MINOR MODIFICATION July 9, 1999 TO: Jack Pace, Planning Manager FR: Alexa Berlow, Associate Planner RE: Parkway Square L97 -0025 Mulvanny Architects has requested a modification to the facade design at Parkway Square, approved by the Board of Architectural Review on September 26, 1997. The modification would include the following: List of Modifications 1. The sorben entry tower (decorative piece) would be removed from the main entryway. 2. All sea foam green decor would be aqua blue. 3. The awning would be solid maroon instead of overlaid with yellow stripes. 4. The awning at Magnolia Hi -Fi would be changed from striped maroon to solid black. 5. The channel sign concept would be replaced by a wall mounted sign structure. Sign Criteria (see attached) for individual tenants would remain the same. 6. Roofline detailing would be replaced with modified design detailing. Staff Recommendation The proposed changes remain consistent with the B.A.R. guidelines for a facade remodel. The new design scheme will continue to integrate with neighboring businesses in the area. Overall,. the proposed changes will provide a smoother finish to the facade and columns. We have done because of value engineering reasons. Signs must conform to the local sign code. Each tenant is responsible for the design, fabrication and maintenance of the signs. Tenant, or that of its contractor, shall be responsible for the cost of repair of any damage resulting form the installation or removal of tenants sign. Existing tenant signs will be relocated to the new facade area. Upon renewal of the lease, compliance to the new criteria for non - conforming signs will be left to the discretion of the landlord. Presentation Packet * * To be presented at the hearing. 2 Staff report to the L97 -0025 Board of Architectural Review Parkway Square Facade Renovation FINDINGS VICINITY /SITE INFORMATION Project Description: The applicant proposes to redesign the facades of Building A (Magnolia Hi -Fi) and C (multiple retail arcade) in Parkway Square. The renovation with include a new flat roof, channel lettering, and an awning. Building B is currently occupied by Toys R Us. it is not part of the proposed development scope. Surrounding Land Uses. Other retail plazas surround the proposed renovation area, to the south and across Southcenter Parkway to the west. Doubletree Guest Suites Hotel is to the north. Existing Development. Toys R Us is located on Parcel B, at the north end of the site. Houlihan's Restaurant is ocated at the south end of Building C, adjacent to the proposed renovation at Building C. Vegetation: Trees currently exist in parking lot median strips and around the periphery of the property. BACKGROUND The proposed facade development represents Phase II of enhancements on the plaza; Phase I included the development of Houlihan's Restaurant. Design review of the facade renovation is cumulative of the newly developed Houlihan's Restaurant. Conversion of the pre - existing Godfather's Pizza to Houlihan's restaurant included improvements less that 10% of the building's assessed valuation. Staff report to the L97 -0025 Board of Architectural Review Parkway Square Facade Renovation DECISION CRITERIA Design approval by the Board of Architectural Review is required for commercial structures exceeding 10,000 square feet in the Tukwila Urban Center District, pursuant to TMC 18.60.030. Trusses behind the existing signs will remain and a new flat roof will be added. A central tower extending five (5) feet above the roof line will be added to the facade. Submit a nightime illumination plan and lighting fixture specifications for Building A and C. Provide lighting in accompaniment to structures along pedestrian pathway. Information Item: 2. The applicant is proposing blade signs under the multiple retail canopy at Building C. City of Tukwila sign code provisions may allow blade signs as long as they meet criteria for directional /information signs specified in the code. The purpose of blade signs would be to facilitate pedestrian circulation and way finding under the retail canopy. See Attachment B - Parkway Square Sign Criteria Item #.9 for reference to this item). 9 PARKWAY SQUARE SIGN CRITERIA General; Signs must conform with the local sign code. Each tenant is responsible for paying for his/her signs and for the installation and maintenance. Each tenant or sign contractor is responsible for and shall repair any damage to any surface caused by its work. 1. At Parkway Square, Capital & Counties would like to update the 1970's facade for the two retail strip buildings with a design that will fulfill the criteria set forth by the City of Tukwila in the Design Review Guidelines (DRG) for the TUC zone. The Toys `R Us building is excluded from this proposal. Capital & Counties' fundamental objectives are as follows: • The design should present a contemporary retail look which is compatible with existing tenant mix. The facade should be colorful yet tasteful and not easily dated. • The design should blend with the recently completed Houlihans restaurant. • The proposed tenant sign criteria package should allow for expression of the tenants identity and comply with the cities sign design criteria. • The architecture should incorporate principles of good design and be complementary and compatible with the existing man -made and natural environment. Proposed Design The following description details the proposed design solution: Context: The proposed design would include some of the elements and colors from the existing Houlihans restaurant for visual continuity of the shopping center. The proposal would incorporate vertical "Dryvit" fascia similar to Houlihans in design. profile and color and fabric awnings with the same burgundy tint as Houlihans. Modulation: The architectural concept would implement notches in the parapet to provide relief from a long linear profile. Projections such as awnings, signage and cornices would modulate the facade horizontally. Purpose of meeting was to review the City's concerns and to review the process. 2. Project was reviewed noting that scope of project was basically a facade remodel with the intent being to update the center. There would be no work associated with existing storefront except minor patching and repainting. Existing canopy is to be modified only at fascia where it will be raised to allow more light back to the storefronts. Other than that the existing sloped metal will be concealed from view. 3. City concerns were: a. Night time illumination. b. "Free standing" sign tower. c. "Flag" element. d. The projects resemblance to similar "failed" project to the south of this development. e. Pedestrian movement and amenities. f. Toys R' Us sign/blade sign, size of signs. 4. The City's concern about night time illumination basically centered around lighting at • canopy, pedestrian safety and ambient light spilling out to neighboring properties. RECEIVED 5. Sign tower, if not "attached" to building, would be considered a "free standing" sign and would not be allowed. The City felt flag element needed to be re- looked at. They did not feel it was a strong enough element. Suggested looking at Larry's Market in Kirkland. 7. The City noted that a very similar project was developed about two years ago just south of this project and it is being torn down already. 8. The City inquired about pedestrian movement throughout the site. It was noted by the applicant that this center's make -up is not pedestrian oriented. With the typical destination tenants, there is very little cross shopping. 9. The City wants Toys R' Us sign to be more in line with other signage. Toys R' Us controls this sign; it is not within the scope of the project. Blade signs were discussed noting that the purpose was to allow viewer to know the other tenants without having to come out to look at the facade. It was noted that signs could be larger because of building setback. 10. The City requested changes /additional information be submitted by Monday, June 16, 1997 or request for continuance be filed. Flattened is the old Pavilion Mall, the failed attempt at an off - price retailing center. What is replacing them is a new shop- ping complex its developer hopes will be one of the biggest entertainment - retailing centers in the Seattle area. "You'll see a dramatic change," said Mason Frank, president of MBK Northwest x;* m Tualatin, Ore. MBK Northwest hopes to have the newly christened Parkway Supercenter open by the holiday shopping season. The complex strad- dling Southcenter Parkway and South 180th Street will have three new restaurants, some new high - profile retail tenants such as Old ,Navy, and a relocated and expanded movie theater. • MBK Northwest, owned by the giant Japanese trading company Mitsui, has been active in the industrial market, developing Ruch projects as Van Doren's Landing in ent. Parkway Plaza and Pavilion Mall, which MBK bought last November for $61.5 million from an adviser representing two California pension funds, were prime candidates for redevelopment. Parkway Plaza did have tenants, but a piece of the mall that jutted out almost to the street obstructed traffic flow and meant "you couldn't see all the tenants," Frank said. The property also included a parcel on the west side of Southcenter Parkway where three restaurants and a furniture store are located, and a parking lot on the south side of busy South 180th Street. MBK and Frank were interested in the property because Southcenter is "one of the primary retail areas in the greater Seattle marketplace," partly because of its strategic location near two highways, Interstates 5 and 405. When major retailers enter the market they look at Southcenter, Bellevue, Northgate and Alderwood as places to land, Frank said. As part of the remodeling, the jutting section of the mall has been sliced off, creating the look of a single shopping center. CompUSA, which had been in the section now eliminated, gets a new store. And the center boasts some new tenants, including Old Navy (a Gap subsidiary), Babies R Us (a Toys R Us spinoff) and Gart Sports. The Act III movie theater, meanwhile, moves to a new 12- screen building on the site of the former Pavilion Mall. And in addition to the six existing restaurants at the site, Parkway Supercenter will add three more — Stanford's, Claim Jumper and Newport Bay. Those screens and eateries will give Parkway Supercenter "a much - needed entertainment component," Frank said. Existing retailers and restaurants will also be dressed up. Combined with an adjoining retailing center (occupied by such tenants as Borders Books and Sports Authority but not owned by MBK), Frank hopes the revitalized Park- way Supercenter will signal those driving along Southcenter Parkway that "you've entered into a new retailing district." Parkway Supercenter isn't the only retail project MBK Northwest is working on in the region.
