DESREV.DOC 12/12/96 7 Applicant: Tukwila School District Project: Tukwila Elementary School APPLICANT'S RESPONSE TO DESIGN REVIEW CRITERIA Zoning Code and Comprehensive Plan The existing school located near the street with the building floor elevation approximately 8 feet below the street level, necessitating steep entry/exit vehicular driveways and limited on site bus and auto drop -off and parking facilities. The proposed new design places the building away from the street with adequate on -site drop -off and parking areas, gradually sloped driveways, and significant areas for landscaping. Off -site parking and drop -off is discouraged by landscape screening, greater distances to the building and on -site bus drop -off areas. Pedestrian access is provided from both directions by sidewalks that lead to the front entry of the school. • z ~w re 2 6 00 cn w =' J wo u. D„, w' z 1. Parking areas are screened by a combination of landscape berming and landscape shrub beds. w O, Service areas are completely screened by masonry walls designed to be compatible with the building design. ci The site is organized to allow the construction of the new school while the existing school is in = w' operation, to provide for as much hard surface and turfed play field area as possible and require v—. u. the least disturbance to the existing sloped hillsides to the south and west. This has been accomplished by creating a series of four buildings, linked by glazed "elements" that are all v N organized into a "crescent" shape on the site. This "crescent" shaped plan gives the school a 1 unique and distinguished organization within which the neighborhood compatible structures are z designed. Wherever possible, the natural terrain has been retained or (as in the case of the north portion of the site) enhanced to more closely reflect the original topography. The building design incorporates a number of visual techniques to reduce its size and scale. It is located well below the street level to maintain views over the building to the natural hillsides beyond. Sloped roofs, lapped siding and bay windows reflect the residential character of the neighborhood. The building roof line is broken up with lower glazed stairwell structures so as to create an appearance of a series of "2 -story houses ". Within this framework of compatibility with the neighborhood, several design elements are utilized to indicate the educational /institutional function of the school. Strategically placed areas of storefront glazing at the entries and in the Multi- purpose area act as "welcoming beacons" to the community. A generous covered entry canopy signals the "front door" and protects students from inclement weather before and after school.
