At their January 28, 1999 public hearing, the Planning Commission approved the applicant's request for a Wireless Communication Facility comprised of 9 antennae attached to a monopole with associated operating equipment located adjacent to the existing monopole. The Planning Commission approved the Conditional Use Permit with the following conditions: 1. The existing fence shall be modified to include site obscuring elements such as slats to screen the ground equipment from view. The site obscuring materials shall be reviewed and approved by the Director of Community Development prior to the issuance of a Development Permit. Staff Report to the Planning Commission FINDINGS Vicinity /Site Information Project Description L98 -0090 U.S.West Communications 12228 - 51st Place S. The applicant is requesting Conditional Use Permit approval to install a Wireless Communication facility base station at 12228 - 51st Place S. The applicant is proposing the installation of 9 antennae, to be located at a height of 90 feet on an existing 100 foot monopole. Associated operating equipment will located adjacent to the monopole and existing equipment shelter. Existing Development The site is currently occupied by a telecommunications monopole. Surrounding Land Uses The surrounding properties are zoned Manufacturing Industrial Center/ Heavy (MIC/H) to the north, south and east. Properties to the west are all zoned Low Density Residential. The predominate uses in the area are single family residential and a railroad yard. BACKGROUND The applicant is requesting co- location of their antennae and operating equipment at a monopole previously approved for Cellular One at a May 16, 1991 Planning Commission hearing under file 91 -02 -CUP. The Cellular One monopole required Conditional Use Permit, Design Review and SEPA approval. AT &T has since taken over ownership and operation of this existing facility. As this application is for new antennae attached to the previously approved monopole, this application only requires Conditional Use Permit approval. If the applicant was proposing a separate support structure in excess of 60 feet in height, SEPA approval would also be required. (1) The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use or in the district in which the subject property is located. z The applicant has included site plans (Attachments B and C), elevations of the 1 w antennae on the monopole (Attachment D) and computer generated photographs re 2 (Attachment E) showing the proposed location of the antennae in relation to the 0 monopole. The proposed antennae will be located approximately 5 feet below , , N 0 the existing antennae. The propose antennae will be approximately 3 feet, 6 w i' inches or approximately 1/2 the size and dimensions of the existing antennae. I _ z1-, The new facility is telecommunications equipment that fall within the safety z 0 parameters set by the American National Standards Institute (ANSI). The w w; operating equipment for the facility will be located behind a locked gate and v o adjacent to the existing equipment shelter for the AT &T facility. The placement of ground v equipment will occur within the gated area established for the original monopole z and ground equipment. No additional parking is proposed for the site. No other development standards in this zone apply to this application. (3) The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. (2) The proposed use shall meet or exceed the performance standards that are required in the district it will occupy. As with similar uses, the addition of operating equipment and antennae will generate trips during the construction period and, following the completion of construction, up to 1 trip per month for maintenance. No other impacts to pedestrian or transportation movements are anticipated. (4) The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan This project must comply with the following Comprehensive Plan policies and meet necessary Zoning Code regulations. 12.1.36. Encourage utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. Implementation strategies for this policy include the use of shared infrastructure and use of existing structures. The applicant is proposing antennae that will be located on a previously approved monopole. As indicated above, the monopole z was approved at the May 16,1991 Planning Commission hearing. i- w To minimize visual impacts associated with this project, the applicant's plans 6 = indicate that a similar mounting will be used to match the existing antennae v o mounting. The applicant has indicated that the antennae will be painted to co w complement both the monopole and the existing antennae. The existing facility -J includes deciduous trees planted within the locked area that are designed to w o screen the impact of the monopole. The proposed antennae will be located on a structure previously approved for wireless facilities. The associated technology is within federal safety guidelines. (2) The proposed criteria shall meet or exceed the performance standards... The applicant is within the allowed height for uses in the MIC /H zone. The few ground equipment is outside of the required setback area. No other development standards apply. (3) The proposed development shall be compatible generally with the surrounding... No impacts to the transportation system are anticipated. All operating equipment will be located in an appropriate and safe location. The project will have the necessary electrical services for its operation. The applicant is locating on a previously approved monopole. Visual impacts of the antennae are minimized by using .a similar mounting to the other wireless carrier and through appropriate painting. Screening of the new ground cabinets are not indicated. The height and species of the existing vegetation do not provide screening for the ground equipment. (5) All measures have been taken to minimize the possible adverse impacts... The antennae are being mounted on an existing structure. All operating equipment will be located in behind a locked fence. RECOMMENDATIONS Staff recommends approval of the Conditional Use Permit with the following condition: 1. A planting of evergreen shrubbery shall be installed along the portion of the fence area facing the street. The shrubbery should be planted at a minimum of height of 4 feet to provide adequate screening. (L98 -0090) Dear Mr. Grove: Your application on behalf of U.S. West Communications for the addition of 9 antennae on an existing monopole, as referenced, has been found to be complete on December 9, 1998 for the purposes of meeting state mandated time requirements. The project has been assigned to me and is tentatively scheduled for a public hearing before the Planning Commission on January 28, 1999. The next step is for you to install the notice board on the site within 14 days of the date of this letter. INTRODUCTION USWEST Communications is in the process of developing a new wireless communication system called Personal Communication Services (PCS). PCS is a unique combination of telecommunication services that will provide the public with the next generation of wireless devices, such as: compact cellular telephones with paging and voicemail service, wireless fax machines and fax modems, and an array of other customized mobile equipment. Ultimately, PCS will allow for an all -in -one telecommunications device combining multiple services in a single wireless telephone. PCS uses new digital technology to produce a higher quality transfer of voices and data versus the older analog/digital systems that are currently being used by many wireless telephone service providers. This digital technology also accommodates the transfer of data and graphics. In addition, PCS operates at a higher frequency, around 1,900 megahertz, and broader frequency band than conventional cellular. This allows for more simultaneous callers. In order to provide these services, USWEST is developing a PCS network in the greater Seattle area. PCS works by splitting a region into smaller geographic areas called cells, each cell is served by a transmitter and receiver or base station. As a caller moves across the landscape, the call is passed or "handed -off' from one base station to another. Each base station is connected to a mobile telephone switching office, which is linked to the land based phone network serving your home or office. Individual base station site locations, such as the proposed site, are selected based on a number of considerations related to topography, distance from other base stations, proximity to traffic corridors, and other technical features. USWEST engineers utilize computer modeling and radio testing to determine potential sites. Because PCS base stations consist of very low powered transmitters, which cover a relatively small geographic area, there is limited flexibility in site selection. USWEST tries to locate its sites where the impact to local residents is minimal, such as the existing AT &T Wireless monopole communication tower. The proposed PCS base station facility has been designed to provide PCS service to this portion of Tukwila, including portions of I -5. When developed, this facility will connect to other neighboring facilities in the network allowing for uninterrupted PCS service throughout much of Tukwila. REQUESTED LAND USE REVIEW The applicant requests the following land use review from the City of Tukwila for the placement of nine panel antennas on an existing communication tower and the location of associated equipment at the base of the tower: ➢ Conditional Use Permit in accordance with Section 18.38.040.6. of the Tukwila Municipal Code (TMC). IV. PROPOSAL DESCRIPTION The proposed PCS facility consists of the installation and operation of antennas and associated equipment cabinets for USWEST wireless personal communications service network. The antennas will be collocated on an existing 100 foot tall "monopole" communication tower which is owned and operated by AT &T Wireless Services. The antennas would be located at the ±90 foot level on the existing ±100 foot tall monopole. A total of nine panel antennas will be mounted vertically on three support arms (three antennas per arm). Each panel antenna is approximately three and a half feet tall and four inches wide. In addition to the antenna array, there will be a set of three steel equipment cabinets containing the electronic equipment necessary to transmit the signal. These' self - contained cabinets are approximately five feet tall and will be mounted to a concrete pad measuring approximately 6 feet 6 inches by 10 feet at the base of the tower. A small Global Positioning System (GPS) antenna will be attached to a 15 foot tall post attached to the ground adjacent to the cabinets. The existing monopole is located at 12228 51St Place South, approximately 1/8 mile west of I -5. The property is zoned MIC/H (Manufacturing Industrial Center/ Heavy). The facility has been designed to meet all applicable development standards of the zone, including height limitations and setback requirements. The proposed facility is conditionally permitted pursuant to Section 18.3 8.040.6 of the TMC. The facility will be accessed from 51St Place South. Following construction, the unstaffed facility would be visited approximately once a month by a service technician to ensure that equipment is functioning properly. V. After construction, the facility would require only one maintenance visit per month which will generate no measurable amount of traffic to the property or surrounding district. Since the facility would be located on an existing communication site, the facility would have a minimal visual impact on the surrounding community. The facility is generally compatible with the surrounding land uses in terms of traffic and pedestrian circulation. 4. The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan; Policies for non -city owned utilities: Odelia Pacific Corporation. 4 November23 , 1998 USWEST Communications Conditional Use Permit Application for AT&T/Burke Co- location PCS Site 12.1.34 Actively coordinate project implementation with individual utilities based upon Tukwila's Comprehensive Plan and Development regulations. Based upon the nature of this project, implementation is consistent with Tukwila's Comprehensive Plan and Development regulations and does not require further coordination with individual utilities due to type of facility and location. The site has been located in such a position so as not to interfere with existing communication facilities. 12.1.36 Encourage utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. USWEST seeks to collocate with other wireless telecommunications providers when project scheduling, design and construction feasibility are possible. This location uses an existing structure instead of construction a new monopole. This site maximizes the use of an existing structure without negatively impacting the community. The facility is optimum from the standpoint of the City of Tukwila Comprehensive Plan in consolidating utility facilities. 5. All measures have been taken to minimize the possible adverse impacts which the proposed use may have on the area in which it is located. USWEST proposes to locate the equipment cabinets and antennas on an existing communication facility site. The location should have no impact on the surrounding district. The transmission tower is the tallest structure within the surrounding area and meets the USWEST engineering requirements for signal propagation. Maintenance visits to the site will be only once a month, and therefore, will have a minimal affect the surroundings. PCS uses low power and operates at a frequency that meets all local, state and federal requirements for the health and safety of the community. This is a very suitable location for this installation and it will have minimal impact on adjoining properties. VI. CONCLUSION USWEST Communications Wireless requests a Conditional Use Permit to collocate wireless telecommunications equipment on the existing telecommunication facility located at 12228 51st Place South. The existing AT &T communication tower is the most inconspicuous location for this installation. Due to the terrain and surrounding structures this location is the ideal location to fulfill design and engineering requirements. Additionally in order to meet the needs of the community it is vital to be located in this area. This tower is the tallest available structure in the neighborhood and gives us the opportunity to use an existing structure without having to build a separate monopole to attain necessary coverage. The applicant is requesting Conditional Use Permit approval to install a Wireless Communication facility base station at 12228 - 51st Place S. The applicant is proposing the installation of 9 antennae, to be located at a height of 90 feet on an existing 100 foot monopole. Associated operating equipment will located adjacent to the monopole and existing equipment shelter. Existing Development The site is currently occupied by a telecommunications monopole. Surrounding Land Uses The surrounding properties are zoned Manufacturing Industrial Center/ Heavy (MIC/H) to the north, south and east. Properties to the west are all zoned Low Density Residential. The predominate uses in the area are single family residential and a railroad yard. BACKGROUND The applicant is requesting co- location of their antennae and operating equipment at a monopole previously approved for Cellular One at a May 16, 1991 Planning Commission hearing under file 91 -02 -CUP. The Cellular One monopole required Conditional Use Permit, Design Review and SEPA approval. AT &T has since taken over ownership and operation of this existing facility. As this application is for new antennae attached to the previously approved monopole, this application only requires Conditional Use Permit approval. If the applicant was proposing a separate support structure in excess of 60 feet in height, SEPA approval would also be required. The placement of ground v equipment will occur within the gated area established for the original monopole z and ground equipment. No additional parking is proposed for the site. No other development standards in this zone apply to this application. (3) The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. (2) The proposed use shall meet or exceed the performance standards that are required in the district it will occupy. As with similar uses, the addition of operating equipment and antennae will generate trips during the construction period and, following the completion of construction, up to 1 trip per month for maintenance. No other impacts to pedestrian or transportation movements are anticipated. (4) The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan This project must comply with the following Comprehensive Plan policies and meet necessary Zoning Code regulations. 12.1.36. Encourage utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. (2) The proposed criteria shall meet or exceed the performance standards... The applicant is within the allowed height for uses in the MIC /H zone. The few ground equipment is outside of the required setback area. No other development standards apply. (3) The proposed development shall be compatible generally with the surrounding... No impacts to the transportation system are anticipated. All operating equipment will be located in an appropriate and safe location. The project will have the necessary electrical services for its operation. The applicant is locating on a previously approved monopole. Visual impacts of the antennae are minimized by using .a similar mounting to the other wireless carrier and through appropriate painting. Screening of the new ground cabinets are not indicated. The height and species of the existing vegetation do not provide screening for the ground equipment. (5) All measures have been taken to minimize the possible adverse impacts... The antennae are being mounted on an existing structure. All operating equipment will be located in behind a locked fence. RECOMMENDATIONS Staff recommends approval of the Conditional Use Permit with the following condition: 1. A planting of evergreen shrubbery shall be installed along the portion of the fence area facing the street. The shrubbery should be planted at a minimum of height of 4 feet to provide adequate screening. INTRODUCTION USWEST Communications is in the process of developing a new wireless communication system called Personal Communication Services (PCS). PCS is a unique combination of telecommunication services that will provide the public with the next generation of wireless devices, such as: compact cellular telephones with paging and voicemail service, wireless fax machines and fax modems, and an array of other customized mobile equipment. Ultimately, PCS will allow for an all -in -one telecommunications device combining multiple services in a single wireless telephone. PCS uses new digital technology to produce a higher quality transfer of voices and data versus the older analog/digital systems that are currently being used by many wireless telephone service providers. This digital technology also accommodates the transfer of data and graphics. In addition, PCS operates at a higher frequency, around 1,900 megahertz, and broader frequency band than conventional cellular. This allows for more simultaneous callers. In order to provide these services, USWEST is developing a PCS network in the greater Seattle area. PCS works by splitting a region into smaller geographic areas called cells, each cell is served by a transmitter and receiver or base station. As a caller moves across the landscape, the call is passed or "handed -off' from one base station to another. Each base station is connected to a mobile telephone switching office, which is linked to the land based phone network serving your home or office. Individual base station site locations, such as the proposed site, are selected based on a number of considerations related to topography, distance from other base stations, proximity to traffic corridors, and other technical features. USWEST engineers utilize computer modeling and radio testing to determine potential sites. Because PCS base stations consist of very low powered transmitters, which cover a relatively small geographic area, there is limited flexibility in site selection. USWEST tries to locate its sites where the impact to local residents is minimal, such as the existing AT &T Wireless monopole communication tower. The proposed PCS base station facility has been designed to provide PCS service to this portion of Tukwila, including portions of I -5. When developed, this facility will connect to other neighboring facilities in the network allowing for uninterrupted PCS service throughout much of Tukwila. REQUESTED LAND USE REVIEW The applicant requests the following land use review from the City of Tukwila for the placement of nine panel antennas on an existing communication tower and the location of associated equipment at the base of the tower: ➢ Conditional Use Permit in accordance with Section 18.38.040.6. of the Tukwila Municipal Code (TMC). IV. PROPOSAL DESCRIPTION The proposed PCS facility consists of the installation and operation of antennas and associated equipment cabinets for USWEST wireless personal communications service network. The antennas will be collocated on an existing 100 foot tall "monopole" communication tower which is owned and operated by AT &T Wireless Services. The antennas would be located at the ±90 foot level on the existing ±100 foot tall monopole. A total of nine panel antennas will be mounted vertically on three support arms (three antennas per arm). Each panel antenna is approximately three and a half feet tall and four inches wide. In addition to the antenna array, there will be a set of three steel equipment cabinets containing the electronic equipment necessary to transmit the signal. These' self - contained cabinets are approximately five feet tall and will be mounted to a concrete pad measuring approximately 6 feet 6 inches by 10 feet at the base of the tower. A small Global Positioning System (GPS) antenna will be attached to a 15 foot tall post attached to the ground adjacent to the cabinets. The existing monopole is located at 12228 51St Place South, approximately 1/8 mile west of I -5. The property is zoned MIC/H (Manufacturing Industrial Center/ Heavy). The facility has been designed to meet all applicable development standards of the zone, including height limitations and setback requirements. The proposed facility is conditionally permitted pursuant to Section 18.3 8.040.6 of the TMC. The facility will be accessed from 51St Place South. Following construction, the unstaffed facility would be visited approximately once a month by a service technician to ensure that equipment is functioning properly. V. After construction, the facility would require only one maintenance visit per month which will generate no measurable amount of traffic to the property or surrounding district. Since the facility would be located on an existing communication site, the facility would have a minimal visual impact on the surrounding community. The facility is generally compatible with the surrounding land uses in terms of traffic and pedestrian circulation. 4. The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan; Policies for non -city owned utilities: Odelia Pacific Corporation. 4 November23 , 1998 USWEST Communications Conditional Use Permit Application for AT&T/Burke Co- location PCS Site 12.1.34 Actively coordinate project implementation with individual utilities based upon Tukwila's Comprehensive Plan and Development regulations. Based upon the nature of this project, implementation is consistent with Tukwila's Comprehensive Plan and Development regulations and does not require further coordination with individual utilities due to type of facility and location. The site has been located in such a position so as not to interfere with existing communication facilities. 12.1.36 Encourage utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. USWEST seeks to collocate with other wireless telecommunications providers when project scheduling, design and construction feasibility are possible. This location uses an existing structure instead of construction a new monopole. This site maximizes the use of an existing structure without negatively impacting the community. The facility is optimum from the standpoint of the City of Tukwila Comprehensive Plan in consolidating utility facilities. 5. All measures have been taken to minimize the possible adverse impacts which the proposed use may have on the area in which it is located. USWEST proposes to locate the equipment cabinets and antennas on an existing communication facility site. The location should have no impact on the surrounding district. The transmission tower is the tallest structure within the surrounding area and meets the USWEST engineering requirements for signal propagation. Maintenance visits to the site will be only once a month, and therefore, will have a minimal affect the surroundings. PCS uses low power and operates at a frequency that meets all local, state and federal requirements for the health and safety of the community. This is a very suitable location for this installation and it will have minimal impact on adjoining properties. VI. CONCLUSION USWEST Communications Wireless requests a Conditional Use Permit to collocate wireless telecommunications equipment on the existing telecommunication facility located at 12228 51st Place South. The existing AT &T communication tower is the most inconspicuous location for this installation. Due to the terrain and surrounding structures this location is the ideal location to fulfill design and engineering requirements. Additionally in order to meet the needs of the community it is vital to be located in this area. This tower is the tallest available structure in the neighborhood and gives us the opportunity to use an existing structure without having to build a separate monopole to attain necessary coverage.
