On June 4, 1998 Steve Welton from JM Consulting Group sent me a fax
concerning the cost to paint the vertical portion of the antennae mount at the
above address. Based upon the $8,500 cost and the questionable benefit of
painting the antennae mount to mitigate its visual impact, the unpainted
galvanized antennae mount is approved by the Planning Division.

This letter serves as a Notice of Decision and is issued pursuant to TMC 18.104.170 on the following
project and permit approvals. At their December 11, 1997 hearing, the Planning Commission approved
the applicant's request for a Personal Communications System (PCS) Base Station comprised of a 27
foot pole with 12 antennae mounted to the pole and affixed to the existing building.
Attached to this document is the plan that shows the approved configuration.

Property owners affected by this decision may request a change in valuation for property tax
purposes notwithstanding any program of revaluation.
Administrative appeals for the various permit Types are discussed below.
The period for administrative appeals is 14 days, starting from the issuance of this Notice of
Decision. The administrative body hearing each appeal is shown below. All appeal materials
shall be submitted to the Department of Community Development. Appeal materials shall
contain:
1. The name of the appealing party,
2. The address and phone number of the appealing party, and if the appealing party is a
corporation, association or other group, the address and phone number of a contact
person authorized to received notices on the appealing party's behalf, and
3. A statement identifying the decision being appealed and the alleged errors in that
decision. The Notice of Appeal shall state specific errors of fact or errors in application
of the law in the decision being appealed, the harm suffered or anticipated by the
appellant, and the relief sought. The scope of an appeal shall be limited to matters or

FINDINGS
Vicinity /Site Information
Project Description
The applicant is requesting Conditional Use Permit approval with Design Review to install a
Personal Communication Services (PCS) base station. The base station will include twelve (12)
antennae mounted to a twenty -seven (27) foot pole affixed to the existing building. The total
height of the pole and antennae, as mounted on the building, will be 45 feet.
Ground equipment will be located adjacent to the pole - mounted antennae in a 330 square foot
fenced area. Ground cabinets will be used for processing digital signals, to transfer power from
utilities to operate radio equipment and for increased capacity. A back -up gas - powered generator
will also be provided. The ground equipment will be 7'11" inches in length, 2'6" in depth and
stand 6 feet tall and will be located on a 270 square feet concrete pad. Attachment A is the site
plan for the proposed development and Attachment B is the enlarged site plan and elevations.
Existing Development
The site is currently occupied by Furniture World.
Surrounding Land Uses
The site is located in the Commercial/Light Industrial, or CILI zone. Properties adjacent to this
site are zoned C/LI and Regional Commercial Mixed Use (RCMU). Properties across the
Duwamish River from the site are zoned Low Density Residential (LDR).
BACKGROUND
Development in the C/LI zone located within 300 feet of a residential zone or 200 feet of the
Duwamish River must be reviewed under Design Review criteria (TMC 18.60). As the applicant
did not request consolidated review at the hearing for the required Shoreline Permit for this
location, a Substantial Shoreline Development Permit was issued on November 25, 1997.
CONDITIONAL USE CRITERIA
The proposed project must conform with criteria detailed in TMC 18.64.050, (1 -5), concerning
Conditional Use Permits:
(1) The proposed use will not be materially detrimental to the public welfare or injurious to the property or
improvements in the vicinity of the proposed use or in the district in which the subject property is located

The applicant has included computer generated photographs (Attachment C) showing the
proposed location of the antennae array and pole from off -site locations. The operating
equipment enclosure will be located adjacent to the Furniture World building's north facade.
The ground equipment will only be accessible from a nearby access road or by foot around the
non - public portions of the site. The proposed antennae and related equipment are
telecommunications equipment that fall within the safety parameters set by the American
National Standards Institute (ANSI).
(2) The proposed use shall meet or exceed the performance standards that are required in the district it will
occupy.
Staff has determined that the proposal falls within the 45 height limit for the C/LI zone. The
ground equipment is located outside of the setback area. A Substantial Shoreline Development
Permit was issued for this project. Design Review for the project is also required and will be
reviewed as part of this report, below. The project appears to comply with setback and other
development standards in this zone.
(3) The proposed development shall be compatible generally with the surrounding land uses in terms of traffic
and pedestrian circulation, building and site design.
As with similar uses, the PCS system will generate trips during the construction period and,
following the completion of construction, up to 1 trip per month for maintenance. The facility is
compatible with surrounding development as it is located in a commercial /light industrial area.
(4) The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan
This project must comply with the following Comprehensive Plan policies and meet necessary
Zoning Code regulations.
12.1.34. Actively coordinate project implementation with individual utilities based upon Tukwila's
Comprehensive Plan and development regulations.
The applicant will secure separate electrical and telephone services for the site.
12.1.36. Encourage utilities to consolidate facilities and minimize visual impacts of facilities where
technically feasible.
Implementation strategies for this policy include the use of shared infrastructure and use of
existing structures. The applicant is not proposing a facility that will be shared with any other
PCS providers, however the facility is using an existing structure as opposed to creating a
separate monopole or other support structures for antennae.

To minimize visual impacts associated with this project, the applicant has located the
development adjacent to the existing building and will include an enclosure with privacy slats for
the ground equipment. The pole will be painted to match the building below the roof line and
will use a non -glare metal above the roofline. To mitigate additional visual impacts, the project
was reviewed under SEPA and Design Review guidelines.
5) All measures have been taken to minimize the possible adverse impacts which the proposed use may have on
the area in which it Ls located.
The applicant has indicated that the location of the pole in the C/LI zone and existing vegetative
screening help mitigate adverse impacts of the project. As the project is also required to go
through Design Review, additional mitigation of adverse impacts may be required.
DESIGN REVIEW CRITERIA
1. Relationship of Structure to Site.
a. The site should be planned to accomplish a desirable transition with streetscape and to provide for
adequate landscaping and pedestrian movement;
b. Parking and service areas should be located, designed and screened to moderate the visual impact of
large paved areas;
c. The height and scale of each building should be considered in relation to the site.
The pole and affixed antennae will be erected within the 45 foot height limit established for this
use in the Conditional Use Permit review process. No on -site pedestrian activity is located near
the base station. No parking will be required for the development. The pole and affixed antennae
will be screened intermittently by existing vegetation from view of surrounding residential
properties. Much of the support structure for the antennae is screened from properties on three
sides by the existing building, which also provides screening for the ground equipment.
2. Relationship of Structure and Site to Adjoining Area.
a. Harmony on texture, lines and masses is encouraged;
b. Appropriate landscape transition to adjoining properties should be provided;
c. Public buildings and structures should be consistent with the established neighborhood
character;
d. Compatibility of vehicular pedestrian circulation patterns and loading facilities in terms of safety,
efficiency and convenience should be encouraged;
e. Compatibility of on -site vehicular circulation with street circulation should be encouraged.
Proposed screening will leave the upper portions of the pole visible when viewed from adjacent
residential properties to the northeast. The project is not located within a vehicular or pedestrian
route and is located away from on -site traffic and parking to avoid conflicts with customer and
delivery truck traffic.

3. Landscaping and Site Treatment.
a. Where existing topographic patterns contribute to beauty and utility of a development, they should be
recognized, preserved and enhanced;
b. Grades of walks, parking spaces, terraces and other paved areas should promote safety and provide an
inviting and stable appearance;
c. Landscape treatment should enhance architectural features, strengthen vistas and important axis, and
provide shade;
d. In locations where plants will be susceptible to injury by pedestrian or motor traffic, mitigating steps
should be taken;
e. Where building sites limit planting, the placement of trees or shrubs in paved areas is encouraged;
f. Screening of service yards, and other places which tend to be unsightly, should be accomplished by use
of walls, fencing, planting or combination;
g. In areas where general planting will not prosper, other materials such as fences, walls and pavings of
wood, brick, stone or gravel may be used;
h. Exterior lighting, when used, should enhance the building design and the adjoining landscape. Lighting
standards and fixtures should be of a design and size compatible with the building and adjacent area.
Lighting should be shielded, and restrained in design. Excessive brightness and brilliant colors should
be avoided.
No additional landscaping is proposed for this project. The antennae has partial screening
provided by the existing landscaping both on and off -site. The view of the equipment enclosure
is screened from existing residential properties by the existing building. Although visible from I-
5, the equipment area will be surrounded by a gated fence equipped with wooden privacy slats to
minimize visual impact. The location of the development is generally located away from
vehicular traffic by existing curbs and distance from traffic areas. The only lighting associated
with the tower may be a FAA required red beacon. The pole is removed from general public
access and will be fenced for safety and security.
4. Building Design.
a. Architectural style is not restricted, evaluation of a project should be based on quality of its design and
relationship to its surroundings;
b. Buildings should be to appropriate scale and in harmony with permanent neighboring developments;
c. Building components such as windows, doors, eaves, and parapets should have good proportions and
relationship to one another. Building components and ancillary parts shall be consistent with
anticipated life of the structure;
d. Colors should be harmonious, with bright or brilliant colors used only for accent;
e. Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from
view;
f. Exterior lighting should be part of the architectural concept. Fixtures, standards, and all exposed
accessories should be harmonious with building design;
g. Monotony of design in single or multiple buildings projects should be avoided. Variety of detail, form
and siting should be used to provide visual interest.

Much of the criteria in this section are not applicable with the exception of color and mounting of
the antennae. The applicant has indicated that the pole and antennae will be painted to match the
building and to reduce the visual impacts from surrounding properties. Attachment D shows the
proposed `T -Arm' mounting for the antennae.
5. Miscellaneous Structures and Street Furniture.
a Miscellaneous structures and street furniture should be designed to be part of the architectural concept
of design and landscape. Materials should be compatible with buildings, scale should be appropriate,
colors should be in harmony with buildings and surroundings, and proportions should be to scale;
b. Lighting in connection with miscellaneous structures and street furniture should meet the
guidelines applicable to site, landscape and buildings.
Other than the associated ground equipment that will be screened by a locked and gated fence,
there are no other miscellaneous structures.
CONCLUSIONS
The Planning Commission, pursuant to Tukwila Municipal Code (TMC) Section 18.108.040,
hereby makes the following findings and conclusions first under the city's Conditional Use
Permit criteria (TMC 18.64.050) and then followed by the city's Design Review criteria (TMC
18.60.050)
CONDITIONAL USE PERMIT CRITERIA:
(1) The proposed use will not be materially detrimental to the public welfare...
Potentially hazardous operating equipment is inaccessible to the public. The associated
technology is within federal safety guidelines. Therefore, all conditions are satisfied.
(2) The proposed criteria shall meet or exceed the performance standards...
The applicant is within the allowed height for this zone. The development must comply with
Design Review guidelines and has received a Shoreline Permit.
(3) The proposed development shall be compatible generally with the surrounding...
There will be trips generated during the construction period, followed by one trip per month for
scheduled maintenance. No other impacts to transportation system are anticipated. The facility
is compatible with other land uses in its zone. All operating equipment is located in locked
cabinets. Existing vegetative screening is appropriate.

(4) The proposed use shall be in keeping with the goals and policies...
The project will have the necessary electrical services for its operation. The 45 foot height limit
in this zone will limit the ability to attract a co- location with another wireless provider. Visual
impacts are minimized by painting, placement and use of a simplified antennae mounting to
reduce visual clutter.
(5) All measures have been taken to minimize the possible adverse impacts...
Applicant will paint the pole and antennae to blend with surroundings. A Determination of Non -
significance was issued under SEPA, as well as a Substantial Shoreline Development Permit.
DESIGN REVIEW CRITERIA:
(1)
Relationship of Structure to Site.
The pole and antennae are within allowed height limits. No on -site pedestrian activity is located
near project. The development will be screened by existing vegetation and the building.
(2) Relationship of Structure and Site to Adjoining Area.
Existing vegetation will limit visibility of the antennae from surrounding properties. Location of
the ground equipment and antennae on the north side of the building mitigates visual impacts
from surrounding properties. The project will not impact pedestrian or vehicular movement.
(3) Landscaping and Site Treatment.
Existing landscaping on and off site provides screening for project. Views of ground equipment
from I -5 are screened. Equipment and antennae are sited away from potential conflicts with

The photosimulations depict an approximation of what the facility would
look like from the area where the photo was taken. Obviously, there is some
margin for error in this type of process, but we feel the simulations give a
fairly good representation of our proposed facility. I have also enclosed two
other photos from the areas requested, but was unable to get a view of the
antennas due to existing vegetation.
I should note that it is not easy to get a long glimpse of the Furniture World
building while driving down I -5, due to the topography and existing
vegetation in the area.

GTE's Personal Communication Service (PCS) is a public utility licensed to operate in
Washington by the Federal Communications Commission (FCC). GTE is currently
designing its network in the King County and Tukwila areas to establish telephone
service and provide wireless capacity to its subscribers.
This proposal describes the scope of the proposed project by providing specific
information regarding the project location, zoning, specifications, and required services.
It is GTE's desire to work with the City of Tukwila to ensure that our project is
consistent with local ordinances and zoning regulations while providing the PCS
coverage that is critical for emergency, business and personal use.
Project Goals
The goal of the GTE PCS Allentown (WA0145) facility proposal is to provide PCS
coverage for personal and emergency purposes for the areas immediately surrounding
the project site, including portions of Interstate 5, SR 599, Interurban Avenue, and the
surrounding businesses and residences consistent with all policies and ordinances of
the City of Tukwila.

GENERAL PROJECT DESCRIPTION
Project Overview
The applicant proposes to construct a wireless communications facility on a portion of
the Furniture World property located on 13400 Interurban Avenue. The applicant, GTE
Wireless, proposes to lease approximately 400 square feet on the property. The lease
area would be developed with two equipment cabinets which house radio equipment
and batteries. In addition, three (3) antenna arrays are proposed to be mounted on a
pole which will be attached to the southwest side of the existing commercial structure.
Each array is composed of four (4) antennas, for a total of twelve (12) antennas.
GTE is in the process of securing a lease that would allow for construction and
maintenance of these facilities, necessary utility connections, and provisions for access
to the site.
Facility Specifications
Radio Equipment Cabinets - Two cabinets are proposed for this project. Each
cabinet contains radio equipment and batteries and measures approximately
eight feet (8') long by two and one half feet (2.5') wide by six (6') ft tall. The
cabinets will be mounted on a concrete slab behind the Furniture World building
on the south side of the building.
• Antennas - Three (3) arrays of four (4) antennas are proposed to be mounted on
the pole which is attached to the side of the building. Each array will be painted
as directed by the City. GTE recommends a grey color to match the skyline, or
optionally painting to match the existing building. Each antenna is roughly five
feet (5') long and six to eight inches (6- 8 ") wide. Please see the plan elevations
for further information.
• Mounting Structure - The antennas will be attached to the existing building . by a
pole which will be secured to the south side of the existing building. This is to
ensure structural stability of the antennas. The pole will be painted to match the
color of the existing building where it is below the roofline, and left a galvanized
grey above the roofline.
• Fencing - The equipment cabinets will be screened with a six foot (6') high
chainlink fence topped with three (3) strands of barbed wire. The area will be
accessed through a man gate, and the fence will be equipped with privacy slats
to minimize visibility of the cabinets.

• Facility Maintenance - The facility is generally serviced once a month by one to
two employees to the site for an average four (4) hour maintenance check. This
check is typically for preventative maintenance purposes. In the event of a
problem, a crew is dispatched to the site immediately.
GENERAL SITE ANALYSIS
Zoning General Plan Designation
The site is currently zoned C /LI (Commercial /Light Industrial) by the City of Tukwila.
The applicant has submitted an application for a Conditional Use Permit, Shoreline
Permit and Design Review approval to be reviewed by the City planning staff.
Existing Use
The subject area is known as Furniture World and is developed with a warehouse /retail
facility. The property has been paved to provide parking and access.
Access /Circulation
The project site area would be accessed from Interurban Avenue. There will be no
impacts to surrounding circulation /traffic patterns.
Visual and Environmental Resources
Because of the line of sight nature of wireless communications, antennas are often
visible to surrounding communities. However, the proposed antennas will be painted
to match the color of either the existing building or the skyline. Surrounding residents
are accustomed to viewing the structure as a retail /warehouse facility. The ancillary
addition of antennas will not substantially alter any public viewsheds.
Site Selection
This site was chosen because it represented the best available option for technical,
leasing and zoning requirements. The actual desired height in the area was 100', but
there are no buildings in the area with sufficient height to accommodate the required
height for the PCS facility. The Furniture World building offered the opportunity to
construct a roof mounted facility, which are generally considered visually preferable to
self supporting lattice towers or monopoles.

The proposed PCS facility will not create any new impacts to the pedestrian or traffic circulation
patterns. The facility will be attached to the building and the pole will be painted to match the
existing building where it is below the roofline. Above the roofline, the facility will be a grey
color, which matches the typical Washington skyline.
4. The proposed use shall be in keeping with the goals and policies of the
Comprehensive Land Use Policy Plan.
The conditional use will allow GTE to provide a new type of digital wireless service that will
increase community access to communication and emergency services. The facility will not
adversely affect the character or be detrimental to neighboring property owners. The facility will
use electrical and telephone facilities provided on site without creating a detrimental impact to
the communities utility systems.
5. All measures shall be taken to minimize the possible adverse impacts
which the proposed use may have on the area in which it is located.
The proposed telecommunications facility will have minimal impact to the surrounding land
uses. The proposed antennas will reach a maximum height of 45', which is compatible with the
height limit for this area. The attached pole will be painted to match the color of the existing
building below the roofline, and the equipment area will be surrounding by a fence equipped
with wooden privacy slats to minimize any visual impact.
