The western half of the proposed berm (to be located along the eastern property line) will vary in height in order to accommodate existing grades and the varying elevations between West Valley Highway and the proposed landscaping. 2. Ilex crenata 'Convexa' (Japanese Holly) will be substituted for Photinia x Fraseri (Red Tip Photinia) as it will be more suitable in form and habit when installed near the proposed. Ash and Tulip trees. 3. Planting details for trees and shrubs to be installed in the berm. Per TMC 18.60.030(D), this design is approved as a minor, insignificant modification which will have no impact on the project design. Accordingly, review and consideration by the Board of Architectural Review is not required. These changes should also be reflected in the plans of MI01-171 (currently pending with the Public Works Department). A 2001 PERMIT CENTER On December 4, 2001, Opus received a permit to proceed with Off -site work, specifically adding a lane of traffic to West Valley Highway. In response to our meeting on December 19,2001, we are submitting for you approval a modified Landscape plan for the above referenced permit to coordinate with the condition changes required by the City of Tukwila. In accordance with our meeting, we have made the following modifications; 1. With the addition of an 11' -0" drive lane, the landscape area was reduced. The revised design uses the same plant material except we have substituted Ilex Crenata 'Convexa' for Photinia x Fraser. The configuration, however, remains the same as our prior design in an attempt to maintain the original design intent. 2. Tree and Shrub planting details have been added. 3. Due to existing conditions, the berm detailed on sheet R1 of 4 will vary in height on the parking lot side and toward the north portion of the installation. This is due to a parking lot of varying elevation, designed to provide storm drainage and to work with the existing grades. The berm, on the West Valley Highway side, will remain as detailed, where possible. Also attached is a letter to Alexa Berlow, advising that the landscape work was on hold pending direction from the city. Your help in an expeditious approval would be appreciated. One request should address the curb return at the southwest corner of the Todd Blvd/SR 181 intersection. The other should address the narrow lane widths on SR 181. Since Mr. Daniel K. Briefly, the landscape work bonded is adjacent to, and provides access to additional street work that was requested by the City at West Valley Highway. Drawings for this work were submitted to the City in August of 1998 with the commitment by Tukwila that the approval would be expedited. We were subsequently told we had to get an approval from WSDOT. By May of 1999, we were told by WSDOT, and the city was copied on the correspondence, that the road work did not meet state highway standards but would not object if Tukwila choose to permit and authorize the work to proceed. We have been working diligently since May, 1999 to gain this authorization from the City. We would request you contact us next week to resolve this matter. Opus has fulfilled every requirement from the City of Tukwila and would like to terminate the bond. If the City of Tukwila will issue a permit and /or authorization we will complete the landscaping and roadwork. This project has received SEPA, design review and grading permit approval. In addition, a complete building permit application is currently being processed by the City of Tukwila. As a result of these permit approvals Opus Northwest has entered into a non - revocable fmancial obligation to acquire the property and has signed leasing commitments with tenants. Early last month we were contacted by the City of Tukwila public works and were informed that the frontage improvements would be required along West Valley Highway. These improvements include widening of the roadway by _8 feet. There is not currently adequate right- of -way width to make these improvements. In order to accomplish this widening Opus will be required to dedicate an additional 8 feet of right -of -way to the City of Tukwila. The dedication of this right -of -way will require modification of our site plan. The additional 8 feet will be taken ut of the • arking and truck maneuverin : areas. Neither the buildings nor the landscaping will be changed from the previous BAR approval. The changes from the original approvals are as follows: 1\te . 1. Included are Buildings A and C, for a total of 129,450 s.f. Access off of West Valley Highway is prohibited, therefore, access is from Cascade Avenue. The applicant proposes 196 stalls, plus 12 bicycle stalls. The total parking required is 139 and 4 bicycle stalls. Pedestrian walkways and waiting areas have been provided at the entrance to the office building. Landscape medians are proposed for approximately every 10 parking spaces and in front of the office complex. If mechanical equipment is needed, it will be screened with steel panels. The Department of Community Development recommends approval of the project with the following conditions: 1. Add a landscape berm to the existing landscape treatment along West Valley Highway to be consistent with frontal improvements in the business park and the add shrubs to the berm to better screen the loading areas. Provide a berm next to the building along Cascade Av., to reduce the impact of blank walls along a public right -of -way. 2. The proposed development is for two (2) buildings, 60,130 and 69,320 square feet. The main vehicular entrance is on the west side of the site off Cascade Avenue South. However, the east facade, where entrances to the offices and truck loading docks are proposed, face and are exclusively visible from West Valley Highway. b. Parking and service areas should be located, designed and screened to moderate the visual impact of large paved areas; Parking along West Valley Highway will be screened by the required landscape setback. The landscape plan for Cascade Business Park is focused primarily on treatment of the periphery where frontal improvements are necessary to visually and physically separate truck and vehicular traffic activity in the loading areas from view off West Valley Highway. Frontal landscaping on the site immediately north include a thirty foot setback with a 15 foot berm and flanked with London Plane trees. To note, plan approval of the office building predated City of Tukwila Public Works requirement for frontal sidewalk improvements, therefore, the preexisting sidewalk was incorporated into the front landscape setbacks to augment landscaping along West Valley Highway. b. Grades of walks, parking spaces, terraces and other paved areas should promote safety and provide an inviting and stable appearance; Pedestrian walkways and waiting areas have been provided at the entrance to the office businesses. Landscaped medians at both ends of the walkway separate it from truck activity to the main portion of the building. c. Landscape treatment should enhance architectural features, strengthen vistas and important axis, and provide shade; Landscaping has been enhanced at the entrance to the property off Cascade Avenue South. Landscaping along West Valley Highway has also been widened to be consistent with frontal improvements along the office property immediately north of the site, including grass and trees, and in anticipation of frontal improvements that will be required by City Public Works in the future. d. In locations where plants will be susceptible to injury by pedestrian or motor traffic, mitigating steps should be taken; All planting will be contained along the parking strips, in parking medians, or in planters at the entrance to the office businesses. e. Lighting standards and fixtures should be of a design and size compatible with the building and adjacent area. Lighting should be shielded, and restrained in design. Excessive brightness and brilliant colors should be avoided. Low -level wall -pak lights will be used throughout the site and wall mounted on the front of the building and recessed under the entrances to the office complex and loading docks. The low level lighting will serve to accentuate the site landscaping and architectural detailing and soften the building scale. (4). Building Design. a. Architectural style is not restricted, evaluation of a project should be based on quality of its design and relationship to its surroundings; The proposed architectural style of the structure reflects the function of the building to combine warehouse storage and distribution with offices. The proposed building is in a primarily industrial use park with some offices. The property immediately north of the proposed site is exclusively for office use. b. Buildings should be to appropriate scale and in harmony with permanent neighboring developments; Most of the buildings in the industrial park serve a combination of warehouse and office. The exception is the building directly north which is used for office only. An extensively modulated west facade clearly delineates the separate uses proposed for the Cascade building and adds architectural detailing, with the addition of tinted windows at the office entries that offers a similar detailing treatment to the adjacent office building. c. Building components such as windows, doors, eaves, and parapets should have good proportions and relationship to one another. Relationship of Structure to Site The proposed development is for two buildings of approximately similar size, surrounded by an enhanced landscape plan. Parking maneuvering needs have not been met along the north end of Building A. 2. Relationship of Structure and Site to Adjoining Area The building design is a traditional tilt -up warehouse. The proposed architectural style of the structure reflects the function of the building and industrial park to combine warehouse storage and distribution with offices. 3. Landscape and Site Treatment The landscape plan has been augmented, however, frontal landscape improvements are not consistent with those fronting the office building immediately north. The type and density of vegetation is inconsistent with those existing along the landscaped setback of neighboring development. 4. Building Design The proposed development is located at the main entrance to the Southcenter South Industrial Park. It is proposed to house a mix of warehouse and office space, similar to other buildings in the office park as well as the immediate zoning district with the exception of the office building directly north of the proposed development. Access off West Valley Highway is prohibited, therefore, the main vehicular entrance to the building is off Cascade Avenue South. As currently proposed, the vehicular entrance is narrower than traffic safety standards to meet arc of vision minimum dimensions. Although not directly accessible from West Valley Highway, the proposed development has it's greatest visual impact on West Valley Highway. Architectural modulation and articulation have been incorporated into the treatment of the east facade only.
