Rants, Mayor Steve Lancaster, Director This letter serves as a Notice of Decision for approval of a Land Use Permit to expand an existing greenhouse 96 feet to the south, located at 14427 S. 51st Avenue, Tukwila, Washington. The Board of Architectural Review adopted the staff report on May 22, 1997 and the permit issued pursuant to TMC 18.104.170 on the following Type 4 project and permit approvals. Muth, Owner PROJECT LOCATION: 14427 S. 51st Avenue, Tukwila, Washington PROJECT DESCRIPTION: Textual description, 8.5 x 11" site plan, building elevations, and other appropriate support materials: The applicant will expand an existing greenhouse 96 feet to the south (96 x 60 x 18) on Lots 10 and 11, to provide additional growing area, display, and sales of supplies and stock to the bonsai plant business. The expansion will consist of a one -story building, and will be the same design as the existing greenhouse located on Lots 8 and 9. The expanded portion will also house a cashier station and public restroom. Vegetation will be planted throughout the new expansion area, incorporated in a manner to shield the east side of the new greenhouse from view which will be covered with Texture 111 painted light gray. Lot 9 is a 19, 278 sq. ft. terraced site located at the southwest z corner of S. 144th Street and 51st Avenue South. Two storage structures also exist on lot 9. An additional greenhouse, a retail shop, and a residence occupy Lot 8 to the north. Vegetation: The greatest slope on the site is 71 %, at the northwest corner of the property. Flowering Cherry trees and ivy exist on the site, in addition to black pine, kinnickinick, prostrate junipers, large laceleaf maple, and dwarf bamboo. BACKGROUND Project History The proposed expansion is for an existing greenhouse already approved by the Board of Architectural Review on July 21, 1994, File # L94 -0038 without conditions. Kati: Staff Report to the L97 -0019 Board of Architectural Review Bonsai Northwest Greenhouse Expansion DECISION CRITERIA Design approval by the Board of Architectural Review is required for all commercial and multi - family structures in the Residential Commercial Center (RCC) zone, pursuant to TMC 18.20.070. The applicant's response to the criteria of these conditions is contained in Attachment A. 18.60.050 General Review Criteria (1). Relationship of Structure to Site. a. The site should be planned to accomplish a desirable transition with streetscape and to provide for adequate landscaping and pedestrian movement; (2). The expansion will be set back as far as possible from 51st Avenue, given current slope conditions. (See Attachment A for slope specifications). b. Parking and service areas should be located, designed and screened to moderate the visual impact of large paved areas; An additional small parking area will be paved for use to the east of the expansion, accessible from 51st Avenue South. c. The height and scale of each building should be considered in relation to the site. The height and scale of the expansion will be the same as the existing greenhouse, 18 feet plus four (4) additional feet for heater vents. Relationship of Structure and Site to Adjoining Area a. Harmony on texture, lines and masses is encouraged; The design of the expansion is compatible with the existing greenhouse and is in keeping with the area, and the general intensity as required by the RCC zoning district designation. There is no established architectural theme in the area as most surrounding properties are single - family. b. Appropriate landscape transition to adjoining properties should be provided; Rockery and landscaping will be added along 51st Avenue S. as an extension of existing vegetation along the east side of the property. c. Where building sites limit planting, the placement of trees or shrubs in paved areas is encouraged; A variety of planting is currently an integral part of the site and will continue to be so, given the nature of the nursery business. 5 Staff Report to the L97 -0019 Board of Architectural Review Bonsai Northwest Greenhouse Expansion Screening of service yards, and other places which tend to be unsightly, should be accomplished by use of walls, fencing, planting or combination; Additional site information is necessary to identify where service areas and the like are located on the site, if at all. g. In areas where general planting will not prosper, other materials such as fences, walls and pavings of wood, brick, stone or gravel may be used; A low -level rock retaining wall will be extended south along S. 51st Avenue along the east side of the expansion and new growing area. h. Exterior lighting, when used, should enhance the building design and the adjoining landscape. Lighting standards and fixtures should be of a design and size compatible with the building and adjacent area. Lighting should be shielded, and restrained in design. Building Design. a. Architectural style is not restricted, evaluation of a project should be based on quality of its design and relationship to its surroundings; The proposed greenhouse expansion will be the exact same design and width dimension of the existing Quonset greenhouse (See Attachment C for structural specifications). The expansion will be 96 feet long, 16 feet longer than the existing greenhouse. b. Buildings should be to appropriate scale and in harmony with permanent neighboring developments; The expansion is compatible with the existing greenhouse, approved by the Board of Architectural Review in 1994 as compatible with neighboring development. c. Building components such as windows, doors, eaves, and parapets should have good proportions and relationship to one another. Building components and ancillary parts shall be consistent with anticipated life of the structure; The expanded portion of the greenhouse will have only one entryway, at the structure's south end. The structure is of a pre- fabricated flexible material, the same as the other two greenhouses on the site. Colors should be harmonious, with bright or brilliant colors used only for accent; The pre- fabricated materials and support structures will be left in their natural state. e. Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from view; The height of the expansion will extend, in some parts, as high as 22 feet for heater vents, four (4) feet higher than the rest of greenhouse. f. Exterior lighting should be part of the architectural concept. Fixtures, standards, and all exposed accessories should be harmonious with building design; Most lighting will be visible through the translucent greenhouse material at dusk until the close of business shortly thereafter, and to reduce further glare on neighboring properties. Additional exterior lighting will be from a halogen light located at the entrance to the new portion of the greenhouse and parking spaces. g. Monotony of design in single or multiple buildings projects should be avoided. Variety of detail, form and siting should be used to provide visual interest. The Quonset greenhouse is a distinct design of purely utilitarian nature. Along with the other two greenhouses on the property, the expanded greenhouse and growing area will be set on portions of the site in a manner that integrates them into the overall existing site design and landscape plan of the nursery business. Miscellaneous Structures and Street Furniture. a. Miscellaneous structures and street furniture should be designed to be part of the architectural concept of design and landscape. Materials should be compatible with buildings, scale should be appropriate, colors should be in harmony with buildings and surroundings, and proportions should be to scale; No street furniture is proposed. b. Lighting in connection with miscellaneous structures and street furniture should meet the guidelines applicable to site, landscape and buildings. Not Applicable CONCLUSIONS As noted in the Background, the existing greenhouse had Board of Architectural Review approval in 1994. Relationship of Structure to site: The terraced site allows for the building to be setback and elevated from the street, this reduces the massing at street level. Vegetation on the slope behind and surrounding the greenhouse will provide screening. Relationship of Structure and Site to Adjoining Area: The building is appropriate scale and should be in harmony with abutting residences due to the scale and slope of the site. Landscape and Site Treatment: Existing and new landscaping will surround the proposed greenhouse. Building Design: The greenhouse will be compatible with the existing greenhouse in shape and in color. Miscellaneous Structure and Street Furniture: As indicated above, none is proposed.
