This equipment processes telephone signals and transfers power from utilities to operate radio equipment. One array, comprised of three individual antennae, will be mounted on the south facade of the building. The array, represented in Attachments B, C and D, will be bracketed along the south facade of the building. The antennae will rise approximately 1 foot above the roof top and measure approximately 6 feet in height, 3 inches in width and 6 inches in depth. The applicant will use antennae model AP189015, as indicated in Attachment C. Existing Development The site is located at the Centerplex Office Building, a two- building, multi- tenant office complex. Surrounding Land Uses The Cottage Creek condominium complex and a single family house, zoned High Density Residential (HDR) and Office (0), respectively, are located directly north of the subject property, across 62nd Ave., S. Directly to the south is Southcenter Blvd and the I-405 freeway. To the east is the Tukwila City Hall, zoned Office (0) and to the west is the second building that comprises the Centerplex complex. This application was approved by the Planning Commission at a November 14, 1996 hearing. The application currently being considered is for antennae to be located immediately west of the existing antennae on the same facade. Attachment D , a computer simulated photograph of the proposed antennae and the existing antennae approved under L96 -0070, illustrates these conditions. l 0 i von The proposed project must conform with criteria detailed in Zoning Code section 18.64.050, (1 -5), concerning Conditional Use Permits: (1) The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use or in the district in which the subject property is located. y(t� Zr Applicant has proposed placinglll erating equipment in a locked and gated area on the west side of the building)to limit potential contact with unauthorized individuals. (The applicant has proposed placing all antennae on the south facade and painted a color to match the building facadejThe proposed antennae and related equipment are telecommunications equipment that fall within the safety parameters set by the American National Standards Institute (ANSI). (2) The proposed use shall meet or exceed the performance standards that are required in the district it will occupy. Performance standards that would apply to development in this zone, including setback, height restrictions, landscaping or design are not applicable to this proposal. (3) The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. As with similar uses, the PCS system may generate 24 trips per day during construction period and, following completion, 1 trip per month for maintenance. To mitigate the project's impact on the existing building and site, the applicant has' proposed that the antennae will be located along the south facade and painted to blend in with their surroundings. All exposed electrical wiring will be located in a covered raceway along the west facade and painted to match the building. All radio operating equipment will be located at the side of the building on a screened and gated concrete pad. 3 • Staff Report to the L97 -0045 Planning Commission Western Wireless /Centerplex Building (4) The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan This project must comply with the following Comprehensive Plan policies and meet necessary Zoning Code regulations. 12.1.34. Actively coordinate project implementation with individual utilities based upon TukwiIa's Comprehensive Plan and development regulations. When completed, the project will use existing electrical services provided to the office complex. The applicant will extend utilities to service the equipment area. The applicant has secured service from Puget Power. The applicant has also secured services from U.S. West for the operation of on -site telephone services. 12.1.36. Encourage utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. Implementation strategies for this policy include the use of shared infrastructure, use of existing structures and installation of telephone switching facilities in buildings compatible with the surrounding area The applicant is not proposing , oaf t, D. 1 ot`` -I; a facility that will be shared'with any other PCS providers, however the building I.ct-'4 101' has,been previously approved for similar antennae. (3) The proposed development shall be compatible generally with the surrounding... Traffic generated during development and operation is minimal. The equipment will be screened from public view. The antennae are located on the facade and painted to blend with the building. Therefore, all conditions have been satisfied. (4) The proposed use shall be in keeping with the goals and policies... The project will have the necessary electrical services for its operation. The applicant will not be sharing infrastructure with other providers. Visual impacts to surrounding are minimized by locating antennae on building facade, out of view of neighboring properties to the north. Therefore, conditions have been satisfied. (5) All measures have been taken to minimize the possible adverse impacts... All operating equipment will be contained in a secured and screened area. Thank you for your efforts in ensuring that the Notice Board for this site was erected in a timely manner. There are a few items that I need to assist me in reviewing your application materials. I would like a copy of the antennae specifications for this site. With these specifications I would also like information on the amount of inches or feet that the proposed antennae will rise above the parapet/roofline. While the dimensions of the antennae are indicated in the building elevations, this information would be useful. l would also appreciate any information that you can provide on the mounting /bracketing method you expect to use for the antennae, represented on a separate plan sheet. On further review of your application materials, there are 2 other items /issues I would like you to consider: Centering antennae on building As presented, the antennae are located somewhat off - center of the south facade. This solution is oddly arranged, given the style and arrangement of the building's elements. I would like you to consider moving the antennae slightly to the west on this facade, centering their placement on the building. I have included a photograph of the south facade of the building with this letter. As you will see, this side of the building includes a defined entrance and distinct roofline. We believe that an ideal solution for the proposed antennae is to create a pediment that would surround the antennae. Such a design element would screen the antennae and provide a finished quality to the building on this facade. Naturally, this solution would require permission from the building owner as well as added expense to the project. It may also impact your service requirements and potentially those of AT &T. However, I believe this solution would improve the proposal and its position before the Planning Commission. Thank you for consideration of these issues. City of Tukwila Conditional Use Permit "Supplemental Information" TMC 18.64.030 The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use or in the district in which the subject property is situated. The proposed use will not be detrimental to the public welfare. Actually, wireless communications have shown to be very beneficial in times of emergency. All materials used will be of the highest quality available for construction. The diminutive physical size of this installation will have very little impact on properties in the vicinity. 2. The proposed use shall meet or exceed the performance standards that are required in the district it will occupy. The proposed use will meet all applicable performance standards. All work will be completed by properly licensed local contractors, who are familiar with local codes and standards. 3. The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site plan. The proposed facility will be compatible with surrounding and uses, would create minimal vehicular traffic, and no additional pedestrian traffic. Access to the site will be achieved using existing roadways such as Southcenter Boulevard. Minimal traffic would be generated during construction. After construction is complete, there would be approximately one visit per month to the unstaffed facility for routine maintenance. The antennas and equipment cabinets would be painted a non -glare color to complement the existing building. 4. The proposed use shall be keeping with the goals and policies of the Comprehensive Land Use Policy Plan. The proposed use is intended to provide wireless communications services for the citizens and businesses of Tukwila. Western proposes to collocate their antenna facility on an existing. structure, permitted once already for such a use, to minimize the impact this installation will have on the community. This proposal is harmonious with the intent of the Comprehensive Plan to consolidate wireless utilities and utilize existing structures when ever possible. 5. All measures shall be taken to minimize the possible adverse impacts which the proposed use may have on the area in which it is located. Western has taken every step possible to minimize any adverse impacts of the proposed use. The antenna array is to be "flush mounted” to the face of the building so as not to increase its height.
