A reduction in the total square footage of the sign face from 95 square feet to 67 square feet. This has been accomplished by removing the image of the Statue of Liberty and the New York skyline that had been incorporated in the previously approved design. A repositioning of the LED reader board to a higher location on the pylon to keep it out of the reach of pedestrians. The location, height and colors of the freestanding sign will not change. The LED reader board will comply with TMC 19.08.030 regarding animation signage. Per TMC 18.60.030(D), this design is approved as a minor, insignificant modification which will have no impact on the project design. Accordingly, review and consideration by the Board of Architectural Review is not required. These changes should be reflected in the plans of any pending or proposed permits with the Public Works or Building Departments. Dear Nora: RECEIVED CITY OF TUKWILA APR 3 0 2002 PERMIT CENTER • On August 30, 2001, the Board of Architectural Review was presented with the design proposal for the above referenced project, which included a 16'-6" high freestanding • • pylon sign adjacent to the front property line along Interurban Avenue South. The project and its components were subsequently approved as presented at that meeting. One component of the pylon sign as presented and approved is an LED reader board. This component was presented to be 94.6" long by 33.5" high at the B.A.R. meeting. All associated with the casino project are aware of the provisions of TMC Chapter 19.08.030 as it relates to animated signage limitations, and do not intend to challenge this provision. Study of signage and marketing concepts that occurred this last fall has shown that a • more rectangular screen will allow cross-use of presentations designed for other media. This allows the business to make more effective use of their marketing dollars, and it is desired by the casino to accommodate this option. For this to occur, the LED portion of the sign needs to change from the design presented to the B.A.R. The revised size of this component would be 72" long x 48" high. This is 22.6" narrower and 14.5" deeper than the approved design. To remedy this concern, we are proposing to raise the bottom of the LED portion of the sign to 7' -10" above the adjacent grade. As a result, the logo on the upper portion of the sign is being modified to stay within the 16' -6" height restriction of the sign location. The total square footage of the proposed signage reduces from 95 as previously approved to 67 square feet, well under the maximum of 100 square feet allowed for this property. Color renditions of the previously approved and , proposed designs are included with this request for consideration. '':It is our contention that this is an insignificant modification that has no impact on the project design. Per TMC Chapter 18.60.030 this would qualify for administrative review and Director approval without requiring further BAR review. Please review this request. The existing shop building will be reduced in size and used to serve the maintenance and repair needs of the casino. In connection with the Shoreline permit (issued July 30, 2001), all existing buildings will be removed from the 40 -foot River Environment. A landscape buffer will then be created in that area, extending from the riverward side of the new casino to the shoreline, using a variety of native, low maintenance trees and shrubs suitable for that habitat. Existing Development: The site is zoned Commercial /Light Industrial ( "C /LI "). Three buildings currently exist on the site: 1) Reliable Auto Parts; 2) Atacs Products; and 3) a small shop- maintenance building. The Reliable Auto Parts building will be retained and incorporated into the footprint of the casino structure. Due to earthquake damage, the Atacs Products building will be demolished. A portion of the shop- maintenance building will be demolished to remove it from the 40 -foot River Environment. Surrounding Land Use: The properties to the west (The Silver Dollar and The Golden Nugget) are zoned Regional Commercial Mixed -Use. The Duwamish River borders the site along the east. The Riverside Inn is immediately adjacent on the south and is zoned Commercial /Light Industrial. The property to the north is also zoned Commercial /Light Industrial and is owned by the City. That property contains a legally non - conforming cabin, which is currently being rented by the City as a single - family residence. Topography: The site topography is generally flat, other than the riverbank slope on the eastern edge of the property. This slope ranges from 32% to 62 %. The soil type is generally sand and gravel and no fill is proposed. Vegetation: With the exception of large weeds found along the riverbank the majority of the site has virtually no vegetation. As a condition of the Shoreline permit (issued July 30, 2001), a landscape buffer will be created, extending from the riverward side of the site buildings to the shoreline using a variety of native, low maintenance trees and shrubs. These plantings are part of the larger site landscaping plan, which will be discussed below. BACKGROUND The applicant originally submitted an incomplete Design Review application in December, 1998. In early 1999, the City enacted an eighteen -month moratorium on mini - casinos which was not lifted until June, 2000. Due to the complexity of the associated Maule Avenue street vacation, the Design Review application was not deemed complete until May, 2001. Page 2 Staff Report to the Planning Commission /BAR DECISION CRITERIA — DESIGN REVIEW Grand Central Casino L98 -0101 Per TMC 18.30.070, design review is required for all projects in the Commercial /Light Industrial zone that are within 200 feet of the Green /Duwamish River or for developments larger than 10,000 square feet. In the following discussion, the Design Review criteria are shown below in bold, followed by staffs comments. For the applicant's response to the criteria, see Attachments A and B. 1. Relationship of Structure to Site. a. The site should be planned to accomplish a desirable transition with the streetscape and to provide for adequate landscaping and pedestrian movement. b. Parking and service areas should be located, designed and screened to moderate the visual impact of large paved areas. c. The height and scale of each building should be considered in relation to the site. Response: The proposed casino has been placed at the back of the lot to accommodate the site's shape and to allow retention of two of the existing buildings. Landscape islands and linear planting beds will direct vehicular and pedestrian flow and break up large expanses of pavement. Northern Red Oak and Kwanzan Cherries placed along the western property line will continue the City's existing tree planting plan along Interurban Avenue. Service areas were located at the rear of the site to reduce their visibility and enhance site circulation. The number of proposed parking spaces (131 spaces) exceed code requirements (96 spaces). The building's height (21 feet) is less than one -half the maximum allowed by code (45 feet). Although there are no restrictions on the amount of lot coverage in this zone, the proposed building only occupies approximately 25% of the total site. 2. Relationship of structure and site to adjoining area. a. Harmony of texture, lines and masses is encouraged. b. Appropriate landscape transition to adjoining properties should be provided. c. Public buildings and structures should be consistent with established neighborhood character. d. Compatibility of vehicular and pedestrian circulation patterns and loading facilities in terms of safety, efficiency and convenience should be encouraged. Response: There is a wide variety of building types and uses in this portion of the City, presenting an equally wide variety of design approaches. However, the building's height (21 feet) and size (15,300 square feet) is similar to that of other one and two -story structures in the surrounding area. The site's planting design continues the City's tree planting plan along Interurban Avenue South. The existing circulation pattern on the adjacent Riverside Inn property has been incorporated into the site design. A pedestrian pathway has been formalized to provide access from the Interurban Avenue South (routed across the landscaping and parking areas) to the casino building. Service areas have been located to the rear of the site to prevent site circulation conflicts. Use of these service areas for trash collection and deliveries will only be scheduled during the hours that the casino is required to be closed to the public (from 6 a.m. to 10 a.m. daily). Where existing topographic patterns contribute to the beauty and utility of a development, they should be recognized, preserved and enhanced. b. Grades of walks, parking spaces, terraces and other paved areas should promote safety and provide an inviting and stable appearance. c. Landscape treatment should enhance architectural features, strengthen vistas and important axis, and provide shade. d. In locations where plants will be susceptible to injury by pedestrian or motor traffic, mitigating steps should be taken. e. Where building sites limit planting, the placement of trees or shrubs in paved areas is encouraged. f. • Screening of service yards, and other places which tend to be unsightly should be accomplished by use of walls, fencing, planting or combination. g. In areas where general planting will not prosper, other materials such as fences, walls and paving of wood, brick, stone or gravel may be used. h. Exterior lighting, when used, should enhance the building design and the adjoining landscape. Lighting standards and fixtures should be of a design and size compatible with the building and adjacent area. Lighting should be shielded, and restrained in design. Excessive brightness and brilliant colors should be avoided. Response: The proposed plant materials have been evaluated for appropriateness based on their placement, form, habit and cultural requirements. To protect plant materials from car - related damage, wheel stops will be provided along the perimeter of the parking area. To further protect plants in the linear planting beds of the parking lot, a pedestrian pathway has been formalized to provide access from the Interurban Avenue South (routed across the landscaping and parking areas) to the casino building. The proposed landscaping will create a visual barrier along the north property line through the use of evergreen trees and shrubs that will be a minimum of 6 feet in height and planted closely together. As a condition of the Shoreline permit, a thickly planted band of native, low maintenance trees and shrubs (measuring 40 -feet by 165 -feet) will be planted between the development and the shoreline to enhance the riparian habitat and provide a visual buffer. Plantings of Northern Red Oak and Kwanzan Cherries along the western property line will continue the City's existing tree planting plan along Interurban Avenue. Service areas have been screened and located to the rear of the site to minimize site circulation conflicts. Pole fixtures will be provided around the building and parking area for safety lighting. The applicant has verified that no direct illumination will occur off -site or along the shoreline and that a maximum of two -foot candles will be allowed at all property lines. 4. Building Design. a. Architectural style is not restricted, evaluation of a project should be based on quality of its design and relationship to its surroundings. b. Buildings should be to appropriate scale and in harmony with permanent neighboring developments. c. Building components such as windows, doors, eaves, and parapets should have good proportion and relationship to one another. Building components and ancillary parts shall be consistent with anticipated life of the structure. d. Colors should be harmonious with bright or brilliant colors used only for accent. e. Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from view. f. Exterior lighting should be part of the architectural concept. Fixtures, standards, and all exposed accessories should be harmonious with building design. g. Monotony of design in single or multiple building projects should be avoided. O F" z Staff Report to the Grand Central Casino Planning Commission /BAR Response: L98 -0101 The building design uses classical elements such as archways and balconies. The entry arcade and doorway creates depth and provides modulation in the facade. This facade is further articulated by the window treatment and varied roof line. The use of reveal lines in the building surface creates additional definition. Large planters placed along the perimeter of the front courtyard area also serve as bollards. Lighting will be used as an architectural detail on the building and will accentuate the horizontal lines of the building on the front facade and a portion of the north facade. The following lighting types will be used in those locations: 1) a single red neon tube along the cornice - parapet; and 2) a band of clear, low- wattage bulbs at the mid -band (below the arches but above the windows). The applicant has verified that this accent lighting will not be animated and'will not blink, trace or imply movement. The color of the building walls is muted, using shades of cream and gray. The prominent architectural features (such as the arches, windows and the parapet- cornice) are accented with shades of red and blue. Awnings, using the same shade of blue, will be used on the windows along the front facade and a portion of the north facade. The windows and entry door contain a mullion pattern and will be transparent. A gray wall will be recessed approximately 18 inches behind each window to create depth while providing a visual barrier. No signage will be displayed in these windows. The proposed wall sign meets sign code standards as to size and location. Rooftop screens will block any views of mechanical equipment. Additionally, in accordance with code, this rooftop equipment will be set back at least 10 feet from all roof edges and will not exceed 20 feet in height. The trash collection area will be located within a concrete masonry enclosure at the rear of the site. 5. Miscellaneous structures and Street Furniture. a. Miscellaneous structures and street furniture should be designed to be part of the architectural concept of design and landscape. Materials should be compatible with buildings, scale should be appropriate, colors should be in harmony with buildings and surroundings, and proportions should be to scale. b. Lighting in connection with miscellaneous structures and street furniture should meet the guidelines applicable to site, landscape and buildings. Response: The proposed freestanding sign meets code standards as to size, height and location. Although the freestanding sign will incorporate an electronic readerboard, the applicant has verified that all images will be in compliance with sign code requirements regarding animation and wattage. All other casinos in the area have been added to existing buildings, with minimal attention paid to exterior or interior appearances. As a result these buildings do not contribute to an attractive streetscape or provide spaces designed specifically for the intended uses. The site for the Grand Central Casino is the previous home of Atacs Manufacturing and Reliable Auto Sales. The existing structures were built in the 40's. The property has not been well maintained over the years and lacks site improvements such as paved vehicle access and landscaping. The original intention of the new development was to utilize and connect the existing buildings to convert the spaces to the new use and complete full site improvements. It was planned to vacate the easterly 40' of the Atacs building to allow redevelopment of a fully landscaped river environment. The earthquake in February 2001 caused enough damage to the Atacs building to make repair and improvement unfeasible, so the project now includes demolition of the old structure and construction of the new shell as indicated in the plans. The casino use is different from other similar assembly uses. The peak hours of the building will occur after the typical peak hour traffic volumes of the area (4 -6 pm), Historically the casino generates a steady but limited flow of traffic throughout the day, and normally peaks from 8 -1 1 pm daily. By state law the casino is limited to 20 hours of • operation per day. This building will be closed from 6 -10 am daily to comply with this requirement. During this time it is intended to schedule all deliveries and trash collection, so that there will be no impact between guest and delivery vehicles. • A small garage structure is also existing on the property. This building will be retained and reduced in area to clear the 40' river environment area. This building will be used exclusively for maintenance and repair for the casino. The earthquake in February 2001 caused enough damage to the Atacs building to make repair and improvement unfeasible, so the project now includes demolition of the old structure and construction of the new shell as indicated in the plans. The casino use is different from other similar assembly uses. The peak hours of the building will occur after the typical peak hour traffic volumes of the area (4 -6 pm), Historically the casino generates a steady but limited flow of traffic throughout the day, and normally peaks from 8 -1 1 pm daily. By state law the casino is limited to 20 hours of operation per clay. This building will be closed from 6 -10 am daily to comply with this requirement. During this time it is intended to schedule all deliveries and trash collection, so that there will be no impact between guest and delivery vehicles. A small garage structure is also existing on the property. This building will be retained and reduced in area to clear the 40' river environment area. This building will be used exclusively for maintenance and repair for the casino. This will involve mainly furniture and interior repairs, and will not include vehicle repair of any kind. The site lighting study presented shows that the illumination at the north property lines will exceed 2 foot candles if left unshielded. The purpose for this presentation is to indicate which fixtures will need to be provided with shielding upon installation. The normal installation procedure for lot lighting includes measuring each fixture after dark to determine the actual lumen count. Where the measurements exceed the two foot candle limit, shields are installed and positioned to bring the fixture into compliance. All fixtures are checked and modified as necessary. It should be noted that the 40' river environment area is not provided an access from the casino building. As a result there will be no lighting provided at the river side of the development, and no use from the building will occur at any time in this 40' section. The building will have exterior lighting installed to accentuate the horizontal lines. Lighting consists ofa single red neon stripe at the cornice, and a band of low wattage clear globes at the mid -band location. These lights will be constantly on, and will not animate, blink or trace in any manner that would imply • movement. The project will use two signs as allowed by city ordinance, one wall - mounted on the building over the entry and a second one freestanding in a landscaped island in the parking area. The freestanding sign will incorporate elements of the building design for the base supports. Representations of the intended signs are included with the Design • Review documents. Both signs will meet the strict interpretations of the city's sign code • in size and appearance, and will be approved via separate sign permit prior to installation. Overall the project has been designed to provide a pleasing and harmonious building identity, with visual interest generated by substantial but consistent detailing and modulation of building form. Exterior Design We have reviewed the colors and materials board entitled "Typ. Building Colors" (dated March 19, 2001). This board provides a front, rear and side elevation of the proposed building. We have the following comments: a. Two different design vocabularies are reflected in the front elevation. In anticipation of the Planning Commission's review, we recommend that one be emphasized. For example, you may wish to continue the arch pattern across the entire facade. Additionally, the design of the entry door could be modified to echo the shape and mullion pattern of the windows. b. The front entry is the focal point and will set the tone for the rest of the building design. The elevation shows an arcade at both sides of the entry. However, the actual building will not "read" in the same way as it is shown in elevation. In reality, the arcade will not be accessible on the left side of the door (due to landscaping) and will not exist on the right side of the door (the image of an arcade is simply painted on the wall). We recommend that you adjust the entry to provide an accessible arcade on both sides of the door. This will give depth to the entry and create a more effective focal point for the building design. c. The presence of shadows, "open" areas and certain design features on the front elevation suggest some depth along the building entrance. Please provide two or more profile sections (that have been dimensioned and scaled) to clearly illustrate the amount of definition and depth that will exist along the building front. d. Roof top equipment, collection points and other service areas are to be included in all applicable elevations, incorporating requiring screening. e. No direct illumination will be allowed off -site and a maximum of two foot - candles will be allowed at the property lines (see TMC 18.52.065). b. Please address whether the window glass will create any reflectivity and to what degree. c. Trees shall not be planted in locations where they would obstruct existing or planned street or site lighting (TMC 18.52.040(G)). d. Please provide information regarding the type and color of accent lighting that is referenced on the "Typ. Building Colors" board. This type of lighting will not require a sign permit so long as it is used as an architectural detail. Animated lighting is not allowed. 3. Landscaping We have reviewed the Landscape Planting Plan (Sheet L -1) dated December 15, 200 and revised March 16, 2001. We have the following comments: z Steven G. Jones July 19, 2001 Page 3 a. The caliper of all deciduous trees must be a minimum of 2 inches at the time of planting. Please revise the planting list accordingly. (TMC 18.52.030(D)). b. Living groundcover must cover 90% of the landscaped area within three years. Please reduce the container size (1 gallon) and spacing distance (3 feet on center) of the Gualtheria shallon (Salal) to satisfy this requirement. (TMC 18.52.030). c. Landscape islands shall be no more than 100 linear feet apart (TMC 18.52.035). d. In anticipation of the Planning Commission's review, we recommend that additional evergreen screening be provided along the western edge of the "gravel parking /dumping area ". Given the adjacent use, it does not appear that the eight Western Red Cedars proposed for this area will provide adequate screening. e. The same shrubs that are proposed along the front setback are to be repeated along the landscaped parking strip that runs parallel to the front of the casino. We recommend that all shrubs in this area be closely spaced and that Berberis verruculosa and Mahonia aquifolium 'Compacta' be emphasized to discourage the inevitable pedestrian shortcuts through the landscaping. Alternatively, you may wish to berm this area to a height of 24 inches and incorporate Pinus mugo mugo into the plantings. f. The following landscape requirement will be a condition of the Shoreline permit. Please incorporate your response into the landscape planting plan for purposes of the Planning Commission's design review. A variety of exterior evergreen landscaping (minimum 6 feet in height) will be required to create a visual buffer. It is to be placed along the eastern perimeter of the casino building and should continue northward along the fence and shop building. Additional vegetation to be planted from buildings riverward should restore the riparian edge, incorporating a diversity of native, low maintenance trees and shrubs (both as to species type and planting size) that are more appropriate to a shoreline habitat. Examples of trees include Tsuga heterophylla (Western Hemlock), Thuja plicatam (Western Red Cedar), Alnus oregona (Red Alder) and Acer circinatum (Vine Maple). Examples of shrubs and groundcover include Rubus (Salmonberry), Holodiscus discolor (Oceanspray), Ribes sanguineum (Red Flowering Currant), Vaccinium ovatum (Evergreen Huckleberry), Mahonia aquifolium (Oregon Grape), Cornus stolonifera (Red Osier Dogwood), Gaultheria shallon (Salal) and Arctostaphylos uva -ursi (Kinnikinnick). 4. Screening and Collection Points a. Ground level mechanical equipment and garbage storage areas shall be screened with evergreen plant materials and /or fences or masonry walls of sufficient size and height to provide complete screening. Architectural design shall be consistent with the design of the primary structure(s) on the site. (TMC 18.52.030(E) and 18.52.090): b. Outdoor collection points shall not be located in any required setback or landscape area. Collection points shall be located in a manner so that hauling trucks do not obstruct pedestrian or vehicle traffic on -site, or project into any public right -of -way. (TMC 18.52.080). d. Weather protection of recyclables and garbage shall be ensured by using weather -proof containers or by providing a roof over the storage area (TMC 18.52.090). e. Three square feet of recycling storage space shall be provided for every 1,000 square feet of building gross floor area (TMC 18.52.080). f. Rooftop mechanical equipment rooms or attic spaces are to be set back at least 10 feet from the edge of the roof and are not to exceed 20 feet in height (TMC 18.50.080). 5. Parking Lot a. We recommend the incorporation of an additional pedestrian connection through the landscaped parking strip that runs parallel to the front of the casino. This will anticipate and formalize a naturally occurring pedestrian shortcut through that landscaping. b. Wheel stops are required on the periphery of the parking lot. Wheel stops shall be two feet from the end of the stall of head -in parking (TMC 18.56.040(e)). To preserve the health of the proposed plantings we strongly recommend that wheel stops be placed on all parking spaces that are adjacent to a landscape strip or island. c. One bicycle space is necessary for every 50 parking stalls. Given the requirement of 135 parking stalls, a minimum of 3 bicycle spaces will be required. The bicycle spaces shall meet the standards described in TMC 18.56.130. Public Notification a. Please provide two current sets of mailing labels for all property owners, residents and businesses within 500 feet of the property boundaries. b. One set of high quality 8 -1/2" x 11" reductions of all plan sheets submitted for design review. 7. Signage a. You have incorporated a wall sign into your building design. Please be advised that although the Planning Commission will review the sign's design, a separate wall sign permit will be required from the Planning Department meeting all of the requirements of the sign code (TMC Title 19). b. If you are contemplating the use of a freestanding sign, we strongly recommend that you include the sign's design in your design review package. However, on March 22 I submitted a complete response to the January 22, 1999 Notice of Incomplete Application for the Design Review application. Alexa and J reviewed the response documents at that time and found that the Lot Consolidation Application wa.s complete, but used an outdated application form: We agreed to redo the application forms and bring the Lot Consolidation back, which was done about two weeks later, because we had to secure a new title report. I was not aware at that time that this would cause any delay for the project. Part of the submittal on March 22 was a response letter from me to the Notice'of Incomplete Application, which was prepared by me on March 16, 2001. On May 3, Alexa informed me that this letter had been separated from the file and could not be found. I immediately faxed a copy of the original to add to the Design Review file, along with a Revision. Cover Sheet that I was not aware was needed at the March 22 intake. On Tuesday, May 8 I discussed the schedules of reviews on the various files for this project with Alexa. At that time she mentioned for the first time that the Design Review was not proceeding, and may in fact be expired. Tho letter confirming this arrived today. "Casinos are not water - related, not water - dependent and are not water - enjoyment use," she said. "It is incompatible with the public parks developed along the shoreline." New casinos were banned in Tacoma by the City Council last fall. But casinos that had received or were in the process of receiving their cardroom licenses - Luciano's, the Great Wall of China on South 38th Street and Habana Cafe and Lounge on Sixth Avenue - were permitted to operate for five years. Luciano's was the first nontribal waterfront minicasino in the state, Sohneronne said. It's proving to be a tee a for the Shoreline Management Act, Department of Ecology and the City of Tacoma. In September, Hilger applied for a shoreline conditional -use permit application to expand his building for the cardroom. The City of Tacoma denied it, primarily because it would limit the public's enjoyment of the water, officials said. Hilger is now appealing through the city's hearing examiner. But the city did issue Hilger building permits to remodel the 5,000 - square -foot restaurant. Gary Pedersen, manager of the city's building and land -use department, said the internal work required building permits, but not a shoreline permit amendment. "What they applied for was interior tenant improvements. Interior work is not subject to shoreline permits," he said. Pedersen said the city's decision still stands - that Luciano's casino is secondary to its primary business, the restaurant, and does not need an amended shoreline permit. The Department of Ecology - the agency that has the final say on the shoreline permit - does not agree. The agency has sent the city and Hilger letters saying the casino is violating shoreline laws. "We signaled our concerns from the first time we noticed the (remodeling) activity," Sohneronne said. In other words, a waterfront view certainly enhances a fine meal, but a blackjack player does not need a sweeping view of Commencement Bay, seagulls and sailboats to enhance his luck. 7 Hilger ignored the warning and went ahead, making Tacoma the state's only city with a nontribal waterfront casino. The move upset neighborhood groups and others concerned about the city's proliferation of casinos. It ticked off the Ecology Department, too. Last week, the agency ordered Hilger to shut down his gambling operation or risk heavy fines for violating state shorelines laws. Hilger decided to make it a legal showdown, vowing to keep his gambling tables open while he fights the closure order. This is a bet Hilger deserves to lose. Hilger's case, which likely will go to the state Shorelines Hearings Board, rests on the city's decision to issue a permit to remodel the interior of the restaurant to accommodate casino tables. Although the city first denied him a permit to expand the restaurant as inconsistent with shorelines rules, it did approve the remodeling, saying only a building permit, not a shorelines permit, was required. By this logic, any waterfront restaurant in Tacoma could be turned into a casino without having to go through the normal shorelines regulation process. No wonder the state shorelines regulators are alarmed. If Hilger wins, it would seriously undermine shorelines regulation statewide. Hilger may have trouble with the state Gambling Com- mission, too. His "enhanced cardroom" license was contin -gent on meeting all other permitting requirements. If the state Shorelines Hearings Board rules Hilger should have obtained a shorelines permit for the casino - something he can't get - the commission presumably would have to pull his cardroom license. The mystery in this case is why it never percolated up to the City Council level for appropriate discussion. The proper location for casinos in Tacoma - if they must be permitted at all - has been a matter of intense public debate for nearly a year. Even though a state agency warned the city not to do it, a cat eaucrat decided turning_ a waterfront restaurant into a minicasino was as routine as _ adding a couple of restrooms. RELATIONSHIP OF STRUCTURE TO SITE O: This project utilizes existing structures without increasing any of the footprint areas. ••w N Fortunately the structures are located away from the street so that a good transition is provided between the circulation spaces and the buildings. The inclusion of landscaping in z the improved paved areas and around the buildings will accentuate the transition from the streetscape. Due to the circulation requirements, there will be no large expanse of pavement on the site. The new facades of the proposed development are a collaberation of visual elements, and have been modified to reflect the impact of the intended image in relation to the size and shape of the existing structure. The project is intended to provide a strong visual presence while maintaining an acceptable relationship to height and scale proportions. B. RELATIONSHIP OF STRUCTURE AND SITE TO ADJOINING AREA The Interurban corridor as existing lacks a visual identity. The surrounding structures are aging and have been built without any reference to neighborhood identity or consistency. The surrounding uses include offices, small retail spaces and several casino -type operations. This will be the first project in the immediate area that is designed to provide a specific appearance characteristic. Landscaping in excess of minimum requirements is proposed in the parking areas, and is provided at the property boundaries. The existing on -site vehicular patterns are adequate, and access points to the main thoroughfare will be retained at the existing locations at South 140th Street and South 141st Street (vacated). C. LANDSCAPE & SITE TREATMENT The existing site is relatively flat, and does not provide the opportunity to accentuate vistas, but the intent of the proposal is to screen the circulation spaces and enhance the architectural features of the proposed improvements. The service yard is located in the rear of the property, screened by the existing buildings, and surrounded by a 6' concrete block wall. Exterior lighting is located in the parking areas to provide safe access for the quests from their vehicles to the building. Building accent lighting will be provided, and located to enhance the architectural features without impacting the surrounding properties or circulation areas. The area will be well -lit, but is intended to avoid brightness or brilliant coloring. D. BUILDING DESIGN As stated previously, there is no consistency in neighborhood presence existing in this area. As a result, this project proposes to create an identity that is unique to the area, while being a true representation of the intended use. By making a strong design statement, it is hoped that new development to follow will be encouraged to improve their sites in ways that support the encouragement of attracting guests to the area. For this project to succeed, it is important to create the image of a space different than the usual cardroom use that is typically accomplished with minimum expense using design solutions that lack definition or presence. By creating a quality environment, it is hoped that this can be a difference that can allow the use to prosper and succeed, not only as an independant business, but as a respected representative of the area as well. E. MISCELLANEOUS STRUCTURES & STREET FURNITURE The intent of this project will be to encourage patrons to come to the site and enter the premises. The existing jogging trail will provide pedestrian access adjacent to the site. Due to the relatively tight spacing required to utilize the existing buildings and provide adequate parking and site circulation, there is not suffucient room to provide street furniture or miscellaneous structures and maintain proper circulation within the site. This will be mitigated by detailing on the exterior facades of the buildings, and the pedestrian- friendly treatments on the pathways to the building entrance. DESIGN REVIEW POLICIES: A. ALL COMMERCIAL AREAS Goal: "Commercial districts that are visually attractive and add value to the community, are . visitor and pedestrian friendly, are designed with pride and constructed with quality • ... workmanship, are secure and safe with adequate lighting and convenient access, are uncongested with smooth flowing traffic patterns, are well - maintained with adequate streetscape landscaping, and are wholesome and in harmony with adjacent uses." (Goal 1.7) 1. The acceptance of cardroom uses by the state was initially requested by a business owner in Tukwila, so the development of a project of this type is on the leading edge of a new era of history in Tukwila. Otherwise, there are no historical features on or near this site that would be an enhancement to the project or to the historical record of Tukwila. (1.2.4) 2. Fencing and landscaping are provided along the north property line between the project and a residence to the north of the site. (1.7.4) 3. The development provides parking in excess of the minimum required and will be adequately lit by the placement of light poles as required to provide coverage. (1.7.3) 4. The pedestrian trail is existing along the southwest edge of the property, and is already connected with the properties on each side of the project. This path will be retained without modification, both during and 'after construction. (1.10.11; 1.11.7) 5. See number 4. above. (1.11.4) GENERAL TRANSPORTATION CORRIDORS Goal: A more attractive form of commercial development along major streets in the community, in which buildings and plantings are prominant and oriented to pedestrians, transit and automobiles." (Goal 1.8) 1. Since the property is adjacent to the river, it is not possible to provide through -block pedestrian connections. Also, restrictions of improvements adjacent to the river prohibit any modifications to this area, whether for pedestrian or property user purposes. (1.8.5) 2. The project provides very distinctive building facades and rooflines. Due to the presence of the existing building and the required usage of the floor area, it is not possible to provide meaningful see - through glass areas. However, the placement of the structures provide an interesting intermixing of building, courtyard and planting areas that should be interesting to experience. (1.8.7) 3. Pedestrian walkways are provided within the project boundaries, connecting to the parking areas, the property to the south and to the pedestrian trail at the street front. (8.1.2) 4. Parking areas are fully landscaped through the interior and at the perimeters of the site. (8.1.4) c 7 5. Rooftop mechanical units will be screened by the building facades. The dumpster enclosure is located behind the building and is enclosed by a concrete block enclosure with gates. (8.1.5) 6. The rooflines of this project are very prominent and contribute to the distinct character of the project. There are no distinctive design elements with which to be coordinated in this neighborhood. (8.1.12) 7. Transit is already provided along Interurban Avenue, so no additional improvements are deemed to be necessary. (1.8.8) 8. Due to the restrictions of development within the shoreline area, it is not possible to modify the use of this site. In order to utilize this site, we must retain the existing buildings, which requires that the existing parking areas also be retained. This provides the parking area with landscaping as the separation between the structures and the street. This does provide a project that is prominent and oriented to pedestrians, transit and automobiles. (1.8.2) INTERURBAN AVENUE SOUTH The location of this project is already remote from substantial residential development. The one residence adjacent to the site has been in existance for many years, and does not provide the possibility of continued residential development. By being located between the river, Interurban Avenue, city shops and Metro, and existing commercial uses, there exists a logical and harmonius separation between commercial and residential uses. The client would agree to pave, landscape and otherwise improve the parcel to be used for additional parking for the restaurant use, in return for the ability to secure use of the land. This would allow the existing street paving at the Interurban/140th Street intersection to remain, probably via easement or some other agreeable method of legal use. This solution would also provide a great visual improvement for this area, which would be a benefit to the City as well as the restaurant. Please review these two issues at your earliest convenience.
