Dear Mr. O'Connell:
Thank you for your letter of October 22, as referenced above. Based upon our
review of this letter, our remaining questions concerning the extent of on -site
sales activities conducted by Union Tank Works have been resolved. As with
other activity levels established by Union Tank, we will expect that on -site sales
activities by Eagle Harbor will stay within levels indicated in your referenced
letter.
As the information concerning on -site sales activities was the final issue to be
resolved in the conversion of Union Tank Works to Eagle Harbor, we will be
closing our files on this matter. I have routed Eagle Harbor's application for a
business license to the remaining departments. The City Clerk's office will keep
you apprised of its status. They may be reached at 433 -1800.

Our customer base came from the petroleum & chemical, pulp & paper, refrigeration, and
industrial /commercial industries. Most of these companies engaged engineering companies to
handle their procurement and project management. As part of the project management, the
customers caused regular visits by inspection and quality control people.
The answers to your questions are based on my best estimates. Union Tank had no reason to
keep or maintain this type of records.

Dear Jenkins:
With regards to your need for additional information on the "nature and extent of the sales activities"
of Union Tank Works, I would like to add the following to the previously submitted materials:
Union Tank sold custom fabricated products on a wholesale basis. There were some retail sales,
but only a very small percentage with respect to the whole. Our gross annual sales were $3.5 to
$4.5 million dollars. During the late 1970's and eariy1980's, Union Tank sales reached $5.85 million
per year due to increased field erection activities. These higher sales volumes decreased when
UTW terminated their field activity.
Our customer base consisted of customers in the construction, petroleum, and pulp & paper
industries. In addition, UTW was the exclusive manufacturer of a commercial line of ice machines.
These sales represented approximately (20) percent of the annual sales.
I hope that this additional information helps to finalize our "Use Review" process. Please let me
know when we (Eagle Harbor) can expect a business license and occupancy permit. Thank you for
your attention to our application.

Dear. Mr. O'Connell:
In response to your September 5, 1997 letter, and as a follow -up to my September 5
letter, we appreciate the additional information that you have provided about Eagle
Harbor's anticipated work schedules. While these appear to be acceptable and closely
related to the original operating hours maintained by Union Tank Works, the issues of
noise generated by this use is a major concern. It is important that Eagle Harbor
understands and complies with the residential noise standards adopted by the City of
Tukwila, under TMC 8.22. While there is not a mandatory requirement to notify the
neighborhood in advance about unexpected changes in work schedules, it would appear
to be in their best interest towards fostering good relations with the surrounding
community. As you will recall, I supplied you with a copy of these standards in my
September 5 letter.
On the issues of rental and retail sales at this site, we acknowledge that Eagle Harbor
will not be conducting in any rental activities. We do however need the additional
information that you indicated would be provided about the nature and extent of the
sales activities that occurred when Union Tank Works was in full operation. As you will
recall, this information is crucial towards establishing a benchmark as to the extent that
Eagle Harbor may conduct similar sales activities. This information should be provided
as soon as possible so that it can be evaluated by staff.

This letter is written in response to your letter of August 21, 1997. We appreciate the City's
determination that there will be no change of use in regard to steel fabrication under the above
referenced matter. We reviewed your letter with Eagle Harbor to determine that the thresholds
are ones they can generally operate within; however, as we have previously indicated, Eagle
Harbor is a new business, so some of the projections about their operations are not yet
confirmed. If the City would provide some additional flexibility, we believe the thresholds set
forth in your letter will work. The additional flexibility that Eagle Harbor requires is as follows:
1. Eagle Harbor is willing to agree to a maximum of 34 employees; however, they would like
the flexibility to adjust that number between office and production employees because they
do not know how the exact ratio will work out.
2. Eagle Harbor would like to be permitted a'combined total of 30 truck trips per week between
the trucks in excess of 1.5 tons, trucks in excess of 3 tons, and trucks with a 4 -5 axle
truck/trailer combination. Again, they are not sure of the exact allocation of truck trips.
(3.
Eagle Harbor needs to have permission to have eight employees on -site between 6:00 p.m.
and midnight, Monday through Friday.
4. Eagle Harbor needs to have 10 production employees on -site on Saturdays and Sundays.

You also stated in your letter that adjacent property owners need to be notified in advance of
work to be performed between the hours of midnight and 7:00 a.m. This requirement goes
beyond the requirements under which Union Tank or any others parties have operated at the
site. This is not a workable condition for Eagle Harbor because of the sometimes - unpredictable
need to operate from midnight to 7:00 a.m. What Eagle Harbor has indicated they will do, to
address the City's concerns, is to send a letter to neighbors stating if the neighbors ever
encounter a problem with the noise from Eagle Harbor's operation, the neighbors should call
Eagle Harbor, and Eagle Harbor will work with the neighbors to address their concerns. This
will hopefully foster good working relations between Eagle Harbor and the neighbors and will
help to alleviate the need for the City to deal with noise complaints.
Because of the rental activity of Eagle Harbor is very small, they have decided to eliminate that
aspect of their operation, so it will be unnecessary to submit additional information about any
rental or on -site retail activities.
We believe that the requested modifications are minor ones, and are reasonable given the fact
that Eagle Harbor's operation is a new business. We would appreciate your response as soon
as possible to their request. If you have any questions, please do not hesitate to call me.

As you will recall, Jack Pace sent you a letter on August 21, 1997 resolving the
'change of use' issues pertaining to the conversion of Union Tank Works to
Eagle Harbor Construction. Following this letter, you indicated that information
on sales and rental activities by Union Tank at the site would be provided. This
information is necessary to evaluate if a change of use would occur if these
activities were introduced by Eagle Harbor. To date, we have not received any

We have completed our review of your application materials for conversion of Union
Tank Works to Eagle Harbor Construction. Based on the application materials you
submitted, we have determined that no change of use in regard to steel fabrication has
occurred, as applied under TMC 18.70.040. Accordingly, a hearing before the Hearing
Examiner is not required on the issue of a change of use as a steel fabricator. To
ensure that Eagle Harbor retains this finding, Eagle Harbor must substantially stay within
the thresholds established by Union Tank Works during their operations, as indicated in
your application materials:
Between the hours of 7:00 a.m. and 6:00 p.m., Monday- Friday:
• A maximum of 20 production employees and 14 office employees
• A 90% single occupancy vehicle rate
• A maximum of 12 trips per week of 2 -3 axle trucks in excess of 1.5 Tons
• A maximum of 10 trips per week by trucks in excess of 3 Tons
• A maximum of 5 trips per week of 4 -5 axle truck/trailer combinations
• Compliance with Tukwila Sign Code requirements concerning commercial activities
in residential zones
• A maximum of 10 trips per day by vendors, customers or other parties.
In addition, we also expect that between 6:00 p.m. and Midnight, Monday through Friday
and on weekends, no more than 6 employees will be working on site. You further
indicated that 10 - 20 percent of Union Tank Works production hours were performed on
Saturday and Sunday, resulting in a maximum of 8 production employees during these
two time periods. We also expect this threshold to be maintained.

We also expect that if any work is to be performed between the hours of Midnight and
7:00 a.m. that the adjacent property owners are notified in advance. We believe that
substantially adhering to thresholds established by Union Tank Works are important, as
noise, emissions, traffic and other impacts may be acute on surrounding properties. I
have enclosed a copy of the city's Noise Ordinance (TMC 8.22), which includes
information on noise standards in residential zones.
In your application, you indicated that a "small portion" of Eagle Harbor's proposed
activities will be equipment rental, based on their previous activities. You did not submit
any information to indicate whether Union Tank Works was engaged in any rental
activities. In addition, you did not submit any information concerning on -site retail
activities conducted by Union Tank Works. If you believe there were any rental or on-
site retail activities, this information would have to be submitted to evaluate if a change
of use would occur, requiring a public hearing, in the event that Eagle Harbor engages in
either activity.
During the substantive review of your application, a number of departments commented
about the conversion. These comments will be useful to you during the transition
between ownership of this site. Based on the application materials, the Fire Department
indicated that if the buildings are sold, the installation of a fire alarm system will be
required per City Ordinance. Public Works also indicated that if any tenant
improvements or additions to the existing structures are proposed, a King County
Der rtment of Health Permit will be required as the property is on septic, as well as
compliance with Tukwila Public Works requirements.
For the reasons listed above, we are temporarily suspending the processing of this
application, under TMC 18.104.030. This process is suspended until you have
submitted additional information concerning on -site rental /retail activities conducted by
Union Tank and proposed by Eagle Harbor and if you want to proceed with a hearing on
the change of use on these remaining issues. We would appreciate your response
within 14 days of this letter. We will also be happy to arrange a meeting to discuss the
rental /retail activities as well as any issues around proposed tenant improvements.

1 am responding to your two letters dated August 6, 1997:
a) Notice of Complete Application, and
b) Request for additional information.
1 have copied the above letters and met with Jack Jackson, Eagle Harbor Construction (EHC)
concerning the outstanding issues before us. Mr. Jackson supplied the information and his
answers relate to the `proposed use" His answers are sometimes "best estimates" because
this is a new business venture and detailed facts are not available.
With the sale of the Union Tank property to Eagle Harbor Construction, EHC will be starting a
new and different business than Jackson currently operates. EHC currently does not operate a
fabrication shop like the UTW shop. EHC is in the field contracting business on multiple job
sites in the Northwest area. This new UTW location would permit EHC to generate new
business activity and sales in the area of steel fabrication and the painting- coating of those
fabrications. After fabrication, the work will be processed and painted in a state of the art, self -
contained piece of Wheelabrator equipment. See EHC Exhibit B.6.b for more information.
Relative to the new EHC products fabricated at the UTW facility, EHC will be looking for
business related to the fabrication requirements for the (2) new baseball and football stadiums,
as well as, work from some or all of their past and current customers for their fabrication and
wheelabrating requirements.
The traffic generation information was included in our application package, Exhibit 8.5.2.c, on
pages 1 & 2. Mr. Jackson based this data on the "best estimates" when the new business
reaches its planned capacity. It is estimated that the truck activity would be similar to the
previous occupants of the UTW facility. Please note that the difference in employment is
unrelated to the truck traffic that will visit the facility.
The machinery and equipment use information was included in our application package,
Exhibit B.5.1, page 3, item 4.2. At this time, there is not a layout of the equipment with respect
to building location, except for the Wheelabrator equipment. The Wheelabrator will be located
in the main shop (Bldg. One).

The noise and air emissions information was included in our application package, Exhibit
B.5.1, items 6.2 and 7.2. The Wheelabrator equipment manufacturer has advised EHC that
their equipment is designed to emit low noise k vets. See the Wheelabrator Bulletin No. A -15-
00 for the only published decibel rating that we have. The operational noises are diminished by
the building walls and are expected to be less in decibels than noises produced by previous
facility occupants. Regarding air emissions, EHC will be making contact with the Puget Sound
Air Pollution Control Agency (PSAPCA) requesting their participation and suggestions for the
EHC required and necessary permits.
Regarding a site visit, EHC currently does not have a shop to visit. They store most of their
equipment on job sites. And, EHC is intending to operate a completely different type of
business, once they occupy a shop /plant facility.
Regarding the rental business, EHC only rents occasionally, to established and friendly
competitors and customers. These rentals are few in numbers and represent very low
revenues based on total annual sales. The usual equipment rented are: a compressor, a
generator, or dust containment equipment, that Mr. Jackson delivers and picks up when the
rental is returned. The rental is intended to improve customer relations and promote future
sales. These rentals are not like typical rental businesses.

PUBLIC INFORMATION SIGNS
Public Information Signs are intended to make the public aware of land use and development
actions which are being considered by the City and to facilitate timely and effective public
participation in the review process.
SIGN INSTALLATION AND SPECIFICATIONS
Sign Size and Placement
The sign(s) shall be 4'x4' in size, placed no closer than five (5) feet from the right -of -way at
the mid -point of the more heavily traveled public street fronting the property (see Figure 1).
A minimum of one sign is required at each project site. Additional signs may be required for
larger sites or for properties with several street frontages. The sign(s) cannot be located
within the clear vision area (site triangle) depicted in Figure 2. The sign shall be prepared
using the official templates provided in this packet or attachable letters. Hand lettered signs
are not acceptable. Signs meeting the established criteria may be obtained from any
professional sign company. Signs Now in Tukwila (206) 271 -5465 and Fast Signs in Seattle
(206) 368 -7331 are two sign companies providing this service. You may consult the yellow
pages to obtain quotes from other sign companies.

RESPONSIBILITY OF THE APPLICANT
The applicant shall be solely responsible for the construction, installation, maintenance and
removal of the notification sign(s) and the associated costs.
The sign(s) shall be erected no later than fourteen (14) days after the Department of
Community Development has issues the Notice of Completeness and will remain erected
until the date specified by the Department. The applicant shall sign an affidavit, stating that
the sign (s) were installed and posted in accordance with all City codes and ordinances. The
affidavit of posting shall be submitted to the Department of Community Development by the
applicant within fourteen (14) days following the issuance of the notice of completeness .
If the sign is made illegible, removed or otherwise destroyed prior to the date of the final
public hearing or final action by the City of Tukwila, the applicant is responsible for the
immediate replacement of the sign. Failure to maintain the notice board in good condition is
cause for the discontinuance of the review of the application until the notice board is replaced
and remains in place for a specified time period.
RESPONSIBILITIES OF THE DEPARTMENT OF COMMUNITY DEVELOPMENT
The Department shall provide the applicant with all information necessary for the installation
of the public notification board. These materials include a copy of the City logo, size and
material requirements, and illustrated examples of a posting board. The Department will also
determine the type of decision being rendered for this application and specify to the applicant
the duration of the posting period.
The Department shall post the Notice of Hearing on any posted notice board(s) erected
pursuant to TMC 18.104.110 at least 14 days prior to any public hearings on Type 3, 4 and 5
decisions, open record appeal hearings on Type 2 decisions and closed appeal hearings on
Type 4 decisions.
No signs or sign supports which obscure vision between the heights of 3 and 10 feet
within 40 feet of the intersection of streets or driveways will be allowed.

BACKGROUND
On July 18, 1997 we received an application for conversion of Union Tank Works
to Eagle Harbor Construction. Union Tank Works is a legal non - conforming use,
zoned Low Density Residential (LDR) zone, and located in Allentown. Union
Tank Works assembled large steel tanks for various industrial and commercial
uses, and included use of forgers, torches and other welding methods to
assemble their products.
Representatives from Union Tank Works and Eagle Harbor Construction met
with DCD staff in June to discuss Eagle's proposed move into the Union Tank
Works location. The result of this meeting is the present application. in their
application materials, Eagle Harbor is identified as a steel fabricator that supplies
Hydro and Electric projects with tanks, piping, pilings, vessels or other materials.
The information provided by the applicant is somewhat sketchy in terms of actual
product line or production methods used.
The following are issues that we need your assistance with prior to preparation of
the staff report.
Non - conforming use
Prior to the adoption of the December 1995 zoning code, Union Tank Works was
zoned M -2 /Heavy Industry and was a permitted use in this zone. When the
December 1995 zoning code was adopted, Union Tank Works became a legal
non - conforming use in the LDR zone. In their application materials, Union Tank
Works is listed as conducting operations at that location from 1957 through May,
1995. TMC 18.70.040(3) allows a non - conforming use to be vacant for 24
months, after which any new use must be conforming. Staff needs assistance to
determine if the time period begins to toll at the time operations of a permitted
use ceased or when the use became non - conforming.

Information on new use
Union Tank Works brought the application on behalf of both parties. In their
application materials, Union Tank Works provided information on products, hours
of operation, traffic and other information pertinent to their operations. While
some of the same information was provided for Eagle Harbor, there was minimal
information concerning their industrial or commercial activities. This inhibits fully
evaluating the new use. In addition, information concerning any history of
compliance or code enforcement issues between Seattle and Eagle Harbor may
be important.
Staff is also concerned about this application and its relationship to issues in the
Baker Commodities case, i.e., how bound is this applicant in utilizing the Union
Tank Works site based on its former use and under our current code.
Staff is particularly concerned about the following and would like your input:
1.
Is Eagle Harbor limited in its use of the site to only those buildings that
were used by Union Tank Works (a site plan is attached)
2. Is staff allowed to impose conditions on the project (hours of operation,
number of employees, etc.) other than those required under specific code
(i.e., noise, street use, etc.).
Does the Baker Commodities case apply here regarding expansion of
non - conforming use
I am enclosing a copy of the application materials for your review. We are
currently scheduled before the Hearing Examiner on September 4. We would
appreciate a response from you on these issues by August 18.

As you are aware, your application was determined to be complete on August
5,1997. As a result of my review so far, there is additional information that I
need for preparation of a staff report.
The application for the conversion of Union Tank Works to Eagle Harbor
Construction was brought by you on behalf of both parties. In your application
you provide information (Exhibit B.5, et seq.) that compares existing and
proposed uses, including a general description of activities, parking, traffic,
,machinery/equipment, employment, noise, air emissions, dwelling units,
building /site modifications and business activities outside buildings. While the
information you provided for Union Tank Works has some substance, a similar
(more information concerning Eagle Harbor is needed. Specifically, I believe
more detailed information on products, traffic generation, machinery and
equipment uses, noise and air emissions generated by Eagle Harbor will be
particularly useful. I would like to arrange for a site visit to Eagle Harbor's
current location, to be conducted as soon as possible.
You also included information about existing and proposed uses in Exhibit B.5,
specifically that Eagle Harbor may want to conduct equipment rentals at this site.
As this activity would be a separate use conducted at the property, more
information about this aspect of the business should be made available, as well
as any information concerning similar activities conducted at this site by Union
Tank Works or its subsidiaries.

use of the buildings by Eagle Harbor would also be appreciated.

As you will recall, I met with you and William O'Connell of Union Tank Works
concerning your proposal to relocate your business to the Union Tank Works site,
12065- 44th Place S. As we discussed in our meeting, any new non-conforming use
proposed for the Union Tank Works would require a hearing before the city's Hearing
Examiner to obtain permission as another non-conforming use at this site.
I would appreciate hearing from you concerning your intentions by August 15, 1997. If I
have not heard from you by then, I will assume that you do not want to proceed with the
hearing. Accordingly, the city will refund your business license application fee of
$100.00.

Bird Johnson applied for a business license in late 1996. The application includes a question that
reads, "Is your business use different than the previous use of this building /space ?" It is my
understanding this question was placed on the application specifically for the purpose of flagging
a change in use so that it could be further investigated for zoning compliance. Bird Johnson
checked the box labeled "no," indicating that there would be no change in use. Had they
completed the form accurately, they would have been told at that time of the Board of Adjustment
review requirement.

Dear Mr. Lancaster:
During the past two years, Union Tanks Works, Inc. and Pacific Joists, Inc. have
occupied the Union Tank Works property. Union Tank Works was involved in the
manufacturing of items such as pressure vessels, commercial ice machines and submarines.
Pacific Joists was involved in manufacturing of building joists. Byrd - Johnson, the prospective
tenant for the Union Tank Works property, manufactures boat propellers. Detailed descriptions
of the Union Tank Works, Pacific Joists and Byrd - Johnson operations are included in the
attached materials.
It is our opinion that Union Tank Works' and Pacific Joists' use of the property falls
within two use categories set forth in Tukwila Municipal Code (TMC) 18.34.020(27) and (28).
Those code sections provide:

(27) Manufacturing, processing and/or assembling previously prepared
metals including, but not limited to, stamping, dyeing, shearing or
punching of metal, engraving, galvanizing and hand- forging.
Byrd- Johnson's proposed use of the Union Tank Works property also falls within these
two use categories. Byrd - Johnson takes previously cast and forged steel and bronze components
and manufactures propellers for boats. We do not think Byrd - Johnson's use falls within TMC
18.34.020(26). That use category includes:
(26) Manufacturing, processing and/or assembling of electrical or mechanical
equipment, vehicles and machines, including, but not limited to heavy and light
machinery, tools, airplanes, boats or other transportation vehicles and equipment.
We think category (26) is intended to cover businesses which manufacture equipment such as
airplanes, boats, cars and trucks. Byrd - Johnson does not manufacture boats. It only
manufactures propellers. Consequently its use and operations are more similar to use categories
(27) and (28) above. Moreover, to the extent Union Tank Works manufactured submarines, it
can be agreed that its operations also fall within category (26).
Please confirm that your department now has the information it needs to complete its
review of the past use and proposed use of the Union Tank Works property. We would
appreciate hearing from you as soon as possible regarding whether this matter must go to the
Board of Adjustment for review. If you have any questions, please do not hesitate to contact

Gentlemen:
We represent Union Tank Works, Inc. who owns property in Tukwila that has been used
for many years as a heavy industrial steel fabrication facility. Our client manufactured Large steel
tanks there for many years. That heavy industrial use has been made non- conforming by
Tukwila's adoption of single family zoning for the property. At this time, our client desires to
lease the facility to another company engaged in similar heavy industrial steel fabrication. The
proposed lessee is Bird - Johnson Company, who manufactures propellers for large ships. We
have discussed this change in tenants with Jack Pace of the Tukwila Planning Department and
we have met with him at Bird - Johnson's current facility in Ballard so that he could view the
facility.

Section 18.70.040(5) provides in part that if no structural alterations are made, any
nonconforming use of a structure may be changed to another nonconforming use provided that
the Board of Adjustment finds that the proposed use is more appropriate than the existing
nonconforming use. A copy of that section is attached to this letter.
Mr. Pace has suggested that this provision requires that Union Tank Works and Bird -
Johnson go through a public hearing before the Board of Adjustment to determine whether Bird -
Johnson may occupy the Union Tank premises. We believe this is an incorrect interpretation of
§ 18.70.040; and that Bird-Johnson should be permitted to move into the facility without review

type of use that has occurred on the property for many years. Bird - Johnson's proposed move
onto the property is not a change to another nonconforming use.
Section 18.34.020 of the TMC lists the permitted uses in the heavy industrial district in
the City of Tukwila This section states that "The following uses are permitted outright within
the Heavy Industrial District..." Section 18.34.020 then proceeds to list 59 permitted uses. The
uses conducted at this site for many years are covered by the uses described in § 18.34:020(27)
and § 18.34.020(28):
(27) Manufacturing, processing and/or assembling of previously
manufactured metals, such as iron and steel fabrication; steel production by
electric arc melting, argon oxygen refining, and consumable electrode melting;
and similar heavy industrial uses;
(28) Manufacturing, processing and/or assembling previously prepared
metals including, but not limited to, stamping, dyeing, shearing or punching of
metal, engraving, galvanizing and hand - forging;
Bird- Johnson Company's use of the site will be covered by the same two uses, § 18.34.020(27)
and § 18.34.020(28).
It does not matter whether propellers or tanks are being fabricated at the site, the uses are
the same as described in the Tukwila Municipal Code. The code does not distinguish between
propellers, tanks, or other products. Rather, the code describes the type of use. Therefore, there
is no change to another use such that a hearing before the Board of Adjustment is required.
Rather, Bird - Johnson Company should be able to simply occupy the facility.

1.0 Use Description
1.1 Existing Use
Union Tank Works 1957 - May 1995
UTW was in the custom fabrication business specializing in pressure vessels. Our work
was regularly fabricated in accordance to customer design and specification, and by
contract or purchase order on a one -off basis. The UTW customer base was made up
from the petroleum, and pulp & paper industries. UTW also fabricated a production line
of commercial ice machines for a local refrigeration company. UTW's finished product
was fabricated from plate, structural shapes; i.e., angles, beams, channels, pipe, tubing,
formed by rolling, pressing, heating, etc. and was assembled by various welding types.
In addition, UTW performed grinding, gouging, and machining, various non - destructive
and hydro testing, painting, and insulation on finished products. The majority of the
finished product was pressure vessels from 3 ft. to 15 ft. in diameter and 4 ft. to 210 ft. in
length. The finished product was shipped all over the world. The shipping weights of
the larger fabrications were up to 325,000 pounds. Examples of fabrications by UTW
were two -(48) passenger Tourist Submarines, a 12 ft. diameter column by 210 ft. long,
and the International Fountain for Seattle World Fair.
Pacific Joist/Seaport Fabrication Jun 1995 - Aug 1996
Pacific Joist/Seaport Fabrication was in the metal fabrication business. Their work was
structural fabrication with emphasis on large commercial and industrial building
component parts with one of their specialties being roof joists. The joists were designed
and used to support roof systems on large span buildings. The finished physical size of
the roof joists were frequently 4 ft — 5 ft high, and 40 ft — 60 ft in length. In addition to� th^e. rr

Pacific Joist/Seaport Continued...
The fabrication was structural by design and their orders were custom; and awarded,
through a successful bid process, as large sub - contracts or purchase orders on major
building projects. Their customers were large general contractors. Pacific Joists'
fabrication process included steel plate, beams, pipe tubing, structural shapes
assembled by various welding types. This finished structural fabrication was
manufactured and assembled in accordance with drawings and specifications by cutting,
sawing, forming, drilling, punching, welding, painting, etc. to complete their fabrication.
Their fabrication components were large in quantity, size and length and were trucked by
semi trucks to N.W. Washington construction job sites.
Division Five May 1995 - May 1998
Division Five is doing business in the steel fabrication market receiving purchase orders
from larger industrial and commercial construction and fabrication companies. Division
fabricates jobs from processed steel plate, pipe, structural shapes, tubing, etc. The
fabrication process includes, and is not limited to, burning, saw cutting, forming, drilling,
punching, jigging, welding and painting to make a finished part or assembly from
customer drawings and specifications. The finished product is usually shipped locally by
truck with weight capacities of their jobs at 5 to 10 tons. Division leases part of the
attached facility known as Bldg. S 800 (12014) and part of the main office. They employ
approximately (8) shop employees and (4) office /admin staff. They work single shift only
and five to six days per week.
1.2 Proposed Use
Eagle Harbor Construction & Rental Co.
Eagle Harbor Construction (EHC) is a Washington corporation established in January
1994. The business will operates as a steel fabricator with an industrial base of
customers principally in the Northwest and more specifically in the states of Washington,
Alaska, Oregon. The (EHC) customers come from Hydro and Electric Powerhouse
Projects requiring Tanks, Piping, Pilings, Barges, Structural Steel Marine Vessels, MetatCEIVED

The (EHC) equipment rental includes compressors, generators, climate control
equipment and other miscellaneous industrial equipment. The rental equipment
represents a small portion of the business. Jack A. Jackson and wife solely owners of
EHC.

Wheel — The "Heart" of
every blast machine
A major revolution in blast
cleaning was brought about in
1932 with the introduction of the
Wheelabrator airless abrasive
blast wheel. Instead of using
compressed air to propel abrasive,
controlled centrifugal force was
utilized with abrasive being
thrown from a rapidly- rotating
wheel upon the work to be
cleaned.
Each Wheelabrator machine is
fitted with right size and type of
wheels and is powered by a motor
of a required horsepower to do
the job expected. A number of
wheel designs have been utilized
over the years, the latest being
the Radialok® wheel which is
standard equipment on most blast
machines. It features a new
centrifugal blade locking device
and a modified curve blade
design for a smoother abrasive
flow, a truer blast pattern and
longer wear life.

How the Blast Wheel Works
Abrasive from an overhead
storage hopper is fed to the center
of the wheel unit which is rotating
at high speed. A cast -alloy
impeller rotates with the wheel
and carries the abrasive to an
opening in the stationary control
cage from where it is discharged
onto the bladed wheels. At this
point, the abrasive is picked up
by the inner ends of the throwing
blades and is rapidly accel-
erated as it moves to the
periphery of the wheel.

adjusted and its elements are
in good working condition, the full
effect of the blast stream will be
attained for maximum efficiency.

and cures of wheel malfunctions

Control Cage
One of the most critical com-
ponents in the wheel is the control
cage. This governs the direction
of the blast out of the wheel
and onto the work to be cleaned.
As little as 10% misadjustment
of the "hot spot" can reduce
cleaning efficiency by 25%
or more.
In the sketch of a clockwise down -
blast wheel, the center of the
"hot spot" is located 83/4" to the
right of the vertical centerline
of the wheel. The location of the
hot -spot is directly controlled
by the setting of the leading edge
of the control cage opening
which, in this sketch, is set at
11:00 o'clock.

Impeller
Of equal importance in main-
taining the desired blast pattern
is the effect of abrasive wear
on the impeller. To properly
distribute the abrasive over the
blade throwing surface, there
must always be a "lead" between
each impeller segment and its
corresponding blade.
If the leading edge of any segment
of the impeller becomes worn
so that it becomes parallel with
the blade, the abrasive will cut
through the bottom of the blade
and could create wear on the steel
spacer and blade slots. Not only
will the blast pattern be affected
but also wheel imbalance will
result creating additional serious
problems.

Wear Affects Efficiency
Complaints of longer than normal
cleaning cycles, inadequate
cleaning and high maintenance
costs can usually be traced
directly to loss of directional
control over the blast pattern.
Of course, the blast pattern must
be set properly in the first place
but it can change for a variety
of reasons.
Wear on the wheel parts which
control the "Hot Spot" — control
cage, impeller and blades — is
the chief cause for changes in this
pattern. Inspect them regularly
and replace them as soon as
excessive wear is detected.

Ammeter — A Tool to Control Cleaning Efficiency
The ammeter on each Wheel -
abrator wheel motor is an
important tool to help you control
cleaning efficiency. It is the
only way of determining at a
glance how much abrasive is
being thrown by the wheel. For
example, on a typical Wheel -
abrator machine, with a 191/2"
diameter by 21/2" wide wheel
using a 15 HP motor on 440 volts,
approximately 8 amperes would
be used without any abrasive
flowing into the wheel. Under full
Toad, 20 amps would be used.
The abrasive thrown under full
amperage would weigh about 375
pounds per minute or about
31 pounds for each abrasive load
ampere. If the wheel were
operating at 17 amps rather than
20, there would be over 25%
reduction in wheel efficiency.

OF LOW AMPERAGE

When the wheel is operating at
Tess than full amperage (as
stamped on the plate above the
ammeter) this usually means there
is an insufficient amount of
abrasive in the machine but it
may also indicate poor adjustment
of the wheel parts. It is important
that the cause of this low
amperage be corrected imme-
diately since longer periods of
blasting are required under these
conditions to produce the desired
cleaning results.

To overcome a flooded
wheel condition
A flooded wheel condition occurs
when an attempt is made to feed
more abrasive into the wheel
than it is able to handle. This
actually results in reduced feed of
abrasive onto the blades as
indicated by the resulting low
amperage shown on the ammeter.
Never try to fill the feed spout to
full capacity with the abrasive
flow. Adjust the abrasive control
valve to a position which will
provide "free" flow but retain
an air space in the throat of the
feed spout. Set feed spout as
close to impeller as possible.
Never load wheel above full
ampere load rating of motor.
Check condition of the impeller
and the tension of the motor
drive belt.
To overcome a starved
wheel condition
No wheel can hurl the proper
amount of abrasive if the machine
is not charged with a sufficient
quantity of shot or grit. Add the
amount of abrasive required
to replenish the supply. It is
recommended that abrasive be
added regularly in small quantities
and at frequent intervals.
No more than 10% of the hopper
capacity. This insures a well -
conditioned operating mix.
Also inspect the machine for any
tramp metal, paper or other
objects that could be lodged in
the impeller or which could be
clogging any screws, screens or
feed spouts. Check for possible
slippage of the elevator belt.

Increasing Efficiency with Wheel Accessories
Wheel Housing
The blast wheel is enclosed
within a housing whose primary
function is to serve as a safety
guard and abrasive seal around
the rapidly rotating wheel.
To minimize wear on the housing,
aseries of Long -Lyfe protective
liners are installed inside this
housing. The latest protective liner
kit, which is recommended for
all "M ", "R" and "RLM" wheels,
consists of only nine pieces.
Labyrinth seals provide an
abrasive -tight closure between
top, side and end liners. The
curved top liner minimizes
ricochet of abrasive back into

To Reduce Blast
Cleaning Wheel Noise
One of the chief sources of
noise at the blast machine is
the opening where abrasive is
fed to the blast wheel. The
SoundAbator totally enclosed
abrasive control valve, which can
be installed on most Wheelabrator
machines, is specifically
designed to combat noise from
this source by sealing the opening
to the wheel. It can reduce the
noise level of a typical blast
wheel, measured three inches
from the abrasive feed inlet,
by 25 decibels (A scale).
The SoundAbator also serves
another important function by

1. The abrasive elevator.
2. A device to move abrasive

The high- efficiency
CFS Separator
The role of the abrasive separator
in the Wheelabrator operation
is to remove sand, scale, abrasive
fines and other contaminants
from the abrasive operating mix
so that only clean abrasive,
properly sized, is returned to the
blast wheel for reuse. The degree
of success of the separator in
performing this operation in a
large 'measure determines parts
life, abrasive consumption, the
type of finish given the work being
blasted, and the speed and
quality of cleaning.
Although there are two general
types of airwash separators used
on Wheelabrator machines —
the gravity and compensating -flow
(CFS) — discussion here will be
centered upon the CFS type

because of its more general usage
and higher efficiency.
The CFS separator is designed
to utilize compensating flow to
present a full length curtain of
material to the air washing
currents. This uniform low- velocity
curtain permits a more thorough
air washing of abrasive. It is
designed so that abrasive moves
on abrasive — not the separator
parts.
The overhead rotary screen
removes any tramp metal from the
abrasive. It also spreads out
the abrasive across the full length
of the separator. Two baffles,
as shown on the drawing —
a fixed sliding baffle and an
adjustable swing baffle are
utilized. When properly adjusted,
the baffles permit only a full width
current to be presented to the
air currents.

Ventilation and Environmental Protection
Since the blasting action removes
sand, scale, rust, etc. from work
and reduces the material removed
to varying degrees of fineness,
an adequate and properly
operating dust collector system
is necessary for efficient operation
of the blast equipment.
The predetermined .flow of. air_
from each of the vent points n
the Wheelabrator machine must .
exist for proper operation of
the machine. Although the "failure
to maintain this flow will soon
become obvious through a
reduction in cleaning efficiency
and dusting at the machine,
a. periodic check on air volumes
will preclude the possibility of an
unobserved gradual degradation
of operation.
The dust collector is also the air
source for the abrasive separator.
The condition and efficiency of
the dust collector have an
important influence on separator
efficiency.
When proper ventilation is being
experienced at each venting
point, static pressure readings
(with a manometer) should be
taken in each of the vent pipes and
these readings recorded as
standards for future comparison.
Should any future readings show
material change in static
pressures, it indicates an upset
in the condition of air flow,
the cause of which should be
investigated immediately.

Your Wheelabrator machine is
probably ventilated by either a
Wheelabrator Dustube (shaker -
type) or Ultra -Jet (pulse -type)
fabric filter (as illustrated on the
next page). These are simple
yet highly efficient dust collectors
and when properly sized will
provide adequate ventilation for
the Wheelabrator. Listed in the
box below are a number of
maintenance procedures which
should be followed regularly
to insure continuing ventilation
to the Wheelabrator.

The Wheelabrator
Cartridge Filter System .. .
The Wheelabrator Cartridge Filter is
a continuous, automatic pulse type
Dust Collector. Dust particles are
effectively captured on the outer
surfaces of the cellulose non -woven
fabric cartridges. This construction
and the highly efficient filter medium
combines features of compact
design with ease of servicing. A
simple cam locking device is utilized
for installation and removal of
cartridge filters. The unique venturi
system sends a periodic metered jet
of high pressure air down the inside
of the cartridges, halting the in -flow
of air and expelling the collected
dust from the outer surfaces.
Dustube® Fabric Filter
The Wheelabrator Dustube
Collector is a simple dependable
air cleaner employing cloth filter
tubes. Dust laden air entering
the collector first strikes a baffle
plate. The sudden change in
velocity and direction causes
heavier particles to drop into the
hopper leaving only the finest
floating dust particles to reach
the tubes. To remove build -up dust
from the inside of the tubes,
they are shaken when limp.

Ultra -Jet® Pulse -Type Collector
The Wheelabrator Ultra -Jet is a
continuous, automatic pulse -type
fabric dust collector. Its specially
designed baffle plates opposite
the air inlet deflect incoming
dust -laden air around the surfaces
of all filter bags. To remove
collected dust, a metered jet of
high pressure air is released
through the jet -pump cleaning
system. This inflates the filter tube,
halting in -flow of air through the
tube and expels dust from the
outer surface of the cloth.

Importance of Abrasive
The final element of blast cleaning
is the abrasive itself. Three
important factors should be
considered to evaluate the
performance of the abrasive:
1. The amount of cleaning the
abrasive will do in a given
length of time.
2. The quality of the cleaning.
3. The cost of performing a given
amount of work.
This performance is determined
by abrasive breakdown charac-
teristics, the abrasive size
distribution in the blast machine
and the abrasive hardness.

Abrasive breakdown rate affects
the shape of the abrasive in the
operating mix, and therefore
the maintenance on the blast
equipment. Abrasive size distri-
bution is also influenced by the
breakdown rate. The smallest size
abrasive possible should be
selected for each job. The size
of the abrasive selected, however,
is not the factor influencing
consumption. Rather, it is the size
at which the abrasive is removed
from the machine.
Abrasive hardness is the third
major consideration in arriving
at proper product selection.

Preventative Maintenance
The best way to lick costly
maintenance and repair costs is
to nip them in the bud — before
the little acorn (accent on "ache ")
branches out into a mighty oak.
Preventive maintenance of
Wheelabrator equipment is a
major factor in any cost reduction
program.
Assignment of Responsibility
Once the desirability of setting
up a plan is determined, careful
thought must be given to its
organization. This can be very
simple or quite involved depend-
ing upon the number of
Wheelabrators involved and the
production requirements.
Trained Operators
Operators of Wheelabrator
machines should be capable,
intelligent men who take pride in
their work and machine. They
should be able to detect problems
when cleaning quality falls off
or time for cleaning is longer
than usual. The operator is the
first line of defense in any
maintenance program.
Check Sheets are Desirable
Without accurate operating
information, it is impossible to
determine abnormal performance.
A check sheet has proven helpful
to a great many of our customers
in recording this information.

Spare Parts Inventory
A well planned program means
little unless adequate spare parts
are available when needed.
The spare parts stock control
system can be very involved or
entail merely a regular
examination of the part available
to determine reordering dates.

Positive Lock Indicator
The sawtooth design on the control cage and the control cage
locking clamp provide finite adjustment and a consistent blast
pattern. Locking clamps eliminate potential "drifting" and shift of
the abrasive coverage area.
