This notice is to confirm the decision reached by the City Council at the November 3rd public
hearing. The Council voted to approve the final plat based on the findings and conclusions in the
staff report dated October 27th, 1997.
Project materials including the application, any staff reports, and other studies related to the
permits are available for inspection at the Tukwila Department of Community Development;
6300 Southcenter Boulevard; Suite 100; Tukwila, WA; from Monday through Friday, between
8:30 AM and 5:00 PM. The project planner is Nora Gierloff who may be contacted at 431 -3670
for further information.
Property owners affected by this decision may request a change in valuation for their property tax
purposes notwithstanding any program of revaluation.
The City Council decision is appealable only to Superior Court.

In response to your October 16, 1997, correspondence and our meeting the previous day, I am pleased to
submit the revised drawings for the above - referenced final plat. At this time, the original mylar of the plat
is being processed for signature with Home Depot. The following is an itemized list of our response to each
requested revision:
• We have changed the Tukwila short plat reference within the title of the final plat from SP94 -0055
to L94 -0055. This is referencing the original short plat of the property and not the new
application.
• We have replaced the dedication statement with the declaration statement supplied to this office.
• In accordance with the plat standards and regulations, we are providing the before legal
description of the subdivided property. The plat then becomes the legal description for the
revised, subdivided property.
The City of Tukwila Planning Commission approval signature block has been removed.
• Sewer and storm drainage easements are not required across Lot 2B. All utilities within this
property are covered under the CC &Rs established with the short plat in 1994.
• We have not revised the sheet paging. The King County recording requirements referenced are
not applicable to plat drawings.

FINDINGS
VICINITY /SITE INFORMATION
Project Description.
The applicant is requesting City Council approval of the proposed subdivision of
Lot B from a 1994 short plat. Because this further subdivision will raise the
number of lots within the boundaries of the original short plat to five the full
subdivision process is required.
Existing Development.
Lot B is now vacant. A building permit application has been received for a Taco
Time franchise which would be located on Lot 1B. A pre - application meeting
was held for a Q -Lube franchise which would be located on Lot 2B.
Surrounding Land Use.
The Home Depot store and parking occupies the largest portion of the site. A Les
Schwab tire store occupies a pad site to the west. To the east across Christensen
Road is the Green River and trail. To the south is the Riversbend office and
industrial park.
Topography.
The site is generally flat.
Vegetation.
Vegetation on the site consists of grass and landscaped parking islands, which will
be replaced by landscaping around the new buildings.
Access.
Access to the new lots is from South 180th Street and Christensen Road, which is
a private street.
BACKGROUND
The 19.6 acre Home Depot site was subdivided into 4 lots in 1994. Lot B is the
only parcel that remains vacant and the current subdivision will subdivide it again
into two building sites.
On September 15th the Council approved the preliminary plat without conditions.
The purpose of the Council's final review is to determine if the requirements of
the preliminary plat have been met, and if so approve the subdivision.

SUBDIVISION DECISION CRITERIA
The final review criteria for subdivisions are contained in the Subdivision
Ordinance and listed below, followed by Staffs response.
Chapter 17.12 DETAILED PROCEDURES FOR SUBDIVISIONS
17.12.040 Final Plat Procedures.
D. FINAL PLAT REVIEW PROCEDURES
4. City Council Action - If the Council finds that the proposed plat makes appropriate
provisions for the public health, safety, general welfare, and for such open spaces, drainage
ways, streets, alleys, other public ways, water supplies, sanitary sewers, parks, playgrounds, sites
for schools and school grounds, and that the public use and interest will be served by the
platting of such subdivision, then it shall be approved. If the Council finds that the proposed
plat does not make such appropriate provisions or that the public use and interest will not be
served, then the Council may disapprove the proposed subdivision.
Staff's Response: The final plat documents were reviewed by the Planning
Division, Public Works Department and Fire Department and were found to be
technically correct and consistent with the conditions of approval of the original
short plat and the approved preliminary plat. This further subdivision of Lot B
will not create any safety hazards or infrastructure deficiencies.
CONCLUSIONS
The Council determined that project complied with the regulations contained in
the Subdivision Ordinance at the time of the preliminary plat. The final plat
documents are consistent with that preliminary plat approval. No infrastructure
improvements were required to be constructed as part of this subdivision.
RECOMMENDATION
Staff recommends approval of the subdivision final plat.

I wanted to update you on the status of your subdivision application. No one attended the public
information meeting held last •,light and I have not received any public comments to date on the
final plat application. The only departmental comment I have received is a request from Public
Works that you determine if additional easements will be required for the storm drain and sewer
pipe for. Taco Time that cross lot 2B. My only comments are minor format changes to the final plat
'ecording documents. I discussed these with John Ellingsen and am also including a set of marked
Ap drawings with this letter.
Thank you for the channelization plan, I have routed it to Public Works, Parks and the Planning
Manager for comments. As this is a separate issue from the subdivision I expect that you will be
working on it directly with Public Works.

complete on September 30, 1997 for the purposes of meeting state mandated time requirements.
The project has been tentatively scheduled for a public hearing before the City Council on
November 3rd.
