionally, the applicants have questions about runoff - although these are normally addressed later in the process, we would like to get some initial feedback from Public Works. There are two questions related to runoff: 1. The applicants will be building a large deck onto an existing house. At that time they would like to direct roof runoff into an abandoned septic tank. Would this be acceptable? 2. Two small outbuildings (a garage and shed) will be relocated to another part of the property as the result of the proposed short plat - will this raise any flags with Public Works? This file has a checkered past - the applicants have received contradictory information and have understandably become a little skittish. In an effort to provide better service on this file, Jack and I are asking for this information. The applicants would like to get some feedback from us the week of December 7th. Would you let Jack or I know how long it will take to get this information? We have the following comments. Your application for a Short Plat has been found to be incomplete. In order to continue processing your application there are additional items that must be submitted to the Department of Community Development. These items are listed below. Items Required by Department of Community Development: 1. The proposed configuration of Lot B is unacceptable. Approximately two- thirds of the lot is only 38 feet in width. The required minimum average lot width for properties in this Low Density Residential Zone (LDR) is an average of 50 feet. The proposed narrow lot width and the associated setbacks will make the lot virtually unbuildable for most typical single family homes. Please reconfigure Lot B to create a more rectangular lot configuration, which has a consistent average lot width of at least 50 feet. The revised property lines for Lot B must provide adequate setbacks for the existing garage, shed and greenhouse. If this cannot be accomplished, these three structures will have to be relocated or moved to accommodate the setback requirements. Alternatively, you may wish to consider an entirely different lot configuration. 2. According to the Title Policy submitted to us (dated August 7, 1998), Daniel R. Adams is also an owner of the property. Please have Mr. Adams execute the attached Property Owner Declaration. 3. The site plan must show the location, dimension and purpose of existing and proposed easements. The Title Policy submitted to us identifies two utility easements: 1) an easement for underground electric distribution; and 2) an easement for a water line.
