My interpretation is that the proposed repair work is exempt from Shorelines Substantial Development permit requirements pursuant to WAC 173- 14- 040(b). Repair activities will be taken out by the City through a Public Works contract. As noted in the plan package, there are two projects involving repairs of the levee within the City of Tukwila on the Duwamish River. The first project involves the repair of a riverbank sloughout on the right bank of the Duwamish where East Marginal Way South intersects South 104th Street. The second project is for a park trail repair located on the left bank of the Duwamish River between East Marginal Way South and Pacific Highway South. These projects involve removing unstable side slope material and resioping the bank as necessary to produce an approximate 2:1 slope ratio. Live vegetation will be planted on the slopes of the levee. All installation of vegetation is considered "betterments" by the Corps. The total cost for the projects is anticipated at $54,000.
