and condition in the staff report dated September 5, 1997.

6300 Southcenter Boulevard; Suite 100; Tukwila, WA; from Monday through Friday, between

Vegetation on the site consists of grass and landscaped parking islands, which will O
be replaced by landscaping around the new buildings.

Access,
The Home Depot store and parking occupies the largest portion of the site. A Les
Schwab tire store occupies a pad site to the west. To the east across Christensen
Road is the Green River and trail. To the south is the Riversbend office and
industrial park.
Topography.
The site is generally flat.
Vegetation,
Access to the new lots is from South 180th Street and Christensen Road, which is
a private street.
BACKGROUND
The 19.6 acre Home Depot site was subdivided into 4 lots in 1994. Lot B is the
only parcel that remains vacant and the current proposal is to subdivide it again
into two building sites. A condition of the 1994 short plat was that Christensen
Road would be dedicated to the City at such time that the City determines that
public access is necessary based on traffic and safety needs. Current and future
development on the site has increased use of Christensen to the point that the
Public Works Department is considering the need for dedication in the near
future.

Home Depot Subdivision
The purpose of the Council's preliminary plat review is to determine if the
subdivision complies with the standards given in the Subdivision Ordinance and if
necessary impose conditions on the project. After receiving approval the
applicant would install any needed improvements and comply with any conditions
prior to submitting for final plat approval. During final plat review the Council
would determine if the requirements of the preliminary plat had been met, and if
so approve the subdivision.
SUBDIVISION DECISION CRITERIA
The review criteria and design standards for commercial subdivisions are
contained in the Subdivision Ordinance and listed below, followed by Staff's
response.
Chapter 17.20 DESIGN STANDARDS FOR THE SUBDIVISION OF LAND
17.20.010 Purpose.
It is the purpose of this chapter to provide for the protection of valuable, irreplaceable
environmental amenities and to make urban development as compatible as possible with the
ecological balance of the area. Goals are to preserve sensitive areas and their buffers, protect
groundwater supply, prevent erosion, and to preserve trees, vegetation and drainage patterns.
These are beneficial to the City in lessening the costs of development to the City as a whole, to
the subdivider in creating an attractive and quality environment, and in attainment of the goals
and objectives of the Tukwila Comprehensive Land Use Policy Plan.
17.20.020 Environmental considerations.
A. Unsuitable land: Land which meets the definition of a sensitive area or its buffer as
defined in Title 18, or is subject to the flood zone control ordinance as defined in TMC 16.52,
shall be platted to reflect the standards and requirements of the sensitive areas overlay zone,
TMC 18.45 and 18.46, the planned residential development, and the flood zone control
ordinance, TMC 16.52.
B. Trees: Every reasonable effort shall be made to preserve existing trees and vegetation,
and integrate them into the subdivision's design by preparing a tree inventory of the significant
vegetation on site as part of the preliminary plat application:
Staff's Response: The site is not a sensitive area so it is not subject to these
additional requirements. The only trees on Lot B are in the landscape islands and
they will be replaced by new landscaping around the proposed buildings.
17.20.030 Compatibility with existing land use and plans.
A. Buffer between uses: Where residential subdivisions are to be adjacent to multiple -
family, commercial or industrial land use districts, and where natural separation does not exist,
buffer strips shall be provided.

B. Conformity with existing plans: The location of all streets shall conform to any
adopted plans for streets in the City. If a subdivision is located in the area of an officially
designated trail, provisions may be made for reservation of the right -of -way or for easements to
the City for trail purposes. The proposed subdivision shall respond to and complement City
ordinances, resolutions, and comprehensive plans.

B. Names: All proposed street names or numbers shall be subject to approval by the Z
Department of Community Development
C. Intersections: Any intersection of public streets, whatever the classification, shall be at
right angles as nearly as possible and not be offset insofar as practical.
Staff's Response: The City required that Christensen Road be constructed to
public standards when the Home Depot site was developed to provide a future
public through street connecting to Saxon Drive. The City has approved the
name of Christensen Road and the design of the street.
Chapter 17.28 MINIMUM STANDARDS FOR COMMERCIAL/INDUSTRIAL
SUBDIVISION DESIGN
17.28.010 Conformance required.
The division of land for commercial or industrial purposes shall conform to the requirements
and minimum standards of residential design except as specifically provided in this chapter.

17.28.020 Rights -of -way width.
Street widths may vary according to function and traffic generated. The following minimum
street widths for streets, as defined in the Tukwila Comprehensive Land Use Policy Plan, shall
apply unless otherwise approved by the Department of Public Works and authorized by the City

Public Works standards
D. All streets shall have storm drains consisting of the proper size pipe and catch basins;
sizes to be approved by the Department of Public Works prior to the public hearing for the
preliminary plat.
E. Where deemed necessary by the Planning Commission, sidewalks shall be provided at a
minimum of five feet in width.

Staff's Response: These road design standards were addressed during the
development of the Home Depot site when Christensen Road was required to be
built to public standards though it was to remain private until the City required
dedication. Christensen is paved and has curbs, gutters, sidewalks, storm
drainage, street lighting and street trees.
A. Private access roads may be authorized if:
1. Allowing private access roads in the area being subdivided will not adversely affect
future circulation in neighboring parcels of property; and
2. Adequate and reasonable provisions are made for the future maintenance and repair
of the proposed private access roads; and
3. The proposed private access roads can accommodate potential full (future)
development on the lots created.
B. When private access roads are authorized, there shall be a minimum easement width of
40 feet. With the exception of minimum easement widths, private access roads shall be designed
and constructed in accordance with the Department of Public Works standards, and zoning
setbacks shall be required as though the easement were a public right -of -way.
Staffs Response: Though Christensen Road is currently a private street its
dedication was planned and it was built to public standards.
17.28.060 Property corners at intersections.
All lot corners at intersections of dedicated public rights -of -way shall have . a minimum radius of
SO feet.
Staff's Response: This requirement was reviewed by Public Works during the
short plat process.
17.28.070 Railroads.
Where railroad tracks are to be installed in a subdivision, such tracks and their route shall be
shown on the face of the preliminary plat and binding site improvement plan. Locations of
such railroad tracks shall be subject to approval by the Department of Public Works.

Staff's Response: The lot configuration was reviewed during the short plat.
CONCLUSIONS
The project complies with the regulations contained in the Subdivision Ordinance.
Many of the substantive issues relating to lot configuration and road design were
reviewed and resolved during the 1994 short plat. The further division of Lot B
into two separate lots will not have an adverse impact on the development as a
whole. The Public Works department is reviewing traffic needs in the area and
may require dedication of Christensen Road in the future as part of an overall
strategy to improve traffic flow.
The existing parking area east of Christensen Road signed for use by trail users
and the trail access point will not be affected by this subdivision and will continue
to be available under an easement granted to the City.
