See Attachment B. fP.SRFV nnr lV/I /9Fi Applicant: Tukwila School District Project: Thdrndyke Elementary School APPLICANT'S RESPONSE TO DESIGN REVIEW CRITERIA Zoning Code and Comprehensive Plan The existing school is located near the northwest corner of the site, which has limited street frontage, and the main vehicular and pedestrian entrance co- mingle within a 30 foot width at the northwest corner. The proposed new design places the building at the only remaining street frontage, but well away from the main vehicular accesses to the site. It also allows for a distinct separation of auto, bus and pedestrian circulation from the street onto the site. Off site drop -off and parking are discouraged because the current street -front diagonal parking is eliminated. No street parking is provided and adequate parking, parent drop -off and bus drop -off facilities are provided on -site. The pedestrian sidewalks are coordinated with city improvement plans to provide a safe, separate path from the street to the entry of the school. Parking areas are screened by landscaped shrub beds, trees and lawn. The service areas are completely screened by masonry walls designed to be compatible with the building design. The site is organized to allow the construction of the new school while the existing school is in operation, to provide for as much hard surface and turfed playfield area as possible and require the least disturbance to the existing sloped hillside and forest area on the south portion of the site. Wherever possible, the natural terrain has been retained. This includes a substantial portion of the south side of the site and a significant portion of the forested northeast corner of the site at the street. The proposed design places most of the building area/massing well away from the street with southerly views to the natural forested area of the site. Only the more public areas of the school - the Gymnasium and Multi- purpose Room are placed close to the street. The building design incorporates several techniques to reduce its height and scale. Most of the building area is located well away from the street and neighboring residences. Sloped roofs, lapped siding and bay windows are utilized to reflect the residential character of the neighborhood. The building roof line is broken up with lower roofed stairway and entry structures and through the use of cross gables, entry canopies and single story support areas placed in the foreground of the street view. Within this framework of compatibility with the neighborhood, several design elements are utilized to indicate the educational /institutional function of the school. Strategically placed storefront glazing at the entry and Multi - purpose area act as "welcoming beacons" to the community. A generous covered entry canopy signals the "front door" and protects students from inclement weather before and after school.
