On behalf of our client, Andy Lakha, I am respectfully requesting the City of Tukwila to initiate
review /approval of the above - referenced lot consolidation. The purpose of the proposed lot consolidation
is to establish a property configuration that Will allow flexible building placement and a more efficient use''
>;oUthe'two parcelswhich are both owned by Andy Lakha. The following items are enclosed for your
review:
1. Application checklist
2. Four copies of the completed lot consolidation application (one original plus three copies)
3. Four copies of the legal description (existing and proposed)
4. Affidavit of ownership page
5. Four copies of the lot consolidation map
The project completed the City of Tukwila's Board of Architectural Review (Case No. L96 -0063) and SEPA
review in February 1997. In late April 1997, application for commercial building permits and an
underground tank permit were also made and are currently in review at the City (D97- 0143/D97- 0144).

APPLICATION CHECKLIST
The materials listed below must be submitted with your application unless specifically waived in writing
by the Department. Please contact the Department if you feel certain items are not applicable to your
project and should be waived. Application review will not begin until it is determined to be complete.
The initial application materials allow starting project review and vesting the applicant's rights.
However, they in no way limit the City's ability to require additional information as needed to establish
consistency with development standards.

The map should be a scaled drawing on paper no larger than 8 -1/2" by 14" (unless otherwise
approved) and should include the following elements:
❑ A survey of the site may be required if that level of detail is needed to ensure zoning standards
are met.
❑ Northpoint, scale and date.
❑ Dashed lines showing location of existing lot line(s) and solid lines showing proposed lot line
locations.
❑ Location and dimensions of all easements existing and proposed.
❑ Means of access to each lot, including width, name and condition of adjacent streets.
❑ Dimensions of all lines and total lot or parcel sizes.
❑ Mean lot width of all residential lots.
❑ Existing contours at two -foot intervals. (This may be waived if no portion of subject property
exceeds grades of 20 %.)
❑ Location of septic tank drain field or sewer lines and water mains.
❑ Existing structures and distance to existing and proposed property lines.
❑ Existing trees over 4" in diameter by species.
❑ Parking and circulation plan for affected lots.

INFORMATION
A Boundary Line Adjustment (BLA) is the realignment of property lines between adjacent parcels.
Additional legal lots may not be created.
All amended. lots must satisfy minimum lot size^ and otherwise satisfy the decision criteria. The current
standards apply even if the original lots 'did not conform.
A Lot Consolidation is the elimination of property lines and the consolidation of two or more parcels or
lots into fewer lots. The simple elimination of an existing lot line(s) is not generally subject to City
review.
CRITERIA
The Short Plat Committee, made up of the Fire, Public Works and Community Development
department heads, •will administratively 'review the application based on six criteria:
1. Create legal building sites with respect to zoning and health regulations;
2. Establish access to a public road for each segregated parcel;
3. If adjacent to another municipality or King County, take into consideration the subdivision
standards of that jurisdiction, as well as the requirements of this code;
4. Make adequate provision for drainage -ways, streets, alleys, other public ways, water supplies and
sanitary wastes, as deemed necessary;
Comply with Chapter 17.20, Design Standards for the Subdivision of Land, and Chapters 17.24
and Chapter 17.28, Minimum Standards for Residential Subdivision Design, and Minimum
Standards for Commercial /Industrial Subdivision Design, respectively;
6. Actions by the applicant to get a boundary line adjustment or short subdivision shall not result in
the inability to derive reasonable economic use of the property or create an undevelopable lot
under Section 18.45.115, unless that lot is to be dedicated for exclusive use as open space or
common tract.
PROCEDURE
Within 28 days of receiving your application, City staff shall determine if it is complete. If not, you will
be mailed a letter outlining what additional information is needed.
If environmental review is required, a public "notice of application" must be posted on -site, within 14
days of a complete application having been received.
Applications will be reviewed within about 30 working days. If this is a residential boundary line
adjustment and contains wetlands, streams or their buffers, then an administrative planned residential
development l..(APRD) approval will. also • be required and SEPA environmental. review .may be
applicable. These additional approvals may increase the review time.
,. .y;;;,: ,An ;approved. Adjustment or, Consolidation must be recorded with King County Records, and Elections
within 6 months or the approval will become null and void. The Short Plat Committee's decision shall
